Rahm to Screw Everyone - Again

And Quinn of all people is calling him on part of it:
  • Gov. Pat Quinn said today Mayor Rahm Emanuel is "putting the cart before the horse" with plans for spending money from a Chicago casino that has yet to be legalized.

    Quinn made it clear he doesn't appreciate Emanuel's repeated suggestions that he sign legislation to legalize a massive expansion of gambling statewide in addition to allowing Chicago to own a casino.

  • But in a Tribune interview Monday, Emanuel offered some specifics for fixing schools, roads and public transit with money from a proposed Chicago casino, stepping up his pressure on Quinn. Emanuel laid out his plans for the casino money just days before Senate Democrats are poised to discuss how to deal with Quinn's concerns about the gambling legislation.

  • Emanuel said he would invest revenue from a city-owned casino to build or renovate up to 25 schools; double arterial street repaving to 80 miles a year over three years; replace 20 miles of "L" track each year to eliminate slow zones, rebuild 10 miles of elevated track structure each year and renovate 45 rail stations over five years; replace 40 miles of leaky city water mains; and overhaul five viaducts that are rusting away.

    The city's take of casino revenue, which the state estimated at up to $140 million a year, would cover the cost of borrowing for a plan that would create 15,000 to 20,000 jobs during construction, Emanuel said.
So instead of paying down Chicago's debt and catching up on outstanding pension obligations, which were supposed to be the main reasons for actually getting a Chicago casino, Rahm has decided he doesn't need casino revenues for their intended purposes, but rather for more bells and whistles - new spending programs, more opportunities for ribbon-cutting ceremonies, additional government contracts - probably so he can run on his "public works" programs record as he aspires to higher office.

If Quinn had any balls whatsoever, he'd cut Rahm off at the knees and veto the entire bill tomorrow....let Rahm explain why he's spending $140 million he doesn't even have yet while the city has a $600 million deficit and billions in unfunded liabilities that's going to destroy Chicago just as sure as the sun will rise in the east tomorrow.

Quinn's certainly gotta know he's a one-termer, but his only hope of a second term is Rahm & the Chicago Machine, so this may all be theatrics.

According the 2010-11 US Census...Cgo. has lost 200,000 people in the last 10 years ago...(unless thats a lie) plus gobs of families pay privately to send their children to private schools plus pay taxes for public schools...(double the trouble, double the money). Whats the 'deal' with 25 new schools??? Why not build 50 new schools..one for each Alderman Ward..who gets the cut??

Once again...buying new items with un-funded funds....Oops, forgot..we have to 'sacrifice'....

Wasn't there a commercial long time ago that said: "Buy now, pay, later"??

The Illinois lottery sold a record $2.3 billion in tickets in 2010.

That represents a 3 percent increase from the $2.2 billion sold in 2009, the old sales mark.

Of that amount, $690 million was used to support state programs. Education got most of the money, $632 million, but statewide construction projects got $54 million and $4 million went to causes like research on breast cancer and multiple sclerosis.

Fixing the schools -- that's the exact same thing that they told us when they started the Illinois lottery.

Win the hearts and minds of the taxpayers by using the school children.

Then. after everything settles down regarding the morality issues you can transfer all the money into a general fund at which time to can hand out no-bid city contracts to all your friends and the clouted ones.

Hasn't anyone learned anything?

I'm pretty sure that when Rahm was running for election he was saying a Casino would help with things like pension obligations etc. Now it sounds like he's completely changed his tune. He claims he wouldn't use the revenue for any past debts or obligations! I interpret this to mean Rahm has no intention of honoring our current pension. Rahm GFY you're nothing but a snake.

Gov. Pat Quinn says the plan to expand gambling in Illinois has serious problems, so Chicago Mayor Rahm Emanuel should be cautious about counting on gambling revenue.

Quinn said Tuesday he sees "serious shortcomings in this law when it comes to honesty and integrity."

The Democratic governor did not say he would reject the measure. He could use his veto power to suggest changes that would guard against corruption in the new casinos and slot machines.

The bill would allow five new casinos, including one in Chicago. It would also let existing casinos expand and permit slot machines to be added to racetracks.

Emanuel says he will use casino revenue for construction, including school and road improvements. But Quinn called that "putting the cart before the horse."

This makes it appear that the 140 million will only cover THE COST OF BORROWING money for all those project. You know, contracts to prepare and sell the bonds, maybe a chunk of the interest.

Looks like he follows in the steps of the A** O in the oval office. "Let's see, hmmmm in dept up to our collective asses, 3.6 billion in tax revenues per month. Aha, we'll spend 6 billion per month and be out of debt in no time."

The idea that a Chicago Casino is going to be our economic salvation is a fantasy. Consider that the Chicago Casino is going to attract the lowest forms of life, many of whom reside here. Add to that the fact that there will be expensive parking issues and some of the usual special "welcome to Chicago taxes"; and before you know it this is going to be the last place in Illinois or Indiana that anyone would consider spending money. Unless they happen to be stumbling distance from the new casino. Who will keep out the homeless? The security will be another political hack deal. On this one Queen Quinn is correct.

one casino in chicago would be good--- why allow people from here to go to elgin or hammond to spend their money when it can be spent here--- why would rahmbo want to build more schools when the cps wants to close some more--- chicago lost 200,000 residents in the past ten years--- the downward population spiral will continue for the next ten years because you can't operate a business in this town and they are leaving in droves--- the business leaves and the people follow due to job loss--- use the money to pay down debt and fund future financial obligations....

Rahm wants to build 5 new schools so that all the illegals that are flocking here have a place to send their 8 kids. Let's not forget that these schools will also have in-house daycare facilities so that the kids with kids won't need to find their own babysitters.

This city has been circling the drain for quite some time and Rahm is here to clear that drain of any debris to help it go under even quicker. You think p.o.'s are salty now, just wait til contract talks are in full swing!

the rebuilding of the schools and the "fixing"of the cta will be done with or without the casino. The rebuilding of schools is to allow old schools to close. One new school will shut down two or three other schools saving money in the long run.

As for our pension, we will be bailing it out.The state pension bill will pass and tough choices will have to be made by our membership.With high unemployment expected for the next few years the tax payer doesn't give a fat rats ass about our pension. The jobs that will be created will help with the unemployment rate in chicagoland area. I have 21 years on this job and have much to lose. I'm too young to retire but to old to have a converted pension to a 401k to be able to live out my days in comfort. I was an idiot for thinking the pension would be there for me! At 50 years old I know I will not be able to retire on plan and will be on pushing a fucking beat car for thirteen more fucking years.The city of Chicago and the State of Illinois willn be stacked with illegals with no jobs and no hope for my children to remain in the state to build a life that I have enjoyed. I have thirteen more years to try and save money to retire on and then hopefully be able to live the life I planned to do when I would of been fifty five. I am planning for the worst and hoping for the best. I hope my fellow officers our doing the same. Thinking that you will get the pension that you were promised is not a reality any more. It's time for you to start going to plan "B".However if the pension is saved then all you did was save more money so you can retire earlier.

As a horse guy this bill was dead in the Ill senate for years. When Rahm got involved last spring a number of votes turned and it eventually passed.

Cullerton has not released it to the gov so he can't veto it yet. Rumors say that they'll have to pull the multiple casinos out -- leaving only a Chicago casino and track slots. Then the gov might sign. It sounds like Rahm is running the show though. I doubt he cares if there is a casino in Rock Island.

Retirement is coming soon, O-U-T with a pension is all I want from this shithole city.

No way! We can't strike...but I have a HELL of a lot of sickdays! Screw with me, cut me down to 12 sick days and I and my close friends on the watch, WILL use all 12 during the morons stupid Riots during his Napleonic May. Screw You. Its past the planning stages, we are done playing games.

I was back in Shitcago a few days ago for a family function. Did I get a wake-up call when I went to a gas station to refill my rental. Good grief, over $4 for gas!! I came home to $3.10. I LOVE AZ.

agreed if i get 12 sick days I will be sure to use them all,holidays off would be nice,denied time due sorry clout no respect boss I be sick fuck you. Get a doctors note no problem no deductible I will see doctor for 10 minutes and go on to my business.
