Fleet Problems

  • Ford is recalling over 465,000 vehicles worldwide because of complaints about gas tank leaks. The recalled vehicles include the 2013 Ford Explorer, Fusion, Flex, Interceptor Sedan, Interceptor Utility, Lincoln MKZ, MKS and MKT, and the Ford Taurus.

    Ford said the affected vehicles might have a fuel delivery module in the tank that could leak. The recall includes 420,000 vehicles in the U.S,, Canada, and Mexico. The other vehicles are outside of those areas.

    Ford said they don't know of any accidents or injuries related to the problem.

    It doesn't look like the vehicles will be repaired any time soon because Ford said all the replacement parts won't be available until September.
According to an e-mail we received, AVIS Rent-a-Car has "grounded" over 600 of the recalled vehicles and won't allow them into service due to liability concerns.

But we haven't seen anything about Fleet Management inspecting, downing or replacing any of the Fords they've been putting into service for the past few months here. Is the FOP aware? Are there Safety Grievances in the works? After all, the 2nd VP was inspecting the Explorers just a few weeks ago over lack of headrests in non-cage cars that are being used for three and four man operations, usually an FTO and multiple recruits. A Ford exploding would seem to be a bit more pressing.

    Ford's EcoBoost (turbo 4cyl.) has already been recalled four times. Two of the four times were for issues that could cause a fire.

    $1-per-pack cigarette tax hike falling short of projections

    Illinois’ one-dollar-per-pack cigarette tax increase that took effect a year ago this month is expected to fall $130 million short of initial estimates, meaning it won’t raise quite as much as projected for school capital projects because of the way the funding formula is set up.

    The increase, which hiked the state’s 98-cents-per-pack tax to $1.98 last June, is expected to bring in about $212 million in additional revenue for the current fiscal year, which ends June 30.

    That’s well short of the $350 million in additional revenue originally projected, according to a monthly report released at the end of May by the Commission on Government Forecasting and Accountability.

    A decline in sales that typically follows a significant tax increase is partially why the revenue is falling short, the report states.

    Total cigarette tax revenue for fiscal 2013 is expected to reach nearly $788 million — 37 percent higher than the $577.4 million raised in fiscal 2012.

    Because of the way the cigarette tax-distribution formula is set by law, Illinois’ general fund receives the first $355 million, and the Healthcare Provider Relief Fund gets revenues from the $1 tax increase to help cover the costs of Medicaid, the state’s health-care program for poor, elderly and disabled individuals. That Medicaid money is federally matched.

    Next in line is the School Infrastructure Fund, which is money set aside for school construction projects. Because cigarette sales in Illinois dropped after the tax increase, lowering the base revenue amounts, the school construction fund is expected to get $33 million this year, or just over half the $60 million initially projected.

    Remaining funds, if there are any, were to be designated to the Long Term Care Provider Fund.

    The COGFA report shows that while revenue for Medicaid programs is statutorily protected, the School Infrastructure Fund will not gets its full $60 million in either FY13 or FY14. The Long Term Care Provider Fund won’t get anything.

    Where the tax revenues fall short, general revenue funds will be used to make up the difference....

    Most of the shitbox's they expect us to drive would never be put in service in a rental car fleet, drivers Ed fleet etc.

    For the lowly Patrol Division nothing will be done about this.
    If Rahm has any of the affected cars in his fleet you can rest assured it will be taken care of immediately if not sooner. The same goes for the "A" fleet cars that the politicians and exempts use.

    While we're on the topic of vehicle safety, let's review some of the recent ways in which our eager recruits are being deployed in the field. Wednesday I saw a Ford driven by an FTO with a PPO in the front passenger's seat. Two more PPOs were locked in the caged back seat as the four patrolled lovely Douglas Blvd. The cage on the window prevents them from letting themselves out via an open window in an emergency, but I'm sure the hard plastic seat may provide more comfort & security from a possible sharp crackpipe, needle, or other objects commonly found back in the day of the removable bench cushion. Most officers will attest to the fact that arrestees are always complimenting us on the comfort of those firm plastic benches as they rode into the station. In addition, it can provide a solid base which the PPOs can use when they have to kick out the back windshield after a collision. Hopefully their front seat partners, if conscious, can open the back doors after a crash as to not let their fellow officers be engulfed in flames. It is a bit difficult to see through the small openings of the cage, but as most 010th Dist. officers will tell you, not much happens on Douglas during the warm summer months. Thank goodness our recruits are so fit from crossfit workouts at the academy that their asses are so hard that one could bounce rolls of quarters off them. Believe me. I've seen it.

    That would be like them coming clean about these God-awful cancer and respiratory ailment cluster Police stations we've been condemned to work in...

    Corrective action leads to full disclosure leads to accountability leads to culpability leads to the familiar game of plausible deniability coming to a screeching halt...

    The city being forced to take full ownership for intentionally putting Policemen at risk means a LOT of money being spent for a corrective course of action.

    Out of all municipal employees... The Policeman is considered to be most expendable.

    I work in the burbs and they downed about half our our fleet. Ford sent a list of vin's that was effected, and it was a pretty simple fix. Our mechanics did all the repairs in a bout a day. Who knows if the city will even check your guy's cars though. Stay safe...

When the time comes and parts are there then bitch they are not fixing it, but to bitch now when the only thing that can be done for safety is to take away the car is counter productive.

    Back in the day when the police fleet was managed by the police dept. under EMMD we had several safety recalls. Back then EMMD were certified dealer service departments for Ford and Chevy. EMMD even did warranty work on the fleet and charged the cost to Ford or Chevy exactly like a dealer would. EMMD actually had a dealer number assigned by each manufacturer. At the time of recalls EMMD would receive parts before any private dealer the parts would be sent to each of the four EMMD garages and the recall would become the priority effort for the division on both watches. Involved cars would be called in and downed with pool car replacements, the recall completed and the car put back in service ASAP. Since fleet took over the police fleet the two shifts at all the garages has been cut, manufacturer certfied dealer service has been discontinued, and pool cars are a thing of the past. The better idea of putting fleet in charge of the police rolling stock has been a complete failure!!

    HOWEVER, the Kansas City Star reports data for June 8 and it says:

    Pennsylvania: Up 5,214, due to layoffs in transportation, healthcare, entertainment and hotels and restaurants

    The last "Interceptor" worth half a shit was the '72 to '75 429 and 460 cubic inch Ford Custom and Galaxie sedans...

    40 some years and they STILL can't seem to build a properly stout and fairly trouble free Police vehicle but at least they seem to be trying.

    There was noise that CPD wasn't supposed to get Ford's newest Police vehicles because Fleet is managed by a bunch of chimps who will void the warranty on those vehicles by splicing, cutting and capping wires and fucking up the electrical system running all the CPD home-made bullshit.

    Hey... Did Rahm finally cough up the rest of the money he owed Ford for the initial purchase of these vehicles?

    He's garnered quite the rep as a rotten little welsher to a LOT of companies doing business with the city.

    Crime King Shorty destroyed more than a few businesses too with "deferred payment."

    You better not OWE any money to the city though...

    I noticed this right away while pumping gas at 65/State. The gas was dripping out of the bottom of the Explorer. Mentioned it to a supervisor and they just chuckled.

What is a Preventable Accident - knowing a vehicle is defective however you continue to operate same with total disregard to you and other peoples' safety.     You think the city is going to rush to down and repair all the crown vics just because ford has a safety recall regarding a possibly explosive gas tank??? Ha! Think again! Practically every vehicle given out after roll call has a serious safety issue- and that's not an exaggeration. Yesterday, we had an old ford with 170,000mi and bad brakes, the day before that it was a Tahoe with every warning light on the dash lit up - btw, every Tahoe I've driven accelerates on it own when coming to a complete stop, something that Chevy has issued a recall for, still not one squad has been taken in for repair, before that it was an old crown vic that spewed exhaust fumes into the cabin.... the list goes on and on. And yet we are expected and allowed to patrol in these conditions EVERY DAY. The union is absolutely asleep on these issues and their response is to file a safety complaint, file a grievance, hell you could file a writ of habeas corpus but the city will throw it on a mountain of existing complaints that are collecting dust- they could care less. The will wait until someone dies or becomes seriously impaired to do anything, and even then few things will change. The city couldn't pay the bill for the new fords we were supposed get, I doubt they will find money to fix the equipment we already have. Again, the first responders and emergency personnel are NOT a priority in this town. When a real emergency hits and a chain of events sets into motion revealing all of the true amount of mismanagement,shortcuts and neglect this department has suffered, you will see a revolution.
