Someone actually argued it's a "peace" sign, even though it's two fingers and three and it's sideways. We're still wondering if there's an undiagnosed crippling arthritis epidemic ravaging the west side.
McPlymouthRock insists it's an "Insane Mafia Pilgrim" sign. Someone get the tranquilizers and Thorazine.

Off Topic: I am not a Police Officer but will you Officers please apprehend that individual that struck and killed the 5 year-old little girl in the 1500 block of Millard last night.
He struck the child, got out of his car, looked, and then drove off. The child was dead at the scene. And as usual, bystanders don't remember a thing. I realize you guys don't have much to go but please do it for the baby, she deserved better.

Slightly OT...got a call in the Area last night from a mom whose 16 year old daughter was beaten up by another 16 year girl. Said her daughter was afraid and they needed police assigned to protect her. Said she was a violence interupter with Ceasefire the cops needed to be stationed at her house. Apparently I'm not quite understanding how this Ceasefire stuff works...

Sigh .... It's NOT a gang sign! It's a peace sign called "chunk a deuce ". It's a used as a greeting or when leaving " peace out". White kids and young adults and even older adults use it. If it is a gang sign then there are a bunch of us on the Chicago police department because I USE IT and countless other cops do too. Word of advice not every black kid is out here bangin!
I have also noticed an incredible bout of jock rash amongst our urban youth, all of these young men walk like bow-legged cowboys. Is Gold Bond powder not "Gangsta" enough?

All I can say is at 7 blame the animal parents and older siblings as well as the other animals in the hood who dont care that a 7 year old is present when they use vulgar language or shoot at each other etc.... I've very recently had drug dealer in my small 3-flat apartment building. the walls are pretty thin here, and they've gotten very loud when they're high discussing the drugs they use and how much they love them.
Repeatedly, I've heard dealer, and his college student cocaine-using crowd that he parties with, using the terms "A-bombs" and "smoking bombers".
For example, whether they were going to have enough A-bombs and cocaine for their party. Also, how much they've enjoyed themselves "smoking bombers", "doing bombers", "we had bombers!".
I also walk past a certain restaurant almost daily to go to my grocery store. Twice, as I've walked past, I've overheard college kids at outdoor seating talking excitedly about having smoked "bombers" recently or the night before.
It seemed too much of a coincidence to hear that term more than once while I walked past and I was thinking maybe the person dropping the term, as if they were sort of trying to impress their friends, might really have been testing the waters to drum up new business?
I looked this/these terms up on internet.
It says an A-Bomb is a marijuana cigarette laced with heroin and/or cocaine. Is this correct?
The young people here seem very excited about it, and this isn't the ghetto- this is wealthy part of city.
If so, heroin and cocaine drug-use via pot use will still only be ticketed in Chicago? This seems completely insane.
Shouldn't heroin and cocaine users be jailed, charged and investigated properly regarding where they get their supply? I personally believe pot users should as well but concede we have a lunatic for a mayor with ties to dope-smoking pres who wasn't even born in the U.S. so...
Also, how would you guys know if the pot is laced with cocaine or heroin? Do you test for it somehow each time you stop a person you suspect of using or carrying pot?

Philly firefighters win raises in arbitration
A LONG-AWAITED contract for the city's firefighters provides raises and protects them from furlough days — benefits Mayor Nutter's administration has been fighting for nearly two years, saying the city can't afford them.
A three-person arbitration panel issued the award Monday. It was the second round of arbitration for the International Association of Firefighters Local 22, after the city appealed most of a previous arbitration award released in October 2010 on the grounds that it was too costly. A Common Pleas judge then ordered the dispute back to arbitration.
Fire union president Bill Gault, who represents the roughly 2,100 firefighters and paramedics covered, praised the award, calling it "fair and reasonable." But the city-appointed arbitrator, attorney Kenneth Jarin, wrote a scathing dissent to most of the award, saying that it would add $74 million in unintended costs in the current fiscal year, "putting the city in an immediate, untenable and illegal budget deficit."
But in the written award, the arbitration panel states that after reviewing extensive testimony, it concluded that the city had the means to "satisfy the cost of wage and fringe benefits in the final award without adversely affecting levels of service." The panel also questioned the city's previous financial projections.
Mayoral spokesman Mark McDonald would not say Monday night whether the city would again appeal, noting that the city has 30 days to respond.
The terms of the new award are very close to the old award. Backdated to July 1, 2009, and running through July 1, 2013, it provides an overall 9 percent pay increase, which the workers would get immediately, protects them from unpaid furlough days and boosts the city's payments into health-care funds for workers and retirees. New hires will have to pay a higher percentage to stay in the traditional pension plan, or can go on a hybrid plan with a lower benefit pension and a 401(k).
The police and fire unions, which can't strike, negotiate through binding arbitration.

(Reuters) - U.S. states and localities have run up more than $2 trillion of unfunded pension liabilities, Moody's Investors Service said on Monday, citing data on plans offered by 8,500 local governments and over 14,000 individual entities.
The Wall Street credit agency said that according to its estimate, the total liabilities for fiscal 2010 were more than three times the amount reported by local governments.
"Pension liabilities are widely acknowledged to be understated," Moody's Managing Director Timothy Blake said in a statement. Most states end their fiscal years on June 30.
Investors in the $3.7 trillion municipal bond market are focused on whether states, counties, cities and towns can afford the pension benefits granted public workers.
The rising cost of public pensions has strained finances for cities around the country. Stockton, California, which last week became the biggest U.S. city to file for Chapter 9 protection, plans to cut employee compensation and retiree benefits by $11.2 million to help close its deficit

You can thank the Fed's "quantitative easing" programs to bail out the bankers as the Fed manipulates the interest rates down to under 1% it destroys the interest income of our retirement funds and savings.
Think about that. If you worked for 40 years and were fortunate to sock away let's say $1 million dollars in a retirement plan hoping to live off the interest when the time came. For each 1% decline in interest rates the Fed "quantitative eases" you would get an income cut of $10,000 per year assuming your investments were in long term US treasuries or bonds.
That's a sizable income/pay cut for the retirees and it trickles through the economy as they can afford less and even have to pull out principle from their retirement accounts which escalates the income problem for the following years.
Moral of the story. Get what you can today. Don't fall for the false promises of tomorrow from the politicians and corporate bosses. It's all lies.

In the meantime, until and unless Rahm pulls his head out of his ass (which, incidentally, is unlikely to happen -- ever) nor is it likely that the residents of Chitcago will demand that the Jackass-in-Chief abdicate and be replaced by someone who actually read the Bill of Rights my recommendation is that everyone avoid Chitcago. Don't do business there and definitely don't visit and spend money.

I really don't see it as muchnasma gang sign. Most kids and even some adults likemtomthrow up signs when taking pictures. Why, I just don't know. But it is usually the peace sign on a slant and means "deuces". If you look up the meaning in the urban dictionary it say it isa form of greetings. And it isa backwards peace sign.

He struck the child, got out of his car, looked, and then drove off. The child was dead at the scene. And as usual, bystanders don't remember a thing. I realize you guys don't have much to go but please do it for the baby, she deserved better.

The car will likely be found burned out. The driver, when found, will prove to be a convicted felon, with prison time. No drivers license or suspended, no insurance and will exhibit a false show of contrition. And he will get no more than 10 years and be out in 5.

Thank YOU for your concern. Chicago Police Department has arrested the one who shot Heaven Banks -- already locked up "no bond" on First Degree Murder, etc. -- and will get this one too. There is a description on the car, driver, etc.
Please watch your children, people. This little five-year-old was being supervised by her seven-year-old sister. "Auntie" and other adults present needed to be watching them safe across the street before an accident, not praying about it afterwards.

you're 100% accurate. doesn't help landlord's also attorney. have been offered renewal as of week ago amazingly. without persistence of CPD- without cops showing up here for disturbances, attempted break-ins, etc., over and over again, dealer/drug traffic would still be here. it just didn't look good for landlord's reputation in posh neighborhood to have multiple CPD vehicles here all hours night & day. am very grateful to CPD for their patience, professionalism and concern. You are amazing problem solvers & very sneaky strategists.

Ummm...people have been doing sideways peace signs since I was in school back in 94. It's so old that it's cool again.
If you look at "peace signs", V-for victory signs given by soldiers retuning from WWII, President Nixon, etc. you will always see the "V" pointing upward with the inside or palm side of the hand facing outward, away from the person giving the sign. How the sideways, inward-facing scrambled and contortioned version of the original "peace" sign displayed by the girl in the photo can be interpreted as the same thing simply defies logic and common sense. It's totally dissimilar, and clearly resembles and mimics gang signs. If it walks like a duck...

Back in the day, my beloved parents struggled and worked hard to raise me and my siblings while simultaneously supporting the Catholic church and sending us all to Catholic high schools. They believed in the Catholic church and, money-wise, they paid dearly for their faith.
I never had the heart to tell them that the non-Catholic dude sitting next to me confessed he did not even have to take an entrance exam because he was recruited. Why? Not for sports or for academics. He was recruited to create ethnic diversity. He never had to pay a dime for tuition and he was given a monthly stipend for lunch and carfare.
And, before someone says I am an ignorant, uneducated Mount Greenwood fuck that doesn't understand the big picture, know that I furthered my education eight years beyond high school and regardless of the merit or non-merit of ethnic diversity, dude's way being paid by my parents and other parents burns my ass to this day.
That high school still begs me for money. They will never get a dime from me. They should beg the Baptist that never spent a dime for his high school education and had a personal counselor specifically assigned to make sure he graduated.
