General Assembly Overrides Potato-Head

  • Illinois today became the last state in the country to legalize the concealed carry of guns after both the House and Senate rejected Gov. Pat Quinn’s attempt to rewrite the compromise bill.

    Senators voted 41-17 to override Quinn’s amendatory veto of the bill. Earlier in the day, the House voted 77-31 to overturn the governor’s rewrite. The measure now becomes law, though the actual ability of gun owners to carry a concealed firearm remains months away.
We still wonder how Quinn keeps a straight face while making references to the weekend explosion of violence when up until Tuesday afternoon, there wasn't a concealed carry law in effect.

What are all these assholes going to do once the numbers start to go down - you know, the way they've gone down by double-digit percentages in 49 other states? Are they finally going to admit that they've been wrong for 40 years and their inaction, wrongheadedness and recalcitrance has cost the lives of a sizable percentage of 20,000-plus people?

We won't hold our breath on that one.

Great day in Illinois for conservatives, and people who actually care about the constitution and a citizen's right to defend themselves. I see a lot of unnecessary and bull-shit restrictions, but for now, the law is better than nothing. The ISRA needs to keep up the good fight and challenge some of these restrictions in court. The one that really concerns me is the restriction from carrying on Cook County Forest Preserve property?? That's total B.S., because many of innocent people have been raped, robbed, and killed in Cook County forest preserves in the past. I know there is some sort of "bike trail" exclusion, but it doesn't seem clear as to if that applies to Cook County Forrest Preserve Trails. Either way, a good day for the law abiding people of Illinois.

THOUSANDS of people have been gunned down and murdered in Chicago and Illinois for decades under strict communist gun laws, which is a clear indication that criminals don't care about the law. These liberal fools actually think violence will increase when law abiding people, who will be required to pass background checks and complete CCL training, start to carry guns. The liberal logic never ceases to amaze me. Liberals really are absolute compete fools. However; I still can't wait for the 1st C.C. citizen to blow a stick up man's ass away!!

Interesting to note that many of the same Democratic legislators who were scolding us about the need to respect their rights and liberties concerning "same sex" marriage a few weeks ago were almost universally opposed to overriding Quinn's amendatory veto of concealed carry.

A few short years ago, the gays could have been criminally prosecuted for their conduct, but the pro-gay legislators supporting same sex marriage were perfectly fine with creating new rights out of whole cloth while simultaneously ignoring recent judicial opinions and the actual text of the 2nd Amendment to the US Constitution to oppose concealed carry.

Every officer assigned to the "Pride" Parade can attest to the perversity and public nudity that occurred there.

So much for promoting equality when Illinois was the only state that prohibited concealed carry.

In regards to carrying in the Forest preserves and Park District Property: Look who the County Board President is, that will never happen without a law suit. We will need one of the unfortunate victims that had a CCW to file a suit in federal court and argue that if carrying they could have defended themselves. I feel that would be a sure winner and force a change. Same with Park District property. My advise Carry, 1st offense is a misdemeanor and you do not lose your permit.

Non-cop here...from what I read here, most city shootings are 1 of 2 types- 1.Shithead shooting another shithead; or 2. Shithead missing intended shithead and hitting unintended bystander. How is concealed carry going to reduce these numbers? And, they aren't going to hand out CCW cards like link cards - I'd guess upwards of 2/3 of people in ghetto areas could never get one (have a felony, or misdemeanor domestic violence, or too many recent arrests, etc.) CCW is great and long overdue for the law abiders, but I don't see it making a big dent in shooting numbers.

Once Rham passes his assault weapons ban which includes all firearms in so called safe passage areas. These are basically on the public way, you will have to negotiate a maze to be legal. They never quit. So parents that have concealed carry can't carry when walking their kids to school thru gang turf. I am sure the Gang Bangers will follow these rules. This is just another way to restrict concealed carry. I hope the NRA files suit and Rham has to hand over another check. Look at what they are calling assault weapons.

On top of 12:46's note about no-carry on CCFPD property, add another flaw (which was pointed out since the first draft): all public transportation and their stops, stations, and platforms. As far as Metra goes, no, you probably won't have to fend off the Great Train Robbery. But the CTA? Come on, talk about a situation that justifies concealed-carry and self-defense.

Otherwise, we've all got the heads-up: don't carry into a nuclear power plant.

The state will not issue the first concealed carry card until well into 2014. I believe they will stall as long as they can with the hope lawmakers will amend the current law. Then, it probably will take at least one year before it will have any impact on crime rates. Expect more George Zimmerman type trials as long as Alvarez is in office.

Yikes! I would want a concealed weapon in certain Cook County Forest Preserves. The Forest Preserve District has its own police force, but I cannot recall any significant cases that these LEOs have cracked. Some truly disturbing people are up to no good in the Edgebrook Woods despite the presence of a Forest Preserve District Police station a block away near the golf course.

Doesnt work like that. IROCC is self funded. They charge that much to pay the office help, range instructors and the administration of the program. The state doesnt fund IROCC partly because Daley didnt want the retired po's to carry firearms so he made it hard to find a range near Chicago, wouldnt give verification of employment (pension board gives that), etc

This is why CCW will suck and no one will be able to carry. The following are only a few of the restricted areas and you know more amendments will be added. You will not be able to carry and not faCE ONE OF THESE RESTRICTIONS. Dont think these restrictions apply to IROCC because it is a federal law and completely different

While gun owners may have questions about how soon they'll be able to carry guns in public, other state residents may also have questions about where they can expect to find people armed with deadly weapons. And where guns will still be banned.

If you don't work in a communist country, your LINK card doesn't get refilled to stand in line for the scarce items like, toilet paper. In a socialist country, they tax the daylights out of almost everyone that works so they can "spread the wealth around", but they leave the enlightened ones of the society accumulate massive wealth.

The issuing policy is may issue. Permits will be issued by the ISP within 90 days after application with an opportunity for the local LE to request a denial in a 30 day window. There will be a method to appeal if denied.

Given the fact that the state was run by ant-gun Daley, we are lucky to have gotten the Fed carry at all. Daley did everything in his power to stop it. Chicago was/is absolutely no help. They do not issue a qualification certificate that you could use for a year.

While the IROCC law is kinda crummy, attend the August FOP meeting and pressure FOP to lobby for a change in the law.

And one plus on the IROCC certificate: It has nationwide recognition. The Illinois CCW permit will only be recognized in Illinois unless/until Illinois recognizes other states' cards.

Great news for all law-abiding citizens of Illinois: as a regular (non-law enforcement) follower of this blog, I've been keeping up with this issue for some time now through your regular updates; from the Federal court case to the bill that eventually worked it's way through the Illinois legislature to the recent override of the "amendatory veto."

Your fine state and it's citizens now have a pretty workable, if far from perfect, concealed carry law upon which, hopefully, the more sensible elements of your state legislature will work to further expand in the direction of the 2nd amendment and improve in the future. It's still been a big win for law-abiding Illinois citizens of every stripe and description, statewide! Don't want to minimize that accomplishment at all.

I would like to share an anecdote that you and some of your readers might find interesting. In 2008, my (then) elementary school-aged son was afforded the opportunity to travel with his school chess team to Pittsburgh, PA, for a national junior chess contest. We decided, as a family, to drive to Pennsylvania to lend him our support, and since three of our family members traveling - both of my parents and I - were Oklahoma Concealed Weapon License holders, we checked the route to make sure we would be legal carrying our weapons there and back through every state.

Thanks to state concealed carry reciprocity, the only state on our route we were going to have a problem with was Illinois: but without diverting an extra two hundred miles or so out of the way, we simply had to travel through Illinois. So we studied the relevant Illinois law we could find online, and followed it to the letter: before crossing over into the Land of Lincoln from Missouri, at a rest stop before the state line, we; disarmed ourselves and unloaded our weapons; locked our firearms in separate secure containers from the ammunition we were carrying; locked the ammunition in another secure container; locked it all up in the trunk of my Dad's SUV; and then drove across Southern Illinois on the highway without stopping until we hit Indiana. On the way back, we repeated the same procedure.

The point is obvious: the law-abiding gun owner(s) in this country tend to be law-abiding to a fault. We actually purchased extra secure containers beforehand *just for that portion of the trip*, just to be legal in our actions for the few hours we were going to be travelling through a state that did not recognize our gun permits. But the effort was both necessary and well worth it: we were *law-abiding* gun owners, as 99.999% of lawful gun owners and concealed permit holders in this nation truly are, and even despite the hassle on both sides of the Illinois border to follow the law - disarming, unloading, and locking up everything separately - we followed it.

We are not the problem - not the ones anyone should be worried about. The sooner the liberal gun-control ninnies *everywhere* - coast-to-coast - recognize and acknowledge just that, that law-abiding gun owners are not the problem, the better for everyone.

Congrats again on the new concealed carry law in your state, and here's hoping for Illinois reciprocity with Oklahoma soon: I'd sure like to spend some tourist dollars both in Springfield and Chicago in the years to come, places I've always wanted to visit, and will be delighted to do so if I can legally carry for self-defense while otherwise going about my lawful business.

Well it's here, or will be in 6 months or so when it's enacted. I guess that when we read about how murder numbers drop in states where there's been concealed carry it makes sense to have it here. I'm retired now and I carry all the time. It gives me security and I can protect my family and friends if needed.

I do have a question though. Most of our murders here are the result of some gang/drug/territory disputes. Those types of murders will not stop necause of concealed carry carry. There are some straight up robberies like the pizza store owner in Cicero or the grocery store where the ODPO was killed a couple of years ago. There are domestic murders that will happen no matter the gun laws. Is it possible that there are less gun crimes because those concealed carry states have gun laws that are enforced? That the crimes perpetrated with guns result in REAL prison time?

That leaves the regular citizen that will jump through the hoops, get trained, practice and carry. So my question is, who will the law abiding person shoot? If some shitbag is dumb enough to keep robbing people knowing they might be carrying, won't he possibly be a bit more trigger happy if the victim moves wrong or goes for it? Or will the victim step back, draw down and roll the dice with the offender already having his gun out? That seems a recipe for disaster.

And those who will now legally carry better u sees tans something: you better know the rules. Your training will result in your signing of a document whereby you acknowledge that you know the rules. No more "I thought it was okay to shoot" (as if that would help). You might not get charged if you defend yourself or someone else. Or if you jump in to stop a crime. But s shoot an apple picker? Or wing someone who is running away or walking through your yard? You will get sued for sure, and don't count on the homeowners I durance bailing you out. You will be in a civil court room at 26th Streeet or at the Federal building being judged by a jury from Cook County who will be looking at grammar school graduation pictures of the angel you shot, and you can say goodby to everything you own.

Remember I saId that I think it's a good thing, but it's fraught with danger on many levels.

Given the fact that the state was run by ant-gun Daley, we are lucky to have gotten the Fed carry at all. Daley did everything in his power to stop it. Chicago was/is absolutely no help. They do not issue a qualification certificate that you could use for a year.

While the IROCC law is kinda crummy, attend the August FOP meeting and pressure FOP to lobby for a change in the law.

And one plus on the IROCC certificate: It has nationwide recognition. The Illinois CCW permit will only be recognized in Illinois unless/until Illinois recognizes other states' cards.

Pay the money and be quiet. As of right now the IROCC is better than the CCW. IROCC applies to all the states and doesn't have all the restrictions that the new CCW law has.

From what I read, the Illinois CCW legislation does not hard wire reciprocity with any other state into the law itself. (Meanwhile, Missouri hardwires out-to-in reciprocity into our law. Meaning Missouri recognizes all other states' CCW permits in Missouri.) However, at some point in the future, Illinois could do ad hoc reciprocity agreements with other states.

So, for the meantime, I can't pack and cross the river, but someone on the East Side who has a permit can pack and cross the river the other way.

What will happen if I get caught with it expired. Nothing, the honor students are immue to all laws, and I served for 34 years.
All other states charge their copper zip or little to none.

But you are a fool.

Just because the "honor students" get a pass on the gun laws, don't think that you will. Unlike the ghetto turds that have nothing, you have a house, savings, pension, etc. Financial resources. Don't think for a moment that CCSAO will not charge you with crimes just so one of their lawyer buddies can bill the snot out of you. How much will you pay to stay out of prison? Or permanently lose your gun rights?

And don't forget about other states. New York, Colorado and California just passed some real shitty gun laws.
