Documentation

A couple of comments drawing interest:
  • We're being denied comp time due to "manpower shortages". Bosses are claiming some districts may go down to 2 officers allowed CU a night. Anyone else care to weigh in?
And this:
  • what is wrong with the 20th District?

    The District Commander got caught lying to her troops about taking days off. She told them that HQ demanded BFD or P days to get a day off on a weekend. The affected POs called the FOP and confronted her to see the order. She backed down and let the Time due work. There was no order.
Unfortunately, we're seeing and hearing a lot more of this stuff going on. Each and every instance of it occurring MUST be brought to the attention of the FOP. The City and specifically, ignorant gold stars (but we repeat ourselves) are going to try to circumvent the contract more and more as manpower gets tighter and McCarthy attempts more "reorganization." The only way to address the majority of problems is by redistributing manpower in some way, as seen with the MSF/TRU people. It's permissible by the contract since people voluntarily gave up their rights, but the rest of the Department didn't.

Don't get run over.

I would disagree with this. Why hasn't the FOP gone after these people who 'sign away their rights'? In what union are the members allowed to SIGN AWAY the rights the union membership has fought for and negotiated for?

I'd call them what they are: sellouts. And they chip away at our hard-earned rights by their actions.

Even our own commander is intimidated by us. Anyone with a problem upstairs can call us for advice. You might learn a thing or two. We run these liberals here also. I've heard people at work saying "no big deal, we'll just start putting in for the tour of duty exchange to get days off that we want". How about, Fuck You, I want to burn 8-and-a-half hours of MY TIME without having to make up a day at a later time.

If the BrassHoles think the troops are demoralized now, just wait until they're officially instructed by the 35th Street Brain Trust to restrict time due. If they're actually dumb enough to try and implement such an asinine policy (which they surely are), they can expect unprecedented backlash from the rank and file*.

And, yes, any officer effected by the asshole commander with the make believe order concerning time off needs to do everything in their power to break it off in her ass.

Officers need to know our contract, particularly the portions regularly trampled upon by uneducated supervisors. What's more, officers need to consistently initiate the grievance process when wronged by some over promoted hack. Fear of retaliation shouldn't prohibit, but rather motivate, coppers to pursue righting the wrongs precipitated against them by ignorant supervisors. As the title of this thread screams, documentation is key - especially of any interactions of a hostile and/or retaliatory nature.

* does not apply to company suckasses that will do anything to work "their" car or wear jeans and baseball caps to work

This is because of something that happened in the last Compstat meeting. AC complained that he did not have enough people to staff his cars on midnights, resulting in a spike in violent crimes between 12 and 0500. the Supe said "I just sent you 50 guys from MSF and TRU." When AC still said it wasnt enough, the Supe asked "Then why are you giving 70+ people time due over the weekend?" The other bosses are reading through this as "Don't grant any time due, because it's your ass if you do and crime spikes."

good bosses know to never deny time due except during events where time due has been restricted by the chief of patrol---- 1st and 3rd watch w/c's in slow districts where the manpower has been cut down the past few years face a daily dilemma--- do I send out 1 man cars or down cars and have everything 2 man--- I personally think that the decision to work 99 should be a choice made by individual officers when manpower is short--- if time due is to be granted some people will have to work 99--- I can also understand how a w/c may be reluctant to send out 99 units because of safety concerns---- it is not the w/c's fault that they are down in mnapower....

Furlough extensions will only be granted starting on the Sunday before your scheduled furlough and thur the Saturday after your furlough as per order. No allowable extensions beyond that.
And then its only if man-power permits.

Saw comments about 024 and would like to comment. I saw that they are messing with furlough extensions and the response was " Read The Order" obviously posted by a spineless boss. One of the reasons I left there years ago was that very fact. For such a cushy district the only hiccups are usually generated by bosses scared of their own shadow. When you get to a fast district like I am in now, you realise just how shaky these morons are.In the ghetto a boss has to make split second, controversial DECISIONS , not regurgated crap from DTEB's illiterate mind. It all comes down to who's side are you on, the guys you know and work with or some idiot at 35th St who wants to bang a cook at Popeyes. It's obvious whom they've sided with and my bosses would laugh at your pissypants nonsense.

I just paid a $20.00 late fee for filing an ethic statement to the city of Chicago......let's see, if there are 13,500 police officers (Ha, yeah right!!!) and only half of them were never informed of this stupid statement to begin with....and each officer had to pay a $20.00 late fee... that is $13,500.00 back into the city's pocket. I guess I have a CPD email that I never knew I had and that was how I was notified that I had to fill out this ethic statement.....I know, I know, my own fault but WTF!!! That's just the Police Department. How much money did the city get kicked back from every department within the City for this $20.00 late fee. I call BullsH@%!!!!

When they kick your time-due slip back telling you it's been denied WITHOUT an official "denied due to …" with the w/c's SIGNATURE, that should raise a red flag. By contract, they are supposed to give a reason for the time being denied AND it has to be signed. And I quote : "Ernie Brown and the people at HQ are questioning why there are so many people are taking time on the weekends. People who are using personal days and BFDs are acceptable, but those who used comp time have to be denied". That's the reason they gave, whether it's true or not could be another story. If manpower shortage on the weekend were an issue, what would it matter if it was a BFD, PD, or CU? Either way, you are not there. I think they are trying to get everyone to burn all their PDs and BFDs because then the city can save money when they don't have any to sell back. Money is always the issue in this city.

Downtown is probing for weakness on this time off issue. It seems that a few District Commanders are trying to address this issue but in different ways. Downtown is applying pressure to the Districts to handle this manpower issue without an official order with the Superintendent’s name on it, which would certainly lead to grievances and perhaps even lawsuits. These District bosses are caught in the middle on this one and some are scrambling, making shit up as they go along. In 020 you need a P-day for a day off, in 024 you can no longer extend your furlo. Bullshit! You want to restrict my time then put it in writing, with a signature on the bottom so I know who to file the grievance against.

Read the contract, document your interaction with bosses and call the goddam union!

Are you people retarded? we have no manpower anymore, or haven't you noticed? look at the sheets, most districts are lucky to have beta cars filled, with the exception of ghetto districts that got all the msf/tru people. The amount of people allowed off every day has to be reduced, so we are being told if we really need the day to put in a pday to ensure you can get it. Until they start hiring this will be the norm, actually will probably get worse. For those that say that you'll just hit the medical, remember, you are just fucking your co-workers on the watch that depend on each other for backup, as violence against us is at unprecedented highs; you will also ensure that the medical in it's current form will be eliminated and we will get 12 days a year. Suck it up or bid to the ghetto where they appearently get all the time off they want now...

as the poster at 126am states, dont be afraid to document and start a paper trail when the bosses f**k with you. this ain't 1976 any more. gone are the days where a p.o. gets put on 1/w across the city on a days notice because the WC has a hard on for him. youd be surprised how dumb most of these Lts and Cpts are regarding our rights. dont forget, most have never been the police and have been hiding most of their careers. their stupidity can mean a BIG payday when they arent smart enough to do things the correct way, even more so when they get caught in lies trying to cover up shit that they fucked up. remember to be judicious when responding to supervisors requests for statements, whether oral or on paper. keep your cool and dont take any bait they try to throw at you to get you fired up to where you might say (or worse) DO something you'll regret. smile, nod, answer politely and "sir" and "M'am" them to death. always be sure to have at least one witness with you (never go on-on-one or "off the record" with any of these snakes). ask for their activity demands/"quotas" be put on paper - thats usually a good way to start when you want a boss off your ass. and as SCC has said many times before, carry that notepad to jot things down after they happen so they arent forgotten come lawsuit time. fuck these clueless clout puppets that couldnt hold a candle to any beat copper with a few years under their belt. fuck with me and I promise I'll own your property and empty your 401k. oh yeah...I got my law degree compliments of the CPD tuition reimbursement program and labor law is my specialty.

The 3rd watch capitan in 005 always denies time off. He is such a coward he waits till the day before to deny time then won't even write "denied" on they slip. With 3 hour to go in the tour he will call you in and tell you your time is denied.

Our big reward for working in 007 is that our moron commander put a letter out saying that 1st and 3rd watch must have all beat cars, both wagons, and 4 rapids up and 10-4 every night and good luck getting a saturday off. We had plenty of manpower but our ads commander created a cta mission team, all black by the way except a chosen few, and a abandoned buildings team...so those of us not special enought can't get a day off now. And the kicker is that the useless cta team, who were all dogs now all of a sudden they are the real police, have set saturdays and sundays off......way to fuck all the workers on 007 once again carothers, you truly do suck. And the best part is the guy who just got off probation is on this great cta mission team.

in 014 time due is not allowed on the weekends.

in 013 the 3rd watch Lt. D.S. doesn't even think about approving time due requests. he says we're short. BUT IF YOU WANT TO PUT IN A P DAY.... what the fuck??? I remember back in the day, when she got her 1st merit step up the ladder. Her and another connected one, he's retired. They both stole them from the two guys who should have gotten them for catching the killer of Dantrell Davis. But no, the commander back then, played like he had nothing to do with it. If they deny you and you really need a day of just go AWOP. Sure its a SPAR and you will for sure get another day off (this one without pay, but you can make it up). Just be careful that you don't do it for 3 consecutive days or you can get terminated. The department brass will shit in their pants if people start putting in TD, its denied and people just stop showing up. YOu might actually win a grievance if they try to fuck with you since their basis for denial most times is not justified.

The radios are as reliable as the phones. 20's the lowest in crime/staff so by the time any equipment in 11 or 7 is 5/6/7 years old, we're just getting it.

On the job or off, always carry a notebook and a pen or pencil. Any time you have any dispute, whether with the WC or the clerk at a gas station, just pull out the notebook and, without saying a word, start writing. Looking at your watch and/or an employees nametag while doing so is a nice touch as well. I guarantee you will enjoy the results. I have had things turn my way without saying a word. Occasionally they will even point blank ask what you are writing in a panicked tone of voice. Sometimes the little things can go a long way.
