FOP Debate?
We got this in an e-mail, allegedly from Acting FOP President Bill Dougherty:

I have been out at roll calls this past week and have received numerous requests for the two of us to debate. I think it would be a good idea for us to express our views in a public forum. Obviously we are working with a very limited time frame, so could you please get back to me ASAP? Once we have a date/time set, I am thinking we could use the FOP website, our respective websites, Facebook, and hopefully the blog if they are willing to publicize it (hence the cc). I would propose Brock Merck as the Mediator, though I am open to any suggestion you might have. We could hold the debate as early as after the General Meeting or as late as Saturday at the FOP Hall.

If this is a legit letter, we're more than willing to publicize it. Here you go. Mandating attendance (by the membership) is another story. All unit reps should be showing up so as to spread the news as far and as wide as possible. YouTube is another option.

If a legitimate offer, I see this a good opportunity to to see the differences in leadership philosophy from each candidate to lead the FOP in the coming years.

all for a civilized debate. Do it on a weekend.
Hold the debate on a Saturday or Sunday at the hall or another larger union hall venue. Allow 5-10 minutes for an opening statement from both Bill and Dean. Then a round of questions with time limit answers. The. closing statements. Just the two candidates, no other members feeding them anything. No mud slinging, just answer the members questions and no, "I will get back to you" answers.
It should be recorded and made available on fop website for officers who cannot attend.
A debate is great but the bi laws should be changed to state that all presidential candidates be allowed to participate in a debate prior to an election. Also , the main election results should be final. If u win by 1 u win.

Correct me if I'm wrong {and I know you will}, But didn't Dean go on a small spending spree when he lost his office a few years back? $300 dinner on the FOP credit card, what will he do if he wins this time and looses in 3 years? Bill's campaign materials says he has been lied about. A lot. They should face off so we can figure it out.

Here's some of the things they got. Wage compression, top pay lowered by five years. 29 and out, lowered from 32 and a day. A new work schedule. Free health care at 55. No health care premium increases for actives for 7 years. Got pay raises in 2008, 2009, and 2010 when other police unions took zeroes or gave back raises.
You're right they really fucked us. We don't need that type of guy running our union.
Could we get a hotel room rematch of Graham vs. Mcdonagh.? As an undercard? Front 4 rows will be issued parkas like a Gallagher comedy show. Yes!
Too little too late. Our leadership has failed us, and still hasn't posted the election numbers for all the candidates in our recent election. Transparency my Ass!!
Ballots do not have to be postmarked until the 31st. We could do it on Saturday at the hall. That gives plenty of time to vote.

I bet there will be even fewer voting in this runoff. More ballots will be received with "Fuck You" and other such nonsense on them. Even more ballots from the previous election will be finally sent in. These are the genius's you work with. And they have guns.

Maybe McDonagh could be a part of the debate and explain why he went from saying that Angelo was making "deals with devil" by aligning himself with Shields to making his own "deal with the devil" with Angelo??????
How can you ask if this is desireable? Of course it is. Didn't this very same blog put up two posts warning about the people that voted for Shields in September and again a couple weeks ago? Aren't they all Team DEan? I, for one, want an explanation.
I've never been part of a Debate Club in school, but these need to be planned and questions need be fair. Doing one overnight or in a weeks time is too lopsided and probably unfair to one candidate. Now you have a candidate proposing a debate, whether prepared or not, if the other guy refuses he looks like a chumbalone.
The last thing we need is an open forum at the Lodge and the 012 has to respond after the first round.
It's a good concept, but way too late in the contest.

Nothing like wanting a debate after the ballots are mailed. Bill if by some miracle you could steal this election you have only have 4 votes on the board vs 22 against you. And you are going to lose two of those votes by the 4th of July. You will be more ineffective than president Carter was.

Dougherty is a FRAUD, this insert into the blog is bogus, he is denying the fact that he is no longer wanted to lead the FOP, he has done nothing to ensure that FOP moves forward, I'm a retired Sgt. who spent more time in FOP then the Sgts. union and I am still a member of FOP. I believe in having representation and believe in unions, providing they are led by a good man, I firmly believe that Dean Angelo will do a good job, I worked with Dean in the past and yes he along with many of us have our shortcomings and we as humans will make enemies and will never please all. Please think before you plan to vote for Bill Dougherty

Great idea, personally I suggested a debate numerous times on the blog and via calling fop, this should of been done before the original vote, but then McDonough would of mist likely been the favorite. How about we do it at fop hall, have it moderated by someone from the police chaplains unit ( to keep some of the audience idiots in line) we could charge $10.00 a head, donations to the police chaplains ministry, frank could order the pizza, maybe in the side chair we could have the only pro police media guy john kass asking some hard questions about the pension issues. Lets do it.

On March 6, this is what you wrote about those that voted to keep Shields: “It certainly would have been helpful to have these voting numbers a day or two ago before the ballots were due to be mailed back - all those NO votes on a guy who admitted that he didn't send the retro letter and made the reckless accusations that led to his removal.” SCC, you know now that those were Angelo’s guys. SCC, you did the same thing back on September 28, 2013, in your post entitled “Pick your own Jury.” Those were Angelo guys as well. You said people who cared about the Lodge should go see the sham trial with the Angelo jurors. You posted the names of those who voted for Shields back then. So why would you now ask if a debate is ADVISABLE? Of course it is. We all deserve some answers.

Apparently, Dougherty stood up and said it was and said he was ready to debate.

I was at the meeting today. A copper stepped to the mike (not shields) and brought up the debate. Dougherty basically said anytime, anywhere. Angelo stood in the back and said nothing. That seals it for me. Don't want to debate, you don't get my vote.
Just so everyone knows, at the general meeting today, when and officer stepped to the microphone and asked Dougherty and Dean if they would debate, Dougherty said of course while Angelo froze in the back of the room and said jack shit.
Finish the job we started. Dump the last citywide guy., only then can we move forward.

I was at the Fop meeting today. Dougherty did say that he challenged Angelo to a debate. Angelo was at the meeting today. He did not come to the microphone and say that he would debate Dougherty. But, he knows about the challenge. If he was going to debate you would have thought he would challenge Dougherty at the meeting.
Any retiree that votes for Dougherty is senile. But here would be my first four questions for Bill:
1. Why did you not sign the letter. Before you answer think about the three different versions that you all ready used.
2. I read the Phil Kidner article. What were you thinking? Obama Care for retirees? And we called Kidner just to ask if you were quoted accurately.
3. Why are YOU blocking a vote on letting retirees back in the union? They can’t vote on contracts but the walk a picket line!
4 Why are retirees who call the lodge being told we don’t repesent you anymore?

Unfortunatly, a debate will be pointless at this time. Ballots went out and it takes a long time to develop questions fair to both individuals. Who would come up with those questions....the election committee? Who would moderate? Can't be Merck...he was a canidate. All these things are time consuming and if he went ahead with a debaye that looked like it was done by a 5th grade Political Science student, it would take us further down the road of fultility that Mike Shields put us on.

If Angelo doesn't agree to this it won't surprise me. He has been running from the allegations that came to light just days before the general election votes were tallied:
Angelo attempted to orchestrate a secret vote to keep Shields in office.
Why in the world his son and members of his team would vote to do this not once but twice belies explanation. His "due process" excuses ring hollow given the fact that their were no due process concerns the first time they tried to keep Shields in office and on the ballot back in September.
It will be very interested to see if Angelo makes up some excuse not to debate. Stay tuned people.

I can answer that one for you, if he is in fact blocking said vote:
Retirees have no statutory labor right to vote for contracts that have no effect on them, that's why.
Also, since you're not aware, it's against labor law to negotiate pension terms while at the same time negotiating for active officer employment terms and compensation. This has the effect of giving the city an unfair hand in pitting retirement benefits against current active employee benefits. Not to mention the absolute fact that retirees don't need FOP representation regarding their pensions after they retire, the constitution protects those benefits in perpetuity as well as several other state laws regarding contract law and the takings clause. Nothing the FOP can do will either increase a benefit for a retiree or diminish a benefit for a retiree, their contract is executed at the time of retirement and remains so until they die.
So in essence, ANY FOP or other fraternal organization in existence is soley for ACTIVE officers and the bargaining on THEIR BEHALF ALONE for successor agreements.
Retirees have no statutory right to get involved in the negotiations or voting for contractual items that have an effect on active officers of which they are not.
THAT'S why retirees are never going to have a voice in contract negotiations for active officer contracts. THAT'S why they aren't allowed "back in the union", of which they ARE involved in the maximum capacity that a retiree IS allowed to be involved in an organization that represents active officers of which they are no longer.
Question answered without Dougherty's help.

I disagree. Have the debates as soon as possible. If one candidate can't answer how he intends to right the ship at this late stage in the election process, he deserves to be exposed. Candidates should have plans of action already set out.

Debate ? Now Bill wants a debate, after the ballots are already in the hands of the voters and many of them in the return mail. Why didnt you agree to a debate two months ago Bill? Bill sure didn't want to debate the PHD two months ago now he portrays himself as trying his best to make one happen "for the children" , I mean FOP Membership.

Dean Angelo is a very smart politician, according to all the blogs and conversations, Dean is clearly the front runner and doesn't have to debate Dougherty, why make a misstatement or have something taken out of context. Tom addressed our roll with Greg Bella and Angelo yesterday. Tom asked Bill and Dean the same questions: here is the Clean Slate response:
''We asked both candidates if they will make the necessary reforms that the members demand, if they will bring the people the members elected to the top spots into the FOP office to work? We asked for the union and Board meetings to be streamed so members can be involved in their union, we need for all members of the FOP Board of Directors to go to Districts and Units to meet with our members monthly, and we asked inclusion of all members who have been shut out of the FOP in previous administrations.
Tom McDonagh and myself asked nothing for ourselves and were not promised anything for us personally. We went back to the members of our team with the results and we feel that the only person who can repair the enormous damage that has been done and lead us out if this mess by listening to the membership is Dean Angelo. Tom McDonagh and the Clean Slate 7 team proudly endorse Dean Angelo for FOP president. ""

You do know that the FOP does not now and never did represent retirees? Right? Do you know that? There is no place in the contract that deals with retirees. Retirees are not part of the bargaining unit any longer. As such, the FOP does not represent them. Who told you otherwise or where did you get the idea that the FOP represents retirees?
The representative of the retirees is the pension board. And the attorney, Clint Krislov.
Retirees are former employees, not employed by the City of Chicago, no official status. This is not to knock retirees, I am one myself, I had to learn this too.
The FOP has helped me and other retirees with certain things but that is as a courtesy, not by contract or bylaws. Our dues goes way down because basically all we now get from the FOP is the book, stickers and free pizza or sausage sandwiches once a month at meetings.
Wish it weren't so but it is. Not their fault. FOP tried to get a section dealing with retirees into the contract but that was a deal breaker with the City. No way would they even discuss it. Franczek stood up and told Mark he would walk out if FOP wanted to discuss it further. Won't happen.
We are no longer employed by the City. We have a relationship with the pension board, that is it.

Here's some of the things they got. Wage compression, top pay lowered by five years. 29 and out, lowered from 32 and a day. A new work schedule. Free health care at 55. No health care premium increases for actives for 7 years. Got pay raises in 2008, 2009, and 2010 when other police unions took zeroes or gave back raises.

Very interesting that the Angelo people just continue to bash Dougherty by insulting everyone's intelligence with the letter BS. I heard that Dean might accept the offer for 6pm on Saturday at FOP hall but want's the moderator changed from Brock Merck (who would ask touchy questions about finances, political relationships, and family.) The alternative choices are the 1.Secretary of the Plumbers Hall next door, 2.Alvin Isdad the representative on loan from Israel, or 3.Retired Sup Jody Weis. So sad.
I am a retired police officer who has a unique perspective on this election. I am one of the detectives who worked on the Anthony Porter Murder Investigation that Marty Phieb wrote about in the book Crooked City that was recently published. I retired with 31 years of service and I also was the first PO hired by the Independent Police Review Authority to Investigate Police Shootings. (If you have not read the book I was a homicide Investigator who was assigned to Area 1 Homicide for 8 yrs) Many people who commented on the Article and/or book review asked what did the FOP do for us detectives who were involved in that case. I would like to address that issue now. Let me first say that because this incident took place while I was a detective I received Legal Representation from the City of Chicago for the civil trail in WHICH WE WON AFTER THE JURY HEARD ALL OF THE EVIDENCE. I along with my partner are thankful of that representation. Shorty after the trail I was approached by the then Pres of FOP, Mark Donahue, who congratulated me on the WIN. I suggested to Mark who I had known due to me being a FOP rep from when I was a detective(A was promoted to Sgt and had to give up my reps job)that FOP start a campaign against the WrongFul Conviction Movement especially Northwestern University to bring to the publics attention on their questionable conduct in not only this incident but others incidents involving CPD detectives. I went
on to suggested that FOP call a news conference, high light the case, confront Northwestern University but also highlight the Politics surrounding the Cook County States Attorneys Office handling of the Grand Juries Investigation of this incident. Donahue responded with this:" Chuck I am up for reelection, I got a campaign to run, and besides the news media will not cover us. We call a news conference and nobody shows up. Chuck, be grateful that you won!" Now I have to admit, that I did not approach Bill Dougherty and make the same suggestions. However, wasn't Dougherty an Official of the FOP when this case went to trial? Could he or someone else in the FOP leadership publically fight for detectives who cases are being smeared in the media? No one from FOP called me or my partner to commit regarding this case and/or trail to publicize this victory. Now regarding Dean Angelo running for President. I do not know Dean Angelo. I know his father from the job and he was a very nice person. I meet Dean Angelo for the first time last fall at a Orland Park Law Enforcement Organization meeting. He came to the meeting a and made a campaign speech on how he was going to help and protect retiree's. After the meeting I went up to the table where he was sitting and introduced myself. I told him my background as a PO and Det and that I was the first retired CPO hired by IPRA. I then asked him what he was going to do about IPRA 's violating the contract between the City of Chicago and the FOP. He did not ask me who, what, and/or how this was occurring. He asked me for my phone number and email address and told me he would get back to me at a later date. This was last fall before Christmas. I AM STILL WAITING FOR THIS CALL OR EMAIL.
Let me say this, like I said at the beginning of this comment, a number of officers asked what the FOP did or did not do. Now you know, I will let you be the judge on their action. This election is of great importance to both the active and retirees of FOP. With Bruce Rauner winning the GOP nomination of governor and who might possibly win the governor's race with Quinn we might all be in a tough situation. Remember one thing: some day you will retire, you will be in the same position as I am and all other retiree's are in. Think about this in the upcoming vote for FOP President. In a way a feel sorry for all of you.

This is the third consecutive year the team has provided tickets to police officers and the second the offer has been extended to Chicago firefighters. Since the program’s inception, the White Sox have provided department members over 40,000 game tickets.
Members of the Chicago Fire and Police Departments can redeem the two tickets starting Monday, March 24, at the U.S. Cellular Field Ticket Office (Monday-Friday 10 a.m.-5 p.m. or Saturday-Sunday 10 a.m.-4 p.m. on non-game days). Firefighters and officers will be required to show their department identification and badge, in order to claim the tickets. The deadline to redeem is Friday, May 2.

I have been a Police Officer then Detective for over 30yrs. And when I read your comments I am embarrassed. No one actually gives a care about any facts. Bill D was part of the Shields Team but Dean A was part of the Nolan Team so there is no new regime!!!!!! One side says don’t vote for Bill because of Obamacare and one side says don’t vote for Dean because he is a Medical Roll abuser. How about actually asking each candidate what they believe in and an actual DEBATE in front of the membership and not listen to propaganda each side puts out. There is NO EXCUSE not to have a debate we don’t care if you asked 6 months or 6 hours ago. Stop listening to theses SPIN DOCTORS. These times are much too important to get played by politicians. It’s about our pensions and our salaries, our families and our lives. Would you please stop letting the state and city politicians (and don’t be naive and think they are not involved) do exactly what they are doing DIVIDING and CONQUERING US!!!!!!

What's all this stuff about a lawsuit against Bella? Why did we not know? Heard there are charges on him now. So much for a Clean slate

Get more involved and you would have known.
Billy realizes that he is in trouble . That the only reason he wants a debate . He changes his story constantly to fit the group he is addressing . Billy " the truth needs little rehearsing." U now want the active members to save you when for years all u did was to cater to the retirees . When u should have got involved u did not and vice -versa . We all need to realize that if bill wins all of his old tired regime and ideas are coming back in the office . Haven't we trusted him once too often ?????
Bill, I like U, but I have 13 years on this miserable job. U've been in FOP 7 as long as that. The problem w/U and a lot of U'r boys is Ur disconnected from those of us who comprise the backbone of this of this company.
U guys don't know how a PO works anymore. To me all this mail propaganda is nothing less then a vote for U and U'r peeps to keep their jelly jobs.
I don't think any1 over there is worthy of such hulking responsibility.
