Executive Officers?

Captains gone again?
  • RUMORS:

    Captains to be re-assigned as "executive officers"

    * Captains would be working under district commanders. Perhaps they will take over smaller units and commanders will get dumped.

    * Lieutenants will be re-named "watch coordinator”. No more title of "watch commander". They will only get paid LTs pay.

    * NO MORE DESK SERGEANTS. One officer will be named as the “bonding officer” and they will be in charge of the safe, clerk arrest reports, get all the paperwork together for prisoners going to court and writing I-Bonds.

    Since the general orders are being re-written the city feels they are not circumventing the contracts.

    This is in the works to go through by the end of the year.

    The city ALSO want all civilians on the desk with the exception of the one sworn P.O. that can be the "bonding officer".

    A couple of rough drafts of some new orders have been making their way around 35th street.

    In the mean time NO promotions any time soon.

    LTs will fall under 200 in manpower.

    At least 40+ sergeants have put in their papers for this year. By the middle of next year sgts will fall under 1100 in manpower.

    Captains should fall under 40 by next year also.
Once again, shuffling the deck. Renaming the entire captain rank and not disbanding some of the useless middle management layers downtown.

Let's see how much of this turns out to be true.

No SCC 75+ Sergeants are retiring this Nov 15th, and some Lieutenants not sure how many! The titanic can rearrange deck chairs all they like but in the end we know what happened!

fyi scc, no more i bonds for people who come off the street and they need their dl back for some bs reason. show me the $$$$ or no dl back. city wants the money any way possible. Also district wide memo said no more " just go to the station and get ibond signed and get your dl back " speech some people serve on traffic stops just to make retards behind wheel feel better.

Maybe someone can explain. But if positions are written into contracts like lock up keeper, bid desk spots, and desk Sgt. How can the city just decide to get rid of them. Wont the union just win the grievances.

No promotions because the lists are coming down. Rham wants his people in place. And yes there is money that is already budgeted for exams. Dicks and Lts lists for sure. Possibly 1 more sgts class due to retirements. I was told this after the election. The department will be down to 9500 at the end of Rhams first term. More with less is the opinion from city hall.

Translated: give up a whole bunch of benefits that took you years to accumulate.Coming soon to a contract near you.

I hope FOP is ready to hunker down--we better hang on to everything for dear life. Watch the city be able to circumvent a whole lot of things that benefit us by reshuffling titles and rewriting the General Orders. No wonder I can't sleep at night!

During 'Ideas Week', Atlanta mayor said he told his police officers regarding pensions: "Take it (the diminished one we're offering) or leave it. Yup. Rahm will do the same thing--just watch.

The only thing I can hope for is that he wants to get rid of old-timers and comes up with some kind of deal. But the younger officers, you better get a second job, cuz you're not getting a pension.

Would appreciate updates during secuirty planning process re: G8/NATO/Russia Summits in regards to general public safety for people who work or live in downtown and UICC areas. I'm concerned that the "happy news" from City Hall and official CPD pronouncements will fail to address reality of thousands of street protestors combined w/opportunistic minority youth flash mobs, resulting in significant rioting, property damage, and physical danger for innocent bystanders trying to continue their daily commute to work, etc. If we need to stay out of downtown period during Summits, can someone call it so?

Review officer should be a civilian job done by a clerk or a light duty officer not a full duty officer.Tac secretary duties can be easily picked up by the watch desk.These changes alone would send a lot of full duty officers back to the streets to help out.

This guy better stop worrying about the management of the district stations and start worrying about the management of the streets. The downtown protests on Columbus day were an obvious test of police response and interaction as well as a trial to see how independent protest groups can come together and coordinate their activities. We got lucky - again - and were not prepared for the crowds as we should have been. And they weren't even that big. Next spring, my friends, will be hell.

If there's a fight in the lock up, who will break it up? The civilian detention aid? Or when I guy shows up in the lobby with a guy, does the desk just put up their hands?

This makes as much sense as the inspectors writing up the desk crew for not have pepper spray. It's an indoor environment! You'd have to evacuate the district if it was used.

Watch out for the fall veto session in springfield, The republicans and the Democrats are joining forces to re-write the pension codes to GREATLY diminish the benefits and how and who controls the pension boards. Rahm wants complete control to spend the funds as he see fit like Daley did! Rahm is hell bent on balencing a budget so he can run for the White House! Lieutenants use to fight among each other to be the Watch Commander because of the extra money.
IIf there is no longer out-of-grade pay for more work and accountability,lieutenants will now be fighting NOT to be the Watch Coordinator or whatever they decide to
call it.

When I came on this job 12 years ago, I thought I was in it for 30 easy... a few years ago, I figured I'd be lucky to make it to 20... now? 15 will be a miracle. I'm not pimping out myself for a freaking pension, assuming that we will still get a pension. Gonna take my wife and kids and get the hell out of here while housing is still cheap in the burbs. Cash in my pension, def comp, and my time due, that should go a long way towards a nice downpayment on a house!

Be careful of the precedent that you want to set as your actions today will become what society finds acceptable for YOU tomorrow.

Meaning, if you doing financial planning for your retirement and expect to work until you're 65 then think again.

You start pushing people out of the workforce today at let's say 50 what's to stop that number dropping to 45 then 40 then 35.

Your employers risk of you filing an expensive health care claim increases after 35 so why not get those "old" people out of the workforce then. Think you can earn and save enough money for your retirement now by the age of 35? heh.

They actually changed the pensions for the new hires on Jan 1, 2001 Wasnt a big change Still get 2 1/2% a year, 29 and a day to retire at 75% and at age 55 Biggest 2 changes were the last 8 years instead on the last 4 and one that wasnt bad was the retirejment age of 55 Now you have to be 25 to be hired so in order to get 75% you have to be 55
These new changes were to be financed wirth property taxes beginning I believe in 2015 for 30 years Now this law went into effect Jan 1 so why would Rzhm fuck the old timers worse than that
What Springfield passes a pension reform bill one year and chages it the next Just saying

Let me get this straight. This new position of "bonding officer" will basically be what was the desk sgt. position right? They expect this "bonding officer" to be in charge of everything at the desk, including this newly hired crop of civilians, yet there's no more out of grade pay? This officer will be taking on much more responsibilities yet his/ her pay stays the same? Hey Rahm and McNutty: blow me.
FOP is hopefully on top of this and will be quick to challenge the attempted end around on our contract.

There WILL be a pension, of some sort. But the contribution percentage will rise or it will be a 401, or SOMETHING will happen. If a 401 is considered a pension there will always be one. It will just cost everyone more, and it will not pay as well, and you will have to work longer to get it. Just like in the civilian world.

I don't give a shit what they do on the NYPD. It is way too late for me to have the slightest interest in some other police department.

My one and only goal now is to get my pension, intact, and live as long as I can and spend it all outside of Chicago.

Racoon Eyes and his twin sister McGruff are now looking at the amount of bosses they will need for a police dept. numbering maybe around 10,000 cops. Attrition and no promotions will bring the command ranks down to where they will fit that model. Also by changing titles they can save even more money. There were about 20 something shootings this weekend? How many dead? The folks running this city now could care less. As long as no one "connected" gets shot.

It has been sometime since I was heavily involved in labor negotiations and law. But, as I recall, if a position is eliminated, the people holding those positions can be reassigned at will. Most companies negotiate where the people will be sent and possibly some type of financial package to ease the pain. But, don't count on that from the city. But, if the city eliminates the position and then brings it back under a different name, then you would have a grievance. Don't forget, captains made under testing were eliminated and brought back as exempt employees. The captains association caved in after they were offered a deal. Bottom line is the city can do pretty much as they please if they are willing to pay the price and the price is often very cheap. It is all about control and power and not one gold star out there is on you side, just as not one prior superintendent was on your side. If you think otherwise, you are indeed foolish. I have said many times, stop going to promotion and retirement parties for gold stars unless they buy the ticket. They are not your friends.

There is no going back to your easy assignment so don't look back and complain about how unfair things are because you have to carry out the duties that us beat officers were doing for several years. They have very little accountability to anyone and won't be fired unless they are caught eating a dead baby at their desk. And that ghoul would only be let go because he/she didn't share the meal with the other civilians. Each district still has a district "coordinator" reporting to the district commander. Pay is up in the $90,000 range. For what? This bullshit will never end.

Everyone keeps thinking money, and many are by passing SAFETY. Remember that "bad guys" do walk into police stations and civilians are NOT armed. I remember not many years back, when a "high risk" person walked into a northside district. He pulled a huge knife, and was heading for the desk. Offender was shot, and no one else injured. It was an o.k. day, but how can civilians defend themselves or anyone if they are not armed? Be careful what you wish for, and what are the reason (s) behind your wishes.

So if any kind of disturbance comes in the station and it's just a "bonding officer" and a couple of civilians then the "bonding officer" will have to call a car in. How does any of this make sense even to twisted minds like Rahm's and McNutty's?

This whole thing would be subject to a grievance and unfair labor practice. If Rahm wants to civilianize a police station then he needs to follow the proper channels and negotiate that into the next contract.

When I came on this job 12 years ago, I thought I was in it for 30 easy... a few years ago, I figured I'd be lucky to make it to 20... now? 15 will be a miracle. I'm not pimping out myself for a freaking pension, assuming that we will still get a pension. Gonna take my wife and kids and get the hell out of here while housing is still cheap in the burbs. If you come in with some real problem I'll be glad to help. First thing you need to do is figure out the difference between civil and criminal law.

Next thing is, don't think raising taxes hurts the poor, 1 I've never heard of LINK benefits being cut by 10% and why don't you look up "earned income credit" to see that they actually get a refund for money 'unearned'

Be careful what you wish for in 12. The LT gets promoted and she will take the best most knowledgable down to earth Sgt with her. Sgt MB would go and leave us with the rest that can't make a decision and never back the PO. We would lose two of the best...leaving us out in the cold like before.
