Hey Look! Accountability!

On the bad side, we have to see and hear from J-Fled again. That guy just can't stop tooting his own horn. On the other hand.... :
  • One Chicago Police officer went shopping at a suburban mall.

    Another grabbed some food at a restaurant.

    And a third officer took a trip to the Caribbean.

    That’s what the Chicago Police Department says. And the problem is the officers were all on sick leave. And they were required to stay home to recuperate unless they called a supervisor first to say where they were going.

    Police investigators conducted surveillance and documented them leaving their homes. But none of them contacted their supervisors beforehand, the department says.

    Those cases are among about 1,800 that have been investigated by the department’s Medical Integrity Unit, which was formed in 2009 by former police Supt. [J-Fled] Weis.

    As a result of the investigations, the department is seeking to fire 14 officers for alleged violations of the medical policy. Another 19 face possible suspensions and about 70 have received lesser forms of discipline, according to the department.

So maybe reform is a better option than the wholesale gutting of the Medical Policy. It's not like that hasn't been proposed and discussed for at least the last 20 years or so. But it was never implemented for some reason. We wonder what that could be.

They even outline some of the violations. And wonder of wonders, the Police Board actually metes out appropriate punishment in some of the cases. But guess what else?
  • During the next two months, the police board will hear four other cases in which the superintendent is seeking to fire officers for allegedly violating the medical policy.
Gee, that means we can look forward to at least two more stories in the media that paint the police in a bad light. When are we going to see the stories that show how officers complained for decades about abuses of the system, yet the political apparatus did nothing to address the problems, preferring instead to use the tiny percentage of abusers to screw the vast majority?

The current system works out good for the department. The department does not have to pay out unused sick days at retirement. If the department gives 12 sick days a year..like many other departments, you will have many officers using those days. Right now, many officers don't take ANY sick days. The department should get rid of the slugs who abuse the system. There are people who always call in sick on Friday or Saturday nights. These people need to go..not the medical policy.

This was long overdue to hold officers accountable for the medical roll policy. We all know who the abusers are so why not follow up and make them either conform to the policy or face discipline? The abusers are a small percent but still give officers a had name. Next, please examine the light dity status policy. Officers that hide behind a bullshit light duty to avoid any details.

This story is factually untrue concerning the origin of the Medical Integrity Unit. It was actually initiated under former Supt. Phil Cline, and Former ADS Anne
Egan (she was one of the first demoted when Weis took the helm as Supt. of CPD) oversaw the unit. Whoever wrote this story for whatever paper did a real shitty job of checking the facts. But it doesn't surprise me that the WEISel would attempt to take credit for its formation. And whoever heard of firing someone because they went outside and cleared their walk of snow? Did this woman live alone, or was she a single parent with small kids? Who else was going to clear the snow? If Weis pushed for her to be fired, it just goes to show what a slimy, petty assed motherfucker he was.

I'm a retired CPD officer. You can count of the same people hitting the medical to extend their days off. Some think that it is something that they are entitled to. For years there has been talk of limiting medical time as the private sector has. A few are going to ruin it for the hard working officers out there. Fire the deadbeats.

No longer will Chicago Police supervisors receive .75 a hour daily unless they can document their time.

Now I know why they put the new "swipe" machines in the station.

The vast bulk of the rank & file would have no objections to modifing the utilization of the medical roll. We all know that many of the so called medical roll abusers are in fact abusers and they should be fired. This same group of individuals do little or no work when they actually show up for duty.
The asshole who went to the Carribean should not only be fired but also should go to jail!

The policy is good in a sense to catch those that abuse it. A head cold is not going to cause someone to be bed-ridden as the Dept thinks and really the need to call a supervisor to let them know you will be in front of your house shoveling snow? INSANE! To stop for food?!? Stop at school?!?INSANE!
Do you think the desk gives a rats ass about calling in when you leave AND when you get back? I have called and been checked only to find out the desk never documented my call.
The people that are sick with the flu.. fever, puking, pooping don't need a Sgt to come by and do a damn home check three times a day. How about let these people rest and stop harassing them!!!! If I am sleeping I am not answering the phone or the door. Mark me Absent!
Do they want you to come to work with an upset stomach so you can puke or shit yourself while in the middle of a domestic. We get two 15 minute breaks and a 1/2 hour lunch. If you have to stop multiple times due to your "issue", you will get written up if you don't call in your extra pit stops during your tour.
If you want to sit outside my house & wait for me to leave, you can. Don't Ring My Doorbell!

LANSING, Mich. (AP) — Gov. Rick Snyder on Tuesday signed into law a stricter, four-year lifetime limit on cash welfare benefits, prompting advocates for the poor to warn that tens of thousands of residents will find themselves without cash assistance on Oct. 1.

Michigan's first-year Republican chief executive said the state will offer exemptions to the limit for those with a disability who can't work, those who care for a disabled spouse or child and those who are 65 or older and don't qualify for Social Security benefits or receive very low benefits.

Some recipients who are the victims of domestic violence also may be temporarily exempted.

"We are returning cash assistance to its original intent as a transitional program to help families while they work toward self-sufficiency," Snyder said in a statement. He noted that the state still will help the poor by offering food stamps, health care coverage through Medicaid, child care and emergency services......

The new law will reduce the number of children and adults receiving cash assistance by nearly a fifth, from more than 221,000 to around 180,000. Enforcing a four-year limit will save the state more than $60 million annually, according to a House Fiscal Agency analysis.

so you basically have about 100 officers facing either firing, suspension, or disciplinary action--- not bad for a 10,000 something member department--- what did it cost the department to trap these 100 officers--- how many people are assigned to the medical integrity unit--- they obviously have covert vehicles, video equipment, and make lots of overtime--- maybe they can expand their horizons a little and become the "full tour of duty integrity unit"--- start following around all the people who have never worked an 8 hour shift in their career......

I've disagreed with this department on many things related to administration over the years, but can not find fault with this. If the abusers are appropriately punished it will send a clear message to future potential abusers. On the other hand I believe that there will be accusations of both racism and sexism in this regard. I hope that the department will not waiver when confronted with this.

15 years on and NEVER spent a day on the medical.

The medical is there to be used if need be, but I think we all know that it is abused by a small minority.

Me, I Have ZERO sympathy for those caught abusing it. I really don't care if they are fired because they do nothing but burden the rest of us with having to pick up their slack

Scc, accountability yes, but you didnt mention one of the more ridiculous violations. Unlike supt weisel, most of us have no snow service. A p/o got caught up cleaning snow from in front of her house, while on medical w/ a sinus infection. She didnt call her supervisor to let them know she was in front of her house cleaning snow. Got called from several friends on that one. They asked if when a p/o calls in sick if they are under house arrest. Yes, they pretty much are, a p/o has to call his or her district, depending if your stationary/ambulatory, to let the department know when they go to the pharmacy, pick up kids from school etc. and how long it will take. These friends all work in the prívate sector, have personal , vacation, and10-12 sick days and they never heard of that. No they dont work @ walmart, but they work in professions, considered careers, much like those that have chosen law enforcement. They freaked @ the 365 days, every 2 years, but i explained unless a p/o is pregnant, has a broken anything, cancer, or other acute/ cronic diseases, most dont even use the medical, even when they should. How many of us have worked with a p/o, so sick with fever, coughing, sneezing, etc., sleeping the shift, when he/she should have stayed home. Accountability, is very important, but not at the expense of sensibility. Flying to punta cana, big violation, handle accordingly. Cleaning snow, with a sinus infection, in front of your house, while not calling your supervisor, because no one else can plow the snow, but you, sand bagging. Supt Weisel should have fired himself for that one. Oh wait! He's already been fired, i guess the idiot police hater frank main had nothing better to do, but to beat a dead horse. God bless the CPD and CFD. Now with the homeless police districts/shelters coming into fruition, please becareful and safe.

What is abuse of the system? Hard to define, but the courts have left some guidelines. You can be on the medical roll and go to vote, go shopping for food and clothing, go to a restaurant to eat, pick your kids up from school, all you have to do is notify your unit first. But, someone working a part-time job or leaving the country ( people are granted this to recuperate) for vacation, yes you should be fired. You say you want reform? Then lets have some suggestions instead of just comments for reform. The only thing the FOP has ever said is to go after the abusers, never any concrete ideas of how to do that. This unit formed by Weiss is doing just that and spending a lot of time and money to do this. And, you can bet the medical leave policy will be dramatically changed in the coming years.No way in hell will it remain 365 days every two years.

About time. I work at 376 (callback/311) and am sickened by several officers there who are obviously medical abusers. They make the many others there who really are injured/sick look bad. Most of these medical abusers have been on medical time more than they have ever worked the street and are a pathetic example of a police officer. Get rid of these lazy pieces of shit.

The medical policy saves the city money. I repeat, IT SAVES MONEY!

What would happen if an officer injured his knee in a softball game or broke his leg on his motorcycle? In a regular policy, the employee would use all his sick time and then all his available vacation and then all his comp time before going on a no pay status.

Because officers have extended medical available, the city can restrict carryover of vacation time. The city also does not have to pay out on sick days (like teachers). In the current system, the city does not lose money for medical time, it loses work. Work it would never get anyway from those who abuse the medical.

The system is ideal for both the city and the police. Police work cannot be done by the sick or injured, which makes it different than most other jobs. The current system allows the legitimately injured PO the opportunity to heal and it allows the city to simply carry any employee with no extra out of pocket costs. The rare occurrences of abuse are easily identified simply by flagging frequent medical use and monitoring those officers.

The worst case scenario is the few lazy cops, who should have never been hired in the first place, are not at work. Not that having them at work is a benefit to the city anyway. It's actually more of a liability.

Off topic: I have asked this question of several different people, including Alderman Arena. Can you find out:
What happens to the salary of the police officer that retires? I know it doesn't go toward his pension. With this money they could hire at least 2 police officers to replace him/her, without hurting their precious budget.

I live in 16 and used to see police presence everyday, now I don't. Very seldom do you see a squad car on my street anymore.

I asked our old good for nothing alderman Levar, and he just smiled. I asked Alderman Arena, and he said he'd check into it, but nothing ever happened. Someone I know asked the FOP, and never got an answer. Where does it go? We need police in this area, we are starting to have problems. One of them namely a Silver Nissan with a black man robbing white people.

OT, but important. Someone posted on another thread that Rahmmy wants to enter negotiations with an offer of a 10% pay cut. Beale wants to take away our uniform and duty availability money.

I say, don't give them any ammunition.

Write every little thing you see. No passes. A car is parked 14 feet from a fire hydrant-write them. Any part of a vehicle extends into a bus stop or no parking zone, write them. A car's plates are expired by one day-write them. The city sticker is anywhere but the lower right hand corner-write them. Multiple, expired City Stickers-write them, it is illegal to display an expired sticker. Lane change or turn without signaling-write them. A cigarette butt comes out of a car window-write them. Every little thing, write them.

Don't let the politicos get away with saying we are overpaid and don't do anything. Make the public pissed at them.

Flood the system, then they (Rahm, McCarthy or Beale or any other Alderman) can't say we don't do anything. The public pretty much as a whole hate us anyways, so it really doesn't matter what we do.

If someone says anything, refer them to the Mayor, their Alderman or HackeySack. Tell the violator that City Hall, most Alderman and the Superintendant all say we don't do enough and you are just doing what they want you to do. They are the ones who say we are useless by their actions and words.

Fight back, don't go down without a fight. Rham hates us, he wants to take 10-15 thousand dollars yearly out of our pockets, Fuck Him. Fuck Beale, Fuck McCarthy.

Most important, NO PASSES to drivers with a Obama, Quinn or Emmanuel sticker on their car. Fuck them, they put us in this situation.

I hope the case where some copper ran out to grab a bite while on the medical is up for a minimal punishment. There's a big difference between being too sick to take a trip to the grocery store or a drive thru window and being too sick to work for 8 hours in a high stress environment making snap decisions that can effect the rest of people's lives. Or worse yet, being too sick to react to some savage who thinks it's open season on the Poilce. I agree wholeheartedly, fuck these abusers. These are the same mutts who are asleep in the hole when you're asking for some backup

It seems to take longer to investigate medical fraud then murders.

It is not as if public employee abuse of medical or workman's comp type benefits is anything new.

The city had a whole series of cases of people supposedly disabled that had full time positions with the county and were collecting a salary plus the disability.

back in the late 70s a whole bunch of state employees came under scrutiny for similar abuses. one guy was supposedly totally disabled but was filmed playing tennis dozens of times. IIRC, he actually ended up winning his case in the end.

it is harder to cheat on WC in the private sector but it happens there too. remember the fake doctor that took WC insurance companies for tens of millions in the 80s before it was discovered he did not have a medical license? I seem to recall he was only caught because he had privileges at one of the cook county hospitals and a nurse there got suspicious because of the large number of coffee enemas he ordered for patients. You might think that the first coffee enema that was ordered would have raised a few eyebrows, but it took took quite some time for them to catch on.

I still have not used one single day on the medical and Im proud of it.. this crap of people not going to work because they have the sniffles or a cough is crap. I completly understand that if you truly are sick then by all means use the medical, thats what it is here for. If you feel like crap go ahead and use it. but these idiots who use it because they feel like a cough might be coming on or because they are hung over is crap... that is the reason that we are going to lose the medical system we have now. You mutts who abused the system are now going to ruin it for everyone. The guy who catches a bug or food poisoning that is going to take you out for two weeks to bad for you... west side johnny sh*t head had to go tot the Caribbean and didnt want to burn time so your out of luck... It's about time!! Most of us who sparingly take 2-6 sick days a year and realistically probably needed to take more like 10 r disgusted by these abusers and dogs. Ironically most of the medical dogs are the same individuals who are even bigger dogs on the street. I am so tired of lazy, selfish, immoral individuals who abuse the system at the cost of others as long as they "got theirs". Time to weed out these pathetic excuses for police, unfortunately the powers that be will use this as a political tool which means we get f*#cked. Medical Roll abuse and Residency Violations should be instantly fireable offenses. They are areas where the Dept. is FAR more fairer than numerous other Police Agencies, and their rules are reasonable and logical. Fire all these goofs before they ruin everything for ALL of us.

Comparing abuse of the medical rolls with the BILLIONS in systemic theft and corruption is like comparing a person who eats a grape in the grocery store to the guy who hijacks a semi truck. I have a better idea. Why doesn't the media run stories about the 1000's of P.O.'s that NEVER or HARDLY EVER use the medical.
The private sector gets on avg 12 sick days a year, and believe me, the employees use every last one of those.
I haven't needed to use the medical in over 5 years. I have been extremely blessed with good health as of late. And i'm not alone. The majority of the people on my watch either never hit the medical or use maybe 3 days a year or so, only when they are really sick.
So think about all that time they are getting back from all of us that don't use the medical. That would have been over 60 days off i would have used in the private sector.
Why doesn't the media do stories on officers like us??

How about Supt. Weis, and his gilfriend Masters, changing the rules so they could leave the dept. with huge overtime checks. Any integrity here? Hell no! The rules only apply to the little people working the job. Police bosses, and other city bosses, don't even bother to take vacation time. They are always on vacation coming and going as they please. Who the hell is watching them. Nobody! They don't feel well...they just stay home and use their cell phone to work.

Get kicked off the Medical and sent back to a district, assigned to beat work, claim re-occurring IOD and get sent up to Review for 3 years.
Yet still able to leap and bound come quitting time.
Duty Available.....I think not.
There will probably be reform on that too.

They won't Fix the Medical.

They will use this as an excuse to take the CPD and CFD to the Medical Days Program that the Rest of the City uses.

7 hours Sick time Per Month.
Carries over unused time unlike Vacation at end of year.

Example? I carried over 115 hours of Paid Sick time Last year.

I have 82 hours of Paid Sick Time in reserve right now.

I don't need to call my Supervisor to ask to go to the store for juice or medicine or scotch.
And I don't have to show a Doctors Note if I miss less than 3 days in a row.

"The Medical" is too easy to Abuse, like it has been said around the City and on this blog for Years.

And it is abused...I know PO's from various districts know this to be Fact.

Just asking...if I am injured or even worse due to the lack of manpower because of the criminal neglect of the mayor and other powers-that-be to keep manpower at a safe level, can legal action be taken against them? While I realize that policework is inherently dangerous by nature, putting out solo cars and fewer cars because no police are being hired to replenish retiring officers, are they liable for damages if I am injured while performing a task that is maybe onviewed if I call for backup and there is no help nearby? This is the game that they want to play with our safety, what are the consequences to the city? I just need to know how to direct my wife in the event that I am catastrophically injured when it could have been avoided? I know...don't do anything without backup, but, I am the POLICE and sometimes shit happens and you can't avoid it and the instinct to take action just happens.

I just got your fop cuurent update regarding the misinformation being pushed out by the mayor regarding our medical roll use by sworn members. I am glad you are speaking out strong against the eroneous info being put out there but i wish you would pass that on via the media be it news, radio, or newspaper. The reason i say this is because the only ones who read our fop website and its updates is us ... we need to be vocal more than ever and make it be known we will not be walked upon.

In years past the silence of the management of fop President has painted us in a negative light. We have to shed this now with contract megotiations and a budget thats in the toilet right around the corner

Last night on the Third Watch a victim was shot in his car on South Kedzie and drove himself to the 10th District Station for the report where he expired.

In the future all homicide victims will be required to drive themselves to their local Chicago Police stations. No appointment necessary.

i have never abused the medical in my career. i, like most of us, have used it when circumstances called for it; flu, food poisoning , etc. I will say this, medical abuse enrages me and needs to stop. What needs to stop more than anything else though is the media ignoring the vast majority of us who do our jobs well while the media publishes conduct by a very small minority that tarnishes our image. our medical abuse is probably less common than medical abuse in the private sector. I could care less if the department fires the real abusers. They are mostly bad cops and useless on the street anyway.

One question I have for the media is this; why don't you ever publish the many ways that Chicago cops are treated worse than employees in the private sector. For example, when we are injured, and we are injured more often and more severely than most workers in the private sector, we must "go down" to the medical section to meet with an officer or civilian there before all our follow up treatments can commence. This entails waiting around and then meeting with an individual who may or may not be a nurse. Then we are referred to a physician contracted by the city. This physician may or may not be very good. All efforts to minimize the scope and depth of our injuries seem to be in place so the city doesn't have to pay for expensive follow up care. If we wish to see another physician we have to physically return to the medical section only to wait around again and say "i want to see another doctor". mind you in the normal world all of this could have been done over the phone but not in the strange world of the Chicago police department where it is institutionally presumed that the officer is exaggerating his injury and just wants to "remain on the medical". We then may get to see another doctor but chances are we will wait a week or two before we can be seen, all the while our injury may be worsening and the city is "winning" financially by delaying payment for treatment. After about 2 weeks, chances are we will start getting medical bills in the mail for our first doctor visits, despite the fact that we went to great lengths to explain to all the medical billing people that the reason for our visit was work related and that the city is the legally recognized responsible party for our bills. because the city pays their bills like crackheads wash their clothes, which is to say with no regularity, we then face the real possibility of our credit being harmed. If our injury requires physical therapy, we get to go to one of the clinics the city refers to but only for the amount of therapy the city recommends. often the therapist recommends a greater amount than the city or city referred doctor approves for in which case we have to return to the medical section and argue with the idiot behind the desk about what we need. lastly, the media will never report that unlike most workers in the state, our department is not part of the statewide workmens comp system with statutorily and almost automatically awards cash damages for specific workplace injuries. yes media, we get severely injured, and unlike construction workers or members of many other departments statewide we get no automatic compensation. since the chances of collecting in a civil suit from a felon are very small, we often live with lifelong pain and injury and get zero in compensation. are you listening media? are you going to publish the other reality of policework? the one much more common than the rogue medical abusers 9.5 and Gmac are singing about.

One last thing for JFLED, GMAC, and 9.5. You would have more credibility if in addition to starting a medical abuse unit you had started an "Integrity in the Treatment and Recovery of Injured Officers Unit" This crack unit could follow officers as they try to ask friends and relatives for rides to doctors appointments for their followup care for I.O.D.s as many cant drive due to their injuries. It would then intervene and offer officers these rides, as their injuries were duty related. This same unit would look into the shady medical educations and familial connections some city contracted doctors and clinics have with aldermen. It would then spring into action and re-refer injured officers to honest providers and subpoena alderman and ask them about these connections they have to half-doctors. It would accompany injured officers to the medical section and intervene when the community college dropout employees and supervisors there attempt to deny or delay needed treatment for I.O.D.s. It would provide child care when injured officers need babysitting and school pickups but are not available because of doctors appointments or surgeries related to I.O.D.s. Of course, in the interest of "integrity and honesty" all of this would be communicated to the media. Yes that is the challenge.

I agree with many of the posts that all of this negative media coverage is probably a back-door attack by Rahm Emanuel in advance, to get the public even more against us, for 2012 contract time.

I don't doubt the rumor that Rahm will ask for a 10% pay cut, either. Other cities around the country are doing it, and getting away with it. The best thing that the FOP can do is to stall the contract negotiations, something that the City usually does for us. Food inflation is already 20-30% for many items. The dollar's purchasing power is quickly vaporizing due to the Federal Reserve's "quantitative easing," and our hopeless national debt situation. Hyperinflation will probably occur in during 2013, or 2014 at the latest. When this happens, a 10% pay cut would seem downright unreasonable to the public, even if they don't like us. And remind everyone...why do the alder-creatures always get their 6% pay increase, that they voted for themselves?

What happens to the salary of the police officer that retires? I know it doesn't go toward his pension. With this money they could hire at least 2 police officers to replace him/her, without hurting their precious budget.

I live in 16 and used to see police presence everyday, now I don't. Very seldom do you see a squad car on my street anymore.

I asked our old good for nothing alderman Levar, and he just smiled. I asked Alderman Arena, and he said he'd check into it, but nothing ever happened. Someone I know asked the FOP, and never got an answer. Where does it go? We need police in this area, we are starting to have problems. One of them namely a Silver Nissan with a black man robbing white people.

I'm retired now but when I was on the job and on the medical it SNOWED on my side walk. And (now please don't run to jody) I shoveled it! If I called the desk sgt. every time I left the house for some stupid reason he'd have me pushing a broom in the lockup.
Stop being so happy that your fellow officer has stepped on it. Just be true to yourself.
There was nothing worse then getting in the car with some arrogant PO who told you first thing that he had never been on the medical. I always wanted to give him a medal, glad to hear they have one now! This told me two things: 1) this guy never gets laid and; 2) he's gonna come to work sick and get me sick.
Get over yourselves and stop reveling in the misfortune of these officers. You never know when it will be you.

The Commander of 016 just put out an email to all of his supervisors basically telling them that robberies are on the rise so try to classify them as thefts instead. He used an example of gang bangers beating a victim and taking the property he "dropped" and says they need to "examine the motive". The motive was to batter the victim not steal his property so it's an agg assault and a theft NOT a robbery.
Good job Commander! Keep killing crime on the homefront and wonder why they don't send more P.O.'s to 016.

I'm not sure if it's clouted or not clouted but I would bet that 90% of the time on the medical is used by 10% of the department. Before I retired I had foot surgery. After 23 years, it was my first time on the medical. Had a couple IOD's but no medical. The po/nurse showed me my file, it was a folder with five sheets of paper in it. I work in 017 where there are several hard-core medical roll abusers. The little guy manages to go IOD every summer, then gets his two vacations "owed" to him. On 3rd watch, 4 m/w p.o.s, 1 F/w, 2 F/4's have been off for months, +1 m/w sgt. recently returned from a re-ocurring IOD, all of them have thousands of days on the medical, several incidents thru the years, all highly doubtful. The rest of us stuck working all summer would love to see these faking POS get fired. These one-way asshats don't give a crap about any of us. Too bad they are going to ruin it for the ones that need it. We also have some seriously ill officers that deserve every medical day they can get.

Based on the stats, we really do have good reason to be proud of our work attendance.However, the Mayor clearly believes otherwise.His administration wants to portray the police as greedy and lazy, sitting at home faking illness and collecting a check. Medical role abuse is nothing new.
A study was done about eight years ago. The #1 abuser was the female black. The #2 Abuser was the male black. The #3 abuser female Hispanic. See where this is going. As a white male I wanted the results posted as I had 25 years on the job and used the medical for a total of 8 days that includes an elective outpatient surgery and recovery that needed to be done to be able to perform my job. You have to remember that many of the abusers of the system are protected by political clout. Once the study was done and a list was generated, it was never released, because of all the clout babies and their political sponsors would be publically embarrassed. Go ahead and file the FOI Request for the race and sex of the abusers and the reporting of the results will be killed by whoever you work for too. If you would have reported that the average US worker uses 14 sick days a year and the real number of sick days used by Chicago Police Officers is 8.2 days a year there would be no controversy, no story. Who cares about the truth, it doesn't sell newspapers.

Just because I told the instructor who was in the process of how many coppers were overweight,and that over 200 were on the medical everyday.I asked for a breakdown by sex, and race and he about SHIT, they don't want to face the fact that this is a major factor in everyday medical abuse.

The threshold is 100 that has to be submitted before 1 Oct. Please remember that this agreement ends on 30 Jun 12 and there is no guarantee that the shitty – oops – the city will honor the agreement after that date. Many think that it was written into the contract but it is only a “Memorandum of Understanding” which is basically just a side agreement. Think hard officers… this may not be offered next year. And the additional 2 ½ % really isn’t that much…..

Above is one of the few intelligent posts I've seen on this subject. This problem should also be able to be solved in a way other than by paying cops to sneak around following other cops who are sick. Police should be on the streets preventing and catching robbers, burglars,car thieves,rapists,killers and assisting victims of same. You should not be working if you have a head cold flu sinus infection whatever. It isn't safe driving for hours and dealing with potentially dangerous criminals. If you never get sick great. If you do go on the medical. I'd guess the average person gets sick 3 times a year at least some more some less. Set up a reasonable policy for minor ailments and give 12 days a year for those no drama at the medical section wasting supervisors time and the rest.For other medical issues you need a Dr note and depending on what it is you might be able to leave your house when necessary within reason.The current system is ridiculous.

Couldn't agree more. I left just short of maxed out and 'blew' the last 2 1/2%. I can't begin to tell you how great it feels to be past all the b.s. Yes, it took a few months to get used to the idea, but it was the best decision I ever made. Plus, I'm making great money at a hobby I couldn't really pursue while working for CPD.
My health is better, my stress level is zero. Best move ever. And, if G8 and the Nato Summit aren't enough to make you go, I don't know what could do it.

I seem to recall he was only caught because he had privileges at one of the cook county hospitals and a nurse there got suspicious because of the large number of coffee enemas he ordered for patients. You might think that the first coffee enema that was ordered would have raised a few eyebrows, but it took took quite some time for them to catch on.

One question I have for the media is this; why don't you ever publish the many ways that Chicago cops are treated worse than employees in the private sector. For example, when we are injured, and we are injured more often and more severely than most workers in the private sector, we must "go down" to the medical section to meet with an officer or civilian there before all our follow up treatments can commence. This entails waiting around and then meeting with an individual who may or may not be a nurse. Then we are referred to a physician contracted by the city. This physician may or may not be very good. All efforts to minimize the scope and depth of our injuries seem to be in place so the city doesn't have to pay for expensive follow up care. If we wish to see another physician we have to physically return to the medical section only to wait around again and say "i want to see another doctor". mind you in the normal world all of this could have been done over the phone but not in the strange world of the Chicago police department where it is institutionally presumed that the officer is exaggerating his injury and just wants to "remain on the medical". We then may get to see another doctor but chances are we will wait a week or two before we can be seen, all the while our injury may be worsening and the city is "winning" financially by delaying payment for treatment. After about 2 weeks, chances are we will start getting medical bills in the mail for our first doctor visits, despite the fact that we went to great lengths to explain to all the medical billing people that the reason for our visit was work related and that the city is the legally recognized responsible party for our bills. because the city pays their bills like crackheads wash their clothes, which is to say with no regularity, we then face the real possibility of our credit being harmed. If our injury requires physical therapy, we get to go to one of the clinics the city refers to but only for the amount of therapy the city recommends. often the therapist recommends a greater amount than the city or city referred doctor approves for in which case we have to return to the medical section and argue with the idiot behind the desk about what we need. lastly, the media will never report that unlike most workers in the state, our department is not part of the statewide workmens comp system with statutorily and almost automatically awards cash damages for specific workplace injuries. yes media, we get severely injured, and unlike construction workers or members of many other departments statewide we get no automatic compensation. since the chances of collecting in a civil suit from a felon are very small, we often live with lifelong pain and injury and get zero in compensation. are you listening media? are you going to publish the other reality of policework? the one much more common than the rogue medical abusers 9.5 and Gmac are singing about.

6 years ago I tore my ACL, MCL, PCL in my knee during a foot chase/tackle on the south side while working. The surgery was painful, the rehab was worse. My Doc asked me if I wanted to get back to work quickly or take my time. I was back and on light duty within 7 weeks and back on the street within 90 days! Never, NEVER, would I want anyone to question my work ethic. We're lucky to be employed. Say what you will, things could be much worse for us.

Perhaps the Medical abusers should have their records reviewed by the insurance company's doctors to see if there are legitimate reasons for the extended periods of absence, similar to what is done in Workers Comp cases to determine whether or not the claimed injury exists.

Without a doubt, IOD should be excluded - GSWs, car accidents, and the like are damn hard to fake.

Being out for an extended period for sinusitis is a joke! For [deity's] sake, go to an ENT doctor if it's that bad. Sinusitis is generally a self-limiting viral illness that should resolve in a week, no antiobitics needed. If it lasts longer, go see the doc.

Can the known abusers if no valid reasons exist; investigate their doctors to see if there is a good reason to bring cases against them to IPRA to lift their licenses; perhaps consider those days as ineligible for pension matching. As anyone can tell, I am not a cop, and these are just suggestions coming from my nether orifice...

The few abusers should not give Tiny Dancer 9.5 and the superretardo any excuses to spoil a valuable resource for the many of the courageous, hard-working CPD Officers who put their lives on the line.

The little red baron in 017 brags about having 1 carpal tunnel surgery and making it IOD. He goes on to brag that it took him 11 months to recouperate.

Another copper in 017 had 8 hand surgeries of which 2 were carpal tunnel. He did not make it IOD, He was off a total of 7 or 8 months for 8 surgeries. And Captain Barnas wanted to make the copper with 8 hand surgeries a personal concern for medical roll abuse.

I had a hand injury off duty. I didnt want to sit around at home and get fat. I asked if I could work lite duty. I was told no because I couldnt fire my duty weapon. I have all the emails from the correspndence with the medical section nurse. Now whats wrong with this picture? Arent guys at call back stripped?

This city is so fucked up.

We need police in this area,
( meaning 016) we are starting to have problems. One of them namely a Silver Nissan with a black man robbing white people.

Here is a suggestion. Everybody in 016 dont go to the polls for the next election. You will be amazed at how fast they turn shit around. They knock on my door constantly during election time. I just laugh and slam the door in their face.

Look at Rahm and the news media to point by point, dismantle every benefit we have fought for. The medical roll is a GOOD thing when used accordingly. However it is extremely flawed. The 008th District had a female P.O. now retired initials Y.D. (AKA The Tasmanian Devil, Troll, TWF). She would conjur up an injury (IOD) about the same time every year, and basically have the summer off. She was so good @ this that she was one of the many topics @ the old LEVEL III meetings at HQ. When the subject of her (nameless @ meetings for fear of slander and litigation) abuse was brought to the floor, the comments of the exempts was "She's learned how to beat the system". This same individual was also an FTO. I'm sure htat this is the type of abuse that the medical integrity unit is looking to curb. All can be said is: WTF!!! So if we look @ the numbers the majority are by the book Coppers, and then there are the bad seeds. Let's just root them out like weeds, and take the pressure off of the working P.O's.

Red Lighting and the hockey playing goof from 017 are bffs and both have extensive medical histories from the many "battles" on the mean streets..they of course are still able to play hockey with the injured hand, ride a bike and walk the neighborhood with a severely injured hip and of course, go to the Dells and ride the waterslide..anyone looking into these "iod" abuses?

Not all that uncommon in the private sector either. Although often in the private sector it is done by phone because that costs less.

It is called "managing" the care. It is about trying to keep the cost as low as possible. Whether it really works at doing that or not is something else.

In any case, if you are on medical you are being paid, what do you care? It is not as if you have anything better to do with your time, so play the game and get better rather than fighting the system and aggravating yourself.

If it really bugs you, and you can get enough others to agree, get it negotiated as part of the next contract.

Actually, the city did a study on medical roll abuse in the late 80's and they did break it down by sex and race and rank and age. The results were so embarassing to certain groups of people that it was buried in the superintendent' desk. i know, I worked in the office at the time and saw the report. Black alderman did not like the results of the report and Leroy would not release it.

On medical this year, very sick and on meds. Time on medical happened to span my entire furlough time. So I lost the total furlough, 200 "furlough hours." Gone to credit medical time.

Neither Camden nor WBBM mentioned that this approx. 25 working days plus Regular Days off were all treated as medical days.

Also I have never been allowed to carry any vacation days over from one year to another. My name is not Weis.

Rushing your rehab is a huge mistake, if you reinjure yourself because you are not properly healed you are back to square one. You are not doing yourself or the city any favors by rushing. Not only that but your injury will be classified as a reoccurence and instead of your medical time starting at day zero it will start at day 90. Working police worry too much about what their peers think. If you are hurt get healed, your body belongs to you not the city.

He used an example of gang bangers beating a victim and taking the property he "dropped" and says they need to "examine the motive". The motive was to batter the victim not steal his property so it's an agg assault and a theft NOT a robbery.

Don't jam yourself up for these dumbass bosses trying to kill crime. If an arrest is made go for the correct charges. Let the W/c, dics, or states attorney downgrade charges and let it fall on them.

Hey Rhamster and the rest of the Lib-Tards out there questioning our medical policy...I'm currently on IOD and went to the city doctor and after three follow-ups and missing work for several weeks the "City Dr" asks me "You wanna come back and see me in 2 or 4 weeks?!" Really??? Clearly the system is broken and those with no "medical integrity" would take advantage. Some of us want to get back to work and this is just one example that the system is broken!!

I remember I got kicked in the calf on duty which ruptered same. After sitting home in terrible pain for 3 days not getting a referral or any answer back from our beloved medical section. I called my family doctor who said to go to the emergency room immediately. He feared I had a blood clot. I went to the ER and the immediately did an ultrasound on my calf.

Can you believe that when I called the desk to notify them that I was leaving to go to the hospital they had me medical checked in the ER. The Sgt. from 016 was so appologetic. I just laughed and chalked it up to typicality. Its not fair to name the Captian that did this so I wont mention Frank Gross. LOL

Tomorrow I am having a 10MM piece of scar tissie removed from that same calf in the exact spot I was kicked. At first they thought it was a blood clot. I am doing it out patient on my RDO. It's being done by my family doctor. I dont want to deal with any BS going thru a reocurrin IOD. I will be on the job saturday with stitches in my leg. Especially because it will be the 10th year since 9-11. I have an easy out but wont do that since I have great bosses and my own self pride. Call me stupid if you want. I am by no means a company man. I am my own man and I just want to avoid all unnecessary BS for the little time I left in this circus!

Here's my concern...
Officer X picks a furlough... 14B
He/she, in anticipation of said (non-existent) '14B' furlough saves up to go to, DisneyWorld, Mexico, Europe etc.
Prior to said furlough he/she is injured... IOD or off duty, and breaks an arm, leg etc. or gets stitches all of which precludes him/her from being 'allowed' to come to work but still ambulatory.

Scenario: Said Officer X breaks his wrist while wrestling away a gun from an offender and put in a cast a week before his furlough.
He's put on the medical due to the cast.
He takes his prepaid (air/room/entry) family vacation to Walt DisneyWorld (with or without notice/permission) and returns home during his furlough.
Still in a cast he is off until he returns to work.

Now here comes those Sun-Times ace porters. They 'report' that Officer X who is absent on sick leave from the CPD went to DisneyWorld! The reading public is appalled.
This person has his/her medical time counted from the first day of injury, all through their furlough (personal time off)and any time thereafter to recover for 'statistical purposes.'
His otherwise unblemished medical record of 20+ plus years counts as 25-30 days off that year during their forced recovery.
My point... Crack down on all those medical abusers. We all know who they are. So does the Department. Twenty percent of the 'abusers' account for eighty percent of the time off. This is not to be confused with the 'legit' medical use. We are still under the National average in that respect.
Report THE FACTS, not convoluted events (above example) to put the CPD in a bad light at contract time.
The timing and accuracy is suspect.
Every response by the FOP should reiterate that 1/2 of the entire department haven't been on the medical. Those single digit 'abusers' are the exception, not the rule, and all the other hard working men and women despise these few.
But then again that won't sell newspapers. It will make the CPD look like lazy, conniving slackers giving credence to any city hall contract 'hit' on our salary, pension benefits.
End of rant.

Thanx. I was trying to think of her...couldn't remember. Lest we forget the time she was caught with her dope dealer boyfriend, only after she'd shot him during an argument in his car. Anybody remember that? Insult to injury, before being promoted to Sgt, she'd been promoted to Det. All this after a couple of 30 and pendings? And finally her sexual harrassment lawsuit against DTEB, after their love affair went sour. This chick makes Henny Penny look like a standup gal. Yet she's been promoted TWICE. Don't worry, gang...It's all on the up n up.

6 years ago I tore my ACL, MCL, PCL in my knee during a foot chase/tackle on the south side while working. The surgery was painful, the rehab was worse. My Doc asked me if I wanted to get back to work quickly or take my time. I was back and on light duty within 7 weeks and back on the street within 90 days! Never, NEVER, would I want anyone to question my work ethic. We're lucky to be employed. Say what you will, things could be much worse for u

I can only speak for myself but when it comes to an IOD and you go see city approved doctors they do not care about your welfare. They just want to get you back to work. My own doctor diagnosed my problem 3 years after my IOD and told me if it was discovered in the first 6 months they could have done something for me. Instead I have chronic pain that gets worse every passing day.
Stay safe and back each other up out there. All you have is your family and your fellow officers.

I hope this isn't the worst cases of Medical roll abuse that were found! Eating at a restaurant is allowed but not calling in makes it a minor violation. Shoveling snow on medical also appears minor unless the PO was on Medical for some physical ailment(sprained arm, wrist, etc). Let's get those who are on Medical for "NO REASON". We all know who they are. The squad car accidents with little to no damage and officers off for months on end. Minor scratches requiring a bandaide are IODS with weeks off work to mend. Give me a break!!

In 10 years I have hit the medical for a total of 4 days for flu/colds. I also took the allowed 6 weeks after my child was born. So I have used 46 days in 10 years, which is still better than the 11 per year the paper quoted us each using. But as for the many claiming woman abuse medical more than most, I do agree, but some cases may be related to pregnancy and complications afterwards. It is not uncommon for females to need more than 2 months after a kid, so keep that in mind.

As for the poster who stated:

She should be fired for her abuse... not to mention she is a worthless sgt and bat shit crazy. She is an embarrassment to this department and all females on the job. She spends more time crying at work that someone hurt her feelings than actually working, yet the bosses seem to favor her over others. Someone called her crazy one day and her come back was "I have been psyched 5 times and am still here." Yes...you must be sane then! Crazy beotch.

There's alot of medical abusers in 7 1st watch, some cops get into a minor car crash then go on Iod for months then go on furlough then gets into another minor accident goes on Iod then gets off goes to las Vegas. U know this person is planning medical vacations for thanksgiving and Christmas and new years. Thanks for ruining our medical!!!
