Blame Game

  • Police officer Hester Scott made a simple vow to friends and relatives who questioned the wisdom of continuing to raise a troubled grandson who’d caused her so much grief.

    “I’ll fight till my dying breath to turn his life around,” she told her sister Marlene Thursday night.

    Less than 24 hours later, prosecutors say, that promise had become a chilling prophecy.

And the truly horrible part:
  • But her world collapsed when a mentally ill Keshawn accused her of abuse in August 2007, relatives said. Though the Illinois Department of Children and Family Services eventually dismissed the allegations, the children were taken out of her care for several months, and she was stripped of her police powers pending an investigation by the Independent Police Review Authority, they said.

    Four years later, she was still doing desk duty, had not had her gun or star returned to her, and was “living under a cloud” they said, urging IPRA to close it’s investigation and the department to posthumously restore Scott’s police powers so that she can be buried with her reputation intact.

    DCFS spokesman Kendall Marlowe said that Illinois law prevents him from discussing the history of any investigation into Scott and Perkins “out of respect for the accused minor.”

    But Chicago Police spokeswoman Sarah Hamilton confirmed that Scott had been stripped of her police powers. She referred all questions to IPRA, where general counsel Eric Muellenbach said no details on the case were immediately available Sunday.

If our comment sections are to be believed (and they are right on more often than not), they were holding Officer Scott on a BS allegation of an unregistered weapon - a weapon with transposed digits in the serial number. In other words, complete crap, but so very typical of IPRA.

All allegations had been dismissed by DCFS. The kid was a known psycho with mental problems. But his allegation kept Officer Scott stuck at callback even though there was never any proof of any malfeasance on her part. Great fucking system we've got there.

officer scott is not the only one who has been banished to callback for years and years--- many down there have fallen victim to the police departments method of damage control--- strip the officer and let them rot at 311 and hope they go crazy and do something stupid or just up and quit--- when you are exonerated you get no apology for the years you suffered at 311....

IPRA has to justify their BS salaries and part in life. Most of the people there are cop wanna-bees and couldn't cut the mustard.

Someone down at Call Ball (and stripped) for that long is total BS. Get a penalty on (if any) and get going. If it is a transposed serial number, amend the registration, note the violation and get on with it.

This woman was treated horribly even after she was cleared by DCFS

Is Shields consumed with pension reform or does it have more to do with getting close with ploticians so he has a cush spot after his only term is over.

IPRA, should have it power reduced to call taking complaints to be refered to the states attoneys office or IAD and can zero power for recommed any disipline or let the power to strip an officer, I hope evey officer stripped by IPRA sues for punitive damages. in the end dispand these felon loving cop hating group. IPRA contributed to the murder of a Chicago Police Officer under the guise of unconstitutional MCC law. On top of it the gun was registred.

Sadly, its just not IPRA, we do this to ourselves look at the former whack job in 022 now milking disability because the microphone cord got wrapped around his hand in an auto wreck.Order of Protection against him, Court Supervised Visitation 3.5 hours a week. Former wife a Sgt. She has 5 case reports on him for Identity Theft, 2 case reports for stalking. A Lt. in 022 refused to do a VOOP. A Sgt. in 022 refuses to do the right thing when asked to do a home check 2 years ago when the whack job emptied the former marital residence out and there was no furniture (including beds)for the children when there was still overnight visitation nor running water or working plumbing in the bathroom to bathe the children,yet another Sgt in 022 approves a case report against her for Visitation Interference 2 years ago because she was late in dropping off the children because of that home inspection (lawyers both sides agreed to inspection)yet a case report should never been done because the incident reporting guide very clearly states that custody needs to be adjudicated and at the time it was not. A Sgt in 022 lets him go after he was caught in the former marital residence lost to foreclosure while in the process of doing $28,000 in criminal damage to the house, called in by neighbors on a Sunday. Former wife (Sgt.) been exonerated everytime he brings his b.s. to IPRA, yet 022 District Supervisors continue to refuse to do the right thing and think they are looking out for one of our own. Well thanks to them it took an extra 18 months to get Court Supervised Visitation for the children the list of emotional ills placed on the children in that time is endless. Yet not one of those Supervisors would ever want their children to endure such harms.Despite DCFS and its shortcomings they have done the right thing everytime in her case and properly investigated and found she was truthful.The Child Rep in the case a former Cop with Law Offices in Palos Park is now facing a lengthy license suspension because of his failure to act by the ARDC (brought up because many southside cop families going through divorce chose him as a Child Rep).The State & Cook County Court seized the whack's tax returns because he was 11 months in arrears on Child Support and Expenses for the kids. Now, not a problem that he has "qualified" for disability as child support is automatically deducted. Divorce Court Judge seized the whack job's deferred comp account for her Attorney's fees.State of IL suspended his DL for non payment. Divorce Court Judge placed the whack on Court Supervised Visitation, now the whack has to pay a Supervisor to sit with him when he chooses to see his kids. Every entity involved in this found for the ex wife and the kids, that she was being truthful, yet everytime the CPD, Area 2 or the 022 District has been involved they felt the need not to hurt one of our own (the whack job) by doing the right thing as they thought. The whack job is a heartbeat away from doing something physically violent to her and or the kids. So you see SCC its just not IPRA thats screwed up. Would love to be there the day the money truck pulls up to her house after she sues the Department's ass off.

IAD is at fault as well people. They had their hand in this re: the handgun and transposed serial numbers. That part was being handled by them. The IPRA part was the domestic allegation which by the frickn way does not take 4 plus years to handle.
Mike SHields you are a one term president if you do not address this!
I was present at meetings with the old and new regimes where call back people were pleading with the fop to find out why these investigations werent done. We know why-mind fucking cops in hopes that they would give up and resign. Well how about adding dying to that list or even being killed due to the fact that her weapon should have been with her!
Dont like the loevy group but they would be excellent for this multi million dollar law suit.

It is unfortunate, but true, that the mental health system in this state is practically non-existent. I have gone through this with teen aged family members. The insurance runs out quickly and you really can't afford further treatment, especially if you are low-income. The state offers you nothing, and, if the youth resists, there is nothing you can do. The troubled youth cannot be forced into mental health counseling or drug treatment. The only option is jail upon conviction of an offense. Even house arrest or court supervision does little good as the youth violate this, the judge does little and the cook county sheriffs office lies on their visitation reports. When you try to control or discipline the kids they all know to file a complaint against you at their school and you will be investigated, possibly arrested. In short, you have to wait, and pray that they make 18 and majority and kick the kids out, as painful as that is.

Hey, I'm just a regular patrolman. But I would stand up to these unfair practices. Come on now, she's been in call back for how long because of someone's claim? Anyone can say anything about anyone. That's why there's an investigation. Within a few days I think you should be able to find out what's wrong. Problem with a gun? Check it out. A documented psyco who DCFS said there was no abuse, but IPRA says keep her in callback? Great way to waste precious manpower. Every callback case needs review ASAP! And as far as I see it. This homicide is the fault of IPRA, because they took the only tool this poor woman had to defend herself from a psychopath!

IPRA is not about due process, fairness or justice. They are about showing how many police officers they can hang-out to dry: NO MATTER IF THEY ARE INNOCENT.

It is so ironic that the agency given the task of investigating officers who do the wrong thing, they themselves do the wrong thing to get the answers they want, not the answer that the facts provide.

On top of it, the IPRA "investigators" are anything, but investigators. If I were to approach an investigation with the amount of prejudice that they do I would be put on the list to be fired next.

IPRA is neither independent nor capable of fair reviews.

I'll never understand why there are officers sitting in callback for stretches of YEARS! I've had homicide cases wrapped up in less time. If IAD or IPRA have a case against you, present it. That or the police board needs to start hearing these cases quicker. I don't know, just seems ridiculous that anyone would sitting in callback for over 4 years because a kid alledges abuse.

Here you have a woman working hard to care for her grandson and ensure that he has a better life . It's sad that the police department has no regard for its employees. Maybe if she had her weapon she could have defended herself and she would still be here. Her death is on IPRA and the Chicago Police Department. family should file a lawsuit. then see the investigators notes involving this case. see how many times anything was reviewed since she was cleared by dcfs, and the determination of the grandsons mental health was revealed. if they didnt do any further investigation and let her sit at call back stripped, then ipra or the department will pay big time. i bet they are gonna start preparing fake documents as we speak to cover there ass. i bet no one has even cracked the file on her case in a very long time. shame on ipra and iad with their bullshit investigations.."i have an idea, lets strip officers, and say we are doing an investigation, and the public will think we are doing something."

Sorry to say I would rather the grandson be killed rather then a hard working productive member of society. Some people are just lost causes and cannot be helped. I'm sure the grandson would of killed someone else in the near future. Think about it... Maybe even someone u know or one of your family members.

The way officers are treated guilty until proven innocent absolutely has to be addressed. IPRA is out of their collective mind. And our department allows this injustice to continue. We have rights. The addage that being stripped doesn't cost an officer is absolutely false. Those officers can't work special, can't work OT, aren't eligible for all sorts of training. . .and our union does nothing. If Scott had her pistol she might still be alive, I beloved someone in IPRA and/or IAD have some 'xplaining to do

Relatives seek out a good 2A lawyer, her rights (see the Heller and McDonald cases) to own a handgun in her home were unduly infringed. Which can reasonably argued prevented her from legally defending herself. This might make a good USC1983 suit.

Addendum, in fact any P.O. who has been "stripped" of his firearm due to internal police actions, STILL HAS 2A rights that any normal non-felon has. If the CPD denies you at least the ability to keep a handgun in your house and you haven't been convicted of a crime that would otherwise keep any normal citizen from owning a gun. YOU HAVE A CASE. MAKE THEM PAY for their illegal bullshit.

OK Citizen Moron- you have no idea what you are talking about. We pay for our own guns. Police officers earn a salary-and benefits including a uniform allowance. That 'uniform allowance' was a pension dodge by the city to increase our salary without having to pay the pension portion on it. It takes years to make up for a police officer's initial cost of uniforms and equipment. If you update your uniforms, replace your bullet proof vest, buy your equipment. After 26 years- I'm about even with the city.

Yes- taxpayers pay my salary but I've earned every penny-the cost to my body, my family, my emotional health. There is no subsidy to depend on-only in your frizzled warped brain. Find a real enemy to your pocketbook-it's not the police.

What planet are you from. She couldn't legally own a gun in Chicago while she was stripped. Her permit would have denied due to the ongoing (HA!)investigation.

To many who think we down at 376 do not work...bite me! Many work their butts off....most of us are there for health reasons and, yes, a few are stripped. Don't judge until you have walked in some of our shoes.
As for Hester, she was a nice lady. Very quiet. We will miss her very much.

We are responsible for providing our own firearms, the tax payer doesn't. The city, despite the fact that we privately purchase our weapons, does impress the ability to confiscate a weapon from a police officer. The public doesn't realize that upon entering the academy, the recruit is responsible for providing recruit uniforms, a firearm, police uniforms upon graduation, body armor, leather goods, etc. This can be anywhere between 5-10 K. That recruit doesn't begin to see any uniform allowance checks until their first year of employment is over, and then it doesn't come close to the amount you'd have to spend to replace worn/damaged uniform items.

My sincere sympathies on the tragic loss of your loved one and a good CPD officer.


The INJUSTICES that she Unjustly faced need to be remedied in a court of law. I believe that the two-tier system of justice has directly resulted in the murder of a Chicago Police officer. Officer Hester was UNJUSTLY charged and UNCONSTITUTIONALLY disarmed resulting in her murder.

The policies and practices of the City of Chicago toward Chicago Police Officers have been UNJUST and Biased towards PO's of all stripes, without CLOUT. Chicago Police Officers with CLOUT can do NO wrong and are not subject to the General Orders, Special Orders, Addendums or Rules and Regulations.

This UNJUST systemic corruption adversely affects officers of all creeds, colors, ethnicities and genders. Unfortunately, Officer Hester a F/1 with time on was chosen to balance the CLOUTED numbers out and to make the corruption appear to be legitimate.

Officer Hester was one of the many UNCLOUTED officers who fell victim to the corrupt practices of the CPD and the City of Chicago. Unfortunately, this directly resulted in her MURDER.


Please take legal action for the sake of the deceased officer. Not knowing what will happen with your life, your life is put on stand still until you are reinstated and your cr # is closed. Things become more and more frustrating as time goes by ,especially if you are Innocent --- which was my case. The union is absolutely no help, their stance is as long as you are getting paid and receiving your benefits don't rock the boat! All that most officers want is closure and some cases to be vindicated. I feel for the officers who are there. This department took 2 years of my life that I'll never forget and it totally changed my outlook of this job. Why is it that the police have specific time limits to conduct investigations but IPRA does not?

A citizen complains and a Complaint Register is issued, and a supervisor has 30 days to investigate.

A citizen complains and a IDSSR is issued, and an officer has 30 days to investigate. (usually less by the time it gets passed up and down thru many levels of rank)

A citizen calls 911 and the police are timed on their response.

I have over 25 years on and was going to stay a couple of years. Now with my district being closed I am planning my retirement date, I don't need this bullshit.

As for you with two years, plan carefully, make sure you have enough "fuck you" money in the bank, I'd sat at least 6-9 months of bills. Then go on a job hunt and don't quit until you have another job.

No hesitation, 2 years on? Adios, fuck this place, if you stay prepare for 25-30 more years of aggravation and getting fucked by the department.

And throughout your time here, remember this: Three things in life are legit and on the level, pro wrestling, roller derby and the Chicago Police Department.

This is not a color issue, it is a CLOUT issue. If you are CLOUTED in and not just some schmuck that got hired you are golden.

I used to work across from her and she always had something nice to say to you or lend a hand if you were stuck with something. Just a nice lady~condolences to the family.

It is a failure of leadership in the department and in the corporation counsels office. I do understand that the superintendent commented on this system and thought it needed to be changed. For the innocent or the overcharged it must be hell waiting and for the guilty it must be a relief that you still have a job and pay.

Sadly, its just not IPRA, we do this to ourselves look at the former whack job in 022 now milking disability because the microphone cord got wrapped around his hand in an auto wreck.Order of Protection against him, Court Supervised Visitation 3.5 hours a week. Former wife a Sgt. She has 5 case reports on him for Identity Theft, 2 case reports for stalking. A Lt. in 022 refused to do a VOOP. A Sgt. in 022 refuses to do the right thing when asked to do a home check 2 years ago when the whack job emptied the former marital residence out and there was no furniture (including beds)for the children when there was still overnight visitation nor running water or working plumbing in the bathroom to bathe the children,yet another Sgt in 022 approves a case report against her for Visitation Interference 2 years ago because she was late in dropping off the children because of that home inspection (lawyers both sides agreed to inspection)yet a case report should never been done because the incident reporting guide very clearly states that custody needs to be adjudicated and at the time it was not. A Sgt in 022 lets him go after he was caught in the former marital residence lost to foreclosure while in the process of doing $28,000 in criminal damage to the house, called in by neighbors on a Sunday. Former wife (Sgt.) been exonerated everytime he brings his b.s. to IPRA, yet 022 District Supervisors continue to refuse to do the right thing and think they are looking out for one of our own. Well thanks to them it took an extra 18 months to get Court Supervised Visitation for the children the list of emotional ills placed on the children in that time is endless. Yet not one of those Supervisors would ever want their children to endure such harms.Despite DCFS and its shortcomings they have done the right thing everytime in her case and properly investigated and found she was truthful.The Child Rep in the case a former Cop with Law Offices in Palos Park is now facing a lengthy license suspension because of his failure to act by the ARDC (brought up because many southside cop families going through divorce chose him as a Child Rep).The State & Cook County Court seized the whack's tax returns because he was 11 months in arrears on Child Support and Expenses for the kids. Now, not a problem that he has "qualified" for disability as child support is automatically deducted. Divorce Court Judge seized the whack job's deferred comp account for her Attorney's fees.State of IL suspended his DL for non payment. Divorce Court Judge placed the whack on Court Supervised Visitation, now the whack has to pay a Supervisor to sit with him when he chooses to see his kids. Every entity involved in this found for the ex wife and the kids, that she was being truthful, yet everytime the CPD, Area 2 or the 022 District has been involved they felt the need not to hurt one of our own (the whack job) by doing the right thing as they thought. The whack job is a heartbeat away from doing something physically violent to her and or the kids. So you see SCC its just not IPRA thats screwed up. Would love to be there the day the money truck pulls up to her house after she sues the Department's ass off.

To correct your misunderstanding of this situation: It is not a matter of the price of a gun! We do in fact buy or own weapons. The City can dictate WHAT we buy, BUT we pay for our own weapons. The point is, regardless of how many or what type of handguns you own as a police officer, once there is an allegation of domestic violence, we must, by law surrender our wepaons to the state until the case is criminally adjudicated which usually happens within weeks. However, our departments "Internal" investigation often drags on for several years and while that is on-going, you are still prohibited from posessing a handgun!

I guess the only response is that WE should all be happy to have our jobs and just allow the Department to do with us as they wish...

2 years down there is the standard time its a long time to go unarmed and witout police powers...you get a little soft and start thinking differently (second guessing yourself) at to that when you do get recycled you shut down and STILL second guess yourself which can cause you to "lose an edge" and not be as sharp to the game as you once were...

Takes a while to get back on track....

In other words IF you have done nothing WRONG (criminally) you should NOT be there that long! Anyone who spent time in Call back STRIPPED, in my opinion has or should have some sort of civil recourse for hostile work environment for being unarmed so long after locking up people.

It is I believe or should be a job hazard going back after several years with a PARANOID approach to this job because your mind is not right! The whole process is NOT right!!!!

All parties involved: the entire review board will be there, the supt or dep supt, a representative from IPRA and its open to the public. If you want to speak, sign up by 430p 11/16/11. I went to a meeting in August where a few members of callback were present and spoke, it was rather interesting. It was the one time I saw the public perk up and lean towards the side of the police.

IAD and dcfs investigated his insane complaints I begged dcfs to take him and they refused. 15 yrs later he still threatens to call IAD knowing they would screw me in a heartbeat if they could. Really? Re-read the entire statement and try to understand it this time. It is not about stolen stuff from a foreclosed house,was not a dam thing that in there that she cannot buy again. The entire statement was meant to convey it is just not IPRA that makes poor decisions, that sometimes we bring these things on ourselves by failures to act or do the right thing especially when a p.o. is involved.At some point in her situation you would have thought someone would have caught on to the B.S. he was on, instead they just let him keep getting away with it. The poor decisions made in her case in defense of him and the job, led to a delay of the kids getting Court Supervised Visitation, not one of us would want that for our children if it were our situation. In realizing a OOP is just a piece of paper, the bottom line is the law is the law and in her case because of bad decisions by bosses she is left with something that is not enforceable. And the whack job just gets creepier and stalks more. You missed the most important part of the statement "the whack job is just a heartbeat away from an act of violence against her and or the kids".
