Someone is whispering that there might actually be a promotional class coming out. Supposedly there is a letter circulating looking for names. And they're looking for.....Commanders?

They are requesting nominations for promotion to the rank of commander. All exempts, except those on the promotional review board, can submit either one or two picks depending on their position. All lieutenants and captains with at least one year in rank and ten years on the job are eligible.
What does this mean? It means that instead of all lieutenants and captains being able to submit their resumes for consideration, the Department has gone back to the good-ole-boy method of submitting your buddy for promotion. Now those lieutenants and captains who actualy earned their bars by passing a test have no chance at even being looked at.

Im confused. How can they make more commanders if there already is more commanders then positions? They keep eliminating units and spots so now you have gold stars in charge of nothing. This guy claims hes eliminating positions but he keeps promoting and not demoting gold stars.

As a policeman, I know what my duties and responsibilities are. I know what I signed up for and can freely testify that there is no other job on this earth that is more fullfilling than this one.
I've seen many shed tears and others cry from joyous moments. Many of us became long life friends because of this job.
Every new day brings a fresh of breath air and a reminder of what yesterday was about. Change is change, to the old and the new. We adapted and moved along with change. We wondered about many high tides but still pursued with what we decided our destiny to be.
Is it fair that someone's destiny be in the hands of the cruel? In the name of justice you become unjust?.
What is the definition of an exempt? Is there such a thing as 'rule within'? How about 'lead by example'? Do exempts "rule" or should they manage?.
What is the role of a 'consulting opinion' in a matter deemed interior to operations but with heavy exterior input? Is it fair for an organization?
My friends, is it fair that the level of success for an individual should be in the hands of individuals in positions of no knowledge and intelligence?.
Look around you and observe who, why, when, and where some of the finest products of this organization are ending.
We need Exempts with Common sense that won't bend under pressure and crack under heat. Exempts that will protect what's just, move things along and keep 'right' afloat. If not, can we do without?
The transfer list can tell you stories. Many books can be written about the truth why things went the way they did.
Other stories will go untold. It might be yours and then YOU will wonder if that was fair.

How about some clout free tests run by an independent group of police from other departments in Large cities. Dallas does it and many others come on McCarthy gets some balls

I scored 56 and waited two years in the 90's. Was passed over two classes for those more clouted. Was handed a check for back-pay when I reported for det's school--someone had filed a suit I didn't even know about.
Good luck. The waiting is hard. I hope all those on the list make it and the city doesn't throw out the test--that doesn't seem like it would be fair at all.
I would prefer a spot where I am invisible to bosses and the public.
There are no captains left on the job that have passed a promotion test. They are all merit appointees.

Ive had more than my share of stupid, ignorant and uneducated COs while in the service. Captains are all merit , no test.
Most Captains were merit sgt and lt. and 50% of current lts are merit , many lts that passed the test retired.
Mike Shields would be a great pick for Commander.

When you consider the number of hours a day a District Commander works (mainly going to BS community or command staff meetings and talking with the WCs & Dep Chief,etc) with no time & half OT and the number of days off, no pay (24?), all Capts and LTs make more money. I bet many senior Sgts make more than a DC.
Now add these NY way Constat meetings which seen to be just public humiliation of the DC and I cannot understand why anyone would want the job.

All the Captains that took a test have since retired, they're all apppointed clowns. Your implication that the test process is legit to begin with is disingenous to say the least. Stop perpetuating the lie that the CPD is some legit law enforcement organization.
Captain TJL, 023 3rd watch has already put in his resume for r&d and is putting in his resume for commander...since 13 po's on his watch put in Par forms last period to leave 023 for districts like 003 and 015..... Hope he makes it

I was number 238 and there was one guy in the last class after me. I was happy, he must have been estatic! 'Haven't had a class since November 2007!!! A lot of attrition, and not any replacements. Good luck.
WHY are they only considering LIEUTENANTS for that position? Wasn't KEATING only a Sgt. when HE was selected as Commander of the 1st District?

Just got word that Commander Elmer from 021 was informed that his services were no longer needed. He put in his papers...the revolving door is moving...if only Jar"mush" from 009, Caruthers from 007, and the rest of Area 1 bosses would follow I would say that McNutty is doing the right moves...all completely in over their head
Here's my prediction....
Carlos "merit all the way" Velez gets 2 nominations. #1 will be the most junior Lieutenant in the 025th District his personal brain and backbone, she who must be obeyed, Lt. Maria Pena. This guy was a Lt. for about 6 months and now he gets to nominate whoever he wants. Merit will pick merit every time. No chance for any of the other Lieutenants in 025 (most of whom actually passed a promotional test or two).
His second pick wil most likely be Capt. Ron Pontecore. Like him or not....at least he knows what he is doing most of the time and has a pair of balls when it comes time to make a decision.

Since this is an Exempt rank, and there is precedent for having a sergeant and patrolmen as commanders, I don't see why ANYONE with more than 10 years on the job can't submit their resume.
Why only Lt's & Capt's ??
I'm sure there are some that have more to offer than some of these Lt's and Capt's.

It all depends on who is running this city and who is supposedly running this department. The rule change to appease themselves.
Hillard promoted Adrienne Stanely to cmdr with 9 years on the job. In addition to promoted Green and Brown and other born mistakes.
Cline promoted gang specialist Mike Cronin to Deputy Chief, knowing he would be supt for 3 years and that MC could then retire at 165grand/year as opposed to 75/year.
If you want to be recognized by the current or future superintendent, be a yes man and rat out your friends.

To all of you who have Henny Penn in the 008 dist. my heart goes out to you. She is a horror.
I scored under 200 on the last sergeant's exam and the waiting has been hard.
If they drop the list it will suck, but I guess I will just have to dust off my study materials.
I am not sure if a class action lawsuit is the answer for those that scored well, but were left out due to merit promotions.
