Park Legally

We have no idea how many times we've reminded people - park legally or you may pay the price. Like this poor bastard way up north in Edison Park:

Must not be an SCC reader.  Nicely done 016.

Not a complaint, just a question.

Was the CPM vehicle in a tow zone or on a hydrant or some other no brainier illegal spot?

I've written a few of the CPM vehicles for bus stops and the like while OTJ with Finance...but we were told they don't have to pay meters if they are checking vehicles or working on the pay boxes.

They've been up here in the neighborhood ticketing like a swarm of angry hornets. It's great to see CPD tagging them. They always park on hydrants, or on the corners, or in the bus stops. This should happen citywide. Maybe then you could stop to pick up a pop, or sandwich for lunch without a 2 dollar stop at the meter box!

I don't have a problem writing these idiots who have no problem and or mercy on our cars ,so I have no problem or thinking twice when they park illegally or without placing a parking sticker in their windshield at the pay boxes. And i don't non suit them either. FUCK THEM!! They always come running from down the street screaming that's my car that's my car, i work with you guys! and I reply no you don't! because we don't write other coppers but you, you're quick to write coppers so if we have to pay to park , SO DO YOU! have a nice day and make sure you park legally and pay them pay boxes, you're not exempt!

So great job to whoever wrote that ticket on the PRIVATE COMPANYS' illegally parked vehicle !!! and great job too if it was a revenue car! either way both revenue and private ( LAZ vehicles and private ticket writing company can go kiss my ASS!! )

O.T. SCC ,

I just heard over the weekend.

I read a thread recently somewhere here about squad car shortages in districts and this weekend I heard that the auditors ( we have auditors? ) were in the 12th district where they are down 15 cars and , were told that they have too many vehicles, so the 12th district might be getting vehicles taken away from the district to be reassigned elsewhere. They counted the # of beats and then the number of cars assigned and came to the conclusion that there's way to many cars.... huh?????? really??

can anyone chime in on this and confirm if its true that they can or will do that? I have no doubt that raccoon eyes is behind taking away from us but have you ever heard of this happening? pretty soon we'll be policing like back in the early years of policing where we walk everywhere and there will be call boxes on every corner for us to call in and see if there are any assignments pending!! ha!

All you morons crying about lifting residency have no idea about anything do you? Most of you paid way too much for your homes in the first place. You realize you'll be upside down on your home. If you don't know what that means, it's this that 300k or 400k house you bought 5-6 years ago will be worth 150k, so when you try to buy your next 3-400k house in Park Ridge or Orland you can tack the difference onto you're mortgage. Also look at the tax bills, those of us paying 3-4k in property tax will be whacked with a 10-11k property tax bill. So the young officer at 01:56am with English as a second language and the GFY officer at 03:14am, leave this job and go join a suburban departments and live there. You would be a fool to stay in this state after you retire anyways. So why the hell would you want to move out anyways? Look at these burbs, Park Ridge...shithead steals car with baby in it, Orland Park mall looks like Evergreen Plaza did in the late 80's when it started to go. I know you're young and know everything about everything but you obviously know jack shit.

He is no different then all previous deputies and up excluding a very small percent. Like all other city depts. it's a simple program you put somebody in charge when it gets real bad or there is a scandal you replace, that boss takes complete responsibility, you give them a nice pension and repeat. You just have to remember the rotation so you can appease whatever minorities turn it is. The only difference with Rahm is he's smarter more ruthless and has much stronger, richer friends so he doesn't have to replace them as fast. So quit worry about the supt. he is a non entity. Residency: It should be an issue in EVERY contract negotiation. It does not matter whether you are for or against it; make it an issue and refuse to drop it without some MAJOR concessions. For example: Residency lifted after 5 years, or a mile limit, or a stipend, tax giveback. Stop being weak little Sheeple about it. Fight back for once. Pull your head out and look around: EVERYONE who has fought it has won concessions.

OT: There was a burglary on Catalpa in Forest Glen 016 - that was in progress/home invasion. The juvenile girls that were home didn't answer the door right away and soon after offenders kicked in the rear door and the young girls fled out the front and called 911. Just as was the case last night at Devon & Oak Park, the call taker initially had this call as a suspicious person.

First, Strip 016 of its police protection and then when the residents actually need some help, the call taker is either too lazy or too stupid to do the right thing.

All this for my newly-increased tax dollars. I can't wait to leave this drain-circling city.

Actually, Detroit is better off than Chicago is right now! They are reorganizing, investment is coming back, and Michigan has a surplus because it's run by Republicans. After Detroit lifted residency, it took 11 years for almost half of working cops to move out.

Those of you who want residency to stay are gripped by fears that you'll have to drive farther or your real estate will fall. It's amazing how weak. lazy and cowardly people have become. Grow some balls, and grow a brain. Are things getting better under the Democrats?

If Republicans take hold in Springfield, residency will go away faster than a fart in a funnel cloud. Just like in Detroit and Milwaukee.

Actually, Detroit is better off than Chicago is right now! They are reorganizing, investment is coming back, and Michigan has a surplus because it's run by Republicans. After Detroit lifted residency, it took 11 years for almost half of working cops to move out.

You are out of your mind. Detroit is better off than Chicago right now? There is no comparison between the two Look at our downtown, and businesses compared to theirs, not to mention the number of abandoned houses in Detroit. You are talking out of your ass.

Off topic but big changes coming to VRI. Department going to cut back number of officers daily, maybe by March 15 th. They say it's because the money is drying up but it's really about the lack of activity by members working the program. Hope you all enjoyed it while it lasted

2/23/2014 07:20:00 AM

Bullshit! VRI has always been about VISIBILITY and the public perception that there are enough police on the streets. What the downsizing may really about, if you paid attention to the LT at South a few months ago, is that VRI South was down about 15 cars. Some teams had 4 PO's per vehicle. Don't know if North was also down vehicles. It makes NO sense to be running 200+ PO's in kne of the worst winter seasons in Chicago history and then turn around just as Spring is approaching and cut the roster size. Bullshit, the city has an insufficient amount of vehicles to properly run the program.

The City will never lift residency and we already went to court, and lost, regarding residency with the City. I seriously doubt that is something the FOP will take up again. The world and the police department did not begin whenever all you folks came on the job who are screaming about residency now. 25 or so years ago there was a court battle. Lawyers would have to look up that case and find a new argument.

2/23/2014 07:33:00 AM

Great comment and so true. Did someone forget to tell them about the residency requirement when he or she took the job. To every CPD copper, did somebody force you to take the job. We all go in knowing the rules. If you don't want to live in the city, don't take the fucking job. The only suburb that you could afford a home and the taxes would probably be Robbins or Ford Heights. The grass is not always greener on the other side. Most suburbs are very strict on any work done on your house or property. Your costs for garbage pick-up and things like plowing are double and triple for the rates we pay in taxes. If do buy in a subdivision, first you pay association fees, second you have to follow guidelines on what you change on your property. My son's subdivision only allows wrought iron fences, in-ground pools and they even dictate what kind of trees you can plant on your property. Put in a paver brick patio. Has to only be a certain size, plus you need a building permit to have it put in. Then it has to be inspected after every step. So quit, move to the suburbs and get 2-3 jobs for the luxury. As for me, I'm staying until I put in my papers. At least I put in my deck and wooden fence myself with no permit. All my neighbors are city workers, they would never drop a dime on me.

Off Topic It amazes me to listen to coppers berate Our Superintendent, I don't like him but he doesn't matter the previous and te future ones will be the same. he is doing exactly what the mayor wants. There is no such thing as "reverse racism," only racism. Black people don't own the word.

definition:

racism

1. a belief or doctrine that inherent differences among the various human races determine cultural or individual achievement, usually involving the idea that one's own race is superior and has the right to rule others.

2. a policy, system of government, etc., based upon or fostering such a doctrine; discrimination.

3. hatred or intolerance of another race or other races.

Regarding Ald. Balzer and his parking: If he has Military Honoree plates such as Purple Heart plates, he would get no tickets from me, EVER. Any Military Honoree plate, such as CMOH, POW, Bronze or Silver Star gets a pass.

Also, check the ILCS. Years ago there was a provision that Military Honoree plates are exempt from time-based parking restrictions.

No pass for hydrants or bus stops, but anything else. Rush hour parking, expired meters. Could also argue that the December-April snow route parking is in there, too.

Regarding residency: Issue has come up before. In the early '90's it was hot issue. But there were sharp divides on it. At that time the press published a report that about 25% of the CPD lived on the NW side, 016. And a good number of white collar City workers.

They wanted to hear nothing of dropping residency because they feared that that they paid $170K would go back down to its more real value, about $90K.

Now 016 is no longer the garden paradise, the housing values are not rising fast enough for a house to be an investment vehicle. And where are you going to go? Suburbs may not be a paradise, financially or otherwise. Gas prices will go up, raising your commuting expense.

Making a bs arrest every day just so you can have an arrest every day does NOT make you the. " real police". Knowing the law is our job. People were home and upon being confronted by home owners offenders fled. It's an 0610. If they forced thier way in knowing people were present and confronted the homeowners with a weapon then it's a home invasion. This isn't difficult. Know the law. And no I don't work in 016

Alot of things come into play, like did they threaten the victims, were they armed. Hard to decide unless you know the whole story of the incident.
PS Also an affirmative defense if you leave when you discover someone is home. Sounds crazy, but included in the statute

I agree - the term "Burglary" connotes a crime of stealth. These latest tactics have elevated it to Robbery Status and these so-called "Burglaries" should be dealt with accordingly instead of labelling them with misleading definitions. When you break into someone's home knowing that they are present or should be present (i.e. cat burglars) OR if the would be burglar encounters occupants and does not cease and desist, the crime should be elevated to a Robbery. So all you Illinois Compiled Statutes experts out there who seem determined to undermine the seriousness of these incidents by correcting others and note that these are only "Burglaries", keep drinking the koolaid. Your disingenuous comments suggest that these incidents are not in actuality Home Invasions which in fact they are even though they are downgraded, miscategorized and minimized by our department. You nit-pickers do not understand that you are aiding and abetting an illegitimate method not even recognized by FBI crime stats of characterizing a serious crime. We need to have a law enacted changing these to Robberies - which in fact they are. The person being present during a burglary changes everything and elevates it to a new level.

Sight alignment trigger control will fix crime in Chicago

Yes dumbass it is burglary. You have to use violence or threaten the use of violence toward someone in the home in order for it to be a home invasion. Know the laws you're paid to enforce.

2/23/2014 09:04:00 PM

You're just as stupid as the OP!

In order for offense to be classified as a home invasion, the offender has to either know that there is someone in the residence when he breaks in, or after breaking in he discovers that someone is home AND STAYS AND CONTINUES his felonious activity.

You dumbass.

2/24/2014 09:34:00 AM

You are both stupid and a dumbass; probably an asshat and a moron to boot. What do you think of that?

You do realize it is a MCC violation to use Loading Zones as private valet parking right?

The Ord states Valet's Must park the vehicles OFF Street or On Meters.

Regarding your comment about IL Time Based Restriction Exemption for Military Honoree Plates...

Please remember we live in the City of Chicago...full of Holier than Thou politicos that pass Ordinances under the Home Rule Statute and as a result voided that State Exemption.

Do I agree with you? Personally, Yes.

But please show me in writing where in the Chicago MCC that exemption exists. Because if it doesn't and you just hand a pass because you agree with the ILCS code over the Chicago MCC you are Paid to Enforce as a Police Officer...than you are no longer allowed to enforce a single rush hour or street cleaning or Meter or RPP or any other Time Restriction unless you are a dyed in the Blue Hypocrite.

I sure hope you aren't the police. There are so many things wrong with your post it is very sad.

This isn't throw a charge on a wall and see if it sticks because it sounds better. Elements of a crime classify it as such a crime. No koolaid drinking here. It's simple, know the law. Know the elements of the crime and classify it properly.

Oh and your idea of changing a burglary to a robbery because it's more serious?? Burglary and robbery fall under the EXACT same sentencing guidelines.

"Show me in writing..." jesus h. christ, fucking blow me you dipshit. When I was out there writing tickets etc. I did as I damn well pleased and did not need to justify it to anyone, least of all some sanctimonious prick like you. My last few years on I simply stopped writing tickets etc. that would bring revenue to the city. I was morally opposed to anything that would screw the hardworking citizens and bring money in so the corrupt stuttering prick and later the asshole ballerina could do what they wanted except for funding our pensions.

Eat my shorts if you don't like it. I am a dyed in the wool do what the hell I want type of copper. I learned who deserved a ticket and who didn't and who deserved to go to jail and who deserved the pass etc. The hell with City ordinances.

Sometimes I just don't understand all this worrying about how he treats or acts to the bosses. All this sympathy for them. Most of those guys are the ones that come back to the district and treat and talk to the po's the same way.

OT. Regarding Sgt Maria Whiteside, she is the best supervisor I've had on this job. I know she worked tact as a p.o. and she was the real police. As a sergeant she remained the real police and with 30 yrs on the job was still out there going on jobs and backing us up. She wasn't one of those bosses sitting behind a desk preaching. She definately lead by example. And more importantly you could always count on her to have your back. She will be greatly missed in 010.

Glad you're man enough to make that statement from behind the Anonymous world of this blog.

You may not agree with the other poster..but he or she is 100% correct. Police are indeed allowed discretion with enforcement of Parking violations.

However...the way I was taught was If I extend a courtesy on a particular violation..I don't write them at all for the rest of the shift. I've seen Cops issue street cleaning and rush hour tickets for cars galore in various districts...but skip a Beer Truck blocking the Bike Lane or parked on a Hydrant "oh their just making a delivery."

All or none you do nothing stroke...it is just that simple.

But for crying out loud...what the hell did you think was going to happen when revenue from the NW Side meters started to drop because "Oh I was only inside for 3 minutes for a 2 dollar Soda."

Waste a damn quarter. That gets you 7 minutes on the box. Better a quarter than a 50 buck ticket.

Do you people really think that ticketing the LAZ meter vehicles is a big deal. you will never see that ticket paid by them, it will be non-suited by the city. these idiots don't care, because it's not their car. And we don't have any bosses in this city who have the balls to chase them out of their district, why should they risk their big money job for coppers who don't want to feed the meters. PAY UP.

To the Koolaid drinker:

You missed the point of my post. I stated that it SHOULD be elevated to a Robbery. When multiple offenders kick the door in at your house, let's see how satisfied you are with a Burglary classification on your police report.

I Concur with that...

The 10th District had some of the best street bosses anywhere. Many of them were "Old School", not merit promoted and knew how to take care of the troops and prevent problems.

They even knew how to keep a sense of humor and have fun with the job no matter what.

It's a shame that one of the best places to work has been spoiled by micromanagement, or rather mismanagement by people who have no clue and were never the Real Police.

Was at a meeting at 900 W Exchange today and this was brought up by our Dept Director.

Policy Statement by him was "Since CPM expects the City Employees to pay the meter for their M Plates...the City Expects CPM to park Legally if they are not on a Meter during their operational shifts. Illegally Parked? Hammer them. I will not be non-suiting any tickets they get!"

Sorry dude... Unless you stop them for a Mover in a Motorvehicle or BLOWING a stop light/sign... the ticket isn't going to stick. And the Light/Sign ticket will be dismissed by the Judge when they review your Ticketing History for those violations for Bike Riders.

OO1 PO tried that on a Revenuer on a bike back in 09 after seeing the POS write an M Plate for IDK what.

Their Security staff showed up with a LT and they made the LT tell the PO to void the ticket on site.

Last PO that ticketed a Revenue M Plate took a CR hit from the IG over it. Seems he 'airmailed' a street cleaning ticket because they got to his 'holy gold' street cleaning before he did.

And remember. While we are working the streets...revenue could retaliate by checking the parking lots at the districts for compliance violations..

How many of us coppers have cars or trucks with no front plate because we go from our garage/driveway to the parking lot?
And since it is a City Lot, the WC or DC couldn't do shit to stop the inspection. Or follow up of a Boot Van drive through like they already do in CTA lots.

We still have a few areas we can park that they can't Go. But that is changing this year. Source at Law Department told me the other day that the Street Ops Director submitted a Document stating the intent of their staff to start issuing Compliance Tickets on private property and they are using Unit 212 as proof it isn't a violation of State Law to do so within the City Limits.

Alderman Burnett is looking at this with interest due to the potential revenue sources in the CBD alone.

I remember hearing about that one over the air. As I remember it, PO said he watched as the dude on a bike wrote the 2 ISP vehicles parked in the Bus Stop at Clark/Lake and the U Plate Arson Investigator..but didn't do shit until he then tagged 4 marked CPD vehicles in the Turn Lanes/Tow Zones.

Heard later that the then Street Ops director had just gotten divorced from her CPD Sgt hubby..and blasted the memo out 'putting blame on a media story about CTA cheating meters with their vest." or some shit like that. Funnily enough...the b%tch was clouted from 20th Ward.
