A Chicago police official who was once among the leading candidates to become the city's top cop has been tapped to become the second in command under acting Superintendent Garry McCarthy.
Al Wysinger, 48, was named first deputy superintendent, Mayor Rahm Emanuel said today at a news conference at police headquarters.
The post had been eliminated under former Superintendent [J-Fled], who stepped down after Emanuel’s election. McCarthy, the former police chief of Newark, was recently appointed Chicago’s police superintendent by Emanuel. His appointment still needs City Council approval.
Garry really stepped in it today, but Al has been taken care of his entire career.
Expect a whole bunch of retirements throughout June as sycophants are rewarded, political enemies are punished and the terminally exhausted decide it's time to move on.

My only beef with Wysinger is that he accepted the Lambert Tree award for stupid bullshit while off duty in 015. It diminishes the actions of true heroes that actually earned the highest award. He should give it back. If he wears it, he's a arrogant jerk. Is it true that he rose through the ranks meritcloutoriously and never even passed a legit test? I do hear he's a nice person. So was Mother Teresa.

Dont understand how you can say someone has been taken care of his whole career when he got promoted like every first deputy before him. I worked many buy/bust missions with Al in the mid 90s when he was in narcotics. Great guy, hard worker and definitely the real police. You got guys making comments who know nothing about him but r looking to bitch like they would make a better candidate. Some people will never be satisfied. Good luck Al!

His sham Lambert Tree was accepted over much more deserving officers, one in particular that took a bullet, still stayed in the fight and shot the offender.

If you are at all familiar with the Lambert Tree/Carter Harrison Award, then you know there have been MANY POLITICAL RECIPIENTS of that award. I'm not saying it is right, but don't get all hot and bothered about it. It's the Chicago Way! Al Wysinger didn't campaign for the award, and if you were privy to the event, you know that it was accepted awkwardly. You don't piss on the "powers that be" when they hand you something. You shut your mouth, sit tight and wait. That was not the place to take a stand.
Bottom line: Wysinger is a good man and he is good for the Department. This is a good start.
Again, there are a lot of nice guys and good cops in our ranks that haven't been spoon fed promotions every time they show up to work......McCarthy is no different than Weis.......he is a puppet.
Let the Lambert Tree Award thing go already dang, if you were nominated based on a deadly force related confrontation, you would have accepted it too. Don't be a hypocrite. How can you judge the actions of a police officer engaged in gun fire with an offender? Either you're not the police or you've never been in a gun battle, I, my friend am experienced in both. the reason mccarthy came here is because he made a deal with the devil--- he is here to be a manager, not a cop--- he dumped commanders like crazy in new york and will do the same here--- albany park is the first up for scrutinization--- maybe they can assess how district manpower is down over 30 percent and a bid spot hasn't been opened there in over a year--- it takes a long time for a new commander to make relationships with officers under their command and with the community--- how can you really evaluate a new commander like staples who has only been in 017 such a short time--- j-fled dumped 21 of 25 commanders when he came here and it was a collosal mistake--- he flushed years worth of hard work and district experience right down the toilet and placed people in command who knew nothing about the districts or their personnel--- I hope mccarthy doesn't do it again.....

You're wasting keystrokes here. Some people are gonna bitch about Al or anybody else who gets promoted. Unless, of course, the promoted person is someone they personally know and like.
Like you said, anyone who actually has known Al throughout his career, knows he's the police and always has been the police. He started in 011 and never worked any candy ass district or unit. H was a worker in narcotics as well. Let them bitch. It's kinda what they do.

What don't you understand? He was promoted like every first deputy before him, but he was groomed. He was meritorious every step of the way. Are you going to tell me that he made Sgt because he earned it? What about Lt did he earn that too? It's all about who you know and that what is aggravating? Take his female relative that just made Sgt recently, was'nt she taken care of? She made it meritoriously.

That decison is made by the Bureau of Patrol, not the District Commanders. the Commanders want manpower, the Bureau doesn't open bids to nice districts too often because they know they will lose manpower in shit districts..

I laugh at the people who knock Al Wysinger. This man has done more Police work than most officers on this department will ever do. I worked with Al back in 011 on the watch and on tact. The Gang bangers and dope boys had a knick name for Al,"Willie Gault". They said if Willie Gault was chasing you, you might as well give up cause you weren't gonna outrun him. You was as good as caught. I remember working in narcotics with him. One day a hype put a sawed off shotgun to his head and robbed him on a buy. How many of you heroes would have recovered from that. Not many I venture to say. Al kept his composure and we found the bad guy and took him into custody. Not deserving of the Lambert Tree you say? Were you there? This man was first through the door so many times that most of you will never experience. You say that others were more deserving, Well I can assure you that would make up for the many awards that he deserved but never received. Since he has become a boss Al has never forgotten where he has come from and has never forgotten his friends and colleagues. I am happy for you Al. You deserve it. I would follow you into battle any day.
I'm just a beat cop with 27 years on I worked with Al when he first came on was hard working and repectful ran into him about a month ago guess what still respectful and hard working.

One stellar recipient of the Lambert Tree Award went on to be booted from the CPD twice and plead guilty in 2010 to selling gun/s to a known felon/drug dealer...

He can't, he has no choice but to work with what he's got. All of the political appointees will be around for a long, long, time.
I love the posts where they tell people to stop complaining about merit promotions, and telling people to stop bitching. Well of course there are the chosen who want to keep the masses silent, we wouldn't want the dirty little secret about Merit to get out. I've got news for you, the secret is out.
We will stop bitching when someone finally addresses the issue and makes a process fair and equitable for everyone, not just the select few. It's too late for me personally, I'm retiring, but it's a damn shame knowing that young officers who do everything right, work their asses off, believing they will rise through the ranks will continue to be disappointed.
Fix the system and then and only then will we stop talking/bitching about it.
Ive been on for over 20 and all I can say is that merit hacks will be merit hacks. You'll never see them on your jobs anyway because they are afraid.
They use their new found position, with assumed respect from underlings and coattail skitchers to abuse the units they are in.
The problem is that the units they are using as a stepping stone into another higher paying position get demolished and the officer suffer for it.
If GMAC or AL want to save the units, then talk to the personnel there and get an understanding of their work environment. Of course, they could just read this blog, which does an awesome job of giving the temperature of the units.
Any political hack can gather information that looks good on paper, do a little dance and sing a song for a few minutes and maintain his/her spot.
A few examples have been mentioned here and I'll pile on for the sake of the safety of the city....ER from B&A, he is worse than IJ ever was and it is only getting worse because he is expecting his talent show in front of GMAC.

I think that there are some political realities that some people on this blog are forgetting about. NO chief/commissoner/superintendent in the country is totally free from politics and influence from the mayor. The chief is a member of the mayor's cabinet. But, hopefully they can keep the influence down to a minimum. Second, after over 15 years of phony merit promotions, McCarthy has little else to choose from in the command structure of the department ( at this point). He cannot do away with the merit system, that is here to stay. But, he can make it more fair and transparent ( remains to be seen). Lastly, there are racial considerations in this town. He must have black and hispanic leadership at the top of the department, qualified or not. There are plenty qualified black and hispanic officers in the department that have been held down because they are not favorites. He also promised to streamline the department. Give the guy time, he just got here and is facing aa rough summer.
Listen up, Have you ever been at a recogniton ceremony and listen to why some cops have gotten awards, it's amazing most are thru the pure politics of the job, don't singlee out Al Wysinger of his award, give this man a chance, at least he is not some desk jockey or bureaucrat that just crawled out from under a rock. If he falters at this job, we will know, if the Supt. gives him the room to run with the ball, I believe he will succeed, he just has to get his team in place, and that doesn't mean the guys that are there now, yes he will have to eat some guys, but that's the CHICAGO WAY.
I am retired and don't know Al Wysinger. But, I laugh at the inductive reasoning of some on this blog. You say he is qualified because he held many command posts and then you tell war stories about what a great guy he is and how he made good arrests. That to me is putting the cart before the horse. I worked with many great police officers, every ethnic group and both sexes. They could not pass a written promotional test but did not have the clout to get any promotions. To me, that is the sad difference.These merit babies do not even bother to take all parts of the promotional exam, they do not have to and they know it. I find it pretty hard to defend this system. You have written promotional tests based on only department orders and they still can't pass with a decent score and you want them to run the 2nd largest department in the country??? Where is their education, their knowledge of management? Their knowledge of police operations, etc? No test or interview to score those and you want to put these people in charge of running this department? I find that laugable. All done in the spirit of policitcal correctness and croynism.

I think Al Wysinger is a great guy and a good policeman. He has been the police and treats everyone with respect rergardless of rank. That being said his promotion is still proof that with McCarthy nothing is going to change. I am near retirement but had hopes that those who have not been promoted meritoriously would have a chance with a new administration. I now see that is not true. If McCarthy wanted to show us he is the real deal his first move would have been to name a 1st that has moved up legit. i klnow they are few and far between but there has to be at least one. Or am I living in a dream world? (rhetorical question). Does anyone know of any current exempts or even Captains that made it as far as Lt. without a merit bump? Are there even any Lt.s left that were promoted legit? Beginning to wonder.

To the last poster that called me out by name (Herb Brown)!! I'm not afraid to say Al is my friend, have never asked him for favors.. Wysinger may be a great guy but the thing that I believe that most people are bitter about is the fact that he has had a phone call his entire career. He may have been a great officer in narcotics, but the average Joe pushing the beat car has zero chance of getting into narcotics. He has also been given merit promotions his whole career. He may be a great guy and a great cop, but you know there are alot of those out there that can't get into narcotics or any other unit. These same people may also be bad test takers and thus have zero chance of getting promoted because they don't have a sponsor to get them the merit promotion. I have heard nothing but good things about Al, but exactly how many times does one person deserve to get into units and get meritoriously promoted. I believe the max for merit promotions should be one. If you can't make sgt or lt on a test then you shouldn't be a boss. We have too many examples of merit gold stars with no clue. And, this merit process is sucking the life out of the working copper. What is the incentive to work hard if the useless piece of lazy crap gets promoted and the guy who works everyday get shit on. We need to end this merit nonsense. But if it continues, everyone should have to take the entire test for sgt or lt. And if you get the merit promotion, the list should say that you are merit, who put you in and your score on the test, as well as you work history to show why you deserve the merit promotion. I know, I'm dreaming.
