Chicago Police Supt. Garry McCarthy said Monday he plans to hire 450 to 500 officers this year to maintain the department’s current strength.
He has already hired 89 of them, including 46 recruits who graduated in April and 43 recruits who began training Monday at the police academy. The latest crop of recruits includes cops from other jurisdictions and veterans of wars in Afghanistan and Iraq.
McCarthy said he is trying to maintain a force of 12,500 sworn employees, including 9,600 officers. The 450 to 500 recruits will counterbalance expected retirements this year, he said.

You got that right, for 2011 the city hired a total of 46 police officers.
Thank God, those 500 will be on the street and be of some use to us in about two years. Until then they will be of more use to the credit union and uniform stores bottom lines than to any effective law enforcement purposes.
BTW, who is training these people, now that everyone in the training academy has been re-deployed to street duty. Are they being re-re-deployed from the street back into the academy or are the recruits being trained through streaming video, like us? You know, the self-training method now in vogue.
I hope they run a background check on the new recruits to make sure there are no pilgrims being hired .

The 50 recruits that graduated in April were hired using transit funds in 2011. How many times can the calim credit for that class? I heard that HR is making numerous mistakes in the hiring process.
It will be amazing if HR can create a list of 400 qualified applicants for hiring. They are notifying new applicants using email. Most of the email is considered spam as the email address is " .org" Hence, a large percentage of new applicants miss the notification for the pretest. When HR schedules a pre-power test, 50% of the applicants show up for the test. WTF! Using email to notify new applicants? Who is making decisions at HR? Then scheduling power test during the week to avoid overtime? How many applicants can take a day off work to attend the power test? Give an option for a Saturday pre-test? Who is in charge of HR?
what happend to 13,500 police force? we are just going to sweep that number under the carpet and pretend a) we dont need them and b)we are budgeted for them, have money for them but the city is spending the money elsewhere or pocketing the funds c)for every officer that retires and the city fails to replace him, that is one less officer contributing the pension fund and one more taking out for retirement.
And Susan Mendoza had a plan to hire more cops and lower the city sticker fee. Both never happened, even though I realize the city clerk can't hire cops any more than the superintendant can.

not that race matters but a sign of the times. Many will think Im playing a race game or that it is irrelevant but its not. Was at the academy to watch the new class on monday. when they lined up the racial make up went like this. There were 42 recruits. 19 hispanic, 16 african american and 8 white. Of those 17 are females and the rest males. Of the 16 african americans 9 are females and 7 are males. Of the hispanic 7 are females and 12 are males. Of the whites 4 females and 4 male. I guess all the pilgrims stayed home from this class......

Based on crime stats-get 125,000 per officer hired for 3 years.125 covers pay and benefits... Must be vet from war.

Moody's Investors Service plans to adjust how it evaluates public pension liabilities, which would result in a nearly tripling of its calculation for 2010 fiscal year aggregate unfunded liabilities, according to a report from the credit agency.
The proposed adjustments would increase for unfunded actuarial accrued liability for state and local governments to $2.2 trillion from $766 billion at the end of fiscal year 2010.
The report constructed hypothetical contributions for states to reach full funding within a 17-year period. By that measure, state pension contributions would have been $128.8 billion in fiscal year 2010, compared to the $36.6 billion actually contributed.
The four main adjustments to pension reporting are:
Multiple-employer cost-sharing plan liabilities will be allocated to specific government employers based on proportionate shares of total plan contributions.
Accrued actuarial liabilities will be adjusted based on a high-grade long-term corporate bond index discount rate (5.5% for 2010 and 2011).
Where possible, asset smoothing will be eliminated in favor of market or fair value as of the actuarial reporting date.
Annual pension contributions will be adjusted to reflect the foregoing changes as well as a common amortization period.
Moody's created the adjustments to provide “greater clarity and comparability to investors, and to assess the scale of pension liabilities in a way comparable to debt obligations,” the report states.
“Our proposed adjustments will improve the comparability and transparency of pension information across governments, enhancing our approach to rating state and local government debt,” Timothy Blake, senior vice president, public finance group, and co-author of the report, said in a news release.
The report says the adjustments alone are not expected to change any state ratings. However, Moody's will “take rating actions for those local governments whose adjusted liability is outsized relative to their rating category.”
Moody's used data from all 50 states, 8,500 local governments and more than 14,000 individual pension plans. Market participants can provide feedback to Moody's by sending comments to cpc@moodys.com by Aug. 31.

2900 worthless support staffers that sit at desks all day and suckle from the Police Payroll without ever making an arrest, saving a life, writing a ticket, or any of the other quality police duties that people that want to be the police are supposed to be doing daily. I do however exclude the Detention Aides and Crossing Guards from that list, so lets drop the numbers down to around 2400 useless employees.
All the Admin this 3 and Assistant to that grade 2 or what-have-you jobs should be handled by Finance payroll employees. Not Police Payroll employees.

A private company is doing the background. Does the name Terry Hillard ring a bell? They are doing the background, not police detectives. In fact, no detectives visit them either. Plus they have to pass a polygraph. Better pass that now because they won't be able to pass it later.

The new people will not believe that. They need 5-10 years to come to grips with the reality of this job. Wait till they are on their 5th consecutive year on midnights in 007 or 005. Wait till they see certain people move up and on to rewarding careers as detectives or sergeants and they will wonder, why not them? Then they will realize that they have 30 more years of that shit dead ahead of them.

When are you going to understand that we'll NEVER be back to that 13,500 number. It'll level out at about 10,000. Watch for "new strategies" to be initiated that won't require actual response from the police. That's why L.A. can do it with only 7500 cops and other cities like Houston and Denver can downsize their departments ... they just don't respond to the calls they used to. Yeah, it's a big change in our culture and will take some years to get the citizens to get used to it but trust me. It'll happen.
What about the remaining 20 or so cadets? Were any of those poor kids in this class? Five years of being lied to and told that you would have preferential treatment during the hiring process. All of them have passed background investigations, have PC numbers and know how to fill out case reports. When is it their turn?
If u use mcjersey' s number of 12,500 sworn and you assume the Avg career last 30 ( I know it is less) then the city needs to hire 417 a year just to maintain the 12500 number. In reality the city would need to hire close to 500 a year because of early retirements, deaths, people just leaving the job 400 this year if it happens is a start but the city will need to hire 500 plus the next few years just to maintain the number

SCC--Can you please remind everyone about the tour of duty exchange program? Commander says all primary beat cars AND 4 rapid cars must be manned each day. 3 people put in to take off on Saturday and I had to deny one guy. I downed all the rapids (I'm sure I'll hear about that from hugs and kisses) but because of furlough extensions, if I'd have let the last guy take off, I'd have one primary beat car down too. Can't do that....so I had to be the asshole and tell the guy his request got cancelled.
I encouraged him to do a tour of duty exchange. He found a guy who was willing, and now he can have the day off. SCC, please remind the guys about this and encourage them to work together so we can all spend time with our families this summer. It's not the ideal solution, but in this case it worked. I hate saying no to time due requests....thanks.

At some point people are going to have to come to grips with the fact that there will never again be 12,000 or 13,000 people on the job. 10,000 or 10,500? Maybe, but not more. Those days are long long gone.
According to the FOP website 105 retired in January and February (they do not show stats for March, April, May or June) there has to be at least another 100+ in those 4 months and another 200 minimum by the end of the year. So, lets say we see 500 recruits come out of the Academy starting in January and most would be March, April, May. So, thats another 200+ retirees for a total of 600 gone and 500 new for a net loss of 100 officers. How many have we hired in the last 4 years???
Will it just mean more ticket writers? Sunday I drove from Irving and Lake Shore up Clark to Howard Street -- around 8:00 am. Only one police officer in sight the entire route: writing a parking ticket. Today, biked up Marine to Sheridan, Hollywood and the Lakefront back to Irving. Three cops route, all in the parking areas of the park - writing tickets. Is it a wonder that serious crime is out of hand? Who is setting priorities for the officers today?

While you lament the large number of person that perform administrative "paper shuffling", that is the nature of the beast. There is way more to law enforcement that just slapping cuffs on someone.
Need someone to keep track of your pay, time, medical benefits, work assignments, etc.
Supplies have to be ordered.
Cases have to be tracked. Federal reporting, money that has to be accounted for, etc.
You obviously have a narrow short-sighted view of how things work. While I won't deny that there is bloat, much of that staff is needed to keep up with all the reporting that is needed.
Keep this in mind: In WWII, it took a support staff of nearly 100 to get a single heavy bomber loaded, armed, fueled, staffed, maintained, briefed, fed and healthy over a target.

In June 1981, they gave a test. The first class from that test was hired in June 1982. The top 100 people out of 18,000 who took the test waited twelve months to be hired. And you're complaining about eighteen and half months.

Maybe part of the blame rests with HR. Why can't they create a list of qualified applicants to be hired? They only had 43 qualified recruits ready for this week? The goal was 50 recruits. In the past, the personnel division was a functioning unit that was able to screen new applicants. Now HR is leaderless and had many problems trying to screen new applicants. HR is under tremendous pressure to screen a large amount of candidates the week of July 16th. Blame HR.
I have the POWER test on the 16th and can't wait to start the process. I left the Marines 5 years ago just for this, and it's been a long wait, but I can't complain.. If all goes well, hopefully I'll be starting with the next academy class.

What can we citizens do to increase the number of police officers on the streets?
Don't tell us to vote, no one I vote for gets in. It's not a solution.
I asked my alderman about starting a petition to hire more officers. His clerk said, "gee, it's a free speech thing, so sure, do that." (So helpful). Would a petition help or would City Hall just laugh at it?
Can citizens can start a referendum & get signatures, to get something on the next election ballot for the city to hire more officers? And if we do, how many NEW police officers (not reassigned or pulled off desks) do you REALLY need? Is 1000 new officers enough? 1500? 2000? How should we word this petition to avoid Rahm just reassigning people or undermining our efforts?
Is there any one else out there working on anything like this?
I'd rather take action than just complain and feel helpless.
Please help us help you.
Thank you for putting your lives on the line each day and protecting and serving, even when it's sweltering hot out, even when you have to go to the same neighborhood and see the same gangs shooting each other day after day, even when you lose time off, pension funds and report to someone you don't respect.
