Another 114 Magic Bodies
- Mayor Rahm Emanuel is putting 114 Chicago Police officers back on the street, redeploying them from specialized units and administrative posts.
Emanuel joined police Supt. Garry McCarthy Wednesday at the Broadway Armory in the Edgewater neighborhood, to announce the the redeployment of 114 police officers to the city’s 25 police districts.
Of those officers, 59 will come from specialized units. The remaining 55 are currently assigned to administrative positions within the department’s Bureau of Patrol.
- These latest reassignments will bring to 881 the number of officers returned to beat patrol since Emanuel took office in May. Many have been reassigned from desk duty....
And many others have been shuffled. After moving the goal posts, Rahm is claiming 881. More than half of that total was already on the street - MSF and TRU. Fifty others were PPO's who came off their training status. Now he admits another 59 are coming from "specialized units." The fact that he differentiates them from "administrative positions" means they were already on the street in some capacity.
And as someone pointed out in the comment sections, all this without hiring a single body, but the retirement posters keep going up.

O/T. I passed by the street roll call in 024 at Pratt and Ashland yesterday. I was disgusted to see how the media just focused on a lady in her car for comments and they completely missed the 50 plus gang banging thugs a half a block S/E of them. The thugs were flipping finger signs as cars rolled by. Great to see Commander Roussell out there. 024 is extremely lucky to have such a great Commander. He's pretty good about designating a police presence. Unfortunate that the Commander has such a liberal element to deal with, it's almost counter productive.
The next place that can find bodies would be in the office of the Superintendent and 1st Deputy Superintendent. Their drivers and sworn inside help can be replaced with civilian hires.
Anyone getting dizzy yet? How can you be putting more cops on the street when you have the same number of cops, don't forget minus those retiring every day, and still come up with more. It all sounds good until you do the math. Sounds like Rham trying to count with his fingers. Oooops!

A good time was had by all who attended a farewell
party held at the Woodlawn Tap for another Lt. (W/C)
who recently resigned in the wake of more pressure
from our illustrious 1st Deputy here at the UCPD,
John Doty. Lots of us turned out to wish the man
well; he was well liked and respected, two qualities
you definitely don't need as an exempt here.
Two female officers have recently resigned, moving
on to greener pastures. Unfortunately, one of them
is a fairly new hire, but no one is surprised. We're
now down to about 56 sworn officers here at the UCPD, down from a high of about 85 from about
two years ago, and the numbers just keep on dwindling. Another officer (female) was written
up for having her hair down after responding to
a call for assist from another UCPD officer. A
verbal warning might have sufficed, but since
Doty happened to be on the street and witnessed
this major infraction, it was documented. It
would have been nice to have observed
Doty get his fat ass out of his executive Tahoe
and be of some assistance to an officer
trying to do his job on the street, but we know
better than to expect him to actually be useful
here. Morale continues to remain in the toilet
as Doty and Lynch continue to dismantle what
used to be a great place to work.
Spring/ Summer Doty totals:

Rumor is that next on Doty's hatchet list are

Note to news media: If you did your federal taxes the same way Rahm counted police officers, you be facing a nightmare of an IRS audit.
If you look at the transfer order there are several people moved from 153-MSF that weren't moved the first time around. There are also a few officers with no star numbers on the order, house arrest, that are obviously just a paper move.

I have been detailed out to a district for a few months and now see that I am now assigned to this district( had to read it and was never given a courtesy call) and no longer in my unit. Am I one of these magic numbers? I have been here all along. DUMB.
Let's keep this real! I know some of these officers. They haven't been on a street for 10 plus yrs. Some didn't even have to wear a uniform to work. At every turn, they're making calls so that they can move to another spot, that you and I can't get. They're even stabbing each other in the back, to stay off the streets longer. If you only see what I see. They get paid the same as you and never hit the street. But that's how it works, know some body, related to some body. I'll kept it clean. Just watch whom lands next to you, where you work. They'll smile in your face while thinking about they're next move. Get me some recruits, they want to work. What help are people from headquarters going to give you. They're pissed about going back to the real world. Cry me a river. But the city needs to hire a lot more police, but that's not going to happen until the citizens say so. But if they keep drinking the kool aid, they'll keep believing the hype! His wife went back to N.Y. and he spends an inordinate amount of time cocktailing down on Rush street. McCarthy is just resume building until Kelly becomes Mayor. Then he goes back to N.Y. too, just like Bratton did.
That business about yelling and embarrassing the Command Staff at Compstat and then laughing about it later only works when you have old cronies to laugh with. So far you just look like an arrogant bully.
We are not pulling in one direction and we spend more time worrying about meetings than doing police work, just like before. Compstat can be a good tool, but like all things, is not the only thing. Rely too much on one thing, and it eventually becomes the problem. Compstat is already a problem.

On another point, a certain well known reporter from a local tabloid newspaper is looking for officers from any of these so-called specialized units that might make themselves available for an interview, anonymous if desired.
OT - last night on Chicago Fox "news" Rahm and the supe were claiming that murders were down 31% in the last 6 weeks, and shootings down more than 20%.
Where can I find the same data for the exact same time period for last year? The statement seems useless at best, and totally misleading at worst without year-over-year data to compare to. Right?

I have worked both inside and outside. No one is hiding any "Clutter" anywhere in Districts. (ok so maybe a couple of bodies) Many of the spots that coppers have inside are civilian positions that the CITY REFUSED TO REFILL. Someone had to do the work and Commanders across the city put coppers in those spots. I remember when the Deputy only had one Secretary in Patrol Division, now they have 2 secretaries AND a Sergeant...now that is hiding people! And many more administrative positions throughout the department are civilian spots already and the CITY REFUSED TO REFILL.
The City needs to quit blaming the Police Department and other agencies for their hiding the money and keeping it for themselves. Quit making us look like the bad guys!

If I was a terrorist, I would simply buy the fire extinguishers and refill them with ricin, botulism toxin, or maybe a nice solution of MRSA. I wouldn't attract unnecessary attention to myself by stealing an item that can be easily purchased. Same goes for propane tanks and rental vehicles.

The 024th district along with a bunch of other north side districts like 017, 016, small parts of 020 are quickly turning into shit. Gangs are slowly moving in and in some of those districts they are regrouping at an alarming rate. That is what you get when you take away the police officers from the "safe" north side districts and redeploy them to the south and west sides. What is even worse is I told this to a bunch of yuppies and they didn't seem to care.

Over 40 of the newly assigned officers were detailed right back to the areas. The 003 rd dist where Rahm loves to talk about more police has a lot of newly assigned officers who never actually been in the building but are now on the assignment sheets there.

Taking the area guns teams from one unit of assignment to another isn't a redeployment. Sending someone from 193 to their respective area deputy chief of patrol and then sending them back to their original district of assignment, is smoke and mirrors. They are still assigned to a gun team doing the same amount of good work going after gang members with guns. But on paper the Department and the Mayor can say that more coppers are on the street. I was working a day off last weekend and saw one car in the geographic box I was assigned in during my tour. But there isn't a shortage. All is well.

It is not all that easy to fire any government employee. To successfully fire six in a small department within a short period of time makes me suspicious there is something going on there that may well have warranted the firings. Not saying it could not be malicious, but this is pretty suspicious.

It is not all that easy to fire any government employee. To successfully fire six in a small department within a short period of time makes me suspicious there is something going on there that may well have warranted the firings. Not saying it could not be malicious, but this is pretty suspicious.

The U of C denied all supervisors the right to
organize, and they are all essentially 'at-will' employees, who can be dismissed pretty much
as the management of the UCPD sees fit. Now,
combine having your ass hanging out in the breeze
with the kind of bipolar management we have under
Doty and you have a complete disaster. Supervisors
who are stressed out because their decisions are constantly criticized by a moron. Write an order
stating one thing, do it, and it's criticized and another action is touted. And there's no winning
a dispute with this narcissistic fool. It's his way or the highway. Be grateful for the built in job protections you guys have in your respective government PDs. A minor infraction here turns into a 3 day suspension very quickly once Doty is made aware of it. We work 12 hour shifts, so a 3 day rip is essentially a week off without pay, even if you have no previous disciplinary history. And before you ask, yes, we DO have a Deputy Chief of Professional Standards who is supposed to deal with all CR numbers/disciplinary issues, but the final decision on any disciplinary matters is made only by Doty, and our Deputy Chief has yet to challenge him
on anything as of yet.
100% LIE!!! Saw the order with the names of guys that used to be in the district, but it only says it on paper. Just spoke to them on the phone and they said they aren't going anywhere just a smoke and mirrors order. No bodies are going anywhere. Besides these guys were already on the streets.

I am a supervisor at area 5. I can tell you, the gun team not getting much guns. These guys should be sent back to the watch if that is the case. A new sat team that just got to us 3 months ago has about the same if not more guns than the GT. Midnights itself give them a run for there money. Not knocking them for getting weed or one rock arrest but "GUN TEAM" means exactly this: team that gets guns not just non felony amount of weed and small amout of narcotics. Swtich the sat team with gun team to see what the outcome is? Get new blood on GT. Bring that up in a compstat meeting. Seems some are just more hungry than others. But hey I am just a sgt ready to retire who would listen to me anyways.

Sorry bud it's not only in 009. Every District has the 3-5 p/os that nobody knows or what they actually do, or even when they are actually here (supposedly) working in the Commanders office. They usually work Mon-Thurs from 0900 hrs to 1200hrs with adjustments for babysitter needs and shopping. They don't wear uniforms so you might mistake them for civilians or janitors.

If you look at the transfer order there are several people moved from 153-MSF that weren't moved the first time around. There are also a few officers with no star numbers on the order, house arrest, that are obviously just a paper move.
Where there's smoke there's mirrors.
Actually, 153 is being mothballed (again) so anyone that has been continually assigned there, whether it is because of POW status or other things, thats why they are being shipped out.

who recently resigned in the wake of more pressure
from our illustrious 1st Deputy here at the UCPD,
John Doty. Lots of us turned out to wish the man
well; he was well liked and respected, two qualities
you definitely don't need as an exempt here.
Two female officers have recently resigned, moving
on to greener pastures. Unfortunately, one of them
is a fairly new hire, but no one is surprised. We're
now down to about 56 sworn officers here at the UCPD, down from a high of about 85 from about
two years ago, and the numbers just keep on dwindling. Another officer (female) was written
up for having her hair down after responding to
a call for assist from another UCPD officer. A
verbal warning might have sufficed, but since
Doty happened to be on the street and witnessed
this major infraction, it was documented. It
would have been nice to have observed
Doty get his fat ass out of his executive Tahoe
and be of some assistance to an officer
trying to do his job on the street, but we know
better than to expect him to actually be useful
here. Morale continues to remain in the toilet
as Doty and Lynch continue to dismantle what
used to be a great place to work.

Thank you to Mark Brown, I know you aren't a big fan of ours, but you were dead on. The Shell Game that is The Chicago Police Dept is disgusting. The city has used us to hide/deflect massive fraud and theft. When it comes to us the mere fact that we are at 9,000 bodies out of the BUDGETED 13,500 should keep us out of the cities crosshairs. Instead they continue to use the Daley formula and scapegoat us and villify our pension or medical policy. We work in criminally neglected stations and dangerous vehicles with 150,000 miles, in which the funds to maintain were stolen to pay for Olympic dreams or flower planters. Hell, 023 has (1) yes (1) Sgt. supervising 3 P.O's on a fake burglary team. This has been the joke for a long time now in 023. The so called burg. team doesn't even catch burglars. What a waste.
What about the fact that over 50 of these are the same ones that were on an order about a week ago? How can you count the same people twice? One order they were dumped from TRU or MSF to a specialized unit (counted once) then recently to distrcits (counted a second time). More B.S. It's the exact same people! How can no one see that?
Hey Media earn your money! Its not that fucking hard. At average 30-40officers retire every month, multiply that by 12 months, it gives you roughly 480 officers per year retiring. This city hasnt been hiring for the last 4 years, so multiply that by 480,which gives you 1,920 officers who have retired. That is not taking into account officers who have been fired, resigned, or gone on disabilty due to a Injury On Duty for the past four years. That should push that number way past 2,000 officers the department is short. Now here is the $1,000,000 question, every year the City of Chicago puts outs a yearly budget that is approved by the City Council. Every year the Police Department is budgeted for paying for 13,500 police officers, that means WE THE TAX PAYERS pay taxes to have 13,500 police officers serving and protecting. Nothing wrong with outdoor roll calls. I used to do them in 011 in 95-96. Pick an area-- big roll call-- first gun within so many blocks- some kind of boundary -- car goes home. W/C holds the slips. Never had a problem-- 9 minutes was the fastest. It actually took 2 hours one afternoon.

Quit the complaining , for years every beat cop has complained about housecats earning a police officers pay , MSF / TRU working 4 hour days . Rahms changed this , crimes way down , projects gone . Really we do not need more hired,maybe McCarthy could start looking at tactical teams , 06 cars that produce numbers , but don't work a full shift.

What district do you work at? Our 06 car works a full shift and require to check in/off with a watch commander so nobody wants it same poor two saps get stuck with it.
The idea of reducing the tact teams to 6 officers is good but better is putting them ALL back.
What happened with the superintendent that everyone thinks he's in so much trouble? The whole Cubs game domestic sounds silly so it has to be something else.
Did you know? That the department wants to privatize, or remove ALL PO's from lock ups throughout the city. The department is currently evaluating this. They have already assigned inspectors to ride with the central detention prisoner vans, to determine if PO's were still needed for prisoner transportation. Maybe they will privatize that too.
Oh, and don't forget. The department has a class of detention aides ready for the academy. I wonder what for? Time will tell, won't it......

McCarthy use the GPS , you'll be shocked where all the cars are .

Hell, 023 has (1) yes (1) Sgt. supervising 3 P.O's on a fake burglary team. This has been the joke for a long time now in 023. The so called burg. team doesn't even catch burglars. What a waste.

Full duty officers hidden, or given foot post that don't answer calls. Special cars that don't get radio assignments. Light duty officer is the official radio room person, pregnant officer hidden in CAPS. How they hide the male officers with the bid spots in lock up so the chosen desk dollies can stay safely inside. I was so very glad when the bids opened up & I was able to get the hell out of there.

I work in another south side district and they play the same game with the A&A's. They periodically move the chosen ones from one spot to the next on the A&A's but the spots they move them to are simply made up. Needless to say these full duty officers never see a minute of time in a beat car. Their jobs are so essential that they're able to come and go as they please, split shifts with each other and flat out not show up yet be marked as present on the A&A's.
Ernie Brown believes a desk should run with no more than 2 officers yet our front office has at least 5, count em 5, full duty officers. I thought the order that came out awhile back stated that not more than 2 P.O.'s would be assigned to Commanders office. Ah yes the proverbial smoke and mirrors!

Check the battery first. Even if its powered by 110 volt (hard wired) they generally have a battery backup. Not certain but the Gas company may do a check for free. Replace it if not sure, dont take chances.
