Eliminating Openings

  • Emanuel also intends to take police vacancies off the books to save money, ending the shell game where Daley and aldermen set aside money to fill Police Department vacancies but spent the money elsewhere.

    "Finally, we're going to end the charade of carrying hundreds of police officer vacancies without actually hiring them. Protecting public safety requires officers on the beat, not phantom cops on the books. Yet, for years the city kept listing vacancies without ever filling them. Everybody knew what was going on, but nobody let the public in on it," according to a prepared copy of Emanuel's speech.

    "Well, I'm not going to play that game any longer. We need to be honest with the people of Chicago. So those police vacancies -- and the tax dollars supposedly allocated to them -- are coming off the books," Emanuel intends to say. "My budget will pay for two classes of cadets at the Police Academy next year. They will be real officers on the beat -- not ghost officers on a budget line."
So we guess that everything we've been saying, along with our readers, other bloggers, the FOP and such has been absolutely 100% true and accurate - we were horrendously shorthanded for the better part of the past decade.

But now we're not evidently.

So, what happened to all that money that was budgeted for all those thousands of police officers (Phantom Cops) but no cops hired. We're down like 4000 Fucking Police Officers! The Money was real! Not "Phantom". So, where's all that money Daley Diverted/Stole? Rham seems to be playing the same game. Media needs to do their job, and dig deeper.

That's very strange. Last period, the 23rd District had 5 (five!) PO's transfer in. NO ONE ever saw hide, nor hair, of ANY of them. EVER.

This business of having "ghost" officers in the budget is nothing less than stealing from the taxpayers. The taxpayers are paying for 13,500 officers but are getting far less than that. The money is spent elsewhere at the discretion of the mayor. This is plain and simple THEFT.

Can we get an event number and maybe a Holy Toledo for 0870?

It was just a paper shuffle as usual. As you will recall, the Advocate Section was under the Bureau of Professional Standards during the Weis regime. However, when that Bureau of Professional Standards was eliminated under the recent reorganization, the Advocate Section was part of the Office of International Relations.
It was evident that the Advocate Section had no business being associated with the Office of International Relations, so the Advocate Section was brought back to Internal Affairs. Hence, the paper shuffle, aka smoke and mirrors. Move along nothing to see!

So, what you're really saying is someone got caught, uh - 'redirecting' Federal funding (for 'International Relations') to pay for the salaries of Internal Affairs people.

Quite frankly, this is not new york, it never has been, and never will be. So trying to force the NY model on us at all costs is akin to shoving the proverbial square peg in a round hole. It is a bad fit, its not efficient, and it makes you look like the king of the short bus.
My 2 cents is make some adjustments to command and unit structure, increase the strength of front line supervision, and let the workers work.

how were they paying for all the police department lawsuits--- could it have been the money budgeted for vacant police positions--- think back to the serena daniels shooting and the austin seven--- after these incidents occured they really started to knuckle down on the overtime--- did daley go to rodriguez and hilliard and kline and read them the riot act--- if your officers f#@k up it comes out of your budget, not the city's--- maybe that's why so many openings went unfilled for such a long time--- just a thought.....

you had what you had. why they kept all those vacancies on the books when they never had any intention of filling them is a bit of a mystery.

it is the same kind of shell game the car companies play with MSRP. they go up every year but in many cases if you count the rebates, special financing, and other incentives, the price has actually come down from year to year.

If you live in Chicago you had better be able to protect yourself and your family. Our government could care less about your safety. The only time Racoon Eyes and McGruff get concerned is if there are too many deaths and shootings on weekends and it makes them look bad. Better be looking over both shoulders when you leave your house to work, shop, go to church, or where ever you may be going. Purchase a gun to keep in your home as a welcome for home invaders. If you have to shoot some deranged prick, beat him with a baseball bat, or run him down with your car in a carjacking better you are alive telling the story than the jagoff who tried to harm you. It is fast becoming the Wild West out here so be aware and do what you have to do to protect yourself and your family.

One has to figure that Raham must be sick to his stomach every day that goes by learning more and more of the destruction Daley has done to chicago. Raham and his people must sit with their mouths open in disbelief of the damage Daley has caused. Already many aldermen have expressed how they have never seen a responsible budget in a decade until Raham's. Lets hope Daley gets his someday and please no street, building, park or anything dedicated to daley. He hurt chicago!!!

Just heard this from my neighbor, a detective, that the dept. Is going to dump the lowest 200 performing det.s and resign them to beat cars. They will still be det.s at d-2a pay but will be riding a beat car and processing district arrests that don't require the area det.s to come out.also the det.div is rewriting what they will respond/come out to the districts for......

The Mainstream Media(MSM) are doing their jobs. They are the propaganda wing of the Democrat party. They did a hatchet job on the Police by focusing so many stories on our Medical benefits and only pointing out the abuses of a few bad apples. Their propaganda was so effective that it even had many of us hating everyone that were on the Medical and we were calling them lazy dogs.(Read the comment from previous posts) This is why there is no outcry from the public of these huge cuts in the closing of the Police Department districts and areas. They are not even concerned about the theft of millions of dollars that were budgeted every year for unfilled police officers!

In 022 we had an administrative Sgt to A2 D/C Alexander showing on the transfer order as coming to 022. NEVER HAPPENED! He's still hiding at the area.

I am a 25yr veteran Detective who feels very fortunate to have the spot I do. I truly sympathize with the officers that have to work those shit districts with no chance of promotion or getting out. This is a time for us to stand together and lie down. No arrests, no tickets, NO POLICE WORK. In addition stick up that tu-tu wearing Mayors butt when the G8 summit arrives,

Your a real dummy!! Not a single copper with less than 20 years would consider leaving tomorrow. Alot of people grip about it but in the end, it is a great job even though it gets tougher every day. I heard from a friend who works for the secretary of a high ranking boss that over heard a conversation in the gym that there might be a promotional class sometime in the future. Check here every day for updates. Hnag in there, son, sometime it might happen.

Bullshit. If I didn't have the multiple CR baggage from this retarded department I could have left numerous times over the last eleven plus years. I am stuck. Some of us had higher aspirations than just acquiring a job with a steady paycheck. There are officers that would be digging ditches without this job. That's fine. Good for them. Not sure where you work, guy. The vast majority of officers in my district are tired of the downward spiral that started with Abbatte and seems to never end. Maybe I need to bid to your district. And yes, you would have to have a serious load of shit between your ears to take a job with CPD now.

I was just thinking about the family winning what is referred to as the Ghetto Lottery.

How sad they must be at the passing of such a fine bread winner. There is no trial but there is probably a stack of depositions taken by the law firm of Greed Unlimited. In those depositions there will be descriptions of how this hard working purveyor of lethal recreational pharmaceutics provided for his poor family. How he bought the groceries, the flat screen TV and the Pampers. He was generous at all the birthdays, played Santa-Claus at Christmas delivered turkeys at Thanksgiving to the poor and was helping his cousin through medical school. His untimely death (really a suicide) by swallowing his own product couldn't have come at a worse time.
Since he was helping out all these newly rich folks with all that cash, and it was a cash only business. Maybe it's time to pay a few overdue bills. If you recall your history the Supreme Court, in re: Al Capone said illegal profits were taxable.

To: U.S. Internal Revenue Service, Please look into the estate of one John Coleman, Jr. who has been engaged in a cash only business and now there is proof that he did engage in that business, made profits and there are monies to be seized.

To: Gov. Pat Quinn, Could you look into the estate of Mr. Coleman here. Was he collecting LINK Card and other benefits while engaged in this profitable business which upon its termination nets the family over a mill. Let's reclaim all those benefits, and collect the state sales tax on his poison.

To: Mayor Rahm, Possibly Mr. Coleman's demise was part of a do more with less campaign. Why don't we inquire how much city sales tax he should have paid for all the lethal stuff he was selling? Maybe you can HIRE MORE POLICE with it.

To: Anyone who had an aspiring rap star in their family or their NBA hopes crushed because they got some bad “H” from the late Mr. Coleman and died or got addled brained get a lawyer and go for it.
