How About Some More Cuts?

Now that Rahm has revealed his hand and decided to cut three police stations, two detective areas and eliminate over 1,200 openings, can we get a public commitment on reducing the number of aldercreatures?

After all, if we can make do with 12% fewer police districts, 40% fewer detective areas and 11% fewer police officers, we can certainly do without 10 or more politicians and their assorted baggage, right?

It's only fair - share the pain and all that.

And didn't Chicago lose something like 200,000 residents last census?

Fellow Officers and SCC, it is time to get active. First and foremost every police officer should be voting. I know a lot of officers who complain but don't vote. Maybe FOP can do a voters registration drive. Second, SCC it is time to blow the dust off your old petition to eliminate half the alderman and give it another try. Every copper should take a signature page for this petition and return it filled. We have big issues to care about boys and girls, pension perhaps the most important. Do more then complain on the blog, get involved!!! Stop waiting for the media or the Feds to look out for your interest, it's not going to happen.

Everybody has theories. So I have one. Detective South at 111th will cover 3,4,5,6,7,8,22. Detective Central at 51st will cover 1,2,9,10,11,12,15. Detective North at Belmont & Western will cover 14,16,17,18,20,23,24,25.

By the end of next year we will be down to three areas north, south and west. Each area will have five districts. This will allow Rahm to get close to his goal of a department of 7,000 officers. Don't be surprised if future hires start to be cross trained in police and fire duties like some smaller suburbs. Rahm will try to cut police and fire as thin as possible.

A man the FBI suspects of robbing a downtown bank branch three times since August held up the same bank again this afternoon, according to the FBI.

The man entered the Chicago Community Bank branch, 52 E. Lake St., about 1:30 p.m., and went up to a teller counter, according to the FBI. The man gave the teller a note that implied he had a gun and demanded money, Chicago Police News Affairs Officer Daniel O'Brien said.

Has it occurred to anyone else that putting Police and Fire headquarters in the same building could be a really bad idea in the event of some sort of catastrophe? What about a terrorism attack? Hit one building and the organizational end of the two most important city agencies are wiped out at once. Maybe not such a good idea?

The very LAST place you will see any cuts is in the patronage rich Alderfools dept. Too many jobs at stake for politicians to dole out to their families and friends. Why does the Office of Superintendent have several exempts?

Why do they want to bring back the position of Assistant Deputy Superintendent for the Bureau of Operational Services (Street Deputies)? This was a position for over the hill individuals and clouted clods! Does the name of Sandra Day remind anyone of anything.

Why do they need all of those exempt positions in the Office of the First Deputy Superintendent?

If they neeed bodies to return to the street they should start here.

If these vacancies are "eliminated", I believe this means that the hall can now take down all promotional lists that are still up... I was going to sue the city if they took down the Sgts. List and then offered a new test because there were still vacancies. The reason for suing would have been that I'm very close on the list, so if they had 30 vacancies for sgts. then I would be qualified and eligible because I'm under 30 out on the list and why give another test until they have exhausted all people on that list that are eligible for said vacancies??? But now, legally, I wonder if I have a leg to stand on....??? Anyone have any input?

We put the Aldermen in the CAPS office and BOOM. We have saved the rental space and maintenance on 50 offices, AND we get free police protection for ALL Aldermen at the same time.

Rahm. Tell me this doesn't save MILLIONS. Now please put me on your staff. I have more ideas.

FOP should really consider billboard ads to expose the lousy deeds our illustrious mayor has been involved in. And also to remind the many tax payers with short memory about how there are plenty of other issues that should be considered, like reducing the city council to twenty five aldercreatures. Another good point for an ad is how there was plenty of money available for the olympics (per Ald. Burke). yet there is this big budget deficit. We need to be bold just like politicians, especially our arrogant prick of a mayor.

rahm's draconian measures to reduce the budget deficit have motivated me to help the city any way I can--- no more movers, mover books cost the city 60 bucks apiece to print and they have to pay me to go to traffic court--- red light cameras are enough to keep the revenue stream going, they don't need me to write movers--- no more parkers either, meter maids, laz employees, and revenue department employees write plenty--- no more pinches, paying officers to go to misdemeanor and felony court is expensive and you always have to worry about liability if someone has an accident in the lockup--- I also do a lot more foot patrol, it saves the city gas money, those tahoes really slurp it up--- it makes me feel good that I'm doing my part to help rahmbo balance his budget.....

If you go to the city website that asks for the citizens opinions, you will find that under the suggestions to eliminate alderman, there are thousands of votes against it, and very few for it.
Me thinks the aldercreatures have friends family and people in their pocket voting against it.

The website is a total joke.

ADS of Op Services was one of the most useless positions of all time. They did nothing but rack up time to collect an exempt pension.

Water bills will double by 2015. If you rent in the city you won't escape these increases. Your landlord just jacks up the rent. Your rent is already going up to pay for the schools. More taxes on cars coming into the loop and using parking garages. These are the same folks who come into our city to work and spend money at stores, restaurants, and other places. Talk of paying more for the meter parking also. Raising the hotel tax again. Does anyone think wealthy folks pay for these taxes. Do connected fucks care. No. WE PAY MORE FOR ALL THIS SHIT! Okay, some of you guys clearly have no idea how dysfunctional the CPD is. A terrorist attach taking out the command structure of the CPD and that somehow wiping out the operational capabilities? Hahahahahaha.

When a train fell off the tracks decades ago, a field lieutenant or maybe a district commander took over and organized the entire response. When SWAT is requested, communications performs the notifications. When a helicopter goes down, somebody in the field handles it. When a massive gang meeting occurs, maybe a deputy oversees the response.

Who in the fuck with any clue in the CPD thinks that the loss of even the entirety of the HQ structure would have any operational effect on what the actual police do? It would not. Not for a minute, not for a day, not ever.

Heres what's going to happen when they close the districts. I can only give my prediction about 019 and 023 since I work in 023. The 018 district will absorb the south end of 019, the 023 district will take part of 019 probably up to Ashland west and Belmont to the south and take it up to Lawrence north. Then 020 will take the rest. Now what to do with the 250 coppers from 019? SUPER BID...... Now the dept. Will only offer maybe 25-40 openings in 018,023,020,,,, leaving the rest of the formerly assigned to019 dist. Coppers to bid for other districts, say,015,011,025,010, etc..... There no way 023 can handle 250 additional personal in the new facility. Thera a lot more to this than just closing 3 district..... What say you SCC?

As I recall mover books are, or at least were printed by the by the Cook County Clerk of the Court.

Do what you are doing and rahm will need even less police, give us more red light cameras, speed bumps and the rest.

Why not write the movers, go to court and say, in thinking about it your honor this is a real nice guy and deserves a break. Find NG, No $$$ for rahm but you get your OT$.

Uh, yeah. The last time I checked, the property tax bite on a renter in a 3 1/2 room apartment, NW side 10-flat, was about $135.00/month out of $600/month rent.

I think I figured that the tax per square foot was higher on working poor in a tiny apartment than it is on a nice single-family home.

No surprise that the city always approved re-zoning to jam 6-flat condos onto the lot once occupied by a single-family. Now six tax bills are due, not one.

As I recall, Kenny is commander of the new 23 and Gross of the new 12. So, the guys losing the buildings get to keep the jobs. Heard Boehmer is going downtown. Don't know about anyone else.

First off 50 is a bloated useless number and I think they need to be thinned out. However you would need to change the state law. There is an old state law that requires Chicago to staff with one alderman per voting ward. So long as there are 50 wards the state requires that there be 50 aldermen

Every damn election for many years now has people telling everyone how important it is to vote. Every election, yet the same corrupt bastards keep getting elected.

When will everyone figure out that the Daley's , Emanuels etc. have learned how to STEAL all the elections.

They slate the candidates for office, elected office or judges, doesn't matter, they control who runs, if that doesn't guarantee them the election they get the same tired old hack in there to suck votes away, Roland Burris, Carol Mosely Braun, Claypool, and if there is still a chance they might lose then they get really dirty.

We don't have a fucking chance! Why can't people get a clue, we are fucked because they steal everything from us. Take a good look at John Daley and Ed Burke. They control who gets slated, you want these inbred morons deciding who fills their pockets with OUR money? Well, they do. I just love that unibrow caterpillar eyebrow fucker John Daley. He is fit to maybe sweep garbage up in alleys and sweep it onto a shovel and here he decides who runs for election, who runs for judge etc.

I don't have an answer. We are fucked. My only solution is to get the fuck out and that plan is well along, I only have to buy two more city stickers in my life, no more, then I am gone.

From OEMC....was announced today that several call takers & dispatchers from cpd & cfd will be facing LAY OFFS! I guess this must happen to substantiate the recent hiring of a couple HUNDRED part-time TMAs...(class being held at OEMC...had one ask, "why can't WE park in this lot?")...you know those goofs that can f**ck up the 2 car traffic jam. Or, maybe just a big bully threat to get us to 'concede' & 'give up' some benefits at our contract negotiations! Things that make you go .....hmmmm!

Since these cuts are part of the budget proposal and will not materialize unless/until the city council approves the budget...is it possible that Mr 9.5 has already told the 50 knuckleheads that if they say NO to his budget, that they themselves would be in front of the firing squad, and be eliminated in a blink of an eye? Verrrrrrry interesting thought.

Someone needs to make copies of the daily sheet that shows all the crime in each district. They then need to pass them out in the neighborhoods where the police stations are closing.

Let the people see how much crime there is and maybe, just maybe, the cries of outrage will reach City Hall.

If these vacancies are "eliminated", I believe this means that the hall can now take down all promotional lists that are still up... I was going to sue the city if they took down the Sgts. List and then offered a new test because there were still vacancies. The reason for suing would have been that I'm very close on the list, so if they had 30 vacancies for sgts. then I would be qualified and eligible because I'm under 30 out on the list and why give another test until they have exhausted all people on that list that are eligible for said vacancies??? But now, legally, I wonder if I have a leg to stand on....??? Anyone have any input?

You don't have a leg to stand on. The city could have given a test and hired no one. If you finished #1 you wouldn't be entitled to shit. The city can take down the list at will. That is why those that don't test well or have no interest in studying are given the answers to ensure thay make it first class, because there may not be many classes. A couple of Mauer's old admin sergeants and and the new girlfriend of a certain high level police boss come to mind.

A slam dunk way of saving a lot of money would be for the removal of the sancuary city title from our name. Eliminate the social welfare programs for the illegals and they would self deport themselves. Problem solved.

If you were ever on the scene of a shooting and had a real ADS show up, most especially Pat McNulty, you would appreciate the job they do. Sandra Day was a complete idiot in that job, but McNulty and to a lesser degree Flanagan were the people I wanted to see showing up.
I have been on scenes where McNulty and his driver would pull up, half in the bag, and in that condition, knew how to calm the situation and get everything settled. They were professionals. I would take them back in a heartbeat.

EXTRA, EXTRA...

To answer a few questions they are not going to close Area 1 they are not going to close Area 2 The two of them will be combined. Think about it. How would all those detective fit into either location? It is not physically possible.

The combination of Area 1 and Area 2 two will become the South Bureau under one Commander.

The two "Areas" that will be eliminated are Area 3 (not closed)and the Central Control Group AKA Area 6 (does not exist)wink, wink.

Area 3 and Area 5 combined and become the North Bureau under one Commander.

Area 4 and the Central control group will be combined and become the west bureau.

To accomplish this, many of the districts will be shifted around to balance the groups and geographic areas.

It actually streamlines the organization and eliminates a few exempt spots and the costs associated with them.

To physically remove Detectives for the building at lets ay Area 3 or Area 1 serves no purpose. The term used was eliminating two Areas, not emptying the buildings.

In effect (smoke and mirrors) they will be able to say that they CLOSED two of the Areas saving that tax payers millions of dollars. There are no plans to actually move any bodies from any of the locations currently being used by the Detectives.

Area 1 even after the renovation is a SHIT HOLE!. The way they designed it is in no way conducive to conduct investigations and Police business. It is better suited for a Telemarketing Company.

Area 2 is a little out dated. However the building is much newer and in much better condition that the roach and rat infested Area 1.

If you go to area 2 on any given day you may be hard pressed to find a desk with a computer to sit at. Now you want us to believe that they are going to send all or most of the guys from Area 1 to Area 2? NOT!!!

We would have to sit on each others laps. They also said that some of the Detectives from up north would be reassigned to the South and Central Bureaus and compounding that problem.

Now does it make any sense to think that they will Physically close any of the locations when they can just combine them under one Commander and achieve their goals.

You have to ask your self where is the money going to be saved by emptying out even one of the Area locations? Lets say they emptied out Area 3 (sorry guys) They send the bulk of them to Area 5 (north)
and send the rest to Area 1 & 2 (south) They will save the salary of a Commander and the Lts. will be reassigned. They still have to heat and maintain that big empty space vacated by the detectives. So tell me where is the big savings? The answer is that it does not exist. And it makes no sense.

The solution: three Commanders spots eliminated, one being the commander of the central control Group. Some Detectives moved from north to Central and South due to the much higher case loads (SUCKS TO BE YOU).

The real skinny, Nothing much changes! No additional Detectives added to the ranks. The Pubic gets told that they closed two of the Areas and now there is no need to hire more Detectives. The Public gets told that they Eliminated three exempt(Commanders) positions and sent the hand full of their staff back to the Districts. Then they put a savings of millions of dollars attached to it. The Public buys it hook line and sinker!!!

SMOKE AND MIRRORS. You can take it to the bank.

ADS of Op Services was one of the most useless positions of all time. They did nothing but rack up time to collect an exempt pension.

It's obvious you've been on the job for about 5 minutes or spent your whole career inside somewhere. When I was involved in a shooting about 7 years ago, Pat McNulty was the ADS (Street Deputy). A better friend we could not have had out there. I still thank him everyday for making a terrible situation somewhat tolerable. Yeah, there were some bad street deputies, some political hacks but when you were involved in a shooting and you saw guys like McNulty walking towards you, you knew everything would turn out "right."

Wait until you get a little more time on before you start casting dispersion's on what can be a make or break position on the street, you goof.

We put the Aldermen in the CAPS office and BOOM. We have saved the rental space and maintenance on 50 offices, AND we get free police protection for ALL Aldermen at the same time.

If you are going to put the alderman in the CAPS office, you can get rid of all the district commanders and save millions more.

They can just do what they want instead of picking up the phone to tell the commander what to do.

Have you looked at the organizational chart with everyone's name and picture on it?
a Deputy reports directly to every Chief. Apparently a chief is way to important to talk to 5 people. He has to have his deputy talk to the 5 and then the deputy report directly to him. What a waste....

This is the equivalent of having a Sgt. riding with each patrolman to log him.

THIS JUST IN!!!

Example of how the three areas will be organized.

First and foremost all Detectives will be cross trained by January. The Dept will have the ability and the right to assign any Detective to any position to handle any type of assignment.

SOUTH:

Property Crimes, including Robbery, Auto theft, Financial crimes, Burglary and Theft will be based out of 51st street for the entire Area. Duties will include the processing of Juveniles for these crimes by any Detective.

Starting to see the big picture here?

Violent crimes, Homicide, Sex, Agg. Batteries, Death investigations Agg. Assaults. Domestic violence and OIC cases and all the other bullshit that goes with it will be handled out of 111th St. Duties will include the processing of Juveniles for these crimes by any Detective.

No more calling SVU to process any Juvenile arrest because SVU will no longer exist. The assigned Detective will handle the investigation and process the offender.

The CAC will continue to handle what they are handling for now.

The Decision has not been made at this point if the groups such as Homicide and the others will each have a separate C.O (Lt.) Same goes for Robbery and the other property crimes groups.

One Commander will be responsible for the entire Area, so multiple C.Os make sense. We shall see...

Cold Case will be dismantled and incorporated back into the Areas, still being discussed. Makes sense though. One more Commander spot gone. This will not happen right away possibly in one year, after all the dust settles.

Coming to an Area near you MUCH sooner than you think!!!

Sgts. and Lts. assigned to the Detective Bureau start making your phone calls now. The Boss was shocked when he discovered that many of the supervisors in the Detective Division oh, Snap. Sorry Boss, the Detective Bureau, were never Detectives.

Hey Lad, pick me up a pastrami on rye on your way back to the Squad. (squad) that's NY talk for the D units.

The mayor has the momentum and the backing of the public at this early stage. He is doing what he pledge to do in his election campaign, although not exactly as some people want. Face it, his budget will get approved and all the complaining in the world will not change it. The union could have made a case for many of these types of changes in the past years, but never did. Anyone want to guess why they did not ? The detective division has many hard working and great detectives. But,m they also have many incompetent detectives and incompetent supervisors. It shows when many cases come up for trial or on the other hand, never make it to trial. It long has been a spot for those with clout. NO supervisor who never has been a detective should be in those units. There are detectives who just refuse to do a job properly and their supervisors can't do a thing with them. Time for a clean sweep.

Our unit has to submit a list of people to be cross-trained, so this is true. And, it's making a LOT of SVU people happy. They're grateful to be able to get their teeth into something else, for a change.
