If you actually pay taxes, don't expect actual police for your money:
- Chicago Police Supt. Garry McCarthy made no excuses for his department's strategy of deploying more officers to higher crime neighborhoods, even if it meant fewer officers in low-crime areas.
Speaking to Far Southwest Side community leaders Wednesday at St. Xavier University, McCarthy was asked about the number of officers assigned to the Beverly and Mount Greenwood communities.
"We don't deploy as many officers to good neighborhoods as we do to bad," he said.
Chicago's police superintendent said arresting criminals in high-crime areas can keep crime from spreading.
"If they catch them there, they don't come to Beverly," he said.
Well that's bullshit. Thugs go where there's less pressure on them, as demonstrated over and over again during the summer wilding season. And the gigantic spike in armed robberies in 019. And the increasing burglaries (thefts) in places like 016. And the muggings in 022.

I've heard people compare this strategy to what corporate America does, concentrating resources where needed, to "put out fires" and this is a smart action to take-in the short term. Once you begin to ignore your customers, they're going to go elsewhere, and in the case of a municipality, what does that mean? That means they move away. Your "paying customers", i.e. taxpayers are taking their business elsewhere; to the suburbs that have good schools, safe streets, and they get more for their money. Sure, they *may* pay more in taxes, but how much is your family worth? The main roadblock to more people moving out of Crook County/Chicago is the property values. Should they ever come back, the taxpayer drain will rise.

In the Fall of 2011 at Lakeview High School there was one of several "Town Meetings" by McCarthy and one of his NYPD suckholes. It was to address the concerns of residents about the upcoming combining of Districts 019 and 023 into one.
The residents didn't want to lose police officers. Also there were the two commanders involved and all aldermen whose wards made up the combined 019/023.
Quite the dog and pony show.
McCarthy stood there and promised, he gave everyone his word that the new 019 would not lose any officers whatsoever when the two districts combined. McCarthy promised. He said this numerous times. The people were properly stroked and felt that well, a promise is a promise. I felt it was bullshit and the drawdown would start very soon.
The problem is the residents did not get it in writing.
Immediately upon the opening of the new.combined district, all of 019's Lieutenant's were shipped out to the far reaches of the City. This was a violation of the Lt's contract for all bid Lt's. No one filed a grievance. They all were tossed a bone in one way or another. The only one who eventually made it back is Lt. JR on 1st watch and that took a while, after a vacation to 008.
Next a bunch of sergeants were shipped out. I forget how many but I would guess 20 or 30.
The drawdown on PO's has been constant and continues to this day. Retirements, promotions, transfers etc. continued with no replacements forthcoming.
In 2012 35 officers retired from 019/023 and they were not replaced. Officers started bidding out in droves.
Today, there are at least 100 fewer officers in 019 than there were the night of McCarthy's bullshit false "promise." Add to that the sergeants gone and Lt's.
And the chump residents? Silent like sheep led to the slaughter. They keep paying their inflated taxes and they keep getting burglarized and conked on the head by dude and continue losing their iPones, wallets, money etc.
The poor saps who live in the west end of 019, west of Damen, don't even realize that they rarely see a police car any more, that on many nights their beat cars are parked and unmanned in the district parking lot.
But McCarthy promised... He is a worthless political hack who finally, at long last, accomplished the greatest heist of police manpower in the City's history. What does he care? He gets paid a ton and won't stay here whenever he finally gets launched.
And the dear folks who pay for it all: SUCKERS!

Once again. We need more police in 016. The majority of the ones we have still think its a place to go retire. Now we just got 4 more dogs. And don't get me started on that midnight crew. Dogs from the DWOL to the Field Lt (soon to be captain). Thanks to Sgt W for shaking them out of the hole every night. Except the nights that the WC puts him on the desk so he can't "harass" his coppers.
It can only get worse.
Just wait until McDrunk deploys beat cars or mission cars or whatever the hell the flavor of the week is to every nursing home to prevent spontaneous stabbings by the residents. They can be prevented, don't you know?

Mr. McCarthy your idea of team policing is not working. The severe shortage in working equipment does not allow this to work. Officers are fed up with pool vehicles, broken PDT's, and broken cameras in every vehicle. A simple report has to be made inside and officers are teamed up on 2nd watch due to shortage of vehicles. We have FTO's driving around with three recruits and the time wasted is incredible.

1. Chairman James Moriarity purposely took it upon himself to call a meeting for charges against President Shields without notifying ANY Board Member as to the date and time. He admitted that was his intention, as stated in Roberts Rules, he has the right to hold the charges meeting in SECRECY to safeguard President Shields Rights. WTF !!!!!!
2. He was specifically asked if he was going to allow any Board Members present today to attend the SECRET meeting, his response was NO.
3. After a few more questions by Trustee Al Jaglowski to explain his actions, Chairman James Moriarity without provocation, stood up, shouted at TRUSTEE JAGLOWSKI "FUCK YOU MOTHER FUCKER"
removed his glasses and threw them on the table,

The CPD began to die, with CAPs, and succumbed to death with the disbandment of the SOS unit, and the Castration of the Detective Division, when we were no longer held accountable, no arrests needed, don't worry about your clearance rate, don't canvass don't respond unless it's a murder, or their is a video.

When did Violent Crime Detectives stop handling violent crime? Area Central has new policies that transfer certain violent crimes to property crimes. Such as Agg Discharge, Reckless Discharge, Agg BAtt /PO.

Here in Juvenile court we're getting virtually no cases from northside arrests .Obviously , crime must be down , and as we lose more and more ofiicers , I'm sure it will fall even more. As it continues to fall , we can consolidate more districts , lose more officers and watch it fall some more.Pretty soon we won't need any police , courts , judges or probation officers because crime will be down so far.The few juveniles who do manage to get arrested will either have their cases screened out , no filed , or dropped . The even fewer who do manage to get convicted won't really be punished since we're under a mandate from Preckwinkle to empty our detention center .The good judges and probation people at Juvenile know what's going on and are getting sick of it.

When did Violent Crime Detectives stop handling violent crime? Area Central has new policies that transfer certain violent crimes to property crimes. Such as Agg Discharge, Reckless Discharge, Agg BAtt /PO.
Apparently they are way to busy or woefully understaffed to handle their jobs. They got 40 new Det's last year and all went to the violent side on teams of 8-10. 8 guys handling 1 shooting. Are they all typing reports or do they collaborate on it so they can check for spelling and grammer mistakes?

There was a burglary on Catalpa in Forest Glen that was in progress/home invasion. The juvenile girls that were home didnt answer the door right away and soon after offenders kicked in the rear door and young girls fled out the front and called 911. Just as was the case last night at Devon/Oak Pk the fuckin call taker initially had this call as a suspicious persons or a paper job. We should be outraged! Train these call takers and discipline them before its too late. Disgusting!

As a TAX PAYING west side resident, citizens in "good" neighborhoods are still safer then I would ever be, no matter how much police presence the neighborhood has. I'd love to be able to move to a neighborhood with little police patrols. The way I see it is I should not have to walk out my door and see 3-4 police cars in 5 minutes. In no way am I saying that low crime neighborhoods should actually be having patrols stripped from their communities, or that I don't appreciate more officers. If the west and south sides require heavier police presence, then they need to make the right moves so that north siders don't feel like they are punching bags.

I have not had a chance to see it just yet, but it does have scenes from Cook County Sheriffs on it on "what to do" from what I have been told. Now the real question is how do 101 counties enforce the law and how does Cook County enforce the law.

New York City Police Commissioner Bill Bratton came to the defense of Mayor Bill de Blasio on Tuesday, saying he had "no problem" with the mayor's call to a top NYPD official about the arrest of a political ally.
Mr. Bratton's remarks were his first regarding the Feb. 10 phone call from Mr. de Blasio to NYPD Deputy Inspector Kim Royster following the arrest of Brooklyn Bishop Orlando Findlayter, who had two outstanding warrants.
"I had no problem with it whatsoever. None, whatsoever," Mr. Bratton said of the mayor's call during a news conference with the mayor about traffic safety. "He can call anybody he wants, any time he wants."
"I call my people anytime I want," he said. "You need a free flow of communication in government. I have no issue whatsoever with him calling anybody in my staff or his people calling people in my staff."
Bishop Findlayter, a member of the mayor's inaugural committee who gave an endorsement during the campaign, was arrested last Monday evening after he was pulled over for a routine traffic stop. The Bishop had a suspended license stemming from outstanding warrants for failing to appear in court following an Oct. 16 arrest during an immigration protest.
Ms. Royster called the 67th precinct commanding officer, Deputy Inspector Kenneth Lehr, who knew the bishop personally and said he was already on his way to the precinct to facilitate the bishop's release, sparing him a night in jail.
The police commissioner said he is aware of other mayors who have called on behalf of an individual they know. He did not elaborate on that rationalization of corruption.
Questions surrounding the call have dogged the mayor since news of the call surfaced.
Mr. de Blasio defended the phone call last week as "appropriate" and said the commander made "a professional decision." Questioned further Sunday, the mayor said he had nothing more to add and has covered the topic in "great detail."
On Tuesday, he ended the off-topic section of the news conference when questions persisted regarding the phone call.
Mr. Bratton said the situation didn't rise to the level of importance that warranted waking the police commissioner in the middle of the night and that he was notified of the incident during a 6:30 a.m. briefing the next morning.
"There is nothing about this situation that required my involvement," Mr. Bratton said.
"It's something I am known for. I am known as the great delegator," he said. "So if I have a precinct commander who cannot resolve an issue of this type, on his or her own, I would be basically questioning that precinct commander's capabilities. I am very comfortable with the action taken by the precinct commander."

NYPD officials have said all commanders have the discretion to release someone on the promise that he or she will settle outstanding warrants. Please give examples....
Mr. Bratton reiterated that Tuesday, saying that Deputy Inspector Lehr, like other commanders, have "discretion" and in this case the precinct commander knew the bishop well and the two had worked directly on community issues.
"The precinct commander obviously felt that there was no great risk that this individual was going to flee the country based on the offense that had been committed," the police commissioner said. "This is a discretion that is given to our precinct commanders. I think it was used appropriately here. I have no problem with it."
But several law-enforcement experts have disagreed with the mayor and commanding officer's interpretation of that discretion, saying written police rules don't permit the release of someone with outstanding warrants before a court hearing.
After the news conference, the commissioner walked away, declining to take additional questions, even as reporters chased him from the news conference.
Asked if he was going to release the police report, he said reporters could request it under the Freedom of Information Law, but he didn't know how long that would take. -until it was edited???
The morning after the bishop's arrest, Deputy Inspector Lehr asked a community affairs officer to accompany him before Manhattan Criminal Court Judge Steven Statsinger to have the warrants vacated, officials said.
Questioned whether it is appropriate for a community affairs officer to accompany the bishop to court and whether members of the public get that benefit, Mr. Bratton replied, "Thank you."

Factual information preceding the meeting,
1. Chairman James Moriarity purposely took it upon himself to call a meeting for charges against President Shields without notifying ANY Board Member as to the date and time. He admitted that was his intention, as stated in Roberts Rules, he has the right to hold the charges meeting in SECRECY to safeguard President Shields Rights. WTF !!!!!!
2. He was specifically asked if he was going to allow any Board Members present today to attend the SECRET meeting, his response was NO.
3. After a few more questions by Trustee Al Jaglowski to explain his actions, Chairman James Moriarity without provocation, stood up, shouted at TRUSTEE JAGLOWSKI "FUCK YOU MOTHER FUCKER"
removed his glasses and threw them on the table,
clenched his fists and began to charge Jaglowski.
With that Mark Donoghue and Dan Stover grabbed Moriarity and had to restrain him from attacking Jaglowski.

Ok sucks that home invasion happened in our neighborhood, but you never see the police in our neighborhoods escpecially in 16 and 17. There are a lot I mean a lot of do nothings in those districts. Not everyone. You don't want to do shit...fine, but don't treat us like were assholes. I've called the desk at both districts instead of calling 911. Was treated like a shithead. They tell me they would dispatch a car and nothing. Nobody showed up. Nothing major of course but it seems like I am bothering them when I tell them I am a PO. This is not just from me but from other POs I work with also. FUCK THE SHITHEADS AND TAKE CARE OF OUR OWN!!!

There was a burglary on Catalpa in Forest Glen that was in progress/home invasion. The juvenile girls that were home didnt answer the door right away and soon after offenders kicked in the rear door and young girls fled out the front and called 911. Just as was the case last night at Devon/Oak Pk the fuckin call taker initially had this call as a suspicious persons or a paper job. We should be outraged! Train these call takers and discipline them before its too late. Disgusting!

Went out for dinner in the 016 last night with my wife. We waked from after dinner from Dinos to a local bar west of there. I was cat all the parking available and how many stores were vacant. Also all that time we never saw one patrol car. Only a few years ago you couldn't even move in the area with so many people around and CPPD always checking the area. Keep pulling officers and the rest of the NW Side will be the same.

Funny you say that. I immediately thought of at least 4 officers who all lived within 2-3 blocks east of Longwood. Ironically the first 3 I thought of that live west of Longwood...well 2 are convicted felons.

I live in 022 and I am all for more police in West Beverly/Mount Greenwood however has it ever been flooded with police? What are the numbers in comparison to ten years ago? This FOP election will not see even a 50% turnout. Likely somewhere between 35%-40% and that is on the high side. No matter if it is an FOP election, primary, mayoral election, presidential or mid-term, police have more important shit to do come election day.
This is info learned after many years of observation. FOP knows how many officers are registered to vote in general elections, it is too low and embarrassing a number to release.

Ummm because there are good and decent people there too. My grandparents live in 002. They were pleaded with to leave over a decade and a half ago. Like any other stubborn old folks they said beat it, we're not moving. All of their living children work and are regular citizens. One is a sergeant in a reputable department. So yeah...get your ass over there to your job on my grandmas block.

I live in the burbs. I can identify a handful of south side districts that are within a 20 minute drive for me, half the trip I used to take out west. Taxes in the burbs do suck but here is the problem with the schools UNLESS you like your school district you have to move or send your kid to private school. In the city we grew up mostly in private school and good public schools which you can at least compete for if you don't like your neighborhood school.

Update, they spent $106mil on OT in 2013. The $93mil was a guess at where they would end up AFTER they blew through the budgeted number. So, in 2014 they actually budgeted a much less number in OT than what they spent in 2013. Less OT planned with less officers!
