Here's An Idea...

  • Mayor Rahm Emanuel’s choice to run Chicago’s Office of Emergency Management and Communications vowed Tuesday to usher in a “cultural change” in 911 dispatching to free police officers to respond to the most serious crimes.

    At his City Council confirmation hearing, Gary Schenkel said it’s high time that Chicago alter an outdated dispatch policy that sends police officers to respond to 70 percent of 911 calls, compared to 30 percent in other major cities.

    Schenkel acknowledged it won’t be easy to wean Chicagoans of the habit of dialing 911 at every turn, calling the emergency number even for minor matters. It will require a major public relations campaign to divert lower priority calls to 311 or convince crime victims to file their reports online, Schenkel said.

    But a two-year hiring slowdown has left the Chicago Police Department more than 2,300 officers a day short of authorized strength, counting vacancies, officers on limited duty and medical leave.

    The only way to ease the manpower shortage — short of a hiring spree the city can’t afford — is to find a way to stop officers from chasing their tails by running from call to call, Schenkel said.

OK, OK, we realize we're starting off negative here. Let's just get this out of the way - this isn't a new idea. It's an old idea that no one has had the political will to address for years. We and our readers have spouted off for years about responding to calls about "junior won't go to school," "I want my flavor of the week ejected from my apartment," or "the dope boys ripped me off." We should embrace any change that lightens the load of nonsense. So we'll open up the comments to "Calls the Police Shouldn't Have to Respond To." Then someone can forward it to Schenkel, McCarthy and Rahm.

If they had listened to beat coppers years ago, this wouldn't even be an issue today.

A number of years ago as a supervisor I would clear hours old nonsense jobs. The patrol division in their wisdom deemed that improper and Aunt Bea had a fax come out to prohibit those common sense decisions by a supervisor in the field. They were afraid of the CR number and the vast paper chase that entails because no one has the guts to say no this is silly and that is it. There is also fear of liability and no one want to be holding the bag for the one call in a million that goes south. So send the beat car.

I have no problem with the new policy. Where there will be a problem, is with IMPLEMENTING it.

Say I call 311 about the car on the hydrant in front of the nine frame houses on our block. Do the police get dispatched within half an hour? Or do they only come ticket the car when my house is in flames and CFD can't get their truck near the hydrant?

I'm grateful we won't have to answer the "my kid is disrespectin' me" calls any more, but I'm a little concerned with how this will be managed.

Just for starters:

Stop sending police to take reports unless an immediate follow-up is necessary (major crime). This bullshit of the report can be taken by callback "unless the citizen insists on police presence" needs to stop.

Don't want to sign complaints but "just want them out of here"? Fuck you. We don't do that shit anymore.

Having a problem with your juvenile child? Too fucking bad. Learn how to be a parent. Not our concern.

"Sergeant 2610, could you respond to (wherever) regarding the complainant not being happy with police service?" "Sorry, but fuck off, squad. Unless the complainant has an actual bona fide complaint that something was done illegally, we don't give a fuck anymore. Make it a 19-D." I've never heard as many bullshit calls for supervisors in all my years. Thank God I retired when I did.

001st Dist guy here- yeah yeah talk all the smack you want but we get backlogs too.. mostly because of all the dog asses on the watch.

But here's a few suggestions:

1) No more dogs off the leash in the park calls. Asshole that keeps calling can submite a community concern online.

2) 1st time adult shoplifters - ANOVED on the spot, then release since they will only get theft school. Juveniles- Parents get ANOVED on arrival. Juvenile system is a joke. Certain coppers like to take 4 hrs on a misd retail theft then take lunch, then 5 El checks nowhere near your beat,gas, then a personal. Yeah that's you P.O.S. 133.

3) Stop giving the bucket boys permits. That's between 8-15 noise disturbance calls a day- mostly during rush hour.

4) In progress calls should really be in progress not "it happened 15 mins ago".

5) Who ever finds the Reckless driver?

6)Metra is the POLICE, they can handle their own calls on AMTRAK property instead of pulling a tact move by requesting a paper car.

7) Send in all driveable accidents w/o injuries to the desk or file a report later.

First and foremost are the daily missing reports at group homes. The kids and adults aren't missing. From the mouths of group home employees, the only purpose for the report is so they (the group home) get paid for housing these people.

I work at OEMC and I do my best to screen calls as much as possible, but the single most driving policy is liability. They even tell us in training that if the caller is demanding the police, we need to send them despite the reason. That being said, here are a few things:

Anytime money is given in lieu of service it is not a crime when the correct change is not given or the service is not provided. Hire a lawyer, take them to court, complain to the BBB. There is no report for such an incident.. it's a civil matter.

The same goes for cars being booted or towed from a private lot. The car wasn't stolen, it's not a crime. The same goes for minutes on your phone, no cheese on your cheeseburger, and the mechanic didn't fix your car. Get a lawyer,

Barking dogs, loud music and car alarms? No, the police cannot choke the dog out or break into the car to shut it off. The most an officer can do is issue a citation. How about talking to your neighbor like a human being?

Drug dealers on the corner? There is a little something called probable cause and an anonymous call doesn't cut it in court when the officer is on the stand being questioned by the defense attorney on why he searched his client for drugs. They need a little more detail than the black guy on the corner. Chances are there's a lot of black guys on the corner. Are you paying for the officer's lawyer when he gets sued for a civil rights violation because he locked up the wrong black guy on the corner? No? Didn't think so...

Stop calling back because the police didn't get there yet. We don't' call the police every time you call back. This ain't burger king, you can't have it your way. Resources are short and police time is valuable. People being shot, beat and robbed is more important than your TV being taken in a burglary that occurred sometime the night before. I don't care that you've called 4 times, because we only call the police once. I'm sorry that your shit was taken, but all you're waiting for is a report. The officer that responds does not start kicking in doors to find your PlayStation, he just gives you a piece of paper. Detectives get assigned the case and they try to find your stuff. Stop calling. And don't ask for fingerprints or dna collection. CSI is not real people! Do you know the backlog of dna requests there is at the state labs? IF evidence is found at the scene of a burglary, it would sit for a few years in the lab before being tested. Murder and rape cases sit for months... you think thousands of state dollars are going to be spent to track down your $400 dollar TV? Pffftt... It's the officer's decision to call for an evidence tech, not yours.

Good Samaritans: Holy shit.. the police do not need to know about every little thing you see from the 60th floor of your downtown condo. If people want help they will call for themselves. If they want medical attention they have to ask for it. Paramedics cannot force people to the hospital. When the ambulance arrives for some drunk, and that drunk refuses medical attention, those paramedics and police are that much farther from someone who really needs help. You care that much, you put him in your car and take him. No? Don't want to get that close you say? Anonymous you say? Thought so... think twice before sending thousands of dollars of tax payer's money to people who spent the last 20 years of their lives drinking and passing out in the alley.

When we ask about weapons, it's for the safety of the responding officers. When we ask about drinking or drug use, it's about officer safety. I'm not asking your favorite color or who grabbed your ass at the prom, I'm asking relevant questions to the situation YOU are asking police to drive as fast as they can to and endanger their lives for... you insult the very people you are calling to send you help... think about that one...

Why rush into a "burglary in progress call" The sob is two blocks away before it gets dispatched.In most cases. i wrote city hall 20 years ago and asked that they put the real police back on the 911 to dispatch calls. Some,not all of the non police dispatchers are far from knowing anything that the right hand is telling the left hand.

I have used 311 to help me resolve many of my personal problems--problems that I normally would have written inquiry letters to Ask Amy or Dear Abby or Dan Savage. And, 311 has been able to help me resolve all kinds of sexual and interpersonal issues, it has been a great help in my personal life. It's so easy too: just the touch of 3 numbers and a short wait instead of writing an actual letter or email.

SCC- why haven't powers that be examined what's been happening at 311 for years?? Call 311 for what is stated clearly by caller as minor/non-emergency, and without questions, the 311 operator automatically switches caller to 911. This has to have been putting enourmous burden on 911 response. It would seem an investigation/overhaul of 311 policy is needed immediately as well.

A big component of changing this 911 deal is arresting people who say something bad is happening to get us there for the BS. People have to be locked up, and that's up to us. If callers start going to the lockup for this stuff, word will travel and it will slow down.

Diverting calls to 311 is a very good idea, if and only if the 311 Center is adequately staffed---which it has not been for over a decade, thanks to budget cuts made by Mayor Daley and approved by the aldermen. The few 311 operators remaining at the 311 Center are ill-informed (not their fault) and overworked to the point of exasperation. Therefore, they are often not only of little to no help, they are rude. So diverting calls there today would be of no benefit, because callers would just call back to 911.

AMEN! The calls of a missing from a group home. Multiple times out. It's gotten to the point that when I get one of those, I first find out if there is an open RD# on stupid. 9 times out of 10 there is. The irrating factor in those calls is that the complainant knows there is an open RD# on junior but It's our POLICY to call the police EVERYTIME they walk out, even if they do this on a daily basis.

Every police superintendent appointed under Daley failed, for the most part, to bring in progressive reforms and changes in the police department. Every one of them sold us out to the mayor and the political class and were putty in his hands. That was the reason they were picked for the top job. I actually liked a few of them, but resented how they corrupted the department. None of them had the balls to make the changes required and failed to back up the officers. The results show today .

for several periods earlier this year certain districts had bid openings and many officers bid in--- the department did this because they know they can't just move people around because of contract restrictions--- I am in no way bashing coppers for bidding to other spots, change is good--- recently I pulled up a unit summary for 025 and they must have had 7 or 8 cars down on missions and taking no calls--- 025 was one of the districts who benefited from the bid openings earlier this year--- so now we have some of the slower districts running on skeleton crews because they lost bodies and have not gotten any replacements, no bid openings--- people who live in 016, 017, 019, etc... sould be outraged--- sauganash, edison park, norwood park, edgebrook all left with a skeleton crew of coppers--- some of the most valuable real estate in the city and nobody watching anything--- 016 is always out of cars and a bunch of city workers live there---- I hope nobody gets hurt because they get into a situation and their is nobody close to help them---

cab disturbances....fuck these cab drivers. they pick up drunks who pass out in their cab or don't want to pay and then call us to handle it and 99% of the time they refuse to sign complaints. cab drivers should be charged a fee every time they have to call the police to deal with the drunk they chose to pick up.

--Plenty of times I have responded to a job where they insist the police response for something that can be done through callback. I do respond and politely inform them to call 311 for the report. 19P my end.

Not 22 years, more than 45 years of going to every call. OW Wilson and King Daley the First. Go to every call, make long form paper by hand for every alleged crime.
Find a phone and read the entire report to a transcriber who typed it up.
Then every paper job assigned to a Detective who had to make a Supp, typed. Old GA Dicks refrain "5 a day every day", and in the warm months they stuffed them in your mail box on your days off, come back to work after a three day weekend and find your down 15 plus 5; twenty phone calls and twenty supps due.

Been a huge waste of manpower and dollars for all most 50 years.

Been there, done that.

If they don't want to pay for sworn officers to be dispatchers but still have police experience on the zone, why not utilize some of the most experienced guys on the planet to handle it... our retirees?

Our profession SUCKS when it comes to utilizing the experience of our seniors. Truth be told, a lot of our people would love to stay involved in law enforcement instead of being unceremoniously tossed on the trash heap the day they pull the pin, especially with an opportunity to supplement their meager pensions. What could go wrong? Wouldn't it be worth a try? I know they USED TO do it but not sure why they stopped. Anybody know why?

I would NEVER code out pending jobs. Why would you do that? Let them wait. I used to work with a Sgt. that,as soon as he would hit the street, pull up all the pending jobs and code them out? Why? You do that and it looks like there's nothing to do. I say take in the important calls of course but let the bullshit ones sit, for hours if need be. Why are you in such a hurry to clear the board? If the city wants to not hire any more coppers and wants to accept every single bullshit ghetto nonsense call then so be it. Let THEM explain why we are always in a RAP. Let THEM explain to an irate citzen why we were late to his legitimate call for service. Because we were handling a mama drama bullshit call that the city wants us to take because they are afraid to say no to the leeches. Let the calls sit. Show the public that we have on average, 15-20 cars per watch, per district to handle all the calls in that district. Something has to give. There are just not enough coppers to properly police this city. THAT'S the bottom line.Now before you go and rip me calling an inside house mouse or a desk sgt. or some other equally insulting name,think again. I've got thirty years on all in a district in a car. And I don't hide out,I take in jobs. Just sayin.

At that Maryhill or whatever they call it at 1658 W Grand, they will call the police and report a missing everytime one of the ghetto misfits leaves to attend an allnight drink/fuckfest. The poor beat car has to make a report every single time. They are a couple of goofs but even I feel sorry for them.

Another idea. I know the TMA is a seperate agency but have a traffic aide in a TMA car assigned to every zone or district. Let them be assigned a beat number, be on the zone and assign them most of the parking complaints that come out. Most of the parking jobs that come out arent number ones but for some reason cars are still held down on them. Also the TMA wouldnt have to be in the districts for every shift. Maybe during just peak hours or times. I know revenue has people of foot and bike but that doesnt help when people call 911.

I recall the "birth" of 311..the big public relations campaign (it was on grocery store bags)...we sang its praises at CAPs meeting..it graced the outside of vehicles...didn't we get reminders in utility bills??....but until the fckn administartion admits OEMC-CFD-CPD- Fleet-General Services- CAPS- Park District- streets and San-Public Schools are ALL INTERRELATED CODEPENDANT ENTITIES supposedly ALL under the mayors control we will continue to flounder...

I have called 311 for issues over the years. I am always amazed when they say, that's a police matter, would you like me to transfer you to 911? When I say, but it's not an emergency they say that 911 is the only way to dispatch police. But, I didn't ask for the police, and it isn't an emergency. Sorry, sir.

Crazy. So many city employees and so few apparently able to respond to issues.

How about hiring 1 meter maid per district, for 2nd & 3rd watches to handle EVERY parking complaint. This would free up beat cars...like in 024 ...they have 3 cars, 1 for each sector ..that handle parking enforcement only!!!

And 311....the probem here lies in the fact that their union , AFSCME, stated ...311 operators cannont type events to be sent to zones for dispatch (parking complaint, barking dogs, loud music, etc.) because that is what the 911 call takers ...so you have to pay us at their IBEW pay scale!

What needs to be done at 311, is a refresher course in what calls are to be handled by beat cars and ARS (aka ARP, call back unit). The officers at call back are supposed to be typing the events for non-emerg police service calls that get sent to the zones.

The CFD should be allowed to do what they used to, before some gutless political hack made it a no-no. There was a time when the firefighters, when coming across this situation, would smash out the car's windows and run the hose right through the car. Much more practical and actually effective in solving the problem

Disband baloney units, baloney exempts, re-tread the HQ housemice and beef up the Districts.
Get Alvarez & Dart to open up Cook County Jail.

My all-time favorite was in 015 ON NEW YEAR'S EVE.

A car was actually found and dispatched on the following call --

"Go to such-and-such a tavern and check the well-being of So-and-So who is drinking in there."

That s__t we can do without.

Always keep compassion and common sense in mind, however, and try to understand the call for help from the poor, especially the isolated elderly who really may have no one else to help them. Their calls are not out of malice or foolishness, but from real need.

Gary Schenkel was an excellent leader when he was in charge of the academy. He was fired because of politics by Cline. He has a distinguished military career and understands the job of a street officer. If you did not work for him then you are ignorant of his skills. If he has freedom then he will make the necessary changes.

As a regular citizen I've been embarrassed by the CAPS meeting Officers telling us all to call 911for unsupervised kids, noise, etc.
When I was growing up, someone had to be bleeding to call 911 - and even then if they weren't bleeding too bad you could take them to the ER in your own car.
I'm glad I live in a ward where you can call the alderman's office and the precinct captain will help take care of moderating crap with lousy neighbors, etc. (I'd love to work things out like human beings if only a) my neighbors were human and b) would admit that they speak English.)

I remember when we used to get calls that ,"the missing juvenile from arlington hts. is now at such and such address.It was his mama's house and Sunday nite and time for Jr. to go back to his group home...Mama insisted that we drive him back and if not, send a Supervisor.I told her to get down in her car, put the lad in and buckle him up and have a nice ride....She told me that her usual Police don't do that, they drive him back.I got their names and told 'em both that they were dogs and a discrace!...Taxi service was over.No reason for a Supervisor, unless they wanted to admit to the above!Told Mama that she may be liable from previous calls, for Officers time and gas etc....She never called again.....So, point being, some P.O.s WANT to be down on this B.S......It won't change, if we don't!

That happened to me when I called 311 with a noise complaint. They told me they were transferring me to 911. Me: "911? It's not an emergency." 311: "They're the only ones who can dispatch the police."

Is that true? If so, why bother advertising 311 as the "non-emergency" police number? At least they didn't send me to 911 when I called about street lights being out...

I would NEVER code out pending jobs. Why would you do that? Let them wait. I used to work with a Sgt. that,as soon as he would hit the street, pull up all the pending jobs and code them out? Why? How about a kid just left school is not a missing person. Got a call today. Principal said we told the student to leave the school premises. So Junebug leaves as told. School then calls police for a missing person. Why? Because as stated "We need to cover or ass in case something happens" Well maybe you shouldn't tell students to leave and are not allowed in the building.

Honestly I have never seen CFD take more than a minute to hook up to a hydrant blocked by a car. Love those 014 Toyotas vs The Engines. My favorite ticket to write.

In 011....calls for police (in the last week) have included: My car got wet when I drove it by the OPEN HYDRANT and I just had it washed, there is building being torn down and it's creating dust, my sister won't let me use her LINK card etc. Also stopped a car that was driving around with the bill of sale taped to the rear window in lieu of a license plate, and the driver stated that he called 311 and they advised him to tape the receipt to the window and that it would be ok to drive until the perm. plate came. Tax money well spent.

Yes what we send units on is sometimes very stupid in deed. I have been in a deep depolicing mode for some time now. But one thing I do still do is check on CFD units whyen I see them whilw riding around not looking for work. Last week I came across a fire truck & ambulance on the street in 6 and the call was for a "headache". Then about W hors later I see CFD on the street I check on them and it was for "upset stomache". This whatwas actually on the run printouts. I made them show me it was so stupid it was funny.

And, you forgot the part where the car with the very expensive ticket then gets very expensive tow service from the city and is not blocking the hydrant At ALL anymore, because it's AT THE POUND.

That's the appropriate police response to the problem.
