Rahm Finds MORE Money

  • The city unveiled plans Thursday for the largest modernization of the CTA Blue Line since the O’Hare branch was built 30 years ago, a four-year overhaul that officials say will shave 10 minutes off travel between downtown and the nation’s second-busiest airport.

    But things are going to get slower before they get faster.

    The $492 million track and station rehabilitation project beginning in the middle of next year will mean rolling delays for the more than 80,000 weekday commuters who board at stations on the branch as well as visitors who ride the train into the city after landing at O’Hare, transit officials said.
$492 million. And that's on top of the following:
  •  ... the recently completed $425 million reconstruction of the 10-mile stretch of the Red Line Dan Ryan branch
  • Construction will begin in the spring on a $240 million project to rehab and expand the 95th Street terminal 
  • $92 million in TIF dollars on a basketball arena for DePaul and a hotel for Marriott
That's over a billion (billion with a B) that Rahm is spending on anything except the pension obligations, $500 million of which is due next year by State law. Anyone else seeing a problem where the narrative being pushed by Rahm and his tame media outlets doesn't match the facts on the ground?

Poor Rham. It's gonna be real hard to threaten Ch. 9 when you keep pissing money away dude. I really wouldn't mind taking a "haircut" or volunteering to "Pension reform (ripoff)" if I knew the city was really trying to do the right thing with the money.

OT: I still laugh at Rham's BS about the speed cameras making the streets safer for the children. If this guy was really about making it safer he would have installed speed bumps. A speed camera certainly is a deterrent but it won't stop someone from doing 60 mph down a street filled with children. Ever hit a speed bump going to a job at a high rate of speed? Bump does not care you are a cop unlike a speed camera. That bump slows you down forcibly.

Dude quit trying to scam and pay the city's fair share already. The law was already passed by your former colleagues in congress. Yet people will vote for this guy come re-election time.

you can't keep a train system running without almost continuous work on it. it is like a road system. none of this stuff has much to do with pensions at all. this money has to be spent or the train system will collapse eventually.

all of this money was in the pipeline from plans made years ago and is just now being announced for whatever minimal political benefit Rahm might be able to get from it.

no doubt substantial parts of the funding come from sources that cannot be used for pensions anyway.

There is a speed camera in the 1500 blk W. Irving in 019 between Clark & Seminary. On both sides the street is bordered by cemeteries. It's not a safe passage route. The nearest schools are at least 1/4 mile away and neither cemetery is a park. How is this for the children?

This turd also has $30 million ($24m Fed-$7m TIF) to tear up downtown streets to make bus lanes (Central Loop BRT) to shave 3-9 minutes off a bus trip.
Factor in Maggie's Park reHab, another northside park Rosehill Nature preserve, Daley's Michael Reese Hospital grounds debt and who knows what else, has probably spent more in his first term than Shortshanks stole in 10 yrs.
AND BALKS ON PAYING THE PENSION OBLIGATION.

Why would a federal judge step in? on what case? city hasnt filed for bankrupcy and Rahm hasnt missed the 600 million pension payment yet

Amazing how Rahm can find money for lots of things including the Blue Line and the De Paul stadium, but not for the pension funds which are so lacking due to the previous mayor's regime of not putting anything into them, while he lined his own pockets. It is amazing how Daley upped his pension though, getting what I read to be about $15k per month without putting almost $400k towards it. Wish we had those options. Amazing how the politicians always seem to pass laws that later are found to be absolutely scandalous and tossed out, but not before they benefit from them. I tried to look up the mayor's and alderpersons' salaries and pension plans but could only find the mayor's salary, approx. $260k per year. I could not find anything as to their benefits packages. Anyone know who could enlighten me? It is a sorry state of affairs in this city, and a sorry state for us.

It is for Challenger Park/Playlot at 1100 W irving, next to and under the CTA Tracks. I shit you not, it is considered a park, named by the city. It's for the kids. I noticed it today as the lights were flashing at everybody that went by. It is for the kids.

The city, at least so far, has not defaulted on required pension contributions, other than when the FOP excused them in exchange for earlier retirement, which made absolutely no sense. You can look it up at the Chicago Police Pension Board website. The figures are all there, assuming that most of you can read and understand numbers. There are other reasons that the pension is underfunded that are mostly about expensive enhancements over the years, with no increase in contribution rates, either by the individual or the city.

I had a dream that 1000 plus armed masked men hit every bank in Chicago's central business district in 20 min, than 2 days later an anonymous donation was given to pay off the gap in the police and fireman's pension funds. To bad all those stalled fire trucks blocked the streets preventing the police and feds from responding to the banks....

Just saw the video link regarding the difference between the "budget" and the CAFR- comprehensive annual financial report. Very enlightening- a huge thank you to the person who posted this info. Everyone needs to check it out- the city is using an arbitrary budget which is completely subjective and does not show what actual revenues they are working with. You always hear about the "the budget" thinking that they are speaking in terms of actual expenditures and income, when in reality they are using projections which are usually well under what they have in the accounts. This way they can go "over budget" without really losing anything, and justify raising fines, fees, and taxes, while at the same time omitting services, e.g.- hiring new policemen, by claiming they are unable to fit them within their "budget". When talking about city finances, everyone needs to start asking about the comprehensive annual financial reports- not the "budget". That will show the actual financial status of the city, and reveal where tax revenues are being allocated.

To be fair, Rahm's investments will drive future revenues to Illinois and Chicago. Pension funds only drive retirees out of state.

The Federal judge in the Detroit bankruptcy case ruled that pension debt has no higher priority than any other debt no matter what a state constitution says. Municipal bankruptcies are governed by Federal law.
