Stealing the Pension

  • Less than 24 hours after the Tribune and WGN-TV reported that at least eight union officials eligible for a city pension also stand to receive one or more union pensions for the same period of work, Illinois House Republican leader Tom Cross filed legislation that would limit them to just the one.

"This is double dipping on steroids — and it was meant to be illegal. Unfortunately, top union officials used a questionable interpretation of the pension law that allowed them to use a loophole to grab two or sometimes three pensions," said Cross, R-Oswego. "This is a disgrace — and must be remedied immediately."

Under Illinois pension law, a union leader may receive a city pension based on his union salary as long as he doesn't "receive credit in any pension plan established by the local labor organization based on his employment by the organization."

But the Tribune and WGN-TV found that the executive directors of two city pension funds allowed union leaders to accrue additional union pension benefits if the funds were created by labor groups that are not located in Chicago or that include multiple unions.
All well and good to close a loophole that's draining pension funds statewide. But what's the reason for adding this language to the bill?
  • Amends the Chicago Police, Chicago Firefighter, Chicago Municipal, Chicago Laborers, Chicago Park District, and Chicago Teacher Articles of the Illinois Pension Code to terminate the existing pension boards 90 days after the effective date of the amendatory Act and to provide for a new board comprised of 4 members appointed by the Mayor of the City of Chicago and 3 elected members representing active members and annuitant members of the fund. [...]

    Effective immediately.
Are we missing something or is this completely under the radar?

Just because union officials got caught abusing the system doesn't mean we have to give up control of our pensions to the same inept politicians who have bankrupted this entire state. I doubt our hard earned pensions will get a similar approach.

The facts are bad and the impact is that the union leaders the rank and file are counting on to fight to keep civilian rank and file pension benefits intact are losing their strength and credibility. Sadly, this is going to hurt rank and file because Rahm has already stated he wants to tackle this particular issue with larger pension reform.

Translation, let's use this crisis to go after ALL pension recipients.

Fortunately police and fire labor leaders don't get this perk. Hopefully they will still have the strength to protect sworn pensions.

They have a link where you can send an email message to your legislators to voice your concern over this recent attempt to control our pensions. This organization includes everyone in Illinois who receives a public pension, teachers, firefighters, law enforcement including the FOP and PB&PA representatives. Now is not the time to be complacent especially those officers who have less than 10 years on the job. Where were these jagoffs when all the corrupt deals were being made to let these low lifes get two or three pensions? This scandal is now being used by the same politicians as a vehicle to grab control of our pensions. The only thing wrong with the police & fire pensions is the I.O.U.'s that have ben substituted for cash over the years. Racoon Eyes sees this as a way to forgive the city portion of money owed to our pension and makes us pay more for less. What a pathetic lying whore he is. Typical politician. These fucking politicians want to steal our pension after we've spent years chasing and dealing with societies worst. We've been cursed, assaulted, battered, stabbed, shot and shot at and some have paid the ultimate sacrafice. Police have gone through all of this along with all the other stresses that this department can toss your way. We've done this faithfully for 20 plus years with the promise made to us that we would have a pension upon retirement. Now these greedy ass politicians want take aways our futures and our means to support ourselves and family after retirement because they've mismanaged and stolen for soo long that they see no other way out! The greed continues, because while all the focus is on Chicago politicians downstate are trying to pass a bill that would give them 85% of their pension for eight years of service as a partime employee. This would include a great health care package at retirement. Everyone needs to wake up and lets stick together. All unions are under attack while other POLS walk away rich and laughing

Too late. All the thieving will be done by the summer of 2012. Look for the new Police Pension Board to rahm through a retroactive maximum pension annuity of 50% for CPD suckers with at least 30 years of continuous service retiring after June 30, 2012. Man the lifeboats!

On an uplifting side note, check out this fun document:

http://www.ilga.gov/commission/cgfa2006/Upload/FY2009_SmallSystemsReport.pdf

Odds are excellent that those pension funds not able to secure additional revenues from the state to shore up their unfunded liabilities will be left out in the cold. Ask FOP President Shields about that one.

Hey mathematician..... your tragic tale of woe that Emanuel TELLS you to go spit forth is BS!!

For all you freaks out there who think our pension fund HAS to be funded to 100% BY TOMORROW, go pound sand or learn how the fund works.

For the benefit of the idiots out there, the legislature gave the city DECADES to bring the fund up to 80%.... that means the fund WILL CONTINUE TO MAKE IT'S PAYMENTS TO ALL RETIREES AND WILL EVENTUALLY BE FUNDED TO STATE LAW REQUIREMENTS.

Stop looking like the panicked child spouting off billion dollar numbers like the fund will be gone tomorrow because there's "no money" because the fact is the fund could pay out for YEARS at it's current level and no one would lose a dime.

It's forcing the city to FUND the share they've refused to pay for years that will eventually bring the fund back.

So grow up and go sell your panic bullshit somewhere else.

Does Daley have 2 or 3 pensions?
How many pensions is Rahm entitled, 2 or 3 ?
One factor that needs to change is amount of time vested in an entity, such as private sector, that requires at least 10-20 years of service before you can receive a percentage, and if you quit or take other employment, you're just paid out just what you're entitled. This would keep the scoundrels from triple dipping.
The Politicians factored in all their public service (2-4 year appointed positions) as a way to circumvent not paying into Social Security, collecting 80% (pension) from the City, County, State pension funds.
Yet no other chump city employee can, unless you're vested after 20 years.
For example, former 2 month Cook Co Bd. Pres. Steele. Did the county ever change that perk? Go put in 29yrs and a day for 75%, and now THEY want to change the rules.
I don't know about you, but that 1% raise coming Jan 1....it was just wiped out by the rise in my Real Estate taxes, now comes the Water bill and city sticker fee, looks to me I just gave back 2% - all because of ShortShanks.
I can only pray that there will be a pension left that was promised when i retire, because of not being entitled to Soc Sec,

The sad thing about this whole debacle is that the police officers had nothing to do with it. Check the history and you will see how the crooked politicians(daley family and friends etc.) borrowed from it and lost it. check out how daley never funded it and spent the money on his friends projects. Check out how daley controlled the majoriety on the pension board and spent the money. It's a sad story for the lowley police officer who never touched the money.

Just how in the Fuck should the Mayor have the upper hand and have 4 members on the pension board and the police have just 3. anyway if the City of Chicago has stopped matching our money every payday then why should they have control of the pension board. Our Pension board is being lead by a gaggle of FUCKS, Especially Gallagher, this little prick has to go, and we need members that want to be stern pricks against the city.

Pretty clever move by scumbag low lifes Madigan and Cullerton to get two downstate Republicans to push this bogus pension reform bill. Just shows how these fucking corrupt weasel Bastard Democrats operate. They want to steal the rest of our pension money but they want to blame it on someone else. Emil Jones, Cullerton, and Madigan are the three sneaky whores who wrote the pension laws back in the 90's to allow these union dicks to get two and three pensions.

Me thinks the aldercreatures have friends family and people in their pocket voting against it.

Really dirty shit by Rahm, Madigan & co.

A RINO from the suburbs was leaned on to introduce back door pension law changes that affect Chicago Police Officers because thieving Daley Inc. union hacks got busted sweetening the pot for only their benefit?

These muthafuckahs want to put the rope of phony reform to the backs of people who paid their lawful share with blood, sweat, tears, shortened lives and the sacrifice of time from their families?

HELLO!

These assholes want to steal in one fell swoop what they've been nibbling the edges off of for years!

We say again... The municipal employee HONORED THEIR OBLIGATION WITH GOOD FAITH SERVICE AND TIMELY CONTRIBUTIONS TO THEIR PENSIONS.

It is NOT the fault of the municipal employee that the politicians have stolen, embezzled and defrauded this city, county & state into a hole.

All distraction & bullshit...

All out propaganda to tar muni employees and Police in particular as "greedy and unwilling to share in the sacrifice."

Fuck every last one of you bitches... Twice.

YOU ROTTEN COCKSUCKERS BROKE THIS SHIT, NOT US!

Our pension has been under attack for years!

Look at what happened to Miriam Santos when she called bullshit on shortshanks trying to get his hands on our pension money some years back.

These fuckers keep pushing & pushing. Secret meetings, weasel-word Trojan Horse legislation directed at Chicago Police pension money and introduced by muthafuckahs who normally wouldn't have shit to do with this God-Forsaken city other than kissing Rahm & Madigan's asses for the favor of trying to either sneak ruinous changes or gifting 9.5 with total control?

Fuck you and the ass you rode in on if you think this megalomaniac has any care or concern about people who forfeit 20 to 40+ years of their lives as captive indentured servants.

Stop all the bullshit inferrences that your average, no clout copper is getting a fucking gold-plated pension.

If anything, 9.5 and the rest of his dirty-assed whores should revisit some actuarial tables and tell the fucking truth about Policemen's life expectancy and how they're being pensioned for nowhere near what they should be getting for their grief, pain, sorrow and aggravation.

So much information has been suppressed for the sake of politics and spite when it comes to the conditions, cares and concerns of Policemen.

Now 9.5 wants to stack the Pension Board 4 to 3 in favor of the city?

He has the nerve to want millionaires and billionaires like p.pritzker to have a say in the finances and quality of life of a Policeman in his last years of living?

These North Shore & Gold Coast campaign contributors and friends of 9.5 DON'T GIVE A FUCK ABOUT HOW A COPPER LIVES OR DIES let alone what pittance of a pension a copper gets in relation to their fortunes.

Why are these way wealthy muthafuckahs so damn interested in taking what little bit Policemen have worked for?

More important is the fact that we are short 1500 officers. That's 1500 officers that should be paying into the pension fund.
With Rahm eliminating those positions (that the pension fund depends on), we are screwed.
Here's an idea for the FOP to push, to allow Rahm to cut those spots from the budget....for every budgeted police officer cut from the budget, the city must put of those monies collected from taxes (for the non-existent PO's), into the pension fund.
From the last few contracts (which had provisions that greatly dealt with our pension) that we agreed to with the city, cutting the number of PO's fucks our pension.
The union must demand tat for every budgeted police officer eliminated from the rolls, the city still contribute both the officers share, and the city';s share, to the pension fund!

Stay on top of Chicago business with our free daily e-newsletters

Yeah the corporate media and political puppets rushed that propaganda thru like it was a done deal. This way the union could be demonized as greedy when the members rejected it.

Ummm ...so not so fast say the Foed employees.

Remember we posted here earlier that the UAW starting pay was butchered in 2007. The average person you talk to still thinks these UAW jobs are living wage jobs -- however since the last bailout many of them are not They pay poverty $16k/yr wages that enables a family of four to qualify for food stamps..Today the news is....

"But many in the rank and file express anger that the deal preserves a two-tier wage system introduced in 2007. Others have taken to the web to vent anger over Ford CEO Alan Mulally’s $26.5 million pay package for 2010."

Workers at Ford Motor Co.’s Chicago assembly plant voted overwhelmingly to reject a tentative four-year contract agreement with the automaker — setting the stage for a possible national strike, said a local union official early Thursday.

Seventy-seven percent of 2,317 workers at the Torrence Avenue plant who voted rejected the contract, said Grant Morton, United Auto Workers Union Local 551 plant chairman. The plant employs 2,700 UAW workers.

With the Chicago voting results in, the contract proposal now has more no votes than yes votes nationally, Morton said.

“We were given direction earlier today to prepare for a strike,” said Morton, who added the national union’s executive board will take a strike authorization vote if the deal is rejected nationally.

You all seem to forget that our pension and that of the firefighters are privately run pension plans. Take a look at the proposed bill it does not mention OURS or the firefighters pension.

Our pension is the same as any other corporation and the state or the City have no legal right to just pass a law and take it over. Just as they would have no right to take over any other company or corporation.

The others such as the teachers, laborers and CTA are in fact city owned and run plans. the City already controls them and can make the proposed changes if the bill passes.

When are you all going to learn how to sift through all the BULLSHIT that the same hand full of people on this job keep trying to feed us.

Do you not think that if this was a viable option that the greatest thief of them all King Daley would not have done it years ago? Do you not believe he would have borrowed all that money spent it and then claimed it was his in the first place.

This is still America, and under the Constitution the Government, any Government can not come in and just take over a private corporation or organization.

You pension is not only protected under the State Constitution and state law it is also protected under the U.S. Constitution Federal Laws.

Have you all forgotten that the State just passed a new law that requires the City to pay what it owes to our Pension fund over the next 25 years.

Our pension fund is under funded, however it is solvent and doing fairly well. It is not even close to being bankrupt or not meetings it's obligations.

Do you believe that if the State or City made any ant attempt to grab and take over private pensions that the courts and Feds would just sit back and allow it to happen?

The real question here is. Are you smarter than a fifth grader. Or are you going to keep drinking the Kool Aid that these Conspiracy Theorists keep throwing at the wall and hoping something will stick?

FOX Chicago News

Chicago - Former Mayor Richard M. Daley is set to get back all of his pension money pretty quickly.

Daley put a lot of money into his government pension plan while he served in public office over the past four decades. In addition to serving as mayor, Daley was a state's attorney and state senator.

He paid $393,679 into his plan, and he'll get it back in 26 months.

Daley will eventually get a pension equal to 85 percent of his salary as mayor, which was $216,210 every year.

Daley is already collecting 183,779 per year and will get a cost-of-living increase.

The state pays two thirds of the pension, and the city pays the rest. The city also pays for two cars and bodyguards.

According to the Chicago Sun-Times , Daley’s government pension is one of the highest ever for any retired elected official in Illinois.

In his retirement, the former mayor has also joined a law firm , the Harris School of Public Policy at University of Chicago and will work with his son, Patrick, on business deals.

You need to open your eyes. I never said the pension had to be at 100% tommorow. The $20Bill refers to all the city pension funds not just ours. Your own words "the legislature gave the city decades to bring the fund up to 80%" should tell you something.

The money isn't there and the politicians can easily find a way to screw us. You are an idiot in regards to our pension. The legislation passed, left an opening for the city to change the time table. READ IT. That our fund doesn't need to be 100% funded today is the only accurate thing you wrote.

It's less then 40% funded today and thats assuming the $100 mill in "real estate" is actual market value. That the $300 mill in "venture capital" is ever seen.
Do you even know what venture capital is? Call me names if you want you are just ignorant. Oh thats right the State of Il will kick in funding at some future point if the city fails to do it and the fund hopes to be 90% funded by 2040. In case you haven't noticed Il can't even pay it's own obligations.

But don't worry the accounting firm said it's all good. Just as was said about Enron (minor $64Billion oversite) WorldCom, Lucent etc. Funny thing Rahm just announced Accenture is bringing some jobs to Chicago. Accenture, headquarted in Bermuda was originally a division of now defunct Arthur Anderson remember them? I'm not a child but in these matters you have the brain of one.

Someone mentioned Mayor Jane Byrne and Mayor Washington. Jane Byrne loved the police. We always backed her up even when the firemen went out on strike. Harold Washington didn't bother the police. He just left us be. Thanks to both of them!

Can't get a casino, just steal the pensions

Pension fund is an unpaid position. Shields needs to be there for the meetings and votes.

Apparently he hasn't missed any meals.

When Shields was there as PO all he was paid was his PO's salary. That stopped when he was assigned to Unit 541 (FOP) and went on FOP payroll.

Harold Washington didnt just leave us alone. It was during his administration in 1987 that he didnt want to pay for po's health insurance, Thats when the case started that is now due for a hearing in 2013 It has always been extended , but Washington started it and just hope we get good results in 2013
