Cops Suing Cops
The union representing Chicago police officers has sued a group of attorneys who represented disgraced former police Cmdr. Jon Burge, alleging that the lawyers fraudulently billed the union for nearly $150,000 for legal services that went unperformed.
The Fraternal Order of Police’s lawsuit, filed in Cook County Circuit Court, also alleges that a former union official helped with the billing scheme.
The lawsuit accuses attorneys Marc Martin, Richard Beuke and William Gamboney of charging more than $200,000 to file Burge’s appeal of his 2010 perjury and obstruction of justice convictions in federal court.
We don't know how much of this is internal political struggles, paybacks after a nasty campaign or bruised egos. We're pretty sure that the former Third VP wasn't authorizing payments to attorneys on his own.
The other lawsuit involves Social Media sites:
A Chicago Police captain is suing a fellow officer for allegedly posting defamatory comments about him on Facebook, according to a lawsuit filed Thursday afternoon in Circuit Court of Cook County.
The allegations are outlined in a suit filed by Juan Morado, a 27-year Chicago Police Department veteran. He is seeking more than $50,000 in damages from Lance Handzel, who has been in the department since 1995.

The mess at the FOP is worse than you know. More coming. Several hudred thousand dollars mis appropriated. And no, it,s not about the election campaign or settling scores. It is about the membership being ripped off by certain attorneys with the collusion of a certain former VP. This is very sad, but it must be exposed and cleaned up.

A serious question... Isn't there something where you can get jammed up if you said something on a Facebook account that brought discredit to the Dept.?
As for the other issue, a capt. suing a p.o. because of derogatory remarks on Facebook sounds like 8th grade nonsense to me. Then again, I think Facebook is something that 14 yr old girls should do, but I am definitely in the minority on this one. I may be one of the few that doesn't have a Facebook account.
In my humble opinion, The criminal justice systeem is the disgrace, not Jon Burge. Burge was convicted of lying about a crime that was neverproven to have occurred.

It's kinda sad he has to live vicariously through Facebook when the real world is right out the door.

The Tribune seems to be quite miffed that Racoon Eyes will not provide any documents concerning the origination of the new Speed Camera Law. The Tribune wants to know just how this entire idea of placing speed cameras on over 60% of our streets got started. The Trib has filed numerous Freedom of Information request and have been stone walled by the Racoon's agents at City Hall. The Racoon insist that Supt. McSnoopey, and Island Boy school chief Brizzard, came to City Hall to appeal to the mayor about saving our kids because of maniac speeders near schools and parks. I find this really hard to believe because both of these hand jobs couldn't find City Hall without their armed drivers taking them there. Supt. McSnoopey even testified down in Springfield before this bill was passed stating that Chicago has one of the highest traffic fatality rates in the nation. Even higher that NYC. Pure Bullshit! The city's own five year study shows Chicago has a lower fatality rate than most large US cities. I guess that report got lost somewhere. An interesting fact is that attorney Michael Kaspar, the same lawyer who represented the Racoon when he was fighting residency to get on the mayoral ballot, is the lead attorney for Redflex the company that will get the contract to fuck us out of our money for years to come. I know this sounds a bit fishy but I am sure it is only a coincidence. There are thousands of emails, messages, and phone calls that were generated by city staffers and the Racoon will not realease any of them. Racoon Eyes even had the gaul to tell Tribune reporters that he runs this city and that we..Chicago voters and taxpayers, "DO NOT HAVE A SEAT AT THE TABLE", when it comes to making decisons that affects our lives. Huh? This comes from the greasy mouth of an arrogant self serving corrupt little prick. You can bet the Racoon is holding out on all that information being sought by the Tribune until July 1st after which Redflex will be fucking us out of millions of $$$ for years to come. This entire story is on page 11 of the Sunday Tribune.
Well, I know handzel and he is a pretty decent guy. I know that he cares for his neighborhood as everyone should. Yes, Lance can be outspoken sometimes but he is a good guy and a good police officer.. The family in question(not speaking of the captain himself) but the captains family was definatly a problem house. Trini Morado who is now serving 16 years in prison was arrested for drug charges and kidnapping. I believe he also has an open case for intimidating officer handzel. He was parked infront of lances house and spraypainted "you die cop" or something to that effect on his garage because lance arrested his son in the past. There have been numerous problems and community concerns about the capts families house. I dont know the captain so I cant speak to his character... but what I do know is that he sent a retired 008th district sgt to confront lance and "talk him out" of pursuing the criminal case against the captains nephew.. From what I heard it was more of a threat but thats not here or there. I think the entire thing is nonsense. Its another frivolous lawsuit and I hope the family doesn't get a cent.
the board approved only 60,000 fee which the law firm agreed upon as the flat fee amount to write appeal. The law firm then is paid by 2 people who cosigned the check authorizing the overpayment for services.(no names mentioned of who authorized payment after loosing election until fop says them first please) No trace of any records/invoice discussing an increased fee for service by law firm. No information brought in front of the board regarding increase in payment. This is only the tip of the iceberg as new lawyers are going back over what the FOP was paying to outside law firms and who they were paying. Also don't forget to mention needham's conflict of interest issues with defending cops while consulting on cases for peoples law to sue other cops. Much more to come out with outside law firms and much needed changes to be made. Basically no oversight until now.
remember opportunity was given to law firm to refund money without public mess and law firm refused. They also refused to provide detailed invoice of work completed to justify some of the increase at least. fop had no choice but to file suit. everyone would complain if fop did nothing.
The FOP situation appears confusing. Two signatures are needed on checks to authorize FOP expenditures. Bella should not have been able to take the action of paying the Burge lawyers $200,000 unilaterally. Donahue was the President. He must take ultimate responsibility for what transpired. Will Donahue and Bella be brought up on internal FOP charges? Will Donahue continue to serve as the Chicago FOP lobbyist at $75,000 a year? Many questions must be addressed! I do not envy the current FOP administration in the least considering is entering into contract negotiations. Rahm is licking his chops.

I worked for Capt. Morado in 014. I did not love, or hate him. He had his favorites, but every boss does. He was always a least honest. Signed a M/2.

Well said. Whatever the local feels the attorneys and former administration did wrong, is it such a good idea to file this lawsuit while Burge's appeal is pending? They have three years to sue.

Cops suing cops and in the end who pays cops...sounds like in fighting from the current fop to former fop members. Bella is trustworthy and reliable, lawyers on the other hand well we all know what we think of them. Drop this and prepare for G8 and contract negotiations!

I have blackhawks season tix. Have seen fop reps on the glass on more than one occasion. These are not cheap seats. Who pays for these? Ask your fop rep about the steak house christmas party. The members should ask to see a list of who was invited and how much it cost the membership. You will be blown away. This is your money being spent. Your dues allow for a few select members to live large. Ask for the accountability you're entitled to.
Bella's a good guy, but he didn't run the tightest ship over at the FOP and should own up to his mistake. The Burge case is a case the FOP should have never paid for in the first place. The prior regime paid hundreds of thousands of dollars to represent a lieutenant that made a mistake on his civil interrogatory (didn't plead the 5th) a couple decades after he retired. How the hell does that have anything to to with representing POLICE OFFICERS within PERFORMANCE OF THEIR DUTIES? And then to hire a couple of attorneys with personal ties to the members of previous FOP regime and with no federal criminal court experience...the whole deal was a sham from the beginning.
Regardless of personal allegiances, how anyone in membership can be comfortable with a payout of 200K for work that was quoted at 60K is beyond me.

People sell other coppers out for petty things just to try and kiss the tail of bosses and advance themselves. Iad people get a chuckle over sustaining cases that should have never been sustained. I read the alleged slanderous posts on the mayor's and reporters pages. LH said nothing that is not true. Everything he posted was documented in reports and also reviewed by the Cook County ASA in regards the the now convicted Morados. He will prevail but unfortunately have to go through a lot of crap. He should sue the good Captain. I am guessing a Captain of Police, who owns several houses and vehicles would have substantial assets.

So let me get this straight...
A law firm is told that they will only be paid up to $60k. They bill $200k and submit the bill. They get paid by fop for the full $200k.
This should be pretty easy. Fop should have a written contract that states the terms of the agreement.
But I'm guessing they don't. Because its been run so half ass at 1412, to include the current administration - that no one knows what end is up.

Story about Capt. morado's family is correct, a whole bunch of Bangers. Handzel made an arrest on one of his family and they tried to intimidate him, wrote gang shit on his garage, etc. The good Capt. then sent one of his peeps to try to talk Handzel out of case, by stratight up intimidation, threatening job reassignments ,etc. If you have Shit for family members it is your duty as the police, to distance yourself or straighten them out. I have 3 sons, all grown now and not one day of trouble, I guess I raised them right and put the fear of God in them, People do make mistakes, but not forever.
I also do not have a facebook account and I am under the age of 30. It is pretty unnecessary to have one when you can call someone or maybe actually talk to someone face to face like a human. I have no idea what was said but if the officer is that old he should know better. Everything gets blown out of proportion and now he has to deal with this petty shit. I would like to believe both parties can be adults and work it out somehow.

Jon Burge should win his appeal. It was obvious that the government was on a liberal vendetta and the trial judge bent over backward to prevent Burge from defending himself.
The Appealate Court should reverse the conviction and set him free and the FOP can then pat themselves on the back for paying for his defense.
Look up trini morado on Illinois department of corrections inmate search. 18 years for kidnapping. not worth losing ur job protecting shitty family members. Unless ur just as dirty as them.
The truth is a (and best) defense is a lawsuit of this type.

Are any of you aware that Morado's brother was stalking the cop's family and was ultimately sentenced to 18 years for a kidnapping. The stalking of the officer's family was presented at his sentencing hearing in aggravation.

Two Chicago cops charged with theft in FBI sting...The officers were arrested Sunday night. Watts, 48, an 18-year police veteran, and Mohammed, 47, a 14-year veteran, were both released on their own recognizance after appearing in federal court. Both are assigned to the Wentworth District tactical unit. Watts is also the financial secretary for the Chicago Police Sergeants’ union.

During my 21 plus years as a cop I had to lock up several family members/relatives of P.O.'s and Supervisors. While processing all but one of them I was called into the W/C'S office and asked, Do you know the person you arrested is relalted to so and so? My response was always the same, Does that PO/SGT know what a jagoff he is related to? Does he/she know the crime was captured on surveillance tape at a store or that they were involved in a P/I traffic crash and were so drunk teat they could not stand up? Did I forget to mention that they were in possession of a gun? Each time I told the W/C I had no choice and was not about to lose my job for their fucked up family member, relative or piece of ass. Each time I heard the W/C tell the PO or Sgt to pick better family members or friends and then hung up. I never heard a word from any of them in court. I alwasy give professional courtesy to those who deserve it, even regular citizens who may just have made a simple error in judgement. But never will I back down from anyone like the POS who is suing the blue shirt. Anyone ever sends some one to try to intimidate me better have their affairs in order.

How the hell does that have anything to to with representing POLICE OFFICERS within PERFORMANCE OF THEIR DUTIES? And then to hire a couple of attorneys with personal ties to the members of previous FOP regime and with no federal criminal court experience...the whole deal was a sham from the beginning.

Now I'm really curious what you are hiding? "Never dined at Tavern on Rush" I was there and I saw them, the entire board! They even said Hi to me! My wife and 18 district Rush Street detail guys can verify this because they were all talking. I can back my story with fact so who is really the lying asshole or who is hiding something? Defendants include Lance Handzel and four other 008th District coppers. They are being sued for unlawful arrest, etc. etc. of the minor Morado. The plaintiff's lawyer is none other than TOM NEEDHAM, former prosecutor, former Counsel to Daley, Counsel to Hillard, and FOP attorney. He has nine civil rights cases pending against police, three of them CHICAGO POLICE!! He wants punitives. WTF! Back stabbing asshole!
