That's what the man said:
The Chicago Police Department has reshuffled and reassigned top officials’ jobs in an effort intended to trim “the fat on executive staff” and save $1 million, Supt. Garry McCarthy announced Monday.
The restructuring, including the elimination of two assistant superintendent and four deputy superintendent positions, is also designed to streamline operations and bolster communications between high-ranking personnel, McCarthy said.
“We’re leaner and we’re meaner — that’s what it boils down to. We’ll be reacting faster because there’s less clutter in between,” the superintendent said at a news conference at police headquarters.
Explain this please:
- What is an "executive officer" and what is their pay grade? This seems to be a spot created out of thin air. It doesn't and has never appeared in our command structure, so are we just creating more exempt spots instead of eliminating redundant supervision?
- National and International Events? What's that rank?
- CO of Special Events? That's a step or three down from Chief, right?
And how are certain people keeping their jobs?
- Ernie Brown in charge of Patrol? The man can't even write a complete sentence in English, not to mention was caught lying on a job application for Arizona and has more harassment beefs against him than just about any other active member of the Department.
- How many times is the Superintendent going to rip Carothers a new one at these CompStat meetings without anything being done? We thought these meetings were about accountability? What kind of message is being sent down the chain? That there are no consequences for incompetence.
- Welch to IAD as a Deputy Chief? Why do we need a Deputy Chief in the IAD spot? We already have a Chief - now we have a Deputy Chief reporting directly to the Chief? This is nothing more than a created spot to save a political hack. Again, no consequences for incompetence, at least at the exempt rank.
The only message we're seeing here is that you, too, can aspire to a gold star by going to the correct church and hanging with the right "reverends," regardless of your inability to do your job, neglecting to improve on your performance and failing to prepare for meetings weeks and more in advance. And if you do a decent job at one Area, you can be sent to clean up another Area that has long been a dumping ground for "meri-clout-orious" people who couldn't pass a promotional test if their lives depended on it.

An "executive officer" elevates the mission, goals, et cetera of a division of an organization. The executive officer first job is to define the immediate changes that are necessary, work within the given structure in order to effect change, and act in a pro-active response to outside negative influences while allowing those resources (read this as Patrolmen)to function in a more pro-active manner.
It's a step in the right direction; the EO, the best EO's know what they are dealing with, support the troops in the field, stand tall before the man, on behalf of or because of, are not afraid to make a decision, and generally fuck with the people who are weenies, beanies, and what you all call clout babies. They are always political, like to run into fire, give a shit about where their guys have to shit, and are considered transitional CO's...no judgement on the guy from Jersey's decision for this post; it's trying to get back to basics, using an IDF structure, Red Army, Royal Burmese,, counter-insurgency, ---EO, not your EO
Here is something that needs to be addressed, in all seriousness and without the bitterness and the I didn't get a spot, or didn't make the bid so screw you attitude. There has been a rumor that has been floating around about Department of Aviation Police taking over Law Enforcement duties at both of this Cities airports. DOA are sworn and certified by the Illinois Law Enforcement Training and Standards board, but do we want this encroachment on our duties? This could be the first steps in the privatization of the rest of the Police Department, remember not to long ago, they said they were gonna put more officers on the streets by giving traffic duties to this newly created Traffic Management Authority? Look how well that worked when they usurped that power from us. Streets have never been more clogged and they finally realized that it was a waste of money and laid off all of the full timers. If they are looking to save money, why the hell is there Aviation Police in the first place? They man critical checkpoints at the airports unarmed, they don't make arrests (CPD does) they have no facility to detain prisoners, so what in essence do they actually do? The Chicago Guys out there generate reports (missing/lost/theft/etc) make arrests at TSA checkpoints for weapons violations etc, enforce parking and traffic, yet Aviation PD does none of that. Between both airports there are approx 150 people or so on top of 300+ APD officers so where could the cut be made? Create a whole new department that will cost more money or just keep it the way it is? What I am really trying to point out isn't what it costs, because we all know that there are major spending problems in other City Departments, but would we willingly want to start to give up what we have? We didn't want to do it in the 005th district when Beales tried to make his own little parking enforcement police so why would we want to give this up? You can expect Kirby to be getting her exempt pay provided by the Feds just as soon as someone writes the grant request. Coordinator for G8 and NATO is definitely going to be a Federally funded spot.

The new Supt was told to trim 1 Million from the budget, I would like to see the math and see how he did it. He knew he couldn't cut anymore Police so he did a West Side Rev shuffle, he may have wanted to dump some people but couldn't. So who suffers the police in the field. If he wanted to cut the budget here's somewhere to look, why do we still have two Commander who have no Command (TRU,MSF) ok I know they may be filling in but where? How about the two Commanders in Organized Crime who between them have about 200 officers, (Schmidt, Gorman) and do we we really need a Commander in Inspections Stanley after all she has ex commander Penny. Your best bet is to join a connected organization, latch on to a sponser, contribute to their campaign fund of choice, and then act like a good little soldier when they call you with favors.

Incorrect. The difference between a Deputy Superintendent and a Chief is only about $2,000. He eliminated titles not positions. All existing Dep. Supts. (3) dropped to Chief, so where is all that savings? He actually created more Chiefs (we know have 11 of them!). Also, only one Asst. Supt. was eliminated as the 1st Dep. position was just a title change from Asst. Supt. The other Asst. Supt. position became a Chief's position. Salaries are now easily available on the web. This is less than 10 minutes of research. Let's see if the media can figure this out and what happens when McCarthy is caught lying to the media.
Did anybody see DTEB's email to his deputy chief's. I can'tfathom how this guy ever got through grammer school, more or less has a job. Can you believe he is in a high level leadership position in the CPD? He has absolutely no leadership skills and no one in the rank and file level of the the department has an ounce of respect for him. cpd must downsize the management and hire more blue shirts
clean out the area deputy chiefs office of sgts and police officers
hire a civilian or assign light duty officers to work an area
ya can't dump rhe merit cloutorious command staff that aren't qualified to be sgts or lts

Our thanks to to to the Belmont Area Homicide Detectives and the 24th District officers for a great job in apprehending these 3 'suspects' and getting them off our streets. Well done!
BTW...The Sun-Times use of the term "teenage boys" to describe these alleged 'killers' really gets me. They may be teenagers in years but they are not 'boys' in any real sense of the word. They are 'young men' who have obviously made very bad choices (like use a shotgun to murder a fellow human being) to get where they are now and will hopefully spend the rest of their lives behind bars as a result... to the relief and betterment of society and the neighborhood.
Again, kudos to the officers of the Belmont Area Homicide Unit as well as the officers from the 24th District who moved swiftly to get these guys off our streets!

Mayor Rahm Emanuel today said a property tax hike for Chicago Public Schools is acceptable because district administrators have made large cuts to the school budget and investment is necessary to improve important programs like early childhood education.
In his first comments since the proposed schools tax increase was announced last week, the mayor said school officials have done more to make the schools more efficient.

I am currently at Central DuPage Hospital where I underwent a series of tests and procedures Friday they found a tumor on my pancreas during a ct scan..
Saturday they performed a Endoscopic retrograde cholangiopancreatography which allowed them to put a stent in a blocked duct that was causing bile to spread into my bloodstream.
Sunday they performed a transhepatic cholangiogram
The test is performed in a radiology department by a radiologist.X-rays are used to help the health care provider locate your liver and bile ducts. A long, thin, flexible needle is then inserted through the skin into the liver. The health care provider injects dye, called contrast medium, into the bile ducts. Contrast helps highlight certain areas they can be seen better. More x-rays are taken as the dye flows through the bile ducts into the small intestine.
Sunday they performed a second Endoscopic retrograde cholangiopancreatography and placed a stent to unblock the pancreatic duct.
Monday I’m scheduled to be transferred to Loyola to address the tumor on the pancreas.
My family and I are overwhelmed with the outpouring of your calls, e-mails, good thoughts and prayers. If you're going to question how someone made it through grammer (sic) school, you might want to spell grammar correctly. Also, can'tfathom could definitely use a space. You're not trying to show possession by using the apostrophe in chief's, are you? I think you're trying to use it in the plural form, meaning more than one. I Agree with some points, disagree with most. I've handled multiple "events" in 1 day, in very busy Districts in my time on the job. PO involved shootings, regular run of the mill ghetto rat vs ghetto rat shootings, lock-up occurences, doing sheets...yadda yadda. If you have a good Desk Sgt. you are Very Lucky. Most of the time, if you are a "visitor" you have an actor as Desk Sgt, and not to say the actors don't know what's what, but they usually are not the regular Desk Sgt..
Too much of a load of constant shit for 1 guy to handle in multiple Districts in any Area when shit hits the fan, and YOU are the Outsider. Some guys you know just from being on the job, the majority, you don't, and pretty much let them know what needs to be done, expect it to happen, and move on to the next blood bath, and get the reports out to the Area before the Area Dept. has a fit.
The "pipe dream" is a W/C and Field Lt on every watch. That went away 20 years ago.

If you ever read FAA and Homeland Security rules the only reason CPD is at the airports is the Mayor refused to arm the Aviation Police and allow them arreast powers. Plus all the CPD do nothing clout babies had a spot to go to. Chicago is the only city that the city police and Aviation police aren't the primary department. For you information, the airlines pay most of the tab for the salaries and not the city. The city is reimbused. So every CPD copper is and Aviation Police officer is payed by the airlines.

For years The Field Museum has been a nightly staging area for motorcycle races up and down South Lake Shore Drive. This has been reported to the Superintendent's office numerous times. No monitoring of the problem takes place.

The new pension legislation enacted in July prohibits anyone collecting a government pesnion from being hired to another government job and still being able to collect said pension.

Very simple. It has to do with the long and short of things. Our black raincoats are very long thus making it hard to ride a bike with it on. The clear plastic raincoat only goes to your waist thus making it easier to ride with. You really could not figure this out?

All the money they are saving is already ear marked for new flower pots. Were breaking ground on Western just south of Jackson, and on Humboldt Blvd just north of Augusta Blvd. Glad they were able to save a few bucks on these do nothing cops and send that money my way. Hey jagoff, I worked in traffic,first we have shit cars that I would not risk my life/limb chasing these bikes,by the way some can attain speeds of 200 MPH! We have a no chase policy for traffic read it,as a matter of fact if you are the police show them how it is done! U really think some copper with over 25 yrs is going to do anything if he goes back to a district.I know a lot of the airport police and a lot of them at one time worked busy district. So just because u couldn t make the bid is no reason to bitch.Sure u have some clout babies but so do the district. Just look at the 04 cars , traffic and burglary teams.
And i have traveled to different airports and have seen numerous agency working in the same airports. She is very smart, has worked the streets (in the duece) and knows her stuff, She was the commander of 007 and I think (didn't work there) she was good there, but as a D.Chief of a/2, I wasn't too impressed with a lot of the stuff she did and the people she backed. (Burger Queen comes to mind). I like her, but she really disappointed me when she got to A/2.

The Superintendent has no excuse for keeping Eddie Welch or Tony Carothers. I don't kniw them, but I watched and listened to them perform at his meetings to the likings if a bafoon. This couldn't be more UNTRUE. Shields was always a gentleman, and I never heard him utter a cross word to anyone in a variety of commands he has held with the Dept. Bea and Jimmy (no offense) were two people who were promoted way over their heads, and I'll leave it at that. Bea was just a political hack, Jimmy was just the guy that Masters hid behind with his hand up Jimmy's ass, moving the limbs and opening/closing the mouth. As far as Shields and Terry Williams go, they are friends, but Shields had nothing to do with Terry's promotions, Williams's father politicked for every single one of them (of course you all remember TW's father, retired Chief
