Rahm's "Reforms"

  • Drawing a huge union outcry, Mayor Rahm Emanuel Tuesday proposed freezing pension increases for retirees, raising the retirement age and hiking employees’ retirement contributions. a move that he said would keep the city’s underfunded pension systems solvent and avert a property-tax hike of as much as 150 percent.

    “The moment of truth has arrived,” Emanuel told the Illinois House as he outlined the bitter pill that union leaders have long anticipated.

    Making his first trip to the statehouse as mayor, Emanuel made his own pitch for pension reform, lending a powerful voice to pension scale-backs sought at the state level by Gov. Pat Quinn and top lawmakers before the General Assembly is set to end its spring session by month’s end.

    But the mayor’s push threatened to set back his tenuous relationship with labor unions, whose leaders criticized him Tuesday for breaking his word by failing to brief them about his plan ahead of time and engaging in scare tactics meant to alarm city workers and taxpayers.

As noted, Rahm backdoored the unions by shutting them out of the entire process. He also engages in bullshit scare tactics by threatening to raise property taxes when nothing is stopping him from using "red light camera" fines or proceeds from the sale of Midway to shore up obligations - contractual obligations he and the City Council refuse to meet despite signed agreements.

There's going to be a lot of screaming this summer.

The only intelligent thing he said was that employees contributions need to go up. With people living longer, and maxing out for pension benefits earlier it was bound to happen. Especially considering it hasnt increased in over thirty years.

if you want to start balancing your budget you go after all the leeches who don't work and get everything for free--- 30 percent of the population of illinois is on medicare--- entitlements are killing chicago and illinois--- instead of going after all of your city and state employees who get up and go to work everyday you need to start taking away all the freebies for all these slugs who never work and have no intention to ever work--- I haven't heard rahmbo or potato head talking about reducing welfare benefits...

We have become the 9%'er's. We gave 9% to that pension because we trusted this city and trusted it would be part of our retirement plan. Now we are close to having a Mayor take this retirement plan and drastically change it. And we as the Chicago Police are treated like this? There never is any justice for our members, in any way, shape, or form. We get an obligatory "atta-boy" every once in a while, when things go bad and we step up to the plate and deliver, as usual. But all in all, the citizenry and politicians hate us. We will be going up to the plate in a week or so for these citizens and politicians. again. B As usual. We are the 9 percenters!

McCarthy tells WGN that depending on where a person is arrested, they will be sent to the nearest police district for processing. He also said the old Western and Belmont station, Area 3 police headquarters, would be the likely detention center for mass arrests.

He went on to say that the Chicago police department can handle 5,000 arrests in the system.

I've said it before and I'll say it again this prick has no intention of shoring up our pension funds. He mentions past politicians not honoring their end of the bargain as part of the problem yet he's taking that to the nth degree!
Now he's throwing in the old stand by "for the children"

Dear union members Illinois is the red-est state in the country and Chicago is the base of the democrats in control and this is how they treat unions. This whole system is about to collapse under the weight of the boomers. 10,000 people entering the workforce everyday was expansion. What we are experiencing now is contraction.
Imagine everyday 10,000 people pull out of the stock market, put their house up for sale and stop paying income tax & contibuting to pension systems.
The trend will be workers paying more and retirees getting less.

If they put a a ten year "pause" on cost of living for cops and fireman and teachers then it must be linked to a clause that it will only occur if there is a ten year "pause" in cost of living increases to social security. Same for increases to retirement age and employee contributions. Link it to social security.

The retirement age for police and fire used to be 57. It was raised in the early 80', incrementally. The retirement age has to go up in order to save the fund, just as contributions have to be raised. There is no cola for police and fire, but a flat amount set at 3% of your first year retirement. The alderman and mayor have a real cola that is compounded. The naysayers about the mayors plan have every right to be angry at the political class who caused this crisis. But something has to be done and they cannot and will not raise taxes high enough to save the funds and there is no state law that says they have to. Each pension fund stands alone and the funds can go bankrupt and will be able to pay out only what they take in. That means each retireee will only get a portion of what they should get and that could be under 50%. If you don't like this plan then come up with one of your own and make it realistic. And, yes, there should be no gold braid pensions and only one pension per person lifetime.

When you were down in Springfield did you request pension reform for the mayor and aldermen? Lets stop the free lunches and breakfasts at schools. Lets stop putting new flowers in all the planters 3 times a year. In fact, what was spent on planters while the City underfunded pensions. LETS REDUCE THE NUMBER OF ALDERMEN TO 22...ONE PER POLICE DISTRICT. Lets take a "TIF FUND" holiday similar to what the state did with pension contributions and divert TIF funds to underfunded pensions...... RHAM will not even try to come up with alternate solutions. He will keep beating the same drum until he gets exactly what he wants.

Yes there is. Just as there were laws requiring that the city and state put in their contributions over the last 20 years. Laws that were tweaked and changed by lawmakers every time they wanted to not make the required contributions. Laws changed by the same politicians (Madigan and his ilk) who now say that the burden should be borne by the retirees. And all of this in an election year where pols can tell a constituency pissed off by a bad economy that "we are fixing the pensions" conveniently leaving out the fact that they (the state legislature and city council) rubber stamped changes to state and local law which allowed them not to make, or delay making payments required by law. All the while voting salary and pension increases for themselves and their connected cronies.

Can someone ask a politician to tell the populace where the money went that was supposed to go toward the pensions? I mean dollar by dollar. Don't accept an answer like "we used it to improve services or infrastructure". Tell us where every cent went. Then maybe Joe the voter will understand that this mess was not caused by the retirees whom politicians are so quick to demonize.

One last point: I am a police retiree. I had earned my social security benefits before I came on the job at the age of 33. They want to take the COLA away for ten years to help square the books? Ok Rahm how about this: go to DC and appear before the US senate finance chair and tell them how unfair it is that I got screwed out of my EARNED social security benefits. Get me my full payout, not the 20% that Rosty ensured for me. If you and your fellow pols are so interested in being fair to the taxpayers, help me out. After all, I'm a taxpayer too!

And yes the revenue can come from many sources other than raising property taxes. Clearly Rahm is foolishly thinking he can fool Chicago tax payers, get real Rahm, cuts from excessive and endless welfare programs are long overdue. Where is the federal investigation into Daley/Madigan crews. Scratch the surface the evil truths will come tumbling out....follow the contracts to vendors/follow the money...you can't miss. Anyway you look at it, the pension system is screwed. So blame the right people, get them out of office, both government and union, and reform the system. They can raise taxes and put in as many speed cameras as they want, but that won't change a thing if the system is left as is.
First thing, send these union leaders who played the system to get pensions they didn't pay in to, send them to jail.
Next, limit the pensions of these crony political hacks, including the alderman and their secretaries. From Beavers to Oshea, they've gamed the system and quietly passed legislation giving themselves undeserved, multiple pensions.
Finally, keep your pensions separated out from being combined and run by government agencies who steal them. Hire independent, retirement advisers to administrate the pensions you pay in to.
You need to come to terms with raising the retirement age, or at least the age at which you can begin to collect your pension. Negotiate realistic pension payouts, not pie in the sky returns. Hold your union reps and elected government official responsible! Stop lining up to re-elect the same joker time after time, and then his son, daughter, and nephew.
Take a hard look at what is happening in Greece and the rest of Europe, because its going to happen here, state by fiscally irresponsible state. You can't spend what you don't have after the credit limit is reached. You can't print more $$$ without destroying purchasing power. You can't expect anyone to keep working or running businesses if the taxman keeps taking a bigger chunk to pay someone else s bills.
We are at the end of the line. Fix it now, take the pain and get over the hump, or be prepared to be destitute.

I know that we have a "No Strike" clause in our contract and we, as police, won't strike because of it BUT if the leaders of this city do not honor thier obligations and disregard their responsibilities then why do we have to?

But then again, you can't get three guy's to decide where to go to lunch so I doubt if a strike would be organized.

After more than 40 years, on the JOB I have finally picked a date to retire, I turn 63 in Jan. My last day at the 010th District will be 1 June 2012 the same place I started. I like all other Officers have PAID into the Pension system, we had no choice the City of Chicago took it out before we got our check. What the news papers, reporters and even the Editorial pages have not reported is that the city has NOT paid their part into the Pension fund. This and the fact that the Pension Fund made some bad investments with Venecko and other connected people is the real reason the Chicago Police Pension Fund is underfunded. The Teachers, firefighters and other City workers are in the same boat. I am tired of the the elected officals telling the public how it is our fault that the Pensions fund are short. They are short because both Daley's didn't pay into the City's Pension funds like the city was required to do. I went to Springfield the last time with FOP and am willing to go again. Yes, I am still a member of FOP I am a strong Union supporter. I can remember when Police didn't have unions under Daley #1. Don't let the city scare everyone about the Pension problem. It's not because we didn't pay into it, it's because the city didn't pay thier part. When you get the chance to tell someone about the real reason the Pensions Funds are short tell them the truth. Oh, and I forgot some of the reasons we are so short in the city Pension funds is because elected Officials keep changing the way they get thiers. Daley and city Council. Freezing the COLA for ten years? You mean get rid of it. Most of us only get our city pension check and 40% of our SS. That thanks to Danny Rostenkowski. The 3% COLA at least gives us a little help trying to keep us with rising expenses. Lets find out if the politicians will also lose their COLA just like us. Fucking low life bastards have already got this deal done and just waiting for the vote. Imagine what this little prick has lined up for the police contract.

Blue flu just before summit would cripple the event. Stomach flu very hard to judge how long that lasts. It will guarantee you don't get sued because of this, or something your forced to do.
I would have never suggested this in the past, but in my 26 years I have never seen the guys moral this low. They cant fire you for being sick, and no punitive damages can be awarded against a policemen that was not there in the first place.

Did you notice how he uses the example of a 1995 retiree having a pension of 60k now having a pension of 100k because of COLA? Who had a 60k pension of 60k in 95? In the Springfield hearing, TD 9.5 said "a person having retired in 1995 with a 60K pension would now be making over 100K because of the COLA increases, which is more than they were receiving when they were an active employee."

(a) A 75% pension of 60K in 1995 would have been based on an 80K yearly salary as averaged over the best 4 years of the last 10 years of employment. Imagine this employee's best 4 years were 1992-1995. An 80K average yearly salary in 1992-1995 was big, big money, probably Commander's pay or better. A police officer would have been making half of 80K in 1995.

TD 9.5 used the "worst" case scenario of a highly-paid employee instead of using a police officer's pension as an example. He did so to further create the picture of greedy public employees in the minds of the taxpayers.

(b) Also, to get the 100K figure, TD 9.5 figured the COLA increases on 80K, which is incorrect. The COLA should have been figured on the 60K sum.

If the COLA was figured on 80K, the 1995 retiree would currently be receiving 100.8K, but in reality, that employee would be receiving 88.5K with the COLA based on 60K, which is still a very nice pension, but it is not over 100K as Rahm said.

(c) TD 9.5 failed to say that a police officer who retired in 1995 with a 30K pension, would now be receiving 45K a year. Still not bad, but it pales in comparison to the retired big shot that is receiving 88.5K or the pension shanks is receiving.

(d) TD 9.5 and City Treasurer Neely are singing the same, carefully-strategized song lyrics on the pension mess.

On Tuesday-08 May 2012, TD 9.5 in Springfield and City Treasurer Neely on Channel 11-Chicago Tonight, both said the employees are not to blame, but TD 9.5 is still trying to make us the bad guys when he announces pension sums with COLA increases based on active-duty salaries and when he cite examples of pensioneers making more in retirement than they did while being employed.

TD 9.5 absolves us and makes us the bad guys in one breath. TD 9.5 is a slippery devil.

Considering the real unemployment (15-20%, maybe more), all S&S could be replaced in 24 hrs. (Like the Firefighter were.) The teachers might take a little longer to meet minimal State requirements.

Safety first. Obey ALL the laws, rules, and Orders. Respond safely to all assignments, do not risk a traffic accident. If someone runs, follow but use caution, your safety is more important. Do a street stop only if all requirements for the Contact Card are met (impossible). Do not see any movers or parkers.

Make them fear life without us.

The Progressives designed the Pension programs as a retirement system that would be much better then Social Security, another of their socialist programs for the masses. These retirement programs were used to get the masses happy and content, to continue to vote for Democrats, but these systems were always unrealistic and unattainable on a large scale. The one thing that they could count on was the mortality rate keeping people from being on these programs for any extended time. As long as retirees didn't live very long lives both systems worked fine.

The American health system which has been vilified so much by Progressives and their MSM lackeys, would become the envy of the world. It has been able to cure many diseases and illnesses increasing American lifespans. Yet with all these wonderful medicines and cures, the one thing that was unforeseen by the Left was that this would begin to deteriorate their vote gathering systems, Social Security and Pensions. Their solution was creation of the new ObamaCare medical system which was rammed down our throats, by the Democrats-only vote. It was not designed to help every American's health but to destroy it. In the end, our mortality rate will begin to increase again.

Economically, no society can continue to pay a workforce that doesn't produce. The Democrats have only hastened the Pension Funds destruction quicker by using it as their elites private slush funds. The political class voted for themselves to get payments that not only adjust to cost of living payments like the rest of us but get compound payments that will literally pay these individuals far more then they ever made at their jobs. The MSM has been publishing stories that wrongly tie these unrealistic pension payments to the regular workforce who never receive such payments but a fraction of what they made, to shift the public's focus of the political classes' criminal activities.

It is unsustainable when we butcher 95 million unborn American babies since the Progressives passed Roe Vs. Wade, which would normally have entered the workforce. We have undefended borders which has created a new American phenomena, the underclass illegal workers. The Unions have forced companies to pay inflated pay rates that has crippled most of American industries. These Utopian ideals conflict with the real world.

The Democrats have been kicking the can down the road for a very long time now. We've reached the end of the road. The Progressives don't really care what happens to you, just that they maintain their power and control over your lives. You will not be able to solve this problem until you throw off this yoke that they have placed upon you and your families neck. We have to move beyond the 'Hope and Change' chant and start taking the bull by the horn and taking control of a government that was intended to serve us but has become our rulers. The big question is what are we going to do now?

If you have a workforce of 100 people and 50 of them are unemployed your unemployment rate is 50% right??

Then if 25 of those unemployed peoples unemployment runs out and they file for disability because they can not find a job two things happen to the unemployment numbers.

First the 25 on disability are removed from the measured workforce as they are no longer seeking jobs. This makes a workforce of 75 people.

Second the 25 on disability are no longer counted as unemployed. So you have only 25 people unemployed.

That said you now have a workforce of 75 people with 25 unemployed.

Congratulations!!

You just reduced the unemployment rate from 50% down to 33$ and not one single additional person is working, paying taxes helping to grow GDP.

Furthermore, if these are able bodied people they are placing an additional burden on the already overburdened social security and pension systems which "will go bust much sooner that previous thought" as the media will tell it.

Well brothers and sisters rahm has just shot across our bow. He is willing to take this bold step because he knows must of us our complacent. We continue to bitch and complain yet fail to take action. Why should he care what we have to say? There are 15,000 or so of us and maybe a third vote. We have a handful of union reps that fight for our pension at time when it’s under its greatest threat. We can no longer stand by and let what we have worked for and what we were promised when we start this job be taken from us. It’s time the membership as whole attacks back. If you’re not registered go and do so. If you haven’t been voting it’s time to start. You’re given two weeks to go at your leisure. If you don’t like the candidates then give them a blank ballot. Show that what they are offering isn’t good enough but you’re willing to vote. If enough people hand in a blank ballot someone while take note and look to find out why. Last we need to seek out candidates that are willing to fight for our pension and fight to get them elected. If we want to save our pension we’re going to have to work for it. That means getting petition signed for to get those individuals we want on the ballot. It includes walking door to door for them passing out their information and convincing others to vote for them. On Election Day we need to stand at the polls and hand out their palm cards. This is what other unions and interest groups do yet we don’t. We either fight for what is ours or we will have no one else to blame but ourselves when they take it!

Penalize the Politicians.

Remove Multiple/Double Dipping Pensions for Elected officials and any non-elected City Employee with the Rank/Title of Sgt/Manager or Higher.

Remove the ability for any Person with 1 20 year or more Vested Municipal Pension to qualify for a second one after they retire if they start a new city position. Require them to pay into OASDI (Social Security) and invest in a 401k or IRA to 'pad' their Municipal Pension.

Require by Ordinance that 25% of all monies generated from every City Sticker Violation/Red Light/Speed Camera Ticket goes toward shoring up and supporting all City Municipal Pension funds.

Get the Pensions OUT of the Stock Market and into a Fund that is more conservative and can weather any Country wide Economic Crisis.

Years ago FOP agreed to make retirees pay a very small monthly amount for their health insurance, instead of getting it free. FOP assured us that we need to help out the city, just a little. That small amount has now increased hugely; I now pay $715 a month for my wife and I for Blue Cross. Now the politicians in the City and FOP will agree to give up the 3% COLA, which means alot to the retirees. The official government inflation stats do not include energy (gasoline, heat, electric), food, healthcare or drug costs in the figure. They gauge inflation on such things as the price of TV's & refrigerators, check it out!I guarantee you that energy, food drugs and healthcare costs exceed 3% inflation per year. So now they are going to steal the COLA, while FOP, winks, nods and shrugs their shoulders. That will be the first step. Just like retirees health insurance costs went from a few dollars to multi-hundreds per month.; taking the COLA away will only be the first step. Are you aware that the Police Pension fund only made 1%, that's right, one percent on investments in 2011. The clowns on the pension fund should all go to jail. Getting only 1% in 2011, means only one thing, there is alot of stealing going on. No respectable billionaire would tolerate only a 1% return on his money. The 4 billion $ pension fund pays approx. 10 Million A YEAR in fees, of our money, to clowns who manage our money to only generate a 1% return on our fund. And do you think Underwood pays taxes on the FOP money he forgot to mention to the reporter.
We know Shields couldn't hook the reporter up with his dad, but John Dineen probably has a smaller pension, after a full police adn unions careers than Underwood.

The action unfolded as House Speaker Michael Madigan, D-Chicago, and Minority Leader Tom Cross, R-Oswego, implored colleagues to make the legislation part of a major effort to rein in billions of dollars in health-care for the poor, public employee pensions and the state’s budget overall.

“The prescription on the table is huge,” Madigan said. “This is one small part of it. …If we can’t do this, what in the world are we going to be able to do?”

Under the legislation, retired state workers, judges, lawmakers and university employees would have premiums for their group health insurance program set each year by the Quinn administration. The bill went to the Senate on a 74-43 vote.

Madigan said the decisions in the coming weeks to are “not for the faint of heart,” but must be tackled to improve the state’s financial health.

The only way out of this without raising taxes or cutting costs is to grow jobs and the workforce with living wage jobs so that more people are paying taxes and contributing -- something that the chosen ones have been unwilling or unable to do.

Not only do you have 10,000 boomers a day retiring but the college kids are getting raped with six figure student loan debts that are equiv. to a 30 year mortgage when you think about it. What are they going to be buying for the next 30 years? Money being spent on loan interest isn't going to grow and create anything, it only benefits the bankers.

This entire scam from the home mortgage crisis to the credit default swap investment scams to the robo singed foreclosures, to the credit card fees, to the student loans are all for the bankers benefit.

We have a cumulative one trillion dollars now outstanding on student loans and do you think that these students are going to be funding pensions and social security for us or even themselves with their bullshit jobs this nation has created?

He did the right thing and put a halt on runaway costs in Wisconsin that the unions wanted to see sustained. This has to happen everywhere. And it's going to happen. (We are NOT going to become another Greece)

We cannot sustain six-figure pensions that are more than many lotto jackpot payouts.

So wake up and smell the Starbucks. Pension and benefits are going to be cut.

If you don't like it, find another job. Talk to your neighbors and see how well-off they are in the private sector. Many do not have any pension.

You'll appreciate your money and benefits a LOT more.

Complaining about a 2% raise? Work at a place where there has been NO raises in 2-3 years. Work at a place where they laid you off and now you are working for 50-70% of what you made before. Work at a place where they say you have to take a 20% cut in order to stay on the job. That's the reality out there in the job market.

I am really surprised that Rahm (Democrat) is coming on harder than Walker did and not one big protest from any combined unions. Why?

Only if he was a Republican would people jump out and protest but because he is a Democrat it's hands-off.

And I know some of you will curse this post and say you are entitled to every penny you get blah,blah,,blah,, but you are probably the same ones who aren't even registered to vote.

Losing the 3% COLA doesn't sound so bad on the surface. Please look at these numbers, we will be taking a massive loss. If you retire at $70,000 per year, your COLA raise is 2,100 per year. If you don't get that for 10 years the cost to the retiree is huge. Year 1 - 2,100 raise x 10 years = $21,000. Year 2: 2,100 x 9 years = 18,900, Year 3: 2,100 x 8 years = $16,800, and so on. Total loss for 10 years is $115,500. Your salary after 10 years is $70,000 instead of $91,000. Your loss every year from year 11 of retirement until death is $21,000. If you live another 10 years, which is not inconceivable, you would lose $210,000. Total loss per retiree who lives 20 years after retirement: $325,500. This is absolutely astounding. Any way you run these numbers it comes out the same. We need to fight this with all of our energy. This guy will do everything under his power to hose us good. 31 and done.

Strike vote Pending with Union for Traffic Aides/Detention Aides/Crossing Guards/Parking Enforcement Aides.

If the City refuses to shore up its obligations regarding all municipal pension funds, since it is a contract violation; every city union needs to motion for a Strike Vote pending the expiration of their contract.

If the PEA's union votes FOR a strike, that will seriously hurt the city in Revenue. Especially since PEA's write on average 6000 tickets a Day (at about an average of 50.00 a ticket).

I'd suggest the CPD stop doing Street Cleaning and Rush Hour and (in 018 and 001 and 010) Meter tickets. Revenue is engaging in a 'slow down' on 'productivity' already.

This is absolutely true, it is the only answer to the whole mess. The pension has been enhanced numerous times, without a commensurate increase in contributions. The problem is that if employee contributions go up, the city contributions must also go up. I suspect that the Mayor would drag his feet on that.

Nine percent of a $20,000/yr salary (which is what I started at) is $1,800. And, nine percent of an $80,00/yr salary is $18,000.

The percentage should not have to change, except for wasteful overpayments or extraordinarily bad investments/returns. The problem is the CITY illegally refusing to make their required contribution for many years.

House lawmakers moved today to reduce the $800 million annual cost of insurance for retired state workers by making them pay more for health care that some now get for little or nothing.

Under the legislation, retired state workers, judges, lawmakers and university employees would have premiums for their group health insurance program set each year by the Quinn administration. The bill went to the Senate on a 74-43 vote.

Madigan said the decisions in the coming weeks to are “not for the faint of heart,” but must be tackled to improve the state’s financial health.

We do not get freehealthy insurance unless you are part of the 55 group when you retire nor do we get COLA unless u were born before 1955. I hope that If they decide to implement no insurance and no COLA that the Aldermen of this city have their agreed ANNUAL COLA stopped as well as their ANNUAL voted increase to their part time salaries. If they are going to do it, they better do it across the board. They make a higher percentage of their pension in a shorter amount of time plus guaranteed insurance and raises...all for a part time job where their live is never in danger. Seems unfair.

While they are reforming things, why not reform the poor financial managers in charge of the pension? How can you get such low returns on billions of dollars when even small investers are making money in the market. I just do not get it. So we pay even more money to the fund, that is just more money for these financial dropouts to unwisely invest or steal. Then what? Because they failed to invest/protect our money, then we pay more and more to cover up politicians, fund managers inadequacies. Why not reform these things too? These things are not small potatoes but translate into hundreds of millions of dollars.

I'm glad I moved out of Illinois over forty years ago. I loved the state (except for shitcago) but it was losing its place as a place to live even then.
