Sell Back - Hard Check

From the comments:
  • FAX message is out:

Sell back days will be in the form of a check.. available for pick up after 0900 from 35th street.

Payroll is fucked up probably because they were overworked from adding up the sergeant's retro last week.
That makes three recent checks that have been hard checks instead of direct deposit:
  1. Sgt DSS Grievance;
  2. Sgt retro;
  3. department sellback
Anyone else getting a funny feeling about this? Direct deposit means everyone gets their money at once. A hard check on a Friday afternoon means most people aren't going to be depositing it until the following Monday. Even if they got it to the bank on a Saturday, no downtown bank is going to process it until the following business day - Monday. And Rahm just borrowed a shitload of money for day-to-day operating costs.

Is Chicago broke?

Rahm is big into changing state law to suit him and what he wants, how about changing the state law and getting the TIF money released to fund the pensions and pay some of the bills around this place.

That makes sense, too bad DEMOCRATS have none.

No, SCC, Chicago isn't broke, but if he can get enough people to take that ball and run with it, Rahm will convince the world it IS.
So, by speculating on this, we're legitimizing it, which is what he wants. And then, having established and ingrained this fear in the majority of Chicago's citizens, he will convince them to support stealing our pensions.

OT: Arbitrator Won't Sign Residency Ruling For Pa. Officers

The Pittsburgh Tribune-Review

"PITTSBURGH — An arbitrator representing the city of Pittsburgh refused to sign a decision permitting police officers to live outside city limits.

Joe Quinn wrote a dissenting opinion, contending that the three-arbitrator panel exceeded its authority, violated a city ordinance and ignored the will of city residents, who overwhelmingly voted in November to put a residency requirement into the Home Rule Charter..."

No, Chicago's not broke so you can quit trying to brainwash the readership into thinking it is so they give up their pensions.

Until the mayoral slush fund known as TIFF is abolished so that tax money can go where it's supposed to go. Chicago ain't broke.

Until the corporate welfare spigot is turned off so ALL businesses operating in Chicago pay their legal share of taxes, Chicago ain't broke.

Until Chicago figures out it's not City Hall's business nor is it the business of us taxpayers to buy free bullshit for the welfare crowd to buy votes, Chicago ain't broke.

For all the times City Hall has claimed "we're broke" during contract negotiations, they were found to be liars by an arbiter who on our last two contracts published the phrase "it's not that the city can't afford to pay the raises, it's that it doesn't WANT to".

It appears that deliberate borrowing is the last tool city hall has to con the stupid into believing the city is broke. After all, why would the city borrow money unless it doesn't have enough..... unless the idea is to sell the last page of bullshit to those who think they're not gullible.

OFF TOPIC But Important...

This just in from POLICE MAGAZINE ONLINE

"ARBITER ALLOWS PITTSBURGH POLICE TO LIVE OUTSIDE THE CITY

March 14, 2014 |

For the first time in more than a century, Pittsburgh police officers will not have to live in the city where they work, according to a draft arbitration award announced Thursday that thrilled the police union but spurred deep concerns elsewhere, reports the Pittsburgh Post-Gazette.

The draft award used language suggested by the Fraternal Order of Police Lodge No. 1 that sets a radius for officers to live within 25 air miles of the City-County Building, Downtown.

An attorney for the police union said the residency decision pertains only to the force's 842 rank-and-file members, not the small command staff. Once the decision is made final, police officers will enjoy a benefit that no other city employee has. Teachers with Pittsburgh Public Schools are not required to be city residents, but the district's other employees are.

But the police union president, Sgt. Michael LaPorte, said changes would be through collective bargaining and only after the current contract expires in December."

- - - - - - - - - - - - - - -
However, as the Pittsburgh Gazette says the Mayor may appeal this decision.

He must have lawyers to feed.

Hmmmm... Fraternal Order of Police Lodge #1, The City of Pittsburgh Where it all began 1915

PLus, heard Mike Lappe is backing Dean. That's good enough for me. Can we now move on and talk about the issues. I didn't vote for either guy but I know what Dean has proposed regarding Salaries, etc. I've heard nothing from Citywide except generalities like leadership, integrity, etc. Thank you Bill for making the decision making process so much easier than I originally thought.

That's just what the evil cabal wants you to believe that the city is in dire times. Come spring session in Springfield they can cry pension broke and get another pass on the payment due next year! Remember they have money for everything but your pension, and if Rauner is elected you can count on getting transferred into a 401k and not with what you expected. The amount you invested already most likely would be half and fees would be thru the roof as this happened to Pittsburg government employees pensions but his company made millions in fees!

Don't forget:

According to good source at 35th Street, City Hall wants the current VRI Overtime program to END in June of this year.

The department now has 908 recruits that have been hired since 5 October 2012.

Since these recruits are still in a probationary status, the department can assign them from 044 to units 211, 212 and 213 (Bureau of Patrol South, Central and North) or for that matter assign them to the Violence Reduction Initiative Units 711 - North or 712 - South.

This will be more than enough to fill the 20 violence zones.

-------

If the city can take that overtime money that was used for VRI and possibly put that in the pension fund it would be a good start.

Not broke by a long shot,,,there are BILLIONS in TIFs being hidden.

TIFs work like this: Bonds are floated to pay for below ground improvements (not bricks and mortar) and then the property gets improved, built on, etc. The property taxes paid subsequently then go to retire the bonds. Simple, right? But when you divert the TIF bond proceeds into some big secret pot, and force the city to do without property tax revenue for broad swaths of TIF areas... bad fucking things happen. But keep it all secret you 9 digit midget. If the citizens had any clue there would be a revolution. Led by us.

Ever hear of the Tribune?

"A reckless pattern of borrowing by city leaders has undermined Chicago’s future by ignoring the most basic tenets of municipal finance and piling billions of dollars of debt onto the shoulders of future generations, a Tribune investigation has found.

Chicago officials abused a powerful financial tool intended to build for the future — issuance of bonds backed by property taxes — as they spent nearly $10 billion in 13 years with few restrictions and virtually no oversight."

Union already took it to arbitration. It didn't work out too well, they are looking for another representative grievance with which to proceed to another arbitration.

Keep yourself informed and you won't have to ask questions on the blog indicative of your total ignorance of the subject.

"Is Chicago broke?" -- SCC

Yes, but the aldermen just voted a billion-dollar limit on the mayor's credit card, to make a big fuss on projects in the city to impress the voters -- with the payback costs and interest "refinanced," "scooped and tossed" far into the future, out of sight for now.

Mike Madigan wants Chicago to spend $100 million "to attract the Obama presidential library." That money would buy a lot of pipe -- the huge gas explosion in NYC, Harlem, that took out two five story buildings and killed at least 7 people was caused by a cast-iron 8" gas main made in 1887. The water mains here have been letting go, too -- same thing.

...while the mayor was at "SXSW" music festival in Austin, Texas, probably helping promoter brother Ari to line up more "events" to clog the parks this summer.

Here is a very interesting article on NYC's "crumbling infrastructure" that closely parallels our situation.

Actually, that rate is an annual percentage rate. Nobody is paying .35% for one night. .35% per night would be more than 100% in 300 days, and that's without even considering compounding. Everybody would keep their money in banks if it would collect .35% per night.

WOW, I know some Police Officers will find ANYTHING to bitch about, but crying about having to go pick up a check???
Direct deposit is a fairly new concept on the CPD. We always had to go pick up our check, have a co-worker pick it up or wait till after your RDO's.
Seriously, grow up!

Just a curious civilian here. How come a certain CPD officer gets to drive a marked vehicle to his home on Crystal Creek Drive in Mokena, Illinois 60448-1097 while all the rest of you officers (including one of my family members) have to live in the city? That just don't seem right, to me.

And, as a bonus, by posting here you gave the guy a heads-up to cover his tail.

So nobody in your unit is getting paid until the timekeeper returns? I kinda doubt that.

Maybe you could go find the person who is currently doing your timekeeping and get it straightened out. And be NICE when you approach them.

Dean Angelo was at pour roll call last night with Tom McDonagh. Angelo made it clear is is quitting the teaching job and is going to reduce the officers salaries. He said he makes around $50,000 a year for his disability and will deduct that from his pay. He talked about the problem with grievances and sounds like he knows what to do to repair the damage done to this union. At this point we get more of the same from Dogherty so Im going with Angelo. We really dont have anything to lose at this point.

If you assholes would fucking LISTEN to the membership instead of doing everything you can short of murder to stay in power when THE MEMBERSHIP shows one cabal of you jag-offs the fucking door only for you to get a reach around from the OTHER cabal of jag-offs, FOP might be considered credible.

You ignorant assholes are fucking SICKENING with your antics and collusion with city hall.

Yes COLLUSION, you fucking turn-coats! Let's call a spade a spade because you dumb pricks have "alligator arms" when it comes to the BEST interests of the membership AND their families, you selfish bastards!

Just about every other Police Union and or Police Fraternal Organization has run RINGS around you fucking bozos. WHY?

How about you lazy fucks GET ON YOUR FUCKING JOBS and stop with this pussy-assed one hand slap fighting you've been doing?

You fuck-heads are just as bad as the city.

"Duhh... Be glad we're keeping youz from being walked backwards as fast as everybody else"

FOP needs to be kicked in the ass for thinking like this!

YOU serve at the membership's pleasure not the other way around. Fuckhead...

Now run and tell your fucking mommy you've been set straight for sassing the adults.

All of you can go shit in your hats for the good you claim to have done the membership.

Actually, that rate is an annual percentage rate. Nobody is paying .35% for one night. .35% per night would be more than 100% in 300 days, and that's without even considering compounding. Everybody would keep their money in banks if it would collect .35% per night.

Some po's appear to be mathematically challenged. .35% is about what the credit union is paying on a CD 1/3 of 1%
What year did they hire without giving a test?

Stop the arrogance. We cant get to the meetings because we are working, working side jobs, going to school and fifty other things. Call the office? Right, why dont you try it and see what we have to put up with. You are put on hold and after five minutes you hang up in disgust. Try coming out to the Districts and try talking to us. Keep yourself informed and you won't have to ask questions on the blog indicative of your total ignorance of the subject.

Go to FOP meetings and ask at the meeting or email one of the office staff or call the FOP. Anything but an anonymous question on the SCC blog.

It actually might work. Thats exactly why I wont vote for Dougherty and if Angelo turns out as bad as Dogherty we will vote him out too.

3/16/2014 02:28:00 AM

I've never had an email to one of the officers not be answered. Even Mark used to answer his own emails. Send an email to Bill, he will answer, might take a few days but you get an answer. Just don't ask as if you were on the blog.

ex: hey asshat... where's 'da fookin FOP, never 'dere when you need 'em, blah blah, asshat, moron, fucking hair gel, asshat asshat.

You can still get a regular check. I do. Every pay period. Never had direct deposit.

No ignorance here? For Your Information Dean Angelo has already once been voted out by the membership once and your talking about voting him out again? How many chance are you going to give him? Is it the shortness of memory? Dean is a scam artist and will gladly tell you what you want to hear. Sadly so many of you young officers have no idea of the past. We do not hear much about how Dean took the FOP credit card and took all his friends to Hooter's and spent a couple thousand of your money when he was kicked out the last time? Do we hear how all of a sudden Dean became unable to work after he was kicked out the last time? Did we hear how Dean did not have to adhere to all the proper procedures of going onto disability? No you have not and I do not think Dean or his followers will tell you either. So if you guys enjoyed Mike Shields and were satisfied then vote for Dean, after all you can throw him out again and again. Right after he sticks it in were the sun does not shine.

No suburban neighbor is going to sign the beef or be bothered with jumping through all the hoops. They won't do it on anonymous complaints anymore. So, relax.

Most likely, it's somebody who occasionally stays with a girlfriend in the burbs and he isn't required to sleep every night in the city, anyway. Or his retirement papers are already in and it doesn't matter anymore.

Just for the record, though, it's no secret on how to make a complaint. In other words, the poster is hoping someone else will do his dirty work for him by picking up the info off the blog. It doesn't work that way anymore. Not going to happen.

The City-Wide guys were supposed to get Captain's pay a field Rep positions. But the rest of their benefits are supposed to be as either D1, D2, or D2A.

Listen to this - these assholes were selling back their P-Day and BFD days at Captains rate. It's amazing but for the last 9 years no one up stairs ever used a benefit day and sold all of them back every year!

But these a-holes were also paying themselves supervisory quarterly checks also.

I drank the Donahue cool aid for years. I voted for Tommy McDonagh in the election. He only missed by 97 votes of beating out Dougherty. Tommy is supporting Angelo 100%. That's good enough for me.

All that money stays invested in what is known as the overnight rate, now about .35% .35% of several million dollars is a lot over money every 24 hrs. It's also sometimes called the "rainy day fund."

3/15/2014 08:36:00 AM
-------------
$20,000,000 at 0.35% APR works out to about $200 a day. Since when is that a lot of money?

3/16/2014 07:38:00 AM

Couldn't agree more. Somebody finally figured it out instead of the old urban legand that the city holds the check and makes lots of money. $200 a day is nothing to the city. Probably cost them more to print the checks instead of direct deposit. Finally getting it

Jam up another copper? For not adhering to the same rules I must follow? That isn't the cop brotherhood looking out for each other. That is illegal. Don't like it, go find a job without residency. You know the requirements when you got hired and signed the paper.

Jeez, God forbid someone testifies about dirty cops too, jams them up, "what's become of us." Hey, I am not a criminal, follow the rules or face the consequences. I don't care who doesn't like it.

You are wrong, tough guy. Living out of the City can and is investigated without a signed affidavit. It is technically a violation of the Law, not just GO. Once it is determined that a PO is indeed living out of the City, the person assigned to the investigation becomes the complainant.

Just about every residency violation starts as an anonymous call/letter from another copper.

It's scary how far some of you goofs will extend "courtesy".

While you may not have liked the manner in which he posted, there can be no argument that all he stated is absolutely true.
Guys sit on this forum all day and post how they don't shit at work for whatever reason. Or how they take the VRI money to watch movies on their laptop all night. Then, they're the very first to demand a damned pay raise.Talk about a sense of entitlement... I often wonder if these brain surgeons know the damage they do our cause, when they post that they don't shit all day at work?
Some of us actually worked for a living before getting on this job. So, you'll have to excuse us for appreciating what we have.

3/16/2014 08:07:00 AM

You need to take this worthless boasting with a grain of salt. I will bet that these braggarts do have their share of work due to the low manpower issues citywide, and I doubt that they are in a unit that actually does little to no work. Whenever they get the chance to work as little as possible, they are like those Facebook posters that continuously post their statuses and can't hold back because they can't keep their mouths shut. I highly doubt that they are able to pull off that lack of activity on a daily basis even if it means only responding to jobs when they have you running ragged every minute of the day, so chill! I worked in the private sector for 10 years before this job and let me tell you, as bad as that was, it did not come close to the aggravation I have experienced on this job!!!!

To the residency commenter talking about 'extending courtesy', what the hell are you talking about? What courtesy is being extended?
Also, in 94, or thereabouts, anonymous complaints were done away with (losing about eighteen of them for the City). EIghteen cases were cleared and shredded in Confidential the morning the ruling came down, including one closed as sustained that morning.
IAD then decided the 'CL' number was a way to get around the requirement that ONLY criminal cases could be initiated without a named complainant. Anonymous complaint went to an investigator, who then determined (by surveillances) whether there was merit to the complaint, then the investigator became the named complainant. But some wise targeted officers beat that, too. Residency ISN'T criminal. Investigating it as an anonymous complaint is not proper and anyone caught up by this process has been investigated improperly.
I live in the city because I want to, for the moment, but I don't care where any of you live, as long as you get to work on time and act responsibly during your tour. Got an hour commute from Streamwood or Orland, that's on you.

Look up what the Federal Reserve charges for overnight fund rates--.00 to .25%--- that is for banks borrowing from them. And you think the City gets .35%-- who are they lending to? Private enterprises? I think not.

Added to my other comment, the 3 month libor rate is .23%. So, if you think the city is getting .35% on overnight rates, think again. Fed rate is 0- to - .25% and the libor rate is .23% for 3 months. Do your homework.
