Welcome Aboard Mr. McCarthy

  • McCarthy arrived in Chicago the day after a U.S. special operations team killed Osama bin Laden, the leader of al-Qaida. The incoming police superintendent has not had a chance to get a detailed assessment of Chicago's counter-terrorism plans. Although he was only marginally involved in the creation of NYPD's plan, McCarthy said he knows how it was created.

    "It might be the model that local police agencies should pursue," McCarthy told the Tribune. "(Chicago) should probably have a robust component for counterterrorism."
Remember, the prevailing attitude around here has been, "It would be impractical to train the entire police department" for anything resembling a 9-11 type attack, including having people familiar with a downtown evacuation or how to shut down highways or raise the bridges or similar doomsday scenarios.

"Just winging it" isn't going to cut it and neither is relying on the feds to get troops here in a timely manner.

Hopefully McCarthy is allowed to bring in needed change. But we remember wishing that before around three years ago. He's going to need all the skill and all the luck in the world here undoing the damage of the past administration. We heard he's bringing in a First Deputy again - that will be a telling first appointment.

Some of those guys/gals should not be on the chopping block and are very hard workers with bricks on them by bosses who really didnt like them for one reasopn or another. Yup-that easy for a career to be railroaded ...

Welcome to CPD. Whether you are aware of it or not, the Chicago Police Department is at a pivotal point in its history. From everything I've heard and read about you, you seem to know how to do the right things. Look out for us troops, and we'll work ourselves to the bone for you. Mr. McCarthy is going to change the outlook of this department permanently. He is not one who will stand by and accept supervisors who are incompetant. McCarthy requested, and was granted, significant leeway to run the CPD independent of Rahm. This was the agreement. McCarthy will change this department forever. It is truly amazing to me that with all the merit promotions, not once but twice we have to go outside to pick a Superintendent. There are plenty of good cops that just have no clout. I hope he is able to do something with the 30% merit.

I know this will never happen, but just think how nice it would be if the courts in the places he came from actually worked as they should and he sees just how bad they are here and is able to do something about it by using the bully pulpit he will have. It'll never happen, but it would be nice. When Mayor Guilanni took over New York City, all those idiot liberals in NYC thought that the city would just be a crime infested toilet forever and he changed it. The crime rate actually went down.

THe lack of training for terrorist events, and the entire Command Structure filled with " Triple Crown Winner " exempt members who were meritouiously pronoted to Sgt, Lt and then exempt based upon clout, either political or internal to the Department and their race or sex, a cesspool of incompetence. A new Superintendent and a new Mayor in the same week. Despite what you may have heard, the majority of the rank and file look forward to the new day. It's kind of like the first day of school. You hope you got a good teacher.

Please don't wear the uniform. We know you were the Police and that's fine. You can be a civilian administrator and we can respect that. The uniform will never quite look right.

Please don't go to the Academy. It is not necessary and quite frankly it is beneath you and will look like you are pandering.

I can only say that I wish I was still active and not retired. I view this as a significant opportunity for those still on the department. Great changes will be coming, changes that will reshape the department for good. The reverends and the alderpersons will be pissed that they will not have the control they once had. And, I hope that the working police officer who does not have connections is given a chance for assignment and promotion. There are some pretty good merit promotees, but it seems most of them are clueless and incompetent and even a few drunks. You do not have to love your leader or even like them, but you need to respect them and most of the exempts are not respected. I believe that anyone who desires a promotion to exempt should meet some basic criteria and even take a competency exam. I don't know how he will turn around a department driven into the ground by the democratic party. I hope he brings in some help from the NYPD and makes significant changes in the detective division, to include its leadership and its investigative policies.

Let's all hope one of the first things he does is eliminate the Merit Promotions or at least suspend them until merit can be defined and justified. Then take a look at all those "light duty" gals, get the the real police out of call-back, and eliminate the riff raff that are still collecting a salary.
Let's see if any of those unnecessary Bureaus and staff will be eliminated.
Start at the top and concentrate on the Patrol Division - the foundation of this Department, we need help, QAULIFIED supervisors.

I know why we can't have an outstanding insider for supe. Clout is inbred CPD culture. Almost all the bosses are shameless incompetent political hacks since Shortshanks took over. "Merit" is political patronage clout, plain and simple.

Hopefully, Supt. McCarthy can open up promotions based on objective and transparent legitimacy instead of BS "merit". Experience as a street cop should also be heavily weighted. Look at all the white shirts who have never been the real police. This is why morale is dead.

If Supt. McCarthy reforms this, we could respect leadership instead of just grooming worthless suckasses. Patronage and the gold braid bill have to go. The whole job is rigged for mediocrity.

Mr McCarthy I have some advice for you...

First, I know you said you are going to wear the uniform only after going through our academy. If that is true then you have to go through the ENTIRE 23, 36 48, or however many weeks it is now. An abbreviated program set up just for you will not suffice.

Second, you will soon be introduced to Cease Fire. Do not trust them and their bullshit "interventions". Out of the probably hundred or so hamicide scenes I have involved with in my career (Over 20), I have NEVER heard of any witness, suspects, or family members EVER say they have been contacted by Cease Fire. You would think I would have come across them days after handing out leaflets, bumper stickers or knocking on doors etc.

They are nothing but a criminal organization sucking up tax dollars.

The Counter Terrorism plan, hahaha. Considering from the Sgt to the lt to the commander, all three are extremely incompetant and under qualified. They are more concerned about legal liability than actually countering terrorism. If I didn't know better, I'd say they themselves were a sleeper cell. If one of MY kids illegally parked in a handicap spot, I'd be telling them to get their able-bodied ass to the Clerk's office to pay that ticket immediately. Out of their own pocket.

And, I would tell them they had better not tell ANYONE they were related to me, while doing so. I taught them better than to take a spot from someone who actually needs it.

There is a long list of problems that McCarthy needs to address and if the wrong people get his ear it will be over before it starts. He needs to look closely at every member of his command staff and research exactly how they got and held their positions prior to relying on anyone's judgement. He also should personally review the backgrounds of all his personnel at the Lt. rank as they hold part of his solution to the problem. There are a few good Captains out there also but their selection process makes them suspect. He needs to go beyond the mindset of " if you are still in patrol there is something wrong with you" and learn that he has a wealth of talent languishing in the districts. Another pitfall is training records. If you don't know how this department works you wouldn't realize that a resume heavy with impressive training programs and special projects only means that some one has or had clout at one point in their career. Some of them are qualified but most are not. The story on the CPD is that the clout heavy pad their resumes, while the competent and cloutless actually are out there doing the job. While it will be a challenge this department still holds enough talent among the unrecognized to get the job done and turn things around. As a primer to a man that does not know the workings of Chicago it may be time for SCC to do him a favor and start a new and updated version of "who begat who" with an extra added treat of those who never passed a promotional exam and couldn't find superman in a phone booth. I am sure he is reading this blog for background just as those who will be working under him are watching Brick City and reading all the background they can find on out new boss.

How about manditory power tests? To get any type of raise(step,contract) you must pass the power test. Same for promotions. Also how about cutting out the duty avialiablity checks for those on the medical. If you're not here, your'e not avialiable.

Don't forget that McCarthy's plan had the backing of the Mayor of New York who Stood behind the police, unlike our weisel mayor. That is one of the main reasons that his plan worked. Also the city council stood up for the plan & police not like our council who say that the police are picking on the poor minority children. Go to the white wards & pick on their children. Well our children are not out past curfew, standing on corners selling dope. We know where our children are, do you know where children are??? Oh yea, they're at work bring money in to pay for the flat screen etc. Just my opinion no one else.

Everyone of these guys are politicians and he is using his actions at ground zero to promote himself much like Bush's planned downed plane photo op. While the working cop,fireman ,construction worker ect just did what had to be done without the need to tell everyone at every opportunity and use it as a springboard to higher office.

I set the over/under for McCarthy saying what the fuck at 9 1/2 during McCarthy's first staff meeting with the dumbass exempts he will inherit. A lot of people jumped on wiess for moving people around when he got here but that might of been one of the few things he did right. McCarthy needs to make big changes. The current leadership of the police department is a who you know joke hopefully McCarthy does what Weiss only talked about making the leadership of this department professional where knowledge and experience matter instead of the current clout who you know culture that the Chicago Police Department has lived by so far

OT source says that they are going to disband most of the Terrorist Unit now that Osama is dead. Unit 704 to be disbanded, all assigned sent back to districts, and 701 is losing approx 75 po's back to districts, as activity shows the unit is not worth the 200 officers they have assigned.

Just got off the phone with a buddy of mine who worked with Garry in the 46 in 1986. According to him, he is a cops cop. He always went to bat for his guys even after he went to castle. Says if you get behind him he will take care of you. If you act like a dick, he will treat you like one.
I asked him about this so called ticket issue. NJ guy gave his wife a speeding ticket, even after she showed the copper her husband card. So some words were shared between NJ and NYPD that made it to the news.

I'd love to know how he is going to get rid of incompetant supervisors. We have had incompetant personnel throughout all ranks in just the last 17+ years that I've been on. Sometimes having a contract can be a burden as well as protection when it comes to idiots on any type of job. Even the goofs are safe!

Hope he looks real hard at command line of investigative services. Last week a Lt. Got dumped on a Friday afternoon as he was leaving work and was told to report to 010 for midnight watch. He was replaced with someone else IF the 35th st boys were men, they would have gave the Lt at least a little time to accept the move. But to screw another one of their own white shirts someone left their balls at home with the wife. If that didn't boost moral, 35th wants all working at Homan in uniform, AND have the MERF truck along with the forensic trucks out on "patrol". That should help response time to a scene. ( just kidding). It seems like these decision makers should all ride the short bus to work. Oh no one is taking credit for any of the changes as usual. A few more years and freedom from this kind of bs :-).

Mr. McCarthy,

When I first heard an outsider named Jody Weis was going to be appointed superintendent, I felt hope. As a hardworking officer without any political connections (also known as clout) I hoped that Weis might make promotions and details to specialized units more legit. Ability is what our department should value, not a phone call. This never happened. Some might argue that Weis actually made the process worse, promoting more "merit" officers from his circle than previous superintendents. After a short time it was clear that Weis did not have the skill set necessary to run a large police department. I still cannot believe the damage just one man has done to our once great department.

Now we are awaiting another outsider. That's fine with me. Don't believe the media. I really don't care if you choose to wear the uniform or not. I don't care that you aren't "one of our own." In all honesty, I believe that you were the most qualified of the finalists for the position. Unlike Weis, I believe you do have the skills to become a competent superintendent here.

In the past I would have said that clout was the largest problem facing the department. In this post-Weis era, I would have to say de-policing is now the greatest obstacle to overcome. Older officers have thrown in the towel, and surprisingly, so have younger officers. It seems that many officers that came on the job during Weis's catastrophic tenure were never taught how to be the police. Many new guys instead learned how to de-police. It will take many years to reverse this sad state of affairs. You can start reversing this process by simply showing that you are there to support us in our role as police officers.

Back to clout. Make this place legit. Promote some people off of those lists. Create a legitimate application process for specialized units like narcotics, vice, and gang intelligence. The phone call should not rule all.

The model for Chicago or any other town, village or city should resemble what occurs on a Navy vessel during emergencies.

Whether on or off duty, personnel should respond to prearranged marshaling locations and/or key facilities and remain there, awaiting further orders or until properly relieved.

It seems as if during 9/11 everybody was trying to get to ground zero. Admirable, in a sense, but not necessarily prudent or wise.

Responses should be modeled to a certain degree on what occurs on Aircraft Carriers during emergencies.

I've always been a proponent of bringing back the Office of the First Deputy. They should staff that position with a solid, experienced veteran exempt who's had serious time in Patrol as well as some specialized units. If the new Supt rolls with that idea then we may be on our way back to where we should be. Back in the day, the First Deputy essentially ran the operational end of the Department and that concept worked very well - for many decades.

Illinois requires an out of state officer to attend a 40 hour law review class, a firearms qual which could consist of a 40 hour course or a 4 hour qual and a 200 question exam. THat is all Illinois requires to get a waiver of training in Illinois. Everybody was pissed because a fed wore the uniform and NEVER was the police. This man was the police and there is no question about it. He EARNED the right to wear a police uniform whether it is Chicago or not is kinda moot at this point. He is a cop and that is what CPD has always needed.

I visited new york years ago and Drove through the projects over there and after working 4 years in housing south and two years in housing west in the 90s the new york projects are 10 times worse than ours ever were. give the guy a little credit. I hate to say it but NYPD is much better, well trained and flat out have better policeman than cpd does. Politics is not a huge problem in new york, sure it exists but your bosses are hard workers who worked the street and qualified... in this cesspool we cant even get a car that works and are so lazy that most will not even cut someone a report... enough with the macho "CPD is the toughest attitude". this department is a joke and it is filled with a bunch of jokes... Just look at all the dog asses, the fools in MSF and TRU and the idiots running the show.

Abuse of the medical is when all these lazy cry baby fakers think that they have better things to do than come to work with their supposed brothers and sisters. We're out here busting our asses everyday while they think they're above this job. I know a guy who was on the medical for almost a year. When I asked him what was wrong he said nothing, that he was just trying to get his three businesses up and running. Then he said, "oh, I mean my back." So they catch him doing things one would not be able to do with an injured back and he ended up getting fired for ABUSING THE MEDICAL. Unfortunately he somehow ends up getting his job back.

I think it will be interesting to see what kind of strategies McCarthy implements and what changes he will make.

If I can recommend some. We need better training, there's no other way of putting it. We need ONE true City Wide Unit that is correctly utilized and has only the most qualified officers and supervisors.

I know this might be silly to some, because it's mostly based off of TV shows, but I repeatedly see K-9's being used with a lot of frequency. Be it too search cars or for bad guys. I would love to see one K-9 officer in each district on each watch. But if that can't happen at least two K-9's in each area.

There is few things he can really do without the city hiring more officers. It will be difficult for him.

We need to keep the medical system in its current form for as long as possible, but that will only be possible by policing ourselves. Hey asshat. I can go out and do the job everyday, which I still love. But I as many coppers with 20 plus have had the hell beat out of their body to the point I cannot do the run. There are many of us who have suffered back, knee and other injuries from years of running, fighting, falling and squad car accidents. Doesn't mean we can't and won't do the job. Quite the opposite. So take your hairgel, leather glove wearing ass and go fuck yourself. At least when us old timers, who can't pass the power test, catch them, we know exactly how to charge them. we don't stand there looking stupid.

Anyone who would use the word flunky associated with Schenkel probably never met him. He was a gentleman and a leader when I knew him. I would say he was one of the very few bosses I ever met on CPD with any class.

Hope he looks real hard at command line of investigative services. Last week a Lt. Got dumped on a Friday afternoon as he was leaving work and was told to report to 010 for midnight watch. He was replaced with someone else IF the 35th st boys were men, they would have gave the Lt at least a little time to accept the move. But to screw another one of their own white shirts someone left their balls at home with the wife. If that didn't boost moral, 35th wants all working at Homan in uniform, AND have the MERF truck along with the forensic trucks out on "patrol". That should help response time to a scene. ( just kidding). It seems like these decision makers should all ride the short bus to work. Oh no one is taking credit for any of the changes as usual. A few more years and freedom from this kind of bs :-). That idiot needed to go and the commander should be next,along with the afternoon sgt. They have that place so screwed up everyone us leaving and please look into the ot for a select few who sit around all day doing nothing!

I attended the ceremony today at FOP. I was surprised at the low turnout and attendance from the academy? They lost a valued officer? This is hard to understand that they did not show support in the memory of Thor Soderberg? Maybe they might pay respect in Springfield this week if Howard can get his act together? Hello!

Maybe we would have been there if we were invited? No one knew about the ceremony until last night. Only 6 people were going to Springfield on their own dime too. Sad isn't it?

Schenkel was a breath of fresh air to the academy. He brought leadership and discipline when none existed. He was dumped by politics from Cline. Cline was a master politican. After Tobias left, the academy fell apart. Shall we say "clueless"! Without a leader? Wait till McCarthy visits the academy he will be in for a huge surprise.

Mc Carthy is just Weis warmed over. Yes he was the police in New York, but not Chicago. He does not deserve to wear our uniform! If he came to do a job, that would not even matter to him. You have even more upper level worthless Exempts like Debra Kirby who is soaked with scandel cover ups as long as they were her friend or friend of a friend, Constantine Andrews who has never worked the street in any capacity, what exactly does he do? You have Roti and O'Grady who never worked in a District but making decisions on efforts that effect the Districts, why do you have TRU and MSF fully manned and none of the Districts they are assigned to assist is even half way manned. You have EB, SP and BM as Deputy Supt. Enough said.

I am pissing myself out more typing this shit and thinking about how fucked up this place is. Now we have to add an outsider into our mix of shit!

Years ago, met the Marine at HQ the day he interviewed with the Superintendent. For various reasons, ended up spending more time with him than the boss spent with him. Usually not impressed with upper echelon types or people alleged to be charismatic, but Schenkel was very impressive in conversation and appearance. His military uniform was impeccable and he was very personable, in that he was polite and respectful to all, even the lower eschelon employees, which was not the norm for most of the big cheeses visiting or working at HQ. Cannot speak for how he ran the academy, but can say, his first impression was pretty damn good. Dealt with a lot of "outsiders" within our midst and 99.9% of them were total assholes. Schenkel was not one of them. Just saying.

OK, Garry here is your road map.
1. Eliminate 20 -30 exempt spots. Most of your command staff were over promoted at sergeant. We are totally top heavy.
2. Hire John Farrell as either the chief of dicks or first deputy. This alone will tie morale to a rocket. Mr. Farrell knows who can and cannot lead, who are and are not the police still.
3. Eliminate either TRU or MSF return everybody back to the districts. Downsize the remaining unit into a quick strike, mobile, crime suppression unit. I really like what MSF has done in regards to additional training, scedule etc.
4. Eliminate GEU again back to the districts. Same with gun teams, CAGE teams and every other wothless unit we created and depleted patrol.
5. Half narcotics, vice, etc. Back to the districs for you too.
6. Streamline, the detective division, police officers can do their own burglaries, thefts etc. You might want to restructure violent crimes so that a sergeant and dicks are assigned to a team similar to the way the G works. Both the dicks and the team leads need to be held accountable for the clearance rate as well as timely submission for reports etc.
7.Back your front line supervisors, expect them to supervise and enforce a uniform standars, hair standard in addition to motivating their subordinates. Members above the rank of sergeant should support their front line supervision also.
8. Be prepared to battle the Cook County States Attorneys Office, you see we have this thing called felony review (FRU). FRU drives investigations, decides what if any charges are going to be approved and the bar for that approval continues to get highter. Your current command staff either will not or cannot get involved in calling FRU on their decisions that directly impact public safety.
9. Make tactical teams just that. MAke you r better aggessive officers want to go to tact with enticements such as additional training etc.
10. Finally, we have alot, I MEAN ALOT of police officers of all ranks, colors and gender that never had ANY intention of being the police. This was a pay check and nothing more. The officers work and act accordingly. We don't get much out of them. With our manpower shortage the need to identify and motivate these officers. The sense of entitlement is staggering and frightening.

The #1 problem we have is "CRAP" leadership! Meritorious, phone call promotions to the top positions have destroyed our dept. Unqualified idiots in leadership spots!!!
#2 is training. watching A video is NOT training. Except for minor things, or informational purposes.
#3 Dissemination of Info. In the computer age our roll calls are a joke! No wanted vehs, no wanted people, no serious info for a shift coming on. no national terrorist announcements unless it's major.

Superintendent McCarthy
assign all the desk dollies male and female back to a beat car
demote all exempts with 2 or 3 merit promotions , can't pass a test but are running the CPD
reduce number of exempts by 25 %
reassign crime lab technicians to the Detective Division , we could use the help investigating crimes
why are crime lab techs allowed to sit around and wait for a murder or agg battery , have sgts write tickets and supervise beat officers , to many officers are leaving early , poor supervision
captain rank should be eliminated , most captains like your command staff never passed a sgt or lt test , political merit appointments , hire civilians or retired officers to guard the parking lot at Homan Square and Police Headquarters , it works well at OEMC

that'll be a tough 1 because cpd supervisors are afraid to enforce rules and regulations
