Disgusting Revelation

Even if this had nothing to do with CFD Captain Herbie Johnson's death, it's an appalling bit of information:
  • Chicago firefighters heard Capt. Herbie Johnson yell, “Get out of here!” before they found him unconscious on a second-story floor during a deadly apartment building fire on Nov. 2, 2012.

    A firefighter/paramedic from Chicago Fire Engine 123 was nearby and found Johnson on the floor.

    He didn’t have a radio and he couldn’t find Johnson’s radio to send a signal to notify others that Johnson was down, so he screamed the distress call to anyone within earshot: “Mayday!”
A dozen years out from 9/11 and there are firefighters operating in a major metropolitan area without radios? That's frightening, ridiculous and unacceptable.

The investigative agency also had this to say about the death of Captain Johnson:
  • The NIOSH report, published in September, stated that improper risk assessment, a lack of protective equipment, miscommunication and low staffing levels were among contributing factors leading to Johnson’s death.
Rahm, who only just heard about "low staffing levels" yesterday, blamed....guess who?
  • Mayor Rahm Emanuel responded Tuesday to the critical federal report by demanding answers from the Chicago Fire Department.
Oh, you mean those guys who have been fighting City Hall for years, dating back to the previous administration, about manning fire apparatus and so-called "variances?" They're to blame? We never would have guessed.

Aren't CFD supposed to have a beeper/locator on them all the time? Appalling. We're all expendable to them, just a photo-op at our funerals, that's all we are.

Disgusting, shocking and dreadful...not to have radios for every Firefighter in this day and age....oh, but Rahm will build a DePaul Stadium for a private, Catholic University cause the Chicago politicians that are involved with that school can make gobs more money. Nobody sent needed money from radios but they sure do need it from basketballs. The suit should be large. Rest in peace Captain. What a shameful story.

The man was flat out murdered by 9.5 due to the deliberate shrinking of CFD through attrition to "save money."

You see... When Rahm finally decides to run for national office, his media people will spin about how he "took on the greedy Police and Fire Unions of Chicago" and forced them to do more with less and become more "efficient."

There will be nothing said about the true costs in lives said efficiencies will engender.

Rahm IS CULPABLE and fully liable.

May he be forced to have a seat and declare HIS assets before a civil trial.

Oh wait... It's only funny when Policemen have to suffer such an indignity.

Oh well... At least Policemen (and Firemen) are trying to do the right thing for the most part when shit goes awry.

3 straight days, 3 straight homocides in 005. There is a backlog the entire tour and officers can do absolutely nothing but go from job to job trying to explain why they are an hour late to a domestic to very angry citizens. It is impossible to do any proactive policing at all, not to mention many of the cars are 99 every day and those that aren't are 99 half the tour due to safe passage and other BS. A little help would really be nice. It's no wonder everyone bids out of that place first chance they get.

Is this another example of Rahm letting no crisis go to waste? He just chased away a fire dept head who refused to budge on lowering the numbering of firefighter staffing levels. He promoted someone who was willing to give in on lowering the number of fighters at certain engine companies or trucks (i am not sure of the proper terms here so please forgive here).

Rahm will never accept blame.

It does appear that Commissioner Hoff was correct in his assessment of Rahm Emanuel's designs on forcing manning cuts on fire apparatus will cost lives.

For certain... Rahm's destruction of public safety in Chicago for the sake of politics, HAS cost lives and plenty of them already.

Little by little, the bulge-eyed ballerino's insulation is being burned away.

Let's see how Rahm and his stooge Santiago spin this...

The Firemen have their version of VRI for call back. They all do a lot of overtime too, so very few of them complain that it's not safe. Does that sound like a bell anyone at CPD has been ringing?

Overtime is money is great, but it will be the death of some poor copper, too. You all know it.

Former Commish Hoff, a well respected firefighter in the industry was adamant about maintaining the appropriate staffing levels for this very reason.

Rahm wanted him to cow-tow to his staffing proposals, merely to save money.
Being his own man, Hoff refused. He spared Rahm embarrassment by merely resigning, stating 'it was time and he wanted to spend more time with his family.'

In reality he would not compromise the safety of his people for Chicago politics.

The proof was that he took another fire job almost immediately after leaving the CFD. Our loss was their gain.

Why doesn't the media uncover the fact that former mayor Daley still has 3 officers at his beck and call and a city vehicle that T Q picks up from 36& normal everyday. First,Tiny D. did NOT create the two understaffed apparatus that were on the scene that day. The "variances" were contractually AGREED to, in place, and expanded, ALL under the Daley regime. The Local 2 membership accepted variances for "30 pieces of silver." There was a REASON "them old guys" went on strike almost 34 years ago. They were DEAD on right about the IMPORTANCE OF MANNING. The importance was lost on those who saw the strike as a personal OPPORTUNITY for employment. They came in "right over the backs" of "them old guys."
...... IRONIC fits.
The FUNDAMENTAL difference between police and fire staffing is the MINIMUM MANNING protective language in the fire contract. Police do NOT have this language and their positions have been "butchered" to DANGEROUSLY low numbers. THAT reduction IS directly attributed to the indiscretion of Tiny D.
Second, Tiny D. will seek to GREATLY expand fire staffing reductions either through a larger number of "variances" OR by ELIMINATING a man from EVERY apparatus in the city....bye-bye "variance." This will all play out as we go into contract negotiations summer 2014. Negotiations that are PAST due that the Dancer UNFAIRLY refuses to participate in.
At SOME friggin' point PUBLIC SAFETY employees in this city will NEED to stand together for the protection of BOTH the citizens AND our own brothers.
Third, not that it makes a difference for the Capt. but, ALL firefighters NOW have radios. Lets call the delays, bureaucracy and training. Sounds like a good catch-all EXCUSE.
Fourth, as the NIOSH Report of this tragedy plays out for the remainder of its "15 minutes of fame" in the press, where is the voice of the CFD LEADER? You knew Tiny D was going to make some teflon deflecting statement, which he promptly did. How about a public explanation from Commissioner Santiago, something, PLEASE?

Then we send the Marines to the Cook County Board and do the same with them. At the same time downstate units can round up the pricks of the Illinois General Assembly.

Then we start over again and find some good leaders. And we tell them, if they fuck up, the same thing will happen with them!

I'm sick of this shit. Now I have to worry if my pension check is still going to be there for the duration of my life? Fuck these assholes! We have to sit and allow ourselves to be raped continuously by these people?

Just like the Fire Department, we in the Chicago Police Department are between 1800 - 2200 men short from where we were five years ago. Our radios and other equipment are similarly defective and endanger our lives too. It is high time Police and Fire stood together against this Mayor who has dangerously cut our manpower. The time for job actions has come. This is our April 1775.
We have had enough and are not going to take it anymore. And for God's sake, when you respond to those calls an hour late please tell the citizenry why you are so late, and that the Mayor is solely responsible for that and some day soon it may cost a citizen or Police Officer their life.

We all got radios two weeks after Herbie was killed. They had them, they just hadn't gotten around to training us to use them or logistics to pass them out yet. We do have personal alert alarms as part of our air harnesses, but Herbie wasn't lost, he was overcome so quickly there was nothing they could do.

Having two trucks show up a man short at that fire caused problems. Herbie wasn't listening to his radio because he was hauling hose.

The reason you don't hear firemen complaining about variances is that we have had the same staffing levels for twenty years. Yeah, we bitched a lot at the time, and yeah, we bitched a lot more when "training" variances were put in the contract ten years ago, but we've been making do with what we have for years. All companies staffed with five men, but thirty five "variances" per day among sixty double houses. Single engines don't have variances. Our manning is secure through June next year.

I've worked with Joe Santiago, he's a good fireman and a good chief, same way Hoff was. Who knows, next summer when it's time to come after our contract, maybe he'll be out on his ass too.

Name calling is for children. The point you failed to address is this:

like the CPDs VRI, if the firefighters refused to work their days off the City would have to hire the proper amount of coppers and firefighters. We take the money instead and someone will pay with their life eventually.

Yes; The CFD contract has a minimum manning clause that has been bastardized by a couple L2 Presidents following the ousting of the ballsy guy that led us out for 23 days in 1980; Frank 'Moon' Muscare. And those two sold us out for sure.
The only guy left from 1980 board is me and I am sure Moon and some of our board of strikers are now rolling in their boxes for the thought of what has happened to our contract. BTW; Our strike was the last in this state and got ALL the Illinois public employees Collective Bargaining.
If the CFD and CPD do NOT get together, and stand as "ONE", we will all suffer the political consequences of the 5th floor. Active and Retired. Let's leave the worlds greatest Departments of Public Safety to our oncoming members as we once knew them. It takes guts and balls to stand up to the city and we are missing leaders that are so endowed.

The above sub-headline of this race baiting propaganda piece contains a laughable contradiction, "Minorities make up 62%". How can 62% be a "minority"?

In New York City, Whites constitute a numerical minority of the population, and, evidently, now a minority of new Fire Department recruits as well. So why is The Times complaining?

It turns out, the older, mostly White fire fighters are resentful, not because Blacks and Hispanics can join the force, but because the massive increase in "minority" hiring was decreed by a Federal Judge. Many of these new recruits would not have otherwise qualified were it not for the quota rigging and the watering down of exams.

The current fire fighters have a legitimate complaint. They work at a dangerous job and have every right to expect that their colleagues are physically and mentally fit enough to carry their own. Leave it to the anti White Marxist Times to shift this legitimate concern, over an unjust policy, to an issue of "racism".

Since this has evolved into a manpower topic as well as an equipment shortage disaster.

It wasn't that long ago that the roughly three square mile 2nd District not only had 2 man Bt cars and sectors cars but also tact, power cars, 206er's and three[3] wagons up and running.
The wagon wars were always humorous whenever the job went out over the air, "Bt. so and so, check such and such address for suspicious odors" and the game was on. Who got the call? What would the outcome be? How long before the call for the wagon? Get a TVB? Take lunch? Get a flat? Get a hand waver? Go down on an assist and hope to fall in the cracks? Call yoot or the lockup to see if they had a pending transport? Oh my God! We've been down on lunch now for 45 minutes and the son of a bitch still hasn't called for a wagon and the other two are still down! I told you we shouldn't have gone down so soon! The dog ass that got that call is still milking it for all it's worth. What fun and high drama! Some time you got the bear and sometimes the bear got you. You just had to make sure that the young guy got the "foot" end of the stretcher when going down stairs and that you always had a cigar in your pocket. Stay safe.

Why doesn't the media uncover the fact that former mayor Daley still has 3 officers at his beck and call and a city vehicle that T Q picks up from 36& normal everyday. There is a backlog the entire tour and officers can do absolutely nothing but go from job to job trying to explain why they are an hour late to a domestic to very angry citizens. It is impossible to do any proactive policing at all, not to mention many of the cars are 99 every day and those that aren't are 99 half the tour due to safe passage and other BS. A little help would really be nice. It's no wonder everyone bids out of that place first chance they get.

You're joking, right? We all know what the true problem is in the 005th District. 005 is going to have shootings and homicides, nothing is going to stop that. Proactive police work may slow it down a bit here and there, but nothing besides nuclear weapons can ever completely stop it. To solve the problem with the everyday backlogs and lack of backup, you can look no further than the people sitting next to you in roll call. Ive worked in 005 both on the watch and getting sent there while in an outside unit. Ive been in foot chases and some real dangerous situations in 005 where Ive called for help or assistance and Ive waited nearly 5 minutes for help to arrive. I know this wasn't because cars weren't available or in close proximity, or because "district is so big". It was because of the work ethic, the mindset, and the sheer laziness of most of the police in 005. Im not talking about everyone in 005. There are a handful of coppers in 005 who do their job and back up other cops. Thats why there will be 4 cars a night that handle 20 jobs a piece and the rest of the watch will handle 5 jobs a piece, if that. The decent cops all want to get the hell out of 005 as fast as they can because the "Career 005th District" coppers won't handle their jobs, and if they do they take a good 20-30 minute break when they're done before they clear up. Im not a "kool-aid" drinker and I am by no means a super aggressive cop, but I handle my jobs, clear up, and move on. And most importantly I fly my ass over to wherever another copper is asking for or needing help.

What the FOP witnessed was a smidgen of the retiree's showing up at that meeting. I thought Shields was going to shit himself!

Overtime is not pensionable. Thus the city does not contribute to the fund for overtime pay. More of us getting fucked. Just throw some money at coppers and they will suck Rahm's balls every day. His bodyguards who are the rank of PO's get Sergeant's pay (D3) and will step all over us D1's to keep their high pay rate, which IS pensionable. Coppers only scream about the contract when the City is breaking it. When it is PO's who are breaking it, no problem.

That was former pension board rep Steve Robbins who brought forward that motion to ashcan retirees from the Board.

Steve Robbins was also the only one of eight pension board reps who voted against tabling the motion on Huberman's attempt to get his police pension to include his executive time at the CTA.

Steve Robbins is neighbor and good friend of former FOP President Mark Donahue, not Mike Shields.
