CAPS Finds (another) Purpose (UPDATE)

A new strategy!!! Someone find us a trumpet so we can announce this properly:



That's better - all new strategies ought to have a trumpet.

Anyway, here we go again (if the link doesn't work, it's Department Notice 13-05)
  • This directive:

    A. introduces the pilot program “Campaign to Break the Code of Silence Drop Box Initiative” (DBI).

    B. establishes procedures for collecting and distributing information received through the DBI.

    C. introduces the:

    1.Campaign to Break the Code of Silence Drop Box Initiative cards (CPD-21.236).

    NOTE: The CPD number will not be imprinted on the Campaign to Break the Code of Silence Drop Box Initiative cards.

    2.Campaign to Break the Code of Silence Drop Box Initiative Daily Log sheet (CPD-21.237).

    3.Campaign to Break the Code of Silence Drop Box Monthly Report (CPD-21.238

    4.Campaign to Break the Code of Silence Drop Box Initiative Transmittal (CPD-21.239).

That's an awful lot of new paperwork and forms for a new strategy.  And the key to the whole thing?
  • The Chicago Alternative Policing Strategy (CAPS) Division will administer the DBI.
Yup - CAPS is back and in a big way. They are to be responsible for the "Drop Boxes," placement of same, daily inspection of the boxes and reporting any tampering/damage of the boxes. Anonymous paper postcards dropped off in a box placed in the Violence Zones where you can't sneeze without getting snot on a a VRI copper.

Just how they did it in New York, right?

Why would anyone risk being seen by one of these boxes, when a phone call from a pay phone is anonymous, and faster and could be toll free.
The fact of the matter is they are scared or don't care to call.

This was released on March 8, 2013 and is the latest stats avail. It covers the data as of Dec 2012.

AND GUESS WHAT?

For the month of Dec 2012 the State of Illinois added roughly yet another 37,700 people to the program!!

HOW BOUT THOSE JAY-OH-BEES that the mayor and governor are creating huh?!

As of Dec 2011 Illinois Food Stamp caseloads were 2,051,286 people. In Nov 2011 we had 2,012,520. That's a 1.9% increase month over month.

Compared to last year when the caseloads stood at 1,879,585 that's a 9.1% increase in poverty!

(as the economy continues to recover as they say ha-ha-ha)

From Dec 2011 until Dec 2012 Illinois put 171,701 people on food stamps.

GUESS WHAT ELSE?

When it comes to Non Farm payroll jobs the BLS reported Illinois had
5.676 million in Dec 2011 and 5.7179 million in Dec 2012.


Illinois created 41,900 Non Farm Payroll jobs over 2012 and therefore put four times as many people on Food Stamps!

Food stamps and poverty is growing faster than Illinois jobs.

Think about that the next time the Mayor and Governor put out their propaganda on jobs creation.

Why should any of you care? Whelp, where's the taxpayers to fund this hell hole operation. I wouldn't run out and blow that big O/T check if I were you.

I imagine if you add the cost of drop boxes, Department of Drop Box Maintance staff to clean out the crap you're going to find in DB's and maintain them, the heat-seal envelopes, carbonless (insert form acronym name) paper, cost of storage, shelving, cabinets, staplers, paper clips pens, and paper shufflers necessary to store more forms upon forms, this "Directive" will essentially evolve in to more non-policing "make work" and you'll piss away more money that could be used to shore-up the pension, buy some brake pads for a few police cars, perhaps buy more cars, or keep a cop on the street.

The time to fill out and perfect all this mumbo jumbo paperwork may boost city paper recycling revenue but it's another paperwork requirement that has got to be turning that part of REAL police work in to, or close to, a full-time job, just rediculous.

If I was a cop, I'd make a Department Directive Betterment Request (DDBR). If there is already a "DDBR", it would be called a "DDBR.1" and if that acronym is already taken it would be called a "110276ZDBR" or what ever it takes to add another acronym to the "CPDADR" or "ADR" for short (Chicago Police Department Acronym Database Registry).

Anyway my DDBR would be the elimination of all paperwork that is NOT related to REAL policing and to significantly streamline and reduce the paperwork that is.

Apparently barren, deserted, but always with movement at the corner of your eye, constant activity under porches and around corners and down alleys.

Hard-packed dirt, broken glass, blowing litter, and dog shit, with every available surface marked up, picked at, and urinated on, every window boarded and barred and bricked up, every door fitted with a desperate succession of fifteen different bolts and bars and locks and chains and covered with sheet metal which is dished in from the insane scratching and clawing and pounding of some unseen animal...

"Daily inspection of the boxes" as the streetlights are shut off and the world rotates toward its end.

A lot of the worst "target population" for these "cards" has been "relocated" from "inhumane housing projects," and is busily chopping up 14-year-old girls, burglarizing gun stores, and -- although "disenfranchised" and "disrespected" and "unskilled" and "unemployable" -- is cleverly rigging pumps and drums inside vans to suck hundreds of gallons of gasoline out of service station pumps in suburbs thirty miles out...

This appears to be a McCarthy hybrid version of a December, 2009 DOJ report in which over 100 participants (law enforcement "executives", academics, clerics, prosecutors, "community activists", etc.), under the aegis of the Police Executive Research Forum (PERF), issued a 64-page white paper entitled "THE STOP SNITCHING PHENOMENON: Breaking the Code of Silence"

No members of the CPD participated. There is no mention of McCarthy's "drop box" idea in the report. Essentially, the emphasis was on receiving anonymous tips via phone hotlines.

Desperate times call for desperate (and often harebrained) measures.

Imagine a homicide victim found lying next to a "snitch box" after a drive-by shooting by person(s) unknown.

"The same man is suspected of robbing at least four storefront businesses on the Northwest Side this week, including two within 15 minutes.

"During the robberies, the man entered the business and approached a cashier before displaying a knife, taking cash and fleeing, police said Saturday in a business alert.

This has got to be one of the stupidest things to come out of HQ and I go back to the days of using a Call Box Key (which I still have and know of places to use it) and when PO-5-1313 made way for 9-1-1.

Think about it, we are in the days of the INTERNET, TEXTING and FREE CELL PHONES but how many of these street rats can put together an understandable written sentence.

I would think that any of these boxes would be watched by gangbangers and anyone who would drop a note would be watched, grabbed and beaten. Anyone with real information knows enough to pick up a phone and dial 9-1-1.

Worst case, far fetched as it may be could one or more of these boxes could be booby trapped with an IED.

Stay safe, there are 50 members of the Irish Garda visiting next week for the St. Patrick Day Celebrations. We told them to bring a large gunny sack and take McCarthy back with them.
