MFF Subterfuge?

Another take on the new "unit:"
  • I got the scoop from someone in the know. The department crunched some numbers and is now realizing that even with the tact teams, Area Sat teams and other misc teams there WILL NOT be enough "tier 1" officers available to handle the downtown crowds. The Chief of Patrol found out that most of the district officers trained with the shields DO NOT have dept issued bdu's and turtle gear and therefore can not be used on the front lines. The Chief (EW) responded "then make them buy it" to which he was told it would be 1st issue and the Dept would have to buy it. They then crunched THOSE numbers and realized they didn't want to spend that kind of money for what would turn out to be a "one time use, single event"

    After putting their heads together they came up with this great MFF idea. Here's what it comes down to...get the officer to spend the $800, give them a cool title (MFF Officer) and use them ONE WEEK and forget about them.

    Chief EW and DC Stevie G both know there are enough "Tier 1" officers trained for almost all other events EXCEPT G8.

    So go ahead guys, spend $800 each that the dept won't spend for a 1-time use event.
    When it happens,and it will, don't say you weren't warned.

We're perusing the letter that went out. It seems this isn't a "unit," but rather a citywide incident team, on call and subject to canceled furloughs and days off along with switching start times and the like. You would be required to pass the POWER test, have an acceptable disciplinary and medical record and be available for certain training classes.

Oh yeah, you also have to come up with $800 to $1,000 in out-of-pocket expenses for equipment, thereby circumventing a largish portion of the FOP Contract, none of which guarantees you'd stay in the program if the city doesn't want you (they reserve the right to remove you without explanation).

We don't know who's brainchild this one is, but it's obviously poorly thought out or poorly presented.

That is some bullshit! There should be an allowance for the gear, perhaps a 50/50 split. The city does not want to pony up to protect it's officers, but let me tell you after serving twenty five years in the Army, it is better to have this stuff as you might need it some other place. Was at G8/NATO training today MFF is from the Miami Dade model of riot control. Of course the training concepts are good and it's a great idea for all officers to be trained to respond to these idiots. But leave it up to 35 street to Fuck it up. A friend of mine is a Capt in the Army just finished training his men for Afghanistan we were at the meeting last week when the Da sup wanted ideas from us blue shirts my buddy put it to him straight "you have no Fucking idea what you're up against come May. This depts idea of training is a joke. " here's a thought,train us for more then 8 hrs,spend the fucking money on needed equipment, because in the end when it comes down to it a lot of us are fed up with all your bullshit and at the end of the day we are saying fuck u let the city burn im keeping my home and family safe..YOU, all these years of mismanagement ridiculous promotions of unqualified "bosses" lack of leadership refusal to pay us a fair wage and changing policy and contract agreements at YOUR whim. Is about to come back to bite you in the ass.LIMT AKA LIFM

You would have to be absolutely out of your mind to volunteer for this detail!!! If you are taken by reverse senority, at least you will still be covered by your contractual rights. If you volunteer you give up a lot of your rights and they will seem fit to kick you in the ass when they are done with you. Remember Housing, SOS, TRU, MSF. The Dept. screwed those units but good. Chewed them up and spit them out. When will people learn? Please don't cry to anybody if you volunteer for this and it bites you in the ass. You were warned.

I was in an academy class in 2004, where we HAD to purchase the BDU's and the ninja turtle riot gear. There were two classes that HAD to purchase these and needed this for our inspection. The following 2005 classes needed these items also, but made it an optional by being told that you need to have it "but we're not checking and it's not part of the inspection. The Academy thought of recruits purchasing this was ridiculous because TAC teams need this gear, and for most of the recruits it was an unnecessary purchase. Mine has still been in the closet and never worn. So, does this make it a first issue item or not?

Let's get this straight...you are still in and working in your Dist of assignment, but you voluntarily give the department the right to pull you from your Dist and mobilize you wherever and whenever they want to (maybe closer to home for some younger guys, but ANY start time they want). Then you have to be available at all hours of the day and night at the departments discretion, so maybe OT today but adjusted start time tomorrow to nix your OT. On top of giving up all your contractual Union won rights, you MUST PAY $800 (minimum) to buy all your gear which you will need for only 1-2 weeks this year. I was all for MSF, you got perks at least...10hr days (3days off a week then three 4day weekends, plus some great training opportunities and a workout every other day, and they GAVE you your equipment). But this here is the dumbest thing I have ever heard of, all they're doing is looking to see how many fish they can catch to buy their own crap and allow the city to move them as they please. Don't be stupid and fall for this crap and volunteer to give up you rights. Let it fall to reverse seniority and at least you get placed there they have to buy you your own equipment. Let's all use our heads here, this is nothing more than the city looking out for themselves. Be safe brothers, it's gonna get wild it's a contract year to boot! Area Sat Team Guy (Former MSF)

I give a score of 10/10 for thinking out of the box. But I would say this needs some re-refurbish and lots of fine tuning.

1. Certification? I can go along with this..
2. Training minimum 2 out of 4 session per year?
Not enough unless some other e-learning is involved
But not more than the actual training.
3. Still a police officer but with special title?
How about a different pay grade? At least, over a
Period of time, to make up for the 'specialized title'
You're promoting.
4. OLA and personnel need to come up with better S.O or
G.O than the one presented. The format is excellent
(same it has been) but content is lacking richness.
5. What is the difference between this unit and designating beat cars as 'INCIDENT CARS"?

The order it is stated that Tact, Area sat teams and others already eligible: meaning what? It's never too late!!!
7. If you extract the- experts- away from patrol for special events, then define what a special event is? Are too many shootings in an area a special event? Does that mean MMF will be deployed? (as in what Area teams and former TRU and MSF were called to do).
8. Define the urgency beyond the May 2012 event?
I would say go back to the drawing board and Invest in your incident cars. Training is for everyone and I mean EVERYONE. Unless you pay scale differently and start a full unit recognized by bidding. Or, just admit it and bring back the units that were dismantled and give yourself credit and call them ABC or XYZ.
Collective bargaining boys and girls. I KNOW the FOP can see right through this one, right?.

This reminds me when a newly promoted Boss asked me to work with him to improve things and run operations. So I did. Day and night. Bought my own stuff (kind of guy I am!!). I worked tireless, day and night, shift in hours: no problem. Guy gets promoted again and I was back where I was. Now, I'm more happier than before... Probably where I belong too. So, I learned how to avoid people and finally learned how to 'politely' say NO!.

I'm a prior service mIlirary guy, ex MSF and now living in 016 and forced to drive to 004 every fucken day! I gave this unit a couple of seconds of my time to consider and I came up with this response............; Fuck You!!!! You got me once but never again. I'm more than sure the 3 year wonders will jump all over this one. That was me 4 years ago and 4 years ago I had a seasoned veteran tell me the same exact shit I try telling these young officers. At the end, when your young and stupid and don't know any better, the advice from the veteran goes out one ear and you do what you want till you learn the hard way and get burned! This city can kiss my and all my brothers & sisters ass!

If this were just about any other big city police department, one could almost see why some people would volunteer; pride in the organization and mission, respect for and admiration of the command structure and the likelihood of preferential consideration come promotion time.

But this is no normal big city police department. This is the current day CPD, a shadow of what it once was courtesy of generations of cronyism, nepotism, affirmative action, incompetency, pseudo "men of the cloth" and crooked-ass politicians. Combined, this perfect storm of ignorance, ineptitude and uneducated buffoonery has decimated what was once the mightiest, most feared and most respected police department in the United States.

I once couldn't wait to get to work, and was proud to be part of a tradition that was second to none. Now? I wouldn't wish the job on my worst enemy.

After the Captain's negotiated with O'Neil and then voted on what they thought was an agreement O'Neal called them down to 35th Street and told them what they thought they negotiated with the City was interpertated by the City in a different way. They protested and O.Neal told them too bad!

The only problem O.Neal and the City have is the MOU had not been approved and signed off by the Captains Association.

Unfair labor actions and grievances have been filed.

Do not trust the City and especially O.Neil!

I don't understand what the benefit to an officer would be to put themselves on this list--it's akin to 9.5 offering the teachers a bonus to work longer days, but in this case, 9.5 is offering no benefit in return.

Are there really officers dumb enough to sign up for this?

If so, they should be shunned by fellow officers.

When I came on the job younger guys listened to the old-timers. Now all the younger guys think they are smarter.

Plain and simple, this is an attempt to circumvent our contract. We fought long and hard for the rights that we now enjoy--it wasn't too long ago that you didn't get paid to go to court.

If you sign up for this, you should be kicked out of FOP. Period. If you think you're so smart, then you don't need to be a member. Agreeing to this will only serve to diminish our contractual rights.

Like a number of people noted on the Captain/XO thread, forget about how you feel about the Captain's, instead realize that if they were so bold as to sell the Captains a bill of goods and then double cross them, they certainly aren't going to care about getting the POs to agree to something that circumvents the contract, and then double crossing us.

BDU's and riot gear don't cost any wear near 800.00 bucks. If you have them then who cares won't cost a cent. It's not a unit and you have to know this is away for the city to have their cake and eat it too. They get to have P.O.s for details and say they aren't making a Unit. If you don't mind a detail and have the equipment why not sign up. There is no downside. If you don't like details this is not for you. Simple as that.

Just remember everything that we do or say will be recorded at the BIG EVENT. Therefore be very careful.

I also have no doubt that the State will make it legal to record L.E. while we are working. But there is an upside to this because our Alderman claim they are L.E. personnel and can therefore carry firearms. This means real L.E. can tape them and utilize what is learned to send them to jail.

Are you kidding me, the SWAT team still makes the same pay as a regular patrolman and have no special titles. It's a matter of fact that not only are these guys probably the most trained officers( not sure about bomb squad) in the department and city won't pay them extra and won't even supply them with take home squad cars to responded to jobs off duty and the Lt. MM expects them to respond to jobs in their own personal cars. Some gullible guys did this and guess what? Their vehicles were being video taped and plates written down by the locals in englewood.

Any dissatisfactions and disappointment you had with the past Mayor, Dept Supt and also the current ones should be directed to the upcoming preparations for G8 riot.
This is their mess, and expect us to prepare to the bully.
These administrations have derailed the Department. We should not be the nation's boogie man. We will be televised and compared to 1968.
Both the Mayor and Superintendant have and will lie about our conditions and the readiness of the City.

MFF is NOT an assignment; it is a list of patrolman (9161) and sergeants (9171) who volunteer to be called up in the event of a crowd control matter. They will be returned to their unit of assignment or detail after the event. Volunteers will be required to buy all of their own equipment which is appx $800, (More likely nearer to $1000). In addition, officers who volunteer would be required to forgo their furlough if necessary as well as change watches. Keep in mind that there already are no furloughs during the G8/Nato, so although it sounds like it’s to accommodate the Summits or some other preplanned event, it appears to be indicative they want you to readily give up your furloughs so they can pull you at their whim and deploy you to some event they can't staff because of the extreme personnel shortages. After you VOLUNTEER to change your furlough, you will not be compensated for the change and you then will get the next available furlough. So, you give up your 4B or 10A and end up with some crap furlough, and please don't think you finally get that summer furlough or Christmas. It's their pick not yours. By volunteering, you will give up your right to your seniority picked furlough, you will accept the financial responsibility of buying and maintaining the costly equipment and relieve the City of the obligation to purchase it, and you may be required to work shit hours at the Departments demand without any duty-hour change compensation (2-hr adjustment rule). There is absolutely no benefit to the volunteers outside of being taken out of your district for a day or two of training, and another day or three to be sent down to some bullshiit occupy this or that, anti-police or antichrist protest. You will stand on your feet for hours at a time with a bunch of bosses who don’t have the balls to act without the Mayor’s prior political analysis and permission. You will not get a lunch (Again, no compensation) and as it states, you will be forced into the City’s wellness program, which basically says that you and your family will have to meet or exceed a City Doctor’s health plan for you or you will have to pay higher health care costs in your payroll deductions. There is no District change option like when they disbanded Tru and MSF, so anyone hoping to get back someplace closer to home… it’s not that kind of assignment, this is only a call up list of officers and sergeants who volunteer to give up their contractual rights, to give up additional compensation and volunteer to joining the wellness program that the City is trying to force us all in to so they can raise your health care contributions without negotiating for it in the contract. IT A SHAM FOLKS. DON’T put yourself on the list. If you do, even if they don’t call you up, you will be forced to buy all of the equipment and be forced into the wellness program with no option of getting out of it. DON’T DO IT- THERE IS NO BENEFIT!

Did the disbanding of TRU turn my life upside down? Hell yes but it was my choice I'm an adult and I can except it. Would I of liked more time to get things in order yes. But did I get f'd no. No one promised me shit. My choice and it was your choice so quit bitching and live with your decision. Learn and don't do it again or say f it and do it. Either way its your choice not the city's. Example driver writes ticket he gets credit not the passenger. POs were told this was to raise number forcing the young cops on midnights to fight each other in the car for the activity they are both part of. How do these people become bosses? Also, I am not going to list the requirements for this position; but the department is asking police officers to jump through hoops in order to get this assignment without offering anything therefor. The officer will still be in a district, get yanked out when needed, have the hours changed, forego contractual privileges, and buy his/her own equipment. In other words the department thinks that we are fools (I am putting this extremely lightly). In other words, it is a lopsided deal. I am not joining. They cannot get me by reverse seniority.

To all Patrolmen:

I have now been around for a bit, but still have another bit before I can leave this department. I have worked in Districts, been on Sat. teams, specialized units (including SOS)and have seen the inner workings of our organization.

It has been obvious enough over the last decade that our department is lead by nothing more than politically motivated, over-promoted, never been the police INDIVIDUALS who care about nobody except themselves. We have some good bosses and true leaders scattered about, but none in position to have a large affect on the department or any large number of police officers. This of course is done on purpose and a common tactic of corrupt do-nothings.

Now on to my specific point and plea. I would suggest to every police officer on this department to NOT join any such unit put forth by this department. I refuse to call our brass leaders, but those that run this department have proven time and time again they DO NOT HAVE OUR BACK or our best interests in mind. We already know what they did to those is SOS, TRU, MSF, 019, 013 and the detective division. Its bend over, no lube or reach around!

The city has already received from the FEDS $55 million for NATO/G8 and are inline for further monies. Our paychecks have shrunk, our pensions are fading, we got 2% over 5 years and they have the stones to put on paper that they want you to volunteer, give up all your rights and spend $1,000 out of pocket for gear they have been given the money and have the DUTY to purchase! Just so when its all over they can bend you over again and do with you what they please.

There is and has not been any opportunity for legitimate promotion or career development/advancement of anykind!What is our motivation? Where in the private sector can you work for 20 years, go above and beyond, consistantly produce and provide a work ethic that goes above and beyond, further your education, broaden your experience and have NO opportunity for advancement. CPD is the only place for that!

Have you heard a peep from our union? our ONLY legal voice! I think we all know where they stand.

Lets shock everyone and stick together on ONE thing. Lets push ONE agenda. Lets shove ONE thing up their ass!

Let me get this straight. You call us all in, thank us for the hard work, but we need to "decentralize" the units and have you work out of the areas (may 2011). But wait, a few of you will have to go to the districts for 90 days. But wait, MSF and TRU thank you but we no longer need your services (Aug. 2011). Wait a minute, we signed up to host the G8 and NATO summit and we have just disbanded the two units trained and capable of spearheading crowd control efforts...WOW. But wait, lets take the tact teams and sat teams and train them. Not the same? So lets start a Mobile Field Force(Jan 2012). Volunteer, spend your money, pass the POWER test, change your furlough, change your off day, be on call for any and all big city events or disturbances, still work a beat car and carry the title of a MFF officer and not have the benefit of being in a unit. Sign me up!!!

Seems to me that all of this could have been according the Sup had just listened and streamlined both MSF and TRU into one unit. But what do I know? I'm just the boots on the ground.

Let's get this straight...you are still in and working in your Dist of assignment, but you voluntarily give the department the right to pull you from your Dist and mobilize you wherever and whenever they want to (maybe closer to home for some younger guys, but ANY start time they want). Then you have to be available at all hours of the day and night at the departments discretion

I agree with your post. I'd like to add that as CPD Officers, we are ALL already required to submit to changes in work schedules as the Dept sees fit. As officers, we are already under the obligation to:

A) work in our district of assignment

All that is different with the MFF seems to be that in addition to what we ALREADY are contractually liable for with the city as far as deploying us, is that they want MFF officers to pay for their gear and they may not receive the OT they would have gotten if their start time was adjusted.

Don't tell me the city is that broke that they need to save money on a few officers? Maybe creating this unit was all about the city not having to pay the money for the gear? Wow we are that broke? That's sad.

Other than the gear, the city already has the ability to change our schedules and deploy us. I don't get it. Am I missing something?

I have a serious question. I know the commanders of districts with high murder rates are allegedly on the hot seat but we all know that these murders are gang related. What is the commander of Gangs responsible for? Shouldn't Gangs be on top of these murders and thugs? After all, that is all they exist to focus on. Beat officers have several other duties besides keeping a tab on gangs. I am not a cop in either district but it seems unrealistic to put the brunt of the gang related shootings/homicides on the back of the commander and officers of the districts when we have an additional specialized unit that is supposed to know what's going on with Gangs. What's next, is it going to be the blue shirts fault too because of a rise in CTA crime? When does the blame end and the responsibility begin?

What does Gangs do that they are not aware of who is about to pop another banger? With all the "intel" CPIC constantly sends out and the "intel" Gangs is supposed to have, we should have a lot fewer shootings. So why don't we? And why isn't the Gangs commander held accountable? This is a serious question.

I was around Hyde Park in 1968 before the DNC, and I saw firsthand the suddenly unusually crowded parking on side streets -- literally caricature-like VW microbuses with New York plates, covered with "PEACE NOW" stickers, disgorging loads of actual hippies with backpacks and sleeping bags on their way to crash on some host's floor before going to the Big Riot. There really were loads of "outside agitators" and anyone who cracked a head in Grant Park or dragged one out of the Hilton lobby knows it.

Now, just the other night on TV news, they had a composite of films now appearing on YouTube, material depicting demonstrations and street battles and urging crazies to come to Chicago from all over for G8/NATO.

I am afraid we're going to see a worse repeat, with thousands of apolitical corner boys flash-mobbing, Red-Lining it in to take advantage of the disorder and loot and beat and rob like there's no tomorrow.

Maybe this time the "BURN BABY BURN" chant starts up on North Michigan Avenue -- "Firemen hose down smoking remains of Art Institute, senselessly destroyed by rampaging mobs."

We are going into this situation led by totally confused a__holes, politicians concerned only about their own graft and dirty business.

I am hearing here -- Pay for your own riot gear...leave your gun and OC at home...city will not indemnify officers from suburban departments who assist (therefore we will not get help)...Chicago Fire Department being quietly trained in riot tactics as a backup...

We are going to have to call out the National Guard and maybe more on this.

We don't have the beef to come on like we could then, four-deep and thirty cars long with sticks and shotguns, headed up 55th Street to quell another 10-1 at the Point during those summer-night drumming riots.

An interesting question. I have always believed that if the people of this city took more responsibility over their own actions, my job would a lot easier.

But when you have had decades of politicians telling the unwashed masses to call the police for EVERYTHING, IE: MY KID IS DISRESPECTING ME, MY EX-EMPLOYER WON'T GIVE ME MY PAY CHECK, I DON'T LIKE HOW THEY FIXED MY CAR, or a seasonal favorite of mine COMPLAINANT WANTS TO SEE THE POLICE ABOUT HIS NEIGHBOR SHOVELING THEIR SIDEWALK AND THROWING THE SNOW ONTO HIS PROPERTY.

I'd like to give credit to Richie Daley. Thanks to him we now have a generation brought up on the belief that the police will solve all their problems. My checks are still bigger than yours on the 1st and the 16th so you keep working hard tiger... I'm sure all that hard work will get you promoted real soon.

You've got a whole 6 years on the job. 6 months were spent in the academy so you've got 5 1/2 years of actual "street" time. You spent probably a year in patrol maximum where you still had no idea what you were doing or what was going on. You then jumped up to the tact team at the first opportunity and started making arrests for pissers, drinkers, and 1 baggers. Don't get me wrong, I'm sure you've made some great arrests in your time spent up there but you make alot of number generating arrests too. You've also jumped on alot of paper to pad those arrest numbers of yours as well. You don't have to answer calls for service. When you on view a pile of garbage you call for a "paper car" and move on with your hunt for your next head. Here's the problem I have with guys like you. You equate hard work with "arrest numbers" and belittle a veteran officer with 25 years on the job. When you call for that paper car on the 3 car pile up is that not work doing that report? When you're in the station on your 5 rocks and a pipe and that 25 year vet is answering his 1000th domestic violence call is he not working? He's picked dead babies up off the street and taken them to the morgue... you ever done that? No that's right, that was negotiated out of our contract long before you came on the job. Do you consider standing out in the cold for hours guarding a crime scene work? You come by to look around and satisify your curiosity and then off you go to look for your next arrest. We're constantly getting our balls busted by the brass to write movers, parkers, anovs, and curfews... do you have to write any of that shit? No, you just need to bring in your nightly head. If you find a curfew or need a mover written what do you do... you call for that "lazy" paper car. My point is that all of your "arrests" are just one type of work on this job... there's alot of other work being done out there by the lazy patrolmen. I'm not trying to belittle what you do either. I'm glad you're up there making so many arrests. Just don't belittle the patrolmen with 25 years on the job. I gaurantee he's seen more, done more, and knows more than you do youngster, and he's probably spent as much time or more on tact than you have on the job during his 25 year career. Have a little respect.

Can I see his resume..any prior military training?,,,,,,,any prioe experience in handling something as massive as this....oh ya i think he ran the security detail at the St. Demitrious Helenic picnic.....that was a fiasco they looted the Gyros stands, stole all the Uzzo and broke all the plates...I think on accident.

This MFF assignment is another way for the dept. to subvert contractual rights. If you "volunteer" for an assignment the city can forgo the purchase of first issue equipment; they can change your starting time by more than 2-hrs without paying 1-1/2 times pay for the tour; they can cancel your furlo (they've already screwed up furlos this year with G8)and change your days off. For a lot of what is happening in the dept. now you just have to holster your individual ego and look behind the written word of the orders. Everything that is happening with the XO, W/C, desk sgt, district consolidation,etc was done to override contracts. So is the MFF idea. Everything will be made more difficult at the negotiation table come contract time later this year. Volunteer for nothing; agree to nothing. These changes needs to be made at the negotiation table. If there was a level of trust between downtown and the troops, that would be something else. There isn't. We really don't need MSF and TRU either. Specialized units don't really affect crime trends. How effective, really are GIS and GEU? There are over 500 guys in those 2 units. Crime is going up because morale is still nonesistent and we just don't have enough cops anymore. This spring/summer can get scary. There is the possibility that a lot of us can be seriously injured during G8/Nato. We should all start thinking about that. Our union leaders on the safety committee should be screaming at downtown every day for more training, more cops, new and better equipment. Hold the dept responsible for our safety and working conditions. And let's all pray that after these stupid events we won't need dress blues and white gloves.

For example, I doubt the mayor of Chicago has directed the Superintendent of Police to have affairs with his subordinates. I doubt the mayor has insisted that the Superintendent conduct his private life in public. I doubt the mayor, a few years ago, thought ahead and suggested that this fool interfere with the police and get arrested and CONVICTED for that interference. I doubt the mayor thought it would be a wise move for his future superintendent to get plastered and go shoot out streetlights (remember, this is by Garry's own admission).

Asshole!!! One baggie arrests aren't worth shit! I got more gun arrests in a year than you got in 6years and I wasn't looking for anything. There were weeks when every day of the week was a gun day. There is no problem with that if you work the South side shitholes.

Ahhh foolish 6 year wonder, when you hit your 25 year mark and will retire soon, you do not want to keep running and gunning so that you have to deal with getting sued and losing everything you've worked for. Your not going to be 23 or 25 forever. You will have kids, your kids may have kids, and the things that become important to you change. I for one would rather watch my children grow up instead of working around people like you. But that's just me. Get some lawsuits under your belt. See how you feel. Get a few days off when it really was another coppers fault. Go on some 10-1's for someone who doesn't know what they are doing and get into an accident. You know what? Why does the city need mff? I'm sure the city could get by with the 015th district tact teams. Currently there are more than 80 officers assigned to them. That's right 80+, more tact officers than assigned to 1st watch, which has 65. And the commander wants more teams. Unbelievable.


I thought they had 3 10-man tact teams, a mission team and a robbery team, that's 50 officers max, where are the other 30+? Sure the commander wants all kinds of teams to be his bitches but don't make up bs numbers please.
