Following all this to its logical conclusion:
- Attend any of these compost meetings and you will routinely hear two
contradictions. First is "We need to be doing things smarter/The
compstat process is all about intelligent policing/It's about having the
right people at the right time in the right places for the right
reasons/It's QUALITY instead of quantity" followed almost immediately
with "Let's look at your numbers: ANOVS are down. Contact cards are
down. Arrests are down. Now is the time to get rid of your people who
are 'underperforming'; get rid of them now and replace them."
So, which is it you ask? Is it 'quality over quantity' or is it 'go out and get MORE activity across the board or dump people'? Why it's both!

Attended a compost meeting and this is exactly true. He yells over and over that its quality over quantity he's looking for, but then berates a commander over having low contact cards, arrests, anov's etc...
He contradicts himself within 5 minutes and not one goldstar has the balls to speak up for themselves or each other.
The NY regime will be gone soon, but these gold stars will have to live with themselves and everyone else knowing not one of them ever had the balls to stand up to these guys. I will never look at any of them the same way.
The equivalent of a Copper being tasked with looking left and looking right at the same time...
Then being SPAR'ed for failing to do that which is humanly impossible.
Again we say this bullshit is designed to put as many Coppers as possible behind the 8-ball.
But-but doing this kind of stuff will only lead to more arrests and Preckwinkle and Quinn already are pissed at the number of people behind bars.

If Quinn has to open the prisons back up then what happens to the money that he saved by closing them that was suppose to go to DCFS to "save the children"?

If McGoof was consistent, then the "underperforming" officers would be reassigned to a "slower" District right? After all, he has not demoted one exempt but simply placed them in an easier assignment, i.e. Moy, Flores, Kenny, etc.
If McGoof really wanted to show he is the toughest guy in law enforcement then he should start by demoting the people at the top.

FYI, every day, every shift, every beat, is broken down by what each beat brought in. So far no names, just beats.

Compstat should take a good look and explain why the department is not in compliance with with Public Act 096-0658; Illinois Traffic Stops Statistics Act. They should try matching traffic related contact cards to TSS cards submitted and then explain to the IDOT, UIC, and the reverends why they have been hoodwinked, again.

On this stupid fucking department is usually means promoted and or transferred to a "UNIT."
I got an idea. Officers on days can go to the schools in the morning, recess and and when school lets out. They can write all the contact cards and more. For the officers on afternoons and midnights, they can go the emergency rooms and write cards on patients and those in the waiting room. The narratives can all read "subject stopped and field interviewed by order of Mcstupid".
This is the kind of shit that made me retire last year.
It was foisted upon my department by some cop-hating wannabe systems analyst from out east who brought his fair-haired boy along to be our chief. The chief is actually a decent guy who has backed the troops, but this Comstat is nothing but pure bullshit to give the illusion you can do more with less.
Yeah, being berated for spending too much overtime then being grilled about why you don't put out more special details was this same kind of shit.

True! Especially since much of the dept is over 50 years old and are unimpressed by this bullshit! I do nothing more than required move me I do less! But of course due to stress brought on I would have to hit the medical!

Hey assmuncher, I was at that meeting too and the numbers you are referring to were not per shift but per period. So those coppers you think bring in 20+ a night are actually 20+ per month. Not saying anything but there were cars that did 3 contact cards and nothing else in a month. Have a little personal pride and do SOMETHING
