BIG NEWS (bumped)

  • The Chicago Police Department will close three district police stations in 2012 — Wood, Belmont and Prairie — consolidate police and detective areas from five to three and merge Police and Fire Department headquarters and specialized units, Mayor Rahm Emanuel said Tuesday.

    Instead of having “overlapping functions” in the Police and Fire Departments overseeing anti-terrorism, marine activities, helicopter and bomb and arson, those units will join forces under “single leadership” for “better coordination at key moments,” the mayor said.

    The merger of special units and the combined Police and Fire headquarters at 35th and Michigan will create a “more agile bureaucratic structure” that Emanuel called unprecedented.

    Emanuel will unveil his 2012 city budget at a special City Council meeting on Wednesday, using a mix of budget cuts and targeted tax and fee increases to erase a $635.7 million shortfall.

Looks like North, South and Central for the Detective Division

Where do they have the Fire Department anti-terrorism unit? And when was the last time CFD recovered evidence in a murder case and went to court to testify in the murder trial? Ever see any Firefighters at the ME's office attending an autopsy?

Closing 3 districts and merging areas will put more Police Officers back in a beat car , supervisors on the street and eliminate 7 command exempt staff.

Just think about it , districts will now have 90 agressive tactical officers assigned to beat cars . Maybe now we can get time due and have more 2 man cars.

Now it's wait and see if they eliminate command exempt staff from the small units erps , crime lab , mlas , special functions.

Area 1 has been remoldeled a few years ago are they going to close it? Area 2 is a dump with little room for anyone.
The work load will remain the same or increase.

The districts to be closed will hurt the Neighborhoods and the delivery of police services. Beats will be consolidated so they can claim full man power

Again I tell you, WHY DO WE NEED 50ALDERMAN RAHM!!! If you want to save us money..OUR MONEY!! Get rid of 28 ALDERMAN NOW!! One per Police District, eliminating the need for multiple rented offices, eliminating the need for paid security (because they'll be protected by the on-duty Police officers in the Districts they are assigned)eliminating the need for excessive office staff. All of which would save the city MILLIONS!!! Think about, if you need to protest something.. THIS IS WORTHWHILE!!

So where do those Commanders go? Is this an opportunity for McFool to launch some bad Cmdrs and replace them with the Cmdrs currently in 013, 019 and 021? I've heard good things from fellow cops about 013 and 019 commanders. Both easily can go to "neighboring" districts. Gross can go to 014 (replace Flores) and Kenny to to 023 (Boehmer). Had to look up Elmer. Never heard of him.

That leads me to ask, aren't there also maintainence facilities at Belmont? Where does the 9 1/2 fingered wonder plan on moving that to?

The big deal about this is not that 019 is a busy district, it is that it houses a range, functioning lockup, detective division, gas pumps, motor maintenence and a court branch. This is typical stupid city planning. They have had the opportunity to close 023 for almost 40 yrs!!! 023 was the original 019. It got renamed 023 because by the time they changed their mind about closing Addison and Halsted, the new building on Belmont was already marked 019. I wouldn't be surprised if they survive the chopping block somehow. Maybe they were only put on there as a sign by Rahm that he was willing to make the "sacrifice" of his own district. The funny thing is, most fo the money could be saved just by taking a much needed surgical knife to our extremely top heavy brass.

This has absolutely nothing to do with putting asses in seats and everything to do with saving money. Do you think hundreds of P.O.'s are flooding into where you work and Rham is going to lay waste to exempts? Exempts are political appointees. That's how he controls the department and rewards friends and friends of friends. Mike Madigan isn't asking Rham to make sure his minion's son can get time due on Halloween from his 1st watch beat car in 006. No one, not even your union bosses, cares about you or helping you out. Everyone that can influence the situation is looking out for himself and his friends. It's a city job, that's how it works.

Shameful. I feel bad for the those P.O.'s and Sgt's in those 3 districts. There's some good officers there. They'll be screwed over just like MSF and TRU of course. They will live out of their car trunks for a year or so in districts over an hour away from their home. And forget about making vacation plans or spending time with your family because they will get bounced around the city for the next 12 months like a PPO. And are those "aggressive tactical officers" going to make arrests and then go to a court branch on the other side of the city? I doubt it.

And for those haters who work in the ghetto and shrug their shoulders at 3 slow districts closing, remember. This shows you what City Hall thinks of us all and it affects us all. A great motivator to do any work for the city huh?

All of these reductions in manpower, closing stations, re-writing General Orders to change the Duites of Capt, Lt, Sgt and Po can be linked to the Civilian Contractors who were running around stations in 2009 thru 2010. They acted like they had all the answers to fix what was not broken. Some of them actually hung out with us and acted like they were our best friends. Now look at the back stabbing they are giving us. Thanks MB!

Since 019 is going its safe to say A/3 is going along with it. Looks like A/5 will take up the slack. Area 1 will pick up most of A/4 and A/2 will take a dist or 2 from A/1.

Just buy us all I-Pads that can do Case Reports and Arrest Reports that give us the ability to send the case to the Victim. Make the info on the case compatable with the arrest to streamline the process. Our current system is like bringing a " Pong Game" into an Apple Store to be fixed. Most of PDT's in the veh's don't work anymore and the feature that is supposed to carry over info to arrest reports never has worked. There is no reason we can't E-mail the Vic the RD#.

Dude, he's a feeble, little man who thinks he's the "real police" because he works in the ghetto and thinks that those in 019 were lucky/smart enough to get the hell out & service the TAXPAYERS aren't as good as he is.

Officer Richard Francis was 60 years old and had been with the Chicago Police Department since 1981 worked in 019 and he was KIA.

For those of you who don't know, Investigative Services is now the Bureau of Detectives. The to-from format has been changed a number of times from the powers that be because they couldn't decide if the areas were a section or a division. We are now back to being a division. There's some HUGE decision making being done at 35th street headed by Mc Joyzee.

You get 20 years (which a lot of them have) plus on the job and get your spot on your watch secured, and then some asshole throws a wrench in it and you may have to rearrange your whole life. Not to mention the pos in the districts that will be absorbing all of these orphans, who will yet again move down in seniority after the whole msf business. The one thing you used to be able to count on was your seniority when it comes to bidding to a watch. Now everyone is taking a hit. It sucks. I've worked in a ghetto district my whole career, and I had looked forward to going to someplace a little quiter eventually. Now, there is no light at the end of the tunnel. I'll be sure to go out and make some arrests though....

North, Area Three, Dist's 14, 16, 17, 18, 20, 23, 24 and 001. North will take over the entire building at Belmont and Western.

West, Area Four, Dist's 8, 9, 10, 11, 12, 15 and 25.

South, Area One, 2, 3, 4, 5, 6, 7.

All Areas will have a Deputy Chief's Office and two lock ups.

Area Two and Five Dets will bid to North, South or West Areas.

That way the mayor can sell how the new consolidated districts have so many officers to the residents and leave out the fact they actually are losing the majority of officers to the south side non tax paying residents. I used to work in 019. I can't imagine the shock on the PO's faces after hearing this announcement. When I worked in 019 you needed over 20 years to get days. When I left you needed over 10 years to get afternoons. The most senior officers will be headed to 020 and 023 (those districts have to get some of the officers). Officers who can't retire are going to really irritate their new districts with their seniority.

The phone at the FOP must be ringing off the hook. I can easily see an extra 100 retirements in the next 6 months with 013, 019, and 021 closing.

I thought CPD would go to 3 areas. I thought Area 4 and either Area 1 or 2 would get the axe. Lots of money in Area 3. I won't put the RIP on Area 3 until the fat lady has finished her song.

They are closing the lockup in 023 and also the entire 019, which has the only female lockup in A3. So there will be NO female lockup in A3 and no lockup at all in 023/019.

I hope we bring all prisoners from 019/023 to A5. That will mean it is a 3 or 4 hour round trip on a bullshit arrest. I can work with that. The experienced patrolman always looks for the silver lining to every cloud.

023rd District has PLENTY of parking, lockers, and a nice workout room. Come on east, this is by far not a hellhole. The only concern I have is equipment. Unless they add another radio room, there are not enough radios or room to add additional chargers. I know for a fact that on a few occasions, we've had to call some 3rd watch late cars in, so that we can give radios to the cars from nights. GOOD LUCK TO ALL...THIS TOO SHALL PASS!

Just because they're closing these places doesn't mean the coppers won't work in those geographic areas.

The displaced coppers will report to different buildings, get their gear, radios and cars, and then go patrol (for example) 013 just like they always have. Sure, some of the manpower will probably be "redistributed" to other districts in that area when the Sheeple aren't paying close attention, but its not like the residents of 013 have just lost all their police.

Did anyone in their right mind really think all the police from 013, 019 & 021 would just "disappear" forever? Maybe I missed it, but all I've seen thus far are posts declaring that the sky is falling. "Oooh-Emmm-Geee!!! There'll be no police patrolling the areas formerly known as the Wood, Belmont and Prairie districts! What ever will we do"?!?!?

So...RELAX all you worthy citizens of this fair city!!! The only ones GETTING FUCKED are the police...AGAIN!!!!

Some folks will have to plan on adding a half hour or more to their travel times to and from work. A lot will go without lockers. Many will find their personal vehicles burglarized upon returning to them because they have to park on a side street 2 blocks from their new station (Hint: remove that stupid fucking hatband from your rearview mirror and all them damned police-y decals and stickers from the windows, Hair Gel!!). You think the house mice have it rough now in some places? Wait until they have to absorb the overflow of idiots from closed districts wanting to report their LINK card missing or drug dealing tenant.

I believe each unit will still pick furloughs as a "unit", regardless of where they work from. 019 will still pick furloughs based on 019s manpower & seniority. Furthermore, younger folks are already crying about losing "good" furloughs if the aforementioned isn't the case. Reminder: the number of people allowed to furlough is a PERCENTAGE of manpower assigned to any given district/unit, more specifically 8% for every period except the 6th, 7th, 8th & 9th periods (7% for these) - so this really shouldn't be a big issue if this is what happens.

Likewise, the city will have to honor an officer's current watch - Management Dollies probably excluded. D.O.G.s will probably be a different story until watch selection time roll around. To do otherwise would be a logistical nightmare and cost the city a ton of money once grievances were filed and won by affected officers.

NOW will all you hard-charging Hair Gels finally figure it all out? OR will you STILL be out there humping for numbers and revenues to keep that early car? I think I know the answer to that question...

You folks think this is an inconvenience? Wait til you see what Raccoon Eyes has planned for your pension. How's working years past your projected retirement date because the City of Chicago and State of Illinois isn't finished raping you sound as an inconvenience?

HOWEVER, I don't for a minute think that is the reason CFD is moving into our HQ... it is a brilliant rationalization though.

The new consolidated districts will get about 1/3 of the manpower from the closed district. That way the mayor can sell how the new consolidated districts have so many officers to the residents and leave out the fact they actually are losing the majority of officers to the south side non tax paying residents. Also non bid management getting moved very soon and mgmt POs shortly after. The rest of the POs will later be subject to southside superghetto bid. From a little birdie.

What a crock of shit. ISP merged the two busiest districts in the state (Districts 3 & 4) back in 1995 in an effort to "consolidate" and create a “more agile bureaucratic structure”. What it did in reality was destroy two highly efficient districts and turn them into one giant clusterfuck. Prior to the merge, when the shit hit the fan, the shift commanders were able to know what was going on in the entire district, but when Dist Chicago was created there was no way that anyone could have a handle on everything. Unfortunately it is still a clusterfuck and always will be. Nowadays there is even less manpower than in 1995 but more calls for service. Don't ever believe that merging districts will make things more efficient.

I honestly feel badly for the pos in these districts that are getting shit canned. You get 20 years (which a lot of them have) plus on the job and get your spot on your watch secured, and then some asshole throws a wrench in it and you may have to rearrange your whole life. Not to mention the pos in the districts that will be absorbing all of these orphans, who will yet again move down in seniority after the whole msf business. The one thing you used to be able to count on was your seniority when it comes to bidding to a watch. Now everyone is taking a hit. It sucks. I've worked in a ghetto district my whole career, and I had looked forward to going to someplace a little quiter eventually. Now, there is no light at the end of the tunnel. I'll be sure to go out and make some arrests though....

There will be three Areas.

North, Area Three, Dist's 14, 16, 17, 18, 20, 23, 24 and 001. North will take over the entire building at Belmont and Western.

West, Area Four, Dist's 8, 9, 10, 11, 12, 15 and 25.

South, Area One, 2, 3, 4, 5, 6, 7.

All Areas will have a Deputy Chief's Office and two lock ups.

Area Two and Five Dets will bid to North, South or West Areas.

Demote Exempts to save money and place Captains and LTs as the Commanding officers in small Units. If the Mayor is serious about saving money the police department is a great place to start. Erps, Labor Management, Ets, Special Functions especially. These are Units where a Captain or Lt could easily manage the unit. If we have less exempts we save money from our pension as well. Why do we need a Commander of units where there are only 5 people which exist. Silly. Special Functions has a Commander , Chief and even a deputy Chief overseeing its people when there are only 12 officers assigned there.

019 District/Area 3, will all be knocked down and become the site of a New Walmart Supercenter!

They can put the "Area 3 garage" in an empty warehouse on the Westside and no one would care or notice!
