Pension Reform Isn't Working?

  • New calculations show the state will save about $15 billion less than initially projected from the controversial major government worker pension overhaul that lawmakers and Democratic Gov. Pat Quinn approved last month.

Critics who say the pension law didn’t go far enough cried that supporters are “backtracking” on the savings and point to the change as a sign more money-saving changes to public employee retirement systems will be needed. Backers of the law, however, pointed to some good news from the latest number crunching — it shows that the state will owe less toward covering retirement costs.

Last month, House Speaker Michael Madigan championed the pension overhaul as saving $160 billion over 30 years. But when the financial minds at the pension systems covering state workers, teachers outside Chicago and public university employees took a look, the savings estimate came out to $145 billion. The difference is in part a reflection of the various sets of assumptions folks wearing the green eyeshades make about how long tens of thousands of government workers will live and work.
Maybe Quinn and company ought to start encouraging less healthy lifestyles, increase smoking and drinking among the retirees in the hopes of killing them off sooner?

In the meantime, the rosy predictions of Quinn, Madigan and Company are once more proven to be numbers not based in any sort of reality.

'...The difference is in part a reflection of the various sets of assumptions folks wearing the green eyeshades make about how long tens of thousands of government workers will live and work...'

hahahaha,,

and what about the assumptions on the return on investment of current pension funds hmmmm.

at one time were they not assuming an 8 percent annual roi.

not gonna get that from bonds or t-bills, as the fed's quantitative easing fuck-up those interest rates.

oh yeah the trillions of dollars the fed has been printing has sent the stock market to all time highs...how nice. can they keep printing dollars till infinity tho cuz everyone else sees a rigged stock market with overvalued manipulated prices.

but let's say the fed pulls it all off. they keep printing more and more. when the tsunami of inflation hits [which is the flip side of all this 'we saved the pensions' hype]we're not going to have what we think we have because the fed is picking the winners pushing the fixed income investments down while pumping the stock marker up...temporarily.

bottom line -- it's not going to end well.

It is not pension reform. It is pension benefit theft.

Numerous government pension systems with far more generous benefits do not have a shortfall because they were properly funded over the years

Our elected representatives spent funds that should have gone to modest pensions on other things - like pork.

Their solution is to steal the money due and continue to spend it on more pork. Like DePaul, developers, etc.

They can sue Yahoo also, and Microsoft and HP and Apple. Also Boeing, IBM, Ford and John Deere. Settle for what they can and straighten out the pension fund.

Also, send the CPD north and invade Evanston, Wilmette and Winnetka. Annex those towns into part of Chicago. At the same time jettison the 003rd, 004th and 005th District. Give them their independence. Sell 007 to the various railroads to make a new railroad yard and give the residents cash to go find a better life.

It is inevitable that the Lawmakers will pass legislation to tax pensioners. Currently Illinois is one of 5 States left that does not have a State Tax on pensions. The tax could be in the area of 3 - 7 percent of your pension check.

O.T. Lubricate Your Firearms

Dear brother and sister officers. Please field strip and lubricate your firearm. From May to October I lubricate my gun once a month. Usually on the 1st of the month. From November to April I lubricate my gun twice a month (usually on the 1st and the 15th). During the very, very cold days I will lubricate my gun every seven days.

During extreme temperatures your firearm also goes through extreme temperature swings. Think about it; you go outside for an accident investigation or even to hang a simple parking ticket. Then you go inside your car. Then you go outside, then you go into the station or a restaurant to eat, then outside, etc... Take care of your firearm. You don't want it to go click when it was supposed to go bang.

The Rutherford thing last Saturday was a good turnout. Standing room only even in such bad weather and having to park almost a block away.
Rutherford covered the cold hard facts that the STATE pension mess has got to be fixed with EVERYONE at the table not just the politicians and some hard give and take will have to occur.
This is what happened in Wisconsin and they are now in the black - budget wise.
He is pragmatic and to the point. The city pension is different; but can be influenced once the tide turns with the state pensions. Stating its going to hurt but it must be done to fix the mess that has been left to grow by the politicians.
I was surprised that when it came to questions at the end very few hands went up.
Rutherford seems like a good guy and the only viable alternative to the democrat machine. We have to get together behind someone who is not Quinn and its not rauner.

How can it work when the state legislators and judges collect pensions after putting in just 1 year of service in some cases and others as many as 3, 5 and even 7 years of service. Check it out with the names of who is getting what all on bettergov.gov website public pensions. Madrigal and Quinn didn't touch those did he?
And in case you are wondering those pensions are for "Elected" officials not "employees" and therefor do not fall under the Windfall Elimination provision. So all of the elected including Quinn, Madigan Et Al will still get there full Social Security for putting in at least 10 yrs private

Wisconsin
Milwaukee's Residency
Rule for Workers Voided
A judge declared void Milwaukee's 75-year-old requirement that municipal workers live within the city's boundaries.
A provision in the state budget passed last year bars residency requirements for public workers other than police, fire and emergency personnel. Those workers can be required to live within 15 miles of where they work.
Milwaukee County Circuit Court Judge Paul Van Grunsven ruled Monday that the state law "creates a constitutional liberty interest in being free from residency requirements" to get a municipal job and Milwaukee's residency rule can no longer be enforced.

Why are they called Clean Slate anyhow? They have Shields- Capparelli on the ticket; Booted from the FOP for not working. And former FLOPP VP Bella who is being sued for wasting our dues money. And Shields former driver and wing man. Wow. Clean Slate! Not.

OT, but ironic -

According to Crain's, The University of Chicago has been downgraded.
(Where Richie Daley goes, financial ruin follows? Maybe Coke will go under next.)

"Moody's Investors Service lowered its outlook to negative on debt issued by the University of Chicago as operating performance falls and the prospect of new debt and more debt service looms for the expansion-minded South Side institution.

Fitch Ratings, meanwhile, affirmed its stable outlook.

Though Moody's affirmed its Aa1 rating on the Hyde Park institution's $2.6 billion in outstanding debt, the New York-based rating agency said the negative outlook was driven by thinner cash flow in the face of rising debt service and the University of Chicago Medical Center's “substantial debt burden.”

The numbers may vary slightly, but they all show one thing...Illinois and Chicago are bankrupt.

Morally, yes.
But Chicago has slush funds, called TIFs, and is far from bankrupt.

10% over 30 years is not all that much. It is tough to predict something that close in a decade much less 30 years.

all it would take to really muck up the numbers would be for the average lifespan of retirees to increase by 6 months or a year.

There is no reason the FOP should make such high salaries. Why not keep their original salaries? It is an elected office to serve its members not to serve themselves. Is it not enough to get elected to a cushy spot? Why the inflated salaries?

Why haven't you done something to change it? It has been in the By-Laws since 1981. This is nothing new. No one gets overtime and no matter who wins they also will make the same pay. Submit a by-law change in May and quit trying to make it sound like this is something new.

Harold Brown wanted a forencis audit of FOP. He asked HARD questions and they (Dougherty and Donahue) removed him from FOP with the help of Ted Street. Vote city wide team for INTEGRITY??????

Is this the same Harold Brown that was expelled from the union by the entire board? Not just Dougherty and Donahue the entire board. Go away Harold!

Veterans affairs committee chair Sid Davis has been mute on this from the start. Sid has lost all honor in this vicious attack on the vet.

The vet was friends with Dean Angelo's team. That was clear right from the beginning. The vet got what he asked for and yet this is still an issue because Dean wants to deflect that he has been on disability for 9 years taking checks from our pension fund while working at Calument College. If you can walk unassisted and shoot you can come back to work like me. Won't get my vote.

Send a written request under the FOIA and they must provide you all documents you request as a dues paying member. Don't forget to ask about their expense accounts and vacations they call conferences. Families attend these events as conferences while most of us can't even take our families on vacation.

If I am am correct you can not file a FOIA because our union falls under something similar to a 501 C (non profit)

Guys you aren't getting anything from Google except a name. Per the Sun Times article:

FOP attorneys have filed a petition in Cook County Circuit Court to learn the “account information of the person or persons who authored and published a video and audiotape on YouTube.com that included an illegally and surreptitiously recorded FOP Board of Directors meeting.”

Google gets thousands of requests through search warrants and subpoenas for individual account info every year. That's what FOP is doing. Most likely Google will comply. But you can still boycott.

Here is the article:

Dudes are you on drugs? You're letting morons like Shields make 190k off of our sweat. Are we on fucking drugs. Each member of the board should make the same salary. The most 110k. You snot nose little bitch Shields making 200k!!! I guarantee you that come May that will change. I'm voting for the guy who brings up salary reform.

Hey there old timer, you need to re-read the FOIA law, it does not apply to a private corporation which FOP is, but you can get any documents between FOP and the city of Chicago

You must be one of the less informed but let me try and explain, most things done at any organization involves a board and then one of the board members motions up an issue, then the issue is put to vote. This might help you understand a bit more, the following board members were the total support and reasons why Shields was able to do what he did:

Bill Burns
Dan Shields
Dean Angelo Jr.
Fernando Flores
Al Jaglowski
Rick King
John Lipka
Dan Trevino
Mike Underwood
Tim Murphy
Tim Moriarty
Terry Collins
Dennis Doherty
Ron Shogren

Feel free to check on the voting patterns of our board members and then you might understand why things went a bit out of control, when most of the time you had a 15 to 12 vote as Mike Shields always cast a vote even on the pick of his own jury. Quit blaming others who truly could not create any change as they were always out numbered. Also please question their reasoning for supporting a President who went out of control, they are all running for re-election and will be seeking your support.

Can you tell the truth for once? The names are the board members who allowed Mike Shields to pick his own hearing committee. You forgot to include Danny Stover a Citywide guy. Here is the actual vote as published in the Board minutes from the meeting held. September 26, 2013:

Dean Angelo, Jr.
Bill Burns
Dennis Dougherty
Fernando Flores
Dan Gorman
Al Jagkowski
Rick King
John Lipka
Tim Murphy
Dan Shields
Danny Stover *
Danny Trevino
Mike Underwood
