Rahm's Budget

  • For a mayor who once promised to erase a $635.7 million shortfall without raising taxes, Rahm Emanuel sure is digging deeply into taxpayers’ pockets — to the tune of nearly $220 million in taxes, fines and fees.

    The $6.3 billion 2012 budget that Emanuel unveiled Wednesday calls for nearly doubling water and sewer fees over the next four years to rebuild an aging system the mayor wants to upgrade — not privatize.

    The increase will cost the average Chicago homeowner $120 in 2012 alone. The only way to avoid that non-metered rate hike is to install a free water meter to measure water usage, something 316,000 Chicago homeowners have refused to do.

  • On July 29, Emanuel appeared to take tax increases off the table.

    “I’m not gonna ask people who feel nickel-and-dimed to pay more for a system that has not been re-structured,” he said on that day.

    “The capital I’ll spend will be political capital to make the tough choices that we have to do for the city. The capital I won’t spend is the taxpayers’ dollars.”

    At a meeting Wednesday with the Chicago Sun-Times editorial board, the mayor flatly denied that he had broken his promise to Chicago voters.

Well that's not a "tax increase" according to Rahm - that's a "service fee" or some other such talking point nonsense....you know, like "1,000 new cops" becomes "1,000 more cops on the street" becomes "stop reminding me about the TRU, MSF, PPOs graduating."

Rahm wouldn't be Rahm if he wasn't lying through his teeth.

The rumor mill was flying at Homan Square today. I think everyone needs to take a deep breath and relax. I'm not sure if Rahm of Mcflurry are behind this but the idea of sending all the P.O.s from narcotics back to districts and replacing us with 200 misfits from the D-Unit is a retarded thought.

If the 200 least clouted detectives weren't wanted in the D-unit and couldn't find a home in Patrol that tells you something doesn't it. How in the hell do you expect these detectives to run long term investigations in the OCD when they couldn't clear burglaries and robberies.

If you haven't gotten a water meter it is great!! Being single with no kids my water bill is normally $7.00 every two months, yes, you read it right, $7.00 every two months. Half of that $7.00 is sewer fees. I've had the water meter for about a year now and the only regret I have is not getting it a lot sooner when I was paying $200 every six months.

Rahm said he will now work with Springfield to correct the pension problems, stating we owe it to city workers. Does that mean the city is finally going to put in the money owed? They didn't need to get their hands on the money, the earlier administration stole the money by not paying in and using the funds slated for the pension funds on whatever....

All those fines and fees in lieu of an increase in real estate tax allocation raises one big question: what's Chicago's collection rate for said fines and fees? I'd bet a box of donuts that collections are extremely low for large areas of minority-dominant west and south-sides. Much of the proposed hikes in fees and fines will become phantom revenue, generated but uncollected. Chicago administration, as evidenced by the uncollected water charges for several south suburbs, seems incapable of collecting its revenue unless it's voluntarily submitted by the billed person or entity. Aggressive payment collections seem "unChicagolike".

I'm betting that 2nd installment tax collections will be seriously underpaid and uncollected as well.

The city (under Shortshanks and continuing under Tiny Dancer's reign)is paying hundreds of millions to private companies like Benchmark to reline 100 year old brick sewers that need to be repaired or replaced first.The lining looks great but all it does is cover the problem,it won't stop the century old brick and mortar from collapsing into a major sinkhole.Just another case of connected friends making money at the tax payers expense.

35th Street mole again.......Like I have stated in the past as everyone one can now see he (the Supt or really the Mayor) made the choices off all the data that was being pulled. Again I can only assume what will happen because he only confides in his two New York buddies and the Mayor. The Supt is awaiting the ok from the Capt's union to ok the shift in there duties as EXO's. Once that happens they will begin to start the transition. The command changes should be soon. But unfortunately the individuals in the two D unit areas and po's in the districts and area closing won't know there fate till December. Pretty shitty if you ask me. The new Supt wants everything new command, Capt, Lt, Sgt and Det duties and organization in place by 1 JAN 2012.
Commanders who have never been commanders of a district will as the Supt has said "take there turn". And commanders who have been successful in busier districts
will be either promoted to deputy chief or have ther pick of
what unit they would like. The commanders that will be
new will start out at slower districts and if successful be
moved to a busier district then up or to a unit. The data from one aspect that he has asked for was for all the districts and areas, clearances, manpower, crime. That
was how he or they made there choices as you all know
already. But what was also important was the surrounding
districts data as well. From what I can gather is that if the
budget passes as is. The 013th district will be given to
11,12 and 14. With the majority going to both 12 and14.
11 might get only a very small part if any. 21 will be taken
up by 1 and 2 and look for the University of Chicago to
take a very large area to patrol that they have been asking
for. 19 will be divided mostly between 20 and 23

low crime districts that surround the closed ones will be
getting the majority of them. It seems that they really will
jot make new beats but just move over the existing ones to
the new districts they will be patrolled by. As far as the areas go, from the data it is decimate that area 3 will be closed. It is still very uncertain which other area will be
closed. The reason why area 3 of course is the crime and
clearance rate. But there was no reason to have half a
building open which defeats the cost savings. The only
building that is for sure staying is area 1. I will say this that
the Supt is looking at access to the areas that are left but I can't tell which is going to be the next to close. But there is a very good possible chance Area five might go. I do not know which districts will be going where but I do know that
north will get the extra with central and south only getting 7
each. Now as far as units go I think there will be some consolidation but he has not made that clear in any way as
he has only looked at each units proposed budget and
potential manpower needs. There is one possibility is that
there might be less po's in OCD and more det's. The
supt's thinking is we have to many det's and ther job is to
investigate not drive around in a beat car. By putting more det's in OCD he could remove po's and put them back into
a beat car. Also I hate to say it but I really don't know that manpower breakdowns of the new districts or areas. I do
know that the closed areas gun violence and other
personnel will be sent back to the districts. Each district
commander, chief and deputy chief of patrol will have an
exo meaning a capt. The units will all depend on how
many they have left after retirements. That's one reason
why they want to close area 3 D unit is that they hope alot will retire. The manpower data that has been requested
was how many po's does it take to screw in a light blulb just kidding how many po's does it take to run a beat,
meaning of course the assigned beat officers and relief
po's. It does not look like the majority of the closed District
personnel will be sent to the new districts. So hold on and
prepare to go south or even west. The d unit most will be sent out south.

It's very easy to look and figure out. Whoever the most crime or violence is at that's where they are going to send all the extra people. I hate to say this but we have to hold on till we get a CPD guy in as Supt or the city blows up for things to become the Chicago Police Department NOT NYPD Chicago addition. STAY SAFE

OT: This affects all homeowners in Jefferson Township. Apparently it was just an "over sight" that homeowners did not get notices that were suppose to have been mailed 0n Sept. 20th to advise folks of the township being reassessed for property values. The deadline for appeals is Oct. 20th. It can be done on-line.....so you only have a few days left to do it. Those notices should be mailed & the deadline should be extended.....but we all know that won't happen.

It can be called a fee, toll, congestion fee, parking ticket. user fee, city sticker, water bill, sewer fee, book fee, etc. but any monies paid by anybody or anything to any branch of government is a tax.

If you go to the city's website you can view the line item budget. It is very interesting. GEU and GIU are getting gutted. GEU is going from 444 people to 56. GIU about the same. OCD is lossing 100 spots. Obviously GEU and GIU are going to go back to districts. OCD might just be the elimination of empty spots, not sure what their current strength is.
So here is a prediction, based in some research:
GEU and GIU will all be sent back to districts and become the "Anti-crime" and "Street Narcotics Enforcement Unit."
SVU and RBT Dets. will all be sent back to districts. They will still be Det.s and they will still wear suits and ties, the whole nine yards, but they will work at the district level. Violent Crimes will become the major case squads and remain at the 3 areas. Saturation and Gun teams will be combined and renamed "Task Force." There will be one in each area, like an area response team. SWAT, Canine, B&A, Marine/Helo, and Mounted will be combined to form "ESU," taking on some of our counterparts from the fire side of the house. They will split up and be sent north, south and west. There will be no centralized units in the city.
This is the way NYPD does it, and this is what "he" knows. He knows no other way of doing it and doesn't think much of anyone elses ideas about ways to do it. It is "his" way and that's it.

Problem with the voluntary water meter is this: This city is NOT RESPONSIBLE for any damage done to your water service. If they damage the buffalo box (which hasn't been touched in probably 80+ years), you get to pay to fix it. Thousands of dollars to fix the water supply from the box to your house. Also, any damage done to the inside of your finished basement will not be covered by them. Read the fine print carefully.

That is why this is a voluntary program.

If a sacrifice had to be made that would not hurt us too badly it would be a modification of the tuition reimbursement. State schools only, correct me if I'm wrong but I believe that is how the National Guard does it. Limited options for Graduate work and maybe half comp for law school.It should be limited to subject/skill areas that would enhance your skills as a police officer.

Many posts on this site have argued that duty availability should only be for those that work 1st and 3rd watch. Duty availability is not a shift differential. We get it because our hours can be changed every day with less than 24hrs noticed, even if you are assigned to a watch. Name one other occupation that gets jerked around like that. Start at 1400, no 1530, no 1700, no 1800 and don't find out which it is until half way through your previous shift.

Still no mention of the 90 million dollar vacant lot that was once Michael Reese Hospital. Our tax dollars payed for the land and buildings that were destroyed without fully considering it's possible real estate potential. They want us to forget about it and it's easy to do because of it's location.

Dunno. But my very 'green-minded' neighbor just had one installed last week, so I'll check back in a month.

The big news on the meters, though, is that the subcontractor to the City, the people who actually dig the hole and stick the meter in place... well, they charge the City OVER TWO THOUSAND DOLLARS for each installation and they do or three a day.

This doesn't include the people who zip by a few days or weeks later and blow the new grass seed in place. (Just wondering if the meter/plumbing company is Vanecko-owned, managed or controlled.)

Privatization is a tricky issue. If not done right, that can open up many abuses and make more problems then it fixes.

In this case, why is it not an option? Rahm has shown he has no real plan to deal with the money woes apart from nickeling and diming city folks. Band aid fix?

Rahm does not know what the fuck he is doing and therefore should not be allowed to keep control. The private sector take over might not be the best option, still it is a stronger option.

Daley was a cock lick who thought Obama was going to give the 2016 games in Chicago and that meant Federal funds to bail out (AKA build for the games) the city and it's issues. No nice there.

Rahm is dicking off with the CPS issues and looking to qualify for Federal money that way. His at home 'fees' are the other fix? Yeah, totally not an end run tax hike there!

BTW that Abraham Lincoln quote is bunk. Lincoln NEVER said that line. That was a liquor ad that used the image of Lincoln and made up that line which seemed plausible. Funny how bullshit becomes unchallenged 'fact' as time goes by. To be repeated endlessly as if it were always so.
