BREAKING: Meeting Downtown

First, the Chicago News Cooperative had this:
  • Mayor Rahm Emanuel’s proposal to close the city’s 2012 fiscal shortfall will feature funds from tax-increment financing districts, increased sticker costs for drivers of sports-utility vehicles and a fee hike for businesses with permission for valet parking and loading zones, the Chicago News Cooperative has learned.

    A day before Emanuel was scheduled to publicly unveil his first annual budget proposal, mayoral aides began briefing aldermen in closed-door sessions at City Hall on Tuesday morning.

    After initially rejecting the idea, Emanuel now will tap some surplus TIF dollars to help balance the city budget and also fund Chicago Public Schools and other local taxing districts, sources told the CNC.

    Aldermen who had been briefed and asked to remain anonymous said the administration’s 2012 plan also included switching the city from a ward-based garbage pick-up system to a grid approach. Beginning to phase in the new system would save $20 million next year, an alderman said.

Then the Tribune picks up the ball and adds this tidbit:
  • Absent from the briefings was any discussion of cuts at the Chicago Police Department. Although the mayor has pledged to maintain the number of cops on the street, he has not ruled out merging of district police buildings or cutting layers of management.

    Police and fire personnel account for most of the city’s day-to-day spending.

And now, word coming in that there's a big exempt meeting at 35th Street today. Who's in and who's out? What's getting closed or disbanded this time? Who's got the scoop?

Da scoop is anyone one with clout will come out smelling like a rose. They can gerrymander all they want but the folks who have a "Chinaman" will stay happy. Everyone else will get screwed. Emmanuel keeps trying to fix the financial disaster Daley left behind. All we see is Richie looking rested and laughing a lot. The only scowl we have seen is when the media was poking around about Maggie's after school programs. I didn't see any mention about putting some of those TIF funds into the pension system. The city owes us countless millions. Will we ever see it? I doubt it.

Rank and File can only hope that Garry has been given the nod from rahm for a complete exempt overhaul. Officers in District Patrol would welcome the closure of a few districts to beef up Officers working in a beat car , we need all the help we can get.
Patrol the backbone of CPD , not caps , review , desk dollies.

The big suprise is that 022 will close and all personnel will be split between 006 and 005. The building now 022 will become Detective Division South and will house only Detectives just like Belmont and Western will house all and only North Side Detectives

Accenture is the spin off of the big shot accounting firm Arthur Andersen. They were the corrupt firm that handled Enron's books. AA also had no bid deals with the City.

I don't understand WHY you people think you are getting more officers. You are not. The same area of coverage still needs to be covered by the same officers who are already covering them. You only gain an appreciable amount of officers if they cut out part of your district. That's not happening.

Furthermore, stop wishing bad luck on people. You guys have no idea how you are screwing up YOUR future.

First up 23rd ward where eddie burke and mike madigan will split it up the middle,as the 14th and 13th are heavily hispanic (Illegals mostly),and black. See how it works madigan is first as he is able to get the sheep in Springfield in line to vote to change the laws.

2) What recently appointed commander was served a subpoena about vanecko? He kept his mouth shut got promoted and now? He heads a small but all clout unit? Who could it be?? Seems he is a friend of the killer and helped cover up the story and protected the punk!

I feel like a fool. I voted for Senator Kirk and now he wants to steal our pension. Plus he is a big fan of what is called public private partnerships- where a private corporation can buy off a public asset (parks, water or sewer infrastructure, etc.) and then charge the citizens for those services.

ANOTHER DANGEROUS PENSION BILL IS INTRODUCED IN SPRINGFIELD
Yesterday, the Republican Leader in the House of Representatives, Tom
Cross, introduced House Bill 3827. For more information on this Bill,
visit www.ilga.gov . The Bill first addresses “pension fraud” and then
will change the make-up of all four City Pension Boards (Police, Fire,
Municipal, and Laborers’), along with the Chicago Teachers, Cook County
and Forest Preserve Pension Boards. All of these Boards will have four
appointed members and elected board members will be reduced from four
to three! Then, three months after this legislation is passed, the
current Boards will be dissolved and all of these Pension Funds have to
have new elections for Trustees!
I called the office of Representative Cross and was passed off to one
of his assistants, Michael Mahoney. When I asked why this onerous
Legislation was proposed, he stated “to reform the pensions by giving
the Mayor more control of the city pensions!” Wow! I told him what he
already knows; the Mayor’s only interested in reducing pension
benefits.
Please call or email Mr. Cross immediately (815 254-0000,
tom@tomcross.com) and politely but firmly tell him you are opposed to
this Legislation. Contact your Representative and State Senator also.
The veto session starts October 25th and we all need to be involved.

I voted for him too and I'm sorry to say it was a big mistake. Didn't the parking meter deal teach these buttwipes anything? Politicians should not be able to sell things that do not belong to them. These are public services that belong to the public. The public should have the say.

These politicians try to fix problems in extreme and dangerous ways that have far reaching negative consequences, when there are other ways.

It really does not matter much who controls the pension boards. The retirees get the same constitutionally and state and federal law protected benefits regardless.

It is all but a given that new employees will see a reduction in their benefit levels as most other public employees have had to accept.
