Station Closings Made Simple

A pretty good explanation of how the new Rahm-math works:
  • Speaking of G-Mac speaking, saw him on the news talking about how by closing three police districts he was putting more police on the street. My simple question to G-Rahm is this: how?

    Let's make it simple. Districts A, B, C and D each have 20 officers, total of 80, and each district covers four square miles of land, sixteen square miles total between the four districts . To save money and add more police, according to Rahm and G-Rahm, districts will close. District A is closed by G-Rahm who says that District B, C and D will now absorb equal parts of District A. Still 16 Square miles to cover.

    Now G-Rahm says the 20 0fficers will be divided up to the three remaining Districts to add more police to the street. District B gets seven officers, C gets seven, D gets six. So, twenty officers are now added to the sixty officers already in the three districts covering 16 square miles. Total amount of officers covering the same 16 square miles: 80.

    How is this adding more police to the street? It's a con so the city can say "well District B used to have 20 policemen, now they have 27. We gave them more." Sounds great in a soundbite. Never mention that the 7 extra officers are just covering the same amount of land that they were previously. Smoke and mirrors from G-Rahm. Simple math, it's a beautiful thing.
And all that without hiring a single police officer.

Folks in those areas affected like having that district station so they feel they have somewhere to go to voice their concerns. The folks in power now could give two fucks less how anyone feels. I have to say, the first day in the new 019 3rd watch went pretty smooth. There were a few "23xx" transmissions on the radio, but that's to be expected. The lt. seemed nice and the former 023 people were friendly. It was strange hearing beats 1914 and/or 1935, or hearing 1951 responding to a call at Wilson/Broadway though. No Cubs traffic and it took me 30 mins to get there. I'm not looking forward to driving in that at all.

Every time the city reallocates manpower, it reminds of the old pizza joke.

A man is asked by his server in a pizza place if he wants the pizza cut into 6 pieces or 8.

And how is money saved? Belmont/Western is still open. Needs janitors, utilities and heating.

Even tho command spots were eliminated, no bosses unmade.

There are no more police on the street because the districts that closed still need to be patrolled. Making bigger beats may give the illusion that more are on the street, anyone with a grammar school diploma knows that this is bullshit. The area closures will be even worse. The dicks that are forced to drive to south or central area from the north side are going to revolt and do NOTHING! I'm not a detective, but I think that these guys and gals are getting fucked even worse than the patrol division. Rham and Garry are like John Reilly and Will Ferrell in Step Brothers when they walk into the interview and the 1st thing out of their mouth is,"We're here to fuck shit up!" Job well done you two idiots!

I saw McCarthy on a CTA train running a demonstration with three walnut shells looking for the pea. He dazzled the citizens on a train. When someone commented "This is nothing more than a shell game, don't you people believe it" they got thrown under the train.

The City hasn't hired in years, officers retire every month to the tune of 50-60 a month and the number of officers on the street continues to go up. Sure they do, I get it.

Soon we will have a unit like they had in WWII in the Russian Army. They will stand in back of us with rifles and shoot the first ones to retreat. Then they announce the glorious victory as our valiant officers continue to bring crime down/

Meanwhile the Medical Section is crowded with IOD's.

Same thing happened around 25 years ago when Pam Zekman reported that some beats across the city weren't being manned, not enough officers. The city eliminated beats and made the remainder larger. Then the city announced that all beats were manned. Same old shit.

Today in the "New" 019 two beat cars are down on days. Two beat cars not manned in the land of sky high real estate taxes. The citizens beef on the police for speeding to calls but Rahm and McCarthy get passes for lying to them.

New 019, three fewer beats and now down 2 additional beats. That is 5 beat cars down from last week. Welcome to Rahm Emanuel's version of newspeak, ala 1984. George Orwell was a prophet. Less is more. Watch out for cameras.

Illinois Adds 3,800 Jobs in January -- 122,900 Private Sector Jobs Added Since Recovery Began in Jan 2010

That fairy tale creates the feeling of growth, opportunity, and a brighter future for many.. Hey look ma, the economy is turned around they said the word 'recovery', and we're creating new jobs!!!

Yipee the Illinois budget is on the road to recover too!! HA,,yeah right.

We hear the word Jobs and it makes us think of the 40 hour a week kind, the living wage get off the dole kind.

We hear "new jobs" and think it's "additional jobs" to the old jobs -- that total employment is going up and it's not just a churning of the workforce to lower wages and benefits.

We assume too much and the leaders play on those assumptions.

Problem is this...

One would expect that these new jobs are paying individual income taxes right? So why isn't the money showing up in the State revenue collection?

Ladies and gentlemen I give you the Illinois monthly revenue report for Jan 2012

Let's take a peek.

There is a table in that report that is very telling.

I ask how well are we doing compared to previous years and the so-called good ol' days of three years ago.

On the last page, page number 5 there is a nice table that summarizes Illinois tax revenue collections.

Oh my look at that!

When we compare the FY 2011 YTD to the FY 2012 YTD numbers we see a whopping 64.9% increase in the individual income tax revenue collected. Success right? Woo-hoo...WRONG!!

Heh..you know what the problem is?

We should of shown a 66% increase if all things remain equal because Illinois raised the individual income tax by 66% last year.

All those so-called new jobs and not a dime increase in income tax revenue if you back out the tax rate increase.

Now think about that!

Back out that individual income tax increase that took us from paying 3% to 5% in 2011 and there was no increase in tax revenue AT ALL.

That's astonishing. Not only did the so-called new jobs, the 122,900 new jobs created since Jan 2010 raise the States tax revenue but when you think about it I guess no-one in the entire state received any raises either -- as that would show an increase in State income tax being collected and it's just not there.

Makes you wonder about all those so-called new jobs and what they are paying. Makes you wonder if the new jobs are only positions created from the old jobs that once paid a living wage.

The farther back you go the worse it looks. Illinois in FY 2008 collected $11,187 million in individual income tax. In 2011 after a 66% increase in tax rates we pulled in a mere $12,301 million ( roughly about a 10% increase) and the projected estimates for 2012 is not that much better.

A police state may not seem so bad at first blush especially if you're the police. However what makes you so sure that after the summits, and after the political/corporate elite are done using you that you will not be standing on the other side of the skirmish line as they tell you how the cutbacks are necessary in order to save.

The real Greek-like austerity programs will kick in right AFTER the elections and Washington knows what is coming imo.

Was the old 019 building closed? NO. The lockup in the old 019 is still open aqnd they need a crew to man the desk. yest in the new 019 (023) building they have a new lockup that is not used. Why? Where is the gain in officers for the street? Wake up son and smell the coffee.

the closing of a police station is like the closing of a good tavern--- both are anchors of the community where everyone knows each other by first name and people go to solve problems--- their closing leaves the surrounding community with an empty feeling--- people like to see officers driving by parks, schools, and their block--- a backlash from the community should be expected as response times will increase and the police will be more spread out and less visible....

How is CPD saving money at all? In the new 019 (023) on Addison the state of the art lock-up is closed. The lockup at Belmont & Western is still open, and run by a crew assigned to the new 019. In essance, 019 now has 2 desk crews and a sergeant has to at Belmont & Western to handle bonds, beefs, etc that require a supervisor. As the brand new lockup on Addison sits closed, wagons make the transfer of prisoners to Belmont & Western, many times making pickups from street arrests within a block or two of the old 019. I would love to see a forensic audit detailing how these closings and consolidations are saving us taxpayers 11-12 million.

Ahem...

Looks like someone needs to check the retirement list from the last year or so. Mark my words, even with the "inside officers on the street", recent retirement incentives have GUARANTEED that there are FAR FEWER officers on the street than just 6 months ago!

This is also why the Department is having trouble finalizing their plans for the upcoming riots... They have NO IDEA how many coppers will retire in March, April and May, right BEFORE G8/NATO.

Imagine if they had actually thought this thing through before deciding do all this stuff. I KNOW the officers that work through the G8/NATO summits will not back down and do their jobs to the best of their abilities. I just hope we don't end up with any casualties.

Nothing will raise the status of one of these left wing anarchists quicker than being a martyr.

Old 019, old 023, welcome to the new family that will be new 019. We copper will always find a way to make things work out for us in the streets, away from the glass tower.

I am really amazed at the size of this new District (it should be called Super District). Seems like we are taking adviced from the "Big Box Super Stores" (Wal-Mart, Costco, Home Depot)...Sad reality is that we are not in the business of selling anything!

Officers, be very careful while trying to respond to your calls from one end of the District to the other...REMEMBER, if YOU don't get there safe, we don't have any back up and you might be injured. God help us when all the summer events start bringing traffic and pedestrians to the area...it's going to be a major cluster....!

So [the old] 019 and 023 each had 9 beats. Total of 18. Now, in the exact same piece of land there are only 15 beats. That means - ready - LESS POLICE ON PATROL AFTER THE CONSOLIDATION! This after McCarthy and Rahm said there'd be no reduction of police protection.

Have you been in the the office or seen the front desk people lately? They ain't going on the street. And if they did they would be more trouble than they are worth. Someone will find inside jobs for most if not all of them somewhere else.

Has anyone else noticed that of the "1000" officers Rhambo put on the street about 150-200 were actually put out of 35th street, have also slowly trickled back to 35th. Shell games all along. I want my free puppy, but I hate the taste of kool ade.

Let's look at the district fat.

Three watches of four "cops" who work the desk. With days off this requires 16 POs.

Two officers in lockup for three watches including days off requires 8 POs.

Three watch secretaries and two tact secretaries. 5 POs.

One commander, three watch commanders, one tact lieutenant, and three desk sergeants. 8 supervisors.

At LEAST 8 POs who do the commander's bidding in the district office.

Not to mention that the one missing district desk will leave one less location for the do nothings to hang out.

All in all, the department can easily man a complete sector with the district house mice.

Closing each district will put the 3 desk officers back on the street along with a few other inside-do-nothing officers. Technically, yes there will be more officers on the street. Understand that these aren't working officers, but then again, how many officers that are currently on the street actually "work"?

My question is how does this save the city $10 million dollars like the mayor and McNutty says? Even if they close the districts and turn off the lights, where do they come up with these bullshit numbers? The saddest part is people believe them.

Just remember everytime you blow off a paper job or drive past a handwaver you are killing crime and giving the city ammo to close more station. because they will claim they are low crime areas. Give everyone a report. Give them two if they want it. Its even easier on the computers now. And you are held down on it anyway. The only way people will realize that its not possible to do more with less is when crime goes through the roof. And by generating a case report for every crime committed will show people the truth.

This cost savings measure hasn't half the equivalent of slicing turkey bologna thinner, one slice of day old bread and while they're at it, remove the 40 watt bulb from the fridge. That's how you save money.
Or just send the lock ups half the food the Public Schools throws out each day.

My idea of dressing up mannequins as cops and making all beat cars 2 man cars seems to be looking better every day. No one will notice the difference. No pay...No benefits...No bitching about anything...and best of all NO COMPLAINTS about the dummys behavior. Want to keep 5 man Fire Dept rigs...Put two dummys on the truck.

Anyone who needed this "made simple" example is an even bigger moron. I'm hoping this was directed at the civilian viewers and not cops.

So what is all this going to do for the good citizens? Most likely cut response times down for the busier areas of these new districts (90% which are total b.s. jobs) while pulling police presence away from the "safer" areas. I hope the sgt.s, S/Ss, X/Os and C/Os do the right thing and stress the importance if beat integrity.

Remember, OEMC's priority is to dole out jobs as fast as possible to avoid a RAP. Dispatchers will attempt to pull cars away to answer meaningless jobs off their beat if they go unchecked by supervisors. Remember, they are not our bosses. Our friends and sometimes lifelines, but not our bosses.

Jesus, I don't remember what the hell I was talking about. Beat integrity? Hell with it.

They are talking about adding the cops that wern't on the street. The three guys on the desk each watch and the three admin people. That's 12 extra cops per district, 36 extra guys for the while City. Whew, I feel much safer now, knowing there is one extra guys per watch who has my back. I hope the citizens feel as safe as I do now. Adding cops to the streets my balls!! Spin wool into gold, spin wool into gold---- Damnit it worked in the fairytale. Spin harder....spin faster.

002 more than doubled in acreage. But only three beats were added. Stacked with people for time being but give that a few years. Department is just doubling sizes of beats. Bigger beats, less cops needed. But Chicago didn't shrink.

Yeah, 002 is fucking HUGE now. That's all they're doing is having less cops cover more area. In the end the citizens are the ones that are going to suffer because we can only be in one place at a time.

Exactly. What does this net the citizens? An 'extra' maybe 20 officers on the street? And, since it has caused DOZENS of retirements, how did it put more boots on the street?

Then, with local, 'neighborhood', stations gone, people have to drive or take public transit much farther, lose that CAPsy feeling we've thrown so much time and energy at,and lose the availability of the facility for other community purposes.

And, what about the children!
