Whoops

cBS credits the blog for breaking the news of McSnitchBox's new initiativeHave they had the press conference yet?  Or did we unintentionally steal Garry's thunder?
  • The Chicago Police Department is reportedly about to start a new program designed to do something about the co-called “code of silence,” which, police say, makes investigating crimes very difficult because often witnesses and even victims won’t tell police what they know, reports WBBM’s Mike Krauser.

    The police department is calling the new effort the Campaign to Break the Code of Silence Drop Box Initiative.

    Word of the drop box initiative program comes from the Second City Cop Blog. It reports drop boxes will be placed in high crime areas and people can drop tips to police on paper cards.

    Police Superintendent Garry McCarthy hinted recently something like this was coming.
Oh well, it's a good thing Garry doesn't read the blog then.  He can still be surprised by the new strategy.  TheeRant is also having some fun with this:

If they're that concerned about this code of silence, how about they spend the resources going to this "box" into promoting the anonymous tip lines we already have in place like the TEXT2TIP program or the online tip reporting. They have those free Obama phones, but we are resorting to a suggestion box circa 1986.

if they're gonna do this why don't they use Porta-Potties? they already have the paper dispenser RIGHT THERE and all you have to do is bring two number two sharpened pencils. also it provides a bit of privacy AND...AND a place for the homeless to sleep so that they don't get hit with a $200 fine for sleeping on a CTA bench.

I'd put them all around Maggie Park as a pile-it project to see how it goes first.

Anyways, If that doesn't work how about using those Salvation Army kettles. Those kettles are just lying around for 11 months out of the year and we should use them...the bells too!

Put a CAPS officer out there to stand next to the kettle and ring the bell in the tribal communities so that the natives know where the drop boxes are located.

Also a bell code could be created once someone deposits a tip so that the $840,000/yr contacted clouted individual responsible for collecting the paper will be alerted. Like one long ringy-dingy followed closely by two fast/short ringy-dingies.

In the coming weeks these tip cards will provide the much needed bullshit for the comp-stats meetings and can compete with the contact card counts...

CHICAGO, March 9, 2013 ― Rahm Emanuel’s $3 million anti-violence program was supposed to defuse Chicago’s exploding murder rate. But has it? Despite the PR spin from the Mayor’s office, the numbers don’t lie.

[,,,]..Tio Hardiman, director of CeaseFire Chicago, says that there were no homicides in beats where CeaseFire worked in Woodlawn in January and February of this year. But a review of EveryBlock source data also indicates that there were no murders in Woodlawn for the same period last year.

Citywide, January posted the highest murder rates in a decade. But desperate city officials touted February numbers, which dropped to 14 homicides, down from 29 last year.

Little of this is good news for Emanuel or Chicago Police Superintendent Garry McCarthy, who continue to face mounting criticism for the city’s high murder rates.

The numbers also raise questions about the $3 million contract with CeaseFire.

In November, a ranking police official expressed “buyer’s remorse” over the CeaseFire contract and said the group had no “significant success stories.” The source also said police were not receiving reports from CeaseFire on their mediations.

“You can’t wait two weeks later and tell us, ‘Oh yeah, we intervened in that.’ We need specifics and time lines,” said the source, who requested anonymity.

From 2004 to 2006, CeaseFire received more than $16 million in funds, including $11 million from the State of Illinois (Source: Auditor General of Illinois). In 2007, then Gov. Blagojevich decreased CeaseFire’s budget to $3.2 million.

Later in 2007, the group lost all of its state funding after an Illinois audit determined that CeaseFire had failed to account for the millions of dollars it had spent over a three-year period.

The group’s reliance on ex-cons represents a serious problem for law enforcement. In the past six years, six CeaseFire workers have been charged with crimes.

A Black Disciples gang member, Rodney “Hot Rod” Phillips, was caught selling heroin and charged with drug dealing. Phillips was on CeaseFire’s payroll from 2009 through May 2011.

“Interrupters” earn anywhere between $30,000 to $45,000 to mediate “conflicts.”

Harold Martinez, another street worker for CeaseFire in 2007, was caught selling cocaine to a gang member-turned-FBI-informant and was sentenced to 12 years in prison.

Martinez and Phillips are among 300 ex-felons hired by CeaseFire over a ten year period.

CeaseFire representatives say that those charged with crimes represent less than 2 percent of their work force. But the practice continues to concern Chicago police, who say the millions of dollars being given to CeaseFire would be better spent hiring more cops.

Unfortunately, Chicago also has a unique history of gang members receiving state and federal taxpayer funding.

In the 1970s and 1980s, Chicago gang leader Jeff Fort of the El Rukn street gang, received more than $927,000 in taxpayer funds to teach gang members job skills. He was convicted and sentenced to five years in prison for misuse of federal funds when the feds discovered the money was being used for drug operations. He is in prison today serving an 80 year sentence for conspiring to commit terrorist acts against the U.S.

Since 2004, Ceasefire has received more than $20 million in state and federal funds to “interrupt” violence. Whether taxpayers will receive more bang for their buck this time around remains to be seen.

Well the recovery according to them began Jan 2010 three eff-ing years ago but that date is buried down in the article leaving some with the impression that 167,000 jobs were created for the month of Dec 2012 or perhaps the YTD for 2012 BUT IT'S A COUNT OF JOBS FOR THREE EFF-ING YEARS!

CHICAGO - More people resuming their job search and entering the workforce pushed the January 2013 unemployment rate to 9.0 percent, according to preliminary data released today by the U.S. Bureau of Labor Statistics and the Illinois Department of Employment Security (IDES). The data is seasonally adjusted. One year ago, the rate was 9.1 percent. Employers added 7,100 jobs in January 2013.


Well yep maybe, 7,100 jobs created in Jan 2013 after losing 7,600 jobs in Dec. putting us at a net loss of 500 jobs for those two months...HOWEVER isn't that interesting?

Look at that first line again:

During Recovery"

The Dec. 2012 report said:

Private Sector Job Growth Up 167,000 During the Recovery

Question is how does the addition of 7,100 jobs in Jan. increase the job growth rate that was at 167,000 in Dec 2012 to 222,100 in Jan 2013? That's 45,100 jobs! It doesn't add up.

Meanwhile as the mayor and the governor beat the we're saving and creating jobs with these tax breaks for our friends drum putting out this propaganda let's take a look at the states poverty growth via the Food Stamp caseload report since the so-called recovery in Jan 2010.

Yeah since Jan 2010 when this so called recovery began even if we buy into the 222,100 jobs created crap would you look at that? In Jan 2010 1,609,560 people in Illinois were on the Food Stamps. In poverty.

And as of the latest report which is for Dec 2012 we're at 2,051,286. An increase of 441,726 people in poverty in Illinois since the "recovery began"

Bottom line is that Illinois is putting more people into poverty faster then they have been creating jobs for over the LAST THREE YEARS.

No matter how you slice it. Using the BLS non farm payroll numbers or the IDES job numbers the food stamp caseloads are and have been growing several multiples faster than Illinois jobs.

Poverty affects crime rates.

I agree wholeheartedly with the above concern.
The 'real' problem is that there's NO information (aka 'snitchers') and NOT a means in which to 'give up' the information.

I heard that the paper 'drop' boxes idea were an offshoot result of a cost saving alternative by (Joisey accent) McHeyI'mWalkingHere of that of Rhams idea to bring back the corner 'call' boxes.

Rahm planned on selling it as... "Just da' facts, on da' Pax."

Mcyouknowwho, settled for the slogan, "Know da' raper... drop some paper."

The drop boxes will be in the stations next to the front desk. Everyone will have to sign an oath not to look at the peoples as they make a deposit. In addittion CAPS will be distributing phoney eye glasses with attached nose and mustache to aid in this well thought out plan.

No mention of the Teddy Bears for Kids Program that came out the same day? We have been helping out child-victims all the time, with toys, gift cards, and clothes on our own, with no support from 35th St. We don't need another bureaucratic CAPS program run by an exempt, 3 Lieutenants, 8 Sergeants, and 20 POs! These programs are all designed to come up with SPOTS for those who are too afraid to work the streets.

On what grounds would a victim who has had a contact card filled out have to sue? Were they unlawfully arrested, illegally searched? How were their 4th Amendment rights violated? We can do contact cards on any person we contact for a friendly consensual conversation or detain based on reasonable suspicion. We are not supposed to do a contact card when another report is generated, but that has to do with redundancy, not a Constitutional right against contact cards. The information from the victim was provided voluntarily for reporting purposes, it wasn't forced, and did not restrict their freedom in any way. Name one p.o. you know first hand - not a "I heard from a guy that heard from another guy" - that has been sued over doing a contact card.

If I was a CAPS person responsible for emptying those boxes I would dump everything in a sewer in some out of the way place and say there was nothing in there.

I can't wait to see what they expect the D Unit to do with this useless information. CPIC should be responsible for investigating every little tidbit.

If the det's do have to follow up, is there going to be another type of report in CHRIS? Like Progress, Suspended, Lineup, maybe we could have one that is labelled "Waste of Time", or "Follow-up Report on Bullshit", or something appropriate for the endeavor.

If they haven't called the hotline from the privacy of their residence, does McTootsiePop think they are going to walk their asses over to some snitch box and put in the tip that will break up a major drug cartel or something?
