"Merit" Lists to be Released

This comment popped up the other day. We figured it was once again, someone trying to get some traction on a rumor and ruffle some feathers:
  • No joke: The superintendent has decided the list of merit promotions for the past 6 years are not private. They are being released to numerous news media who have been requesting them from him and will be made public this week. I bet their will be plenty of stories for the Suntimes on that list.
Guess what? It isn't a joke.

From what we can gather among our sources, a lawsuit or lawsuits have compelled the Department in general and Tracy Ladner in particular to produce the so-called "merit" lists, possibly dating all the way back to the beginning of the "merit" process - the early 1990's.

This is going to lead to a lot of fun. We have no idea if the sponsors of the "meri-clout-orious" will be revealed, but for starters....
  • everyone who denied ever being "merit";
  • multiple bites at the "merit" apple 
We can start an entertaining game of "What Merit Picks are on the Merit Board!" and maybe, just maybe, the genetic makeup of what makes a "merit" pick can be isolated and reproduced, leading to a race of Sooper-Cops.

Merit picks have been available for D-2 and Detective (20%) for a long time but the first merit picks (not to be confused with clouted people who mysteriously did well on tests or affirmative action promotions ordered by Judge Prentiss Marshall) for Sgt and Lt didn't start until 1998.

I can say with near certainty that the old 013th Dist. had the fewest number of merit promotee's in the city. 013 had some of the sharpest white, hispanic and female bosses. By contrast you will find the D units are lousy with supervisors who spell shit with two "T"s.

Again like I have said in the past, this is why crime is so out of control, you have MERIT CLOWNS that were never the police had no idea what being a working copper was like leading this department, how and wtf do they know about clearing corners, arresting people, search warrants going to court, etc.... That is one main reason why this department is spiraling out of control. MERIT

THIS has made my day! I cannot wait to see that list. As with many of you, I know and you know, who the merit hacks are.


I would be more curios to see the list of the "inside people" who were given the test before, or who were given the orders on the test.


I am SO sick of the "he/she made it off the list" BS that some of these goofs spout.

Yes, they made it off the list, the short list that had 6 or 7 orders on it; the same 6 or 7 orders that were on the test.

Will it change them being promoted?? No so who cares. They are still promoted and we are not. This is good so you can talk behind a white shirts back or write on a blog how they made merit??? Doesn't impress me, if the said they are giving the merit spot back to a person on the list then that's something to get excited about.. Hmmm, I wonder if sgt CS of 007 will be on there... You know, the guy who did a search warrant on cuellos daughters apt in 008 and was made sgt shortly after the not guilty verdict... To be fair though, he was a great copper, hard worker and is a good sgt.. What's interesting though is the rumor true that cuello had him made.. If so another hit for her.. Either way though, CS does deserve to have a white shirt

Sponsors outed or not (probably AIN'T gonna happen), this promises to be better than Ancestry.com.

The CPD Clout Tree, limbs and branches labeled with names and organizations like Daley, HDO, Solis, Devine, 19th Ward, Gainer, Kennedy, Cline, Georgas, Stroger, NOBLE, Pritzker and Goldstein - to name just a scant few that immediately come to mind - will be illustrated as fully bloomed with cash-filled envelopes and knee pads.

I'll believe this when the list is published and made available for viewing. Even then, you can bet your ass that a handful of the "extra special" prodigies who haven't peaked in their meteoric ascensions will be omitted from the list.

In the early 90's 3rd dist. Commander Lorenzo Chew meritorusly promoted two black police officers, one male and one female. One was Chews neighbor. Both of them had no more than two years on the job, The male officer has been a very high ranking officer for quite sometime and deservedly so. The promotions were for the rank of detective.There were many white and black officers with a lot of time on the job who were highly qualifed and busted their ass for Chew.Too bad they weren't Chews neighbor!

In the end there are great test takers; " who made it legit ", who suck as leaders and merit people who are great leaders. There is also the reverse.

If a lawsuit is why this is being produced, then it will be given to the attorneys for use in their suit.

Nothing's been said about it being publicly circulated, and even if it were, it still doesn't mean shit.

IN 1988 I was called to get promoted to sgt. The chief of patrol GER- sent us home because there were not enough of one persuasion or another. We were then promoted because people were somehow added.

In 1995 there was the arthur anderson test results. I was in the first class of Lts. Once again, not enough of whatever. 13 sergeants walked into the class and started with us. This is when the city started calling it "merit" promotions

Yes, true enough, but most think that number is small, very small and does not justify multiple merit promotions. The fact of the matter is there are no standards that have ever been published to merit promotions and people have been proposed for merit by someone who they have never worked for. It is a system ripe for abuse and has been abused.

Don't believe what you read if the list comes out. A few years back they listed the sponsors and most were straw sponsors. They were told who to submit. Do you really believe that a commander will be able to promote someone before say a chief or deputy supt. Its all a game. Didnt a previous supt transfer a guy out of his office to a unit and a few months later the po was merit. That was because the supt office doesnt officially get a merit pick.

i am adding to the comment made about C.S., sgt in 007. he is a great sgt and in my opinion would be very deserving of his merit promotion if he is in fact a merit sgt. he is a squared away guy and i didnt know him while he was a blue shirt but had the pleasure of knowing him as a sgt. i feel he would be a good example of a deserving merit sgt and not those idiotic cowards who never did police work but instead knew the right boss to get promoted.

I did not vote for either of the two candidates that are now in the FOP runoff. This is going to be a choice of the less of two evils. I don't care how Deans kid or his friends vote. I don't care anymore whether Bill was involved with our losing the retro. We are beyond that. What I am hearing us Angelo is going to cut salaries, make our elected guys come out and talk to US. He is going to hire real labor attorneys to represent us in grievances and the contract process. Angelo is actually going to let the people we elected work in the office even though they did not run with him. All I hear from Bill is his constant attack on Angelo. Bill I get it but you never told us what you are going to do to right this sinking ship. You have never in the regular election or now in the runoff told us your plan. When you tell us that Angelo is going to bring Mike Shields back you insult our intelligence. The choice is simple.

Key word there is "earned".

I'm sure the sponsors of the hacks all thought those hacks "earned" their promotions too.

I don't doubt there are some on that list who really deserved it, but I'll bet the overwhelming majority did not.

This is likely to be linked to the area north cluster fuck. Many of the named bosses were promoted how? Meritoriously. There are many other embarssing incidents that will come to light.

Hope what else comes to light is how many people did well on previous tests yet got passed over because of many merit fuckups.

Let me clarify myself. There are plenty of people who received a merit promotion that is well deserved. Plenty that were not and many who recieved more then one bite.

Merit could work if they have clearly defined standards. Heaven forbid though. The military manages to accomplish this why cant CPD???

OT but very important.

A few of the officers who were recently elected to FOP positions were told by Bill Dougherty that they are never going to see the inside of the office. He flat out said that 1st VP and Financial secetary would not be allowed in and Rich Agular will remain. Keven Graham who lost will be put into the 1st VP spot.

Has this guy lost it? Also said Paul "honey let me look up your skirt" Giger will stay on. Nothing like keeping sexual lawsuits active!

Like him or not, Dean Angelo needs to get elected so perhaps there will be an end to the absolute bullshit that goes on in the FOP haven.

Wait until it shows how political correctness is used in the selection with people of color.
Most xo , captain exempt command staff received a merit promotion along the way.
Pension reform should include basing pension on last rank without a merit promotion and last 10 year average salary.

He was and was promoted under Weis when they named the merit picks. Those guys weren't ashamed to accept the promotion knowing they were to be outed, as they should be. If your afraid to put yourself out there, you shouldn't accept it.

I am not very concerned about which officers made det or sgt via merit. I am concerned with the politics of the sponsors.
There are people who deserve a merit promotion. There are people who had the test questions and scored well (which I find repulsive).
While the list will expose some of the hacks, I think it's of greater import to point out the political hack sponsors, who promoted some of the truly incompetent det's and sgt's.
I can't fault a guy for taking a promotion when it is offered. I can (and will continue to) fault a "senior" supervisor who thought putting that putting incompetent officers in charge of watching over other officers was good for the department (and the rest of us officers).

Haha, I agree. It's funny how the dogs who don't do work, are bitter and jaded get so upset about merit. All of a sudden they deserve it and others don't. And god forbid if somebody younger or with less time on gets a merit spot over them making it. If your a complaining dog who barely does anything AND didn't score good enough to make it anyways then why are u mad? Not because you care.. It's because your jealous. Many think just because they have time on the job then they are entitled to everything.. Now I admit if you have time on and are still a worker then you 100 percent are owed a spot.. Having 15, 20 or 25 years on and you still lock people up and play the game then yes you should be merit.. But if you are on a beat car or hiding behind the desk and complain, dodge jobs, don't lock people up and write your 5 Parker's a month for vri then gfy... You deserve nothing. Way too many guys on this job who do nothing but feel they are owed everything because they have time on.. Beatoff dogs

Now I am just a P.O. and I don't really see much hope in getting promoted on this job sadly enough, that being said I don't automatically fault merit promotions. Yes, like most everything on this department the system is broken and flawed, however it is another avenue for people to get promoted. Don't get me wrong I am not naive to believe that most of the merit picks are great or legit, but what does the testing process really prove?? I took that last test as did a few thousand other people, many of whom have no business being on this job better yet supervise it. However many whom are probably house mice with plenty of study time and "guidance" will likely score better and be promoted. Both systems merit or testing provide the good, bad, and ugly. There is no way around it in the EEO world.

Just a guess, but I'm thinking there is a lawsuit brewing for being denied equal opportunity for promotion due to a flawed merit system, which has been a complaint for years.
It has been said many times on this site, that the merit system is corrupt and political, a "who ya know" system, it seems we may finally find out if that is true.
Speculation is that there will be patterns of triple merit, sons, daughters, significant others of current and former bosses and or politicians, secret study groups with statistically improbable results, entire tact teams of bosses again with statistically improbable results, ties to politico's, etc.
It will be really interesting to see how many of the individuals were arrogant enough to only take part one since they were assured their subsequent promotion was in the bag.
While I do not begrudge anyone who rightfully earned their promotion, the rank an file has complained for years that the current merit system is unfair to almost everyone except the connected.
It will be interesting to see how this all plays out although realistically they would have to release the entire history of merit, not just the last six years. You have to be able to trace everyone back to where it all started for it to be legitimate.

The Judge Prentiss Marshall Affirmative Action (simply: anti-white, anti-male discrimination) started much earlier with hiring in the 1970s and more places than the CPD.

In the Sergeants Promotion that came out November 1st of 1988 (not 98) after 3 1/2 years of testing there was a case in Marshall's Court that prevented the city from promoting. The Afro-American Patrolman's League wanted 9 million in pay for its members because many of their members could not pass previous exams.

There were two Sergeants List that came out, a Raw Scores List, and a "Standardized" list. There were no names or numbers on either list, just M or F and race. White males dropped 17% from the Raw Score List to the Standardized list. There was an outrage and there was also a great shortage of Sergeants.

FOP lawyers wanted to have the city attach the names wait three weeks and see who wanted to sue. That would have made them a load of money and kept up from becoming and getting Sergeants.

A motion was made by a P.O. on the list(s) that the city promote off the Raw Scores List (you were not going to talk them and Marshall out of it) but when they did you would pay people on the Standardized List the Sergeant's pay and benefits until they were promoted or until retirement.

Fair, the P.O.s didn't discriminate in past generations so why should they pay the penalty; we paid Out-of-Grade all the time back then. The FOP lawyers hated it because no money for them in that.

When Marshall let the city promote Sergeants, the motion that they could be paying Out-of Grade to white Patrolmen for past discrimination was in his decree as a possibility.

SCC, I meant to message you guys about this. It struck me that the 30% merit actually works out to a lot more than 30% merit on average. Here's the math.

Say there are 100 promotions available, and the city gets 30 with the other 70 being from scores. Say 30% of the department has a phone call too, so the city would be interested in promoting them out of rank if it could.

Out of the 70 the city doesn't get, 30% are gonna be people the city would like to name but doesn't have to because they passed legit. That's 21 people.

So the city is getting 21 of its favorites, on average, in addition to the 30 on the merit list.

Which, believe it or not, gives the city a simple majority of 51% clouted getting promoted. Of course, the 21 were promoted fair and square. The point is though, they are still the city's boys and girls.

There are of course other ways of looking at this, but from my view, the city gets 51% of the names on the list, though 21 of the 51 earned it fair and square.

Really good reason that the merit numbers should be cut way back, like to 0 or 1.

A detective test was given in 1989 or 1990. The order naming the first class of detectives was posted in the very early 90s, and it included a separate column of the meritees. By the end of the day, every order posted in every unit was ordered to be removed. Never again was a meritee named on a promotion list. The list of candidates from that particular detective exam was thrown out very early. Only 2 classes were made off that list...about 160 or so. I remember that exam very well because every secretary at 11th and state made detective in those 2 particular classes. As did miss Kirby and mister d Walsh.

A few of the officers who were recently elected to FOP positions were told by Bill Dougherty that they are never going to see the inside of the office. He flat out said that 1st VP and Financial secetary would not be allowed in and Rich Agular will remain. Keven Graham who lost will be put into the 1st VP spot.

Has this guy lost it? Also said Paul "honey let me look up your skirt" Giger will stay on. Nothing like keeping sexual lawsuits active!

Like him or not, Dean Angelo needs to get elected so perhaps there will be an end to the absolute bullshit that goes on in the FOP haven.

Someone mentioned M.M. from 5th District is a merit hack. No shit. She was made under Cline (who escapes all criticism on this site).

Cline tied to be slick and move his people to promote them merit. Cline moved M.M. to 12 District and she was a merit lt., Cline moved his driver J.M. to the academy and made him merit sgt (its ironic that Weis took a bash for making his driver - Cline's driver was white, Weis driver was black, just saying, racism). Cline moved O'Grady back to narcotics and made him merit. Cline moved now Cmdr. L.P. and made him merit lt.

Most of the Exempt have one or two merit promotions in their background. Cline, by far, made the worst merit picks possible, Cline was a bigger ass kisser than any superintendent. He made the following merit lt. that now ruin this department: M.M. L.M., G.Y,, K.C. , V.G. Convicted Regina Evans, L.Pena., L.P., J.O., L..S.,

SCC, just ask a person by name was made merit.

When the list comes out, Cline's reputation will be destroyed. He was the worst superintendent in the last 25 years.

Someone mentioned M.M. from 5th District is a merit hack. No shit. She was made under Cline (who escapes all criticism on this site).

Cline tied to be slick and move his people to promote them merit. Cline moved M.M. to 12 District and she was a merit lt., Cline moved his driver J.M. to the academy and made him merit sgt (its ironic that Weis took a bash for making his driver - Cline's driver was white, Weis driver was black, just saying, racism). Cline moved O'Grady back to narcotics and made him merit. Cline moved now Cmdr. L.P. and made him merit lt.

Most of the Exempt have one or two merit promotions in their background. Cline, by far, made the worst merit picks possible, Cline was a bigger ass kisser than any superintendent. He made the following merit lt. that now ruin this department: M.M. L.M., G.Y,, K.C. , V.G. Convicted Regina Evans, L.Pena., L.P., J.O., L..S.,

SCC, just ask a person by name was made merit.

When the list comes out, Cline's reputation will be destroyed. He was the worst superintendent in the last 25 years.

I can say with near certainty that the old 013th Dist. had the fewest number of merit promotee's in the city. 013 had some of the sharpest white, hispanic and female bosses. By contrast you will find the D units are lousy with supervisors who spell shit with two "T"s.

Kline is a clever con artist and knows how to charm and manipulate people to benefit himself. He has always been a good cop, but the worst judge of character. As he rose thru the ranks, his judgment turned more and more political and self serving. He surrounded himself with more and more people who were not very smart, who would never disagree with him, who he could totally control, and who would always feel obligated to him. Did you ever notice how Kline was always calm and unstressed, but everyone he put under him was always frazzled and running in circles? The man is selfishly brilliant. If you were intelligent, a hard worker, self sufficient, low key and honest - forget about ever working near or directly under Kline. Too much competition for him - in his own mind.

Kline created him royal kingdom of servants by giving them newly created exempt titles and positions and bigger salaries to drain our pensions. He had the largest exempt staff ever. Mayor Daley let Kline do this because he knew it would drain our pension quicker.

Kline always played old school CPD when it came to taking care of "the heavy cops." If he was told by an old time boss or politico to make sure that specific cop was taken care of, Kline did it. No questions asked. It's how it's always been done in CPD is how he always felt.

Kline continued to propagate the inside promotion corruption by moving cops from one unit to another just prior to promotion, thinking it would look better on paper. He didn't care that it was obvious to everyone and that it pissed the working cops off and destroyed their morale. Nope. This was Kline kingdom, and it's how it's always been done.

It was so uncanny and such an odd coincidence that many cops who were directly next to Kline or were related to Kline, had some of the best scores on these promotional exams. Like his pretty little admin sergeant, who threw numerous lavish house parties for all of the exempt, scored number one on the Lt test. Or what's really unbelievable is how a relative and his whole tact team score high enough to make dic and sergeant in the first class off the list. I guess just being physically near Kline can make you a genius.

One problem. If his cutesy administrative sergeant made lieutenant legitimately by being number one off the list, as she repeatedly bragged, then why bother moving her from the supts office to vice for one month before the lieutenant promotion order came out? I mean if it was all legit, and all that studying got her to score so high that she was number one, then so be it, be proud. Why worry what other cops would think when they see that she made lieutenant out of the superintendents office? Right? Why bother moving her to vice if she was not merit and had a legit score?

This man acts like he would never hurt a cop or his/her family, and that he cares so much for each and every Chicago cop. Bullshit. He made fools of all of us and continues to do so with HIS LEGACY of the memorial fund. It's about him, not you or your family.

Oh, one can draw other conclusions. Maybe Grau was asked for recommendations. Maybe the mayor has some initiative he wants to run past Grau or at least inform Grau of. Heck, maybe the mayor has Grau reporting to him about McSilly's extracurricular activities.
There's any number of reasons he might have been there. Maybe he used the private entrance and met with somebody else entirely.

On page 9 of March, 2014 "Illinois Cop" magazine there's an article about O.W. Wilson. I was particularly amused by the 3rd paragraph in the article. It read: "Wilson immediately initiated policy changes that included everything from improving officer uniforms to diminishing political meddling and control of the Department. Previously, nepotism and clout were the ways to achieve promotions in the department, and policemen who opposed the system stood by helplessly as less qualified officer's rose through the ranks."

Isn't it wonderful that we've moved on so far since his day.

Cline wanted to make his guys, some workers, some horse-shit coppers/bosses. To do so, he kissed so much ass and made merit picks to please the politicians while sneaking his picks in. He covered what he did. Some of his good merits picks were just ok, but when you see his overall merit picks, there are horrible classes. What a Joke! And, these people have driven this department in the ground.

Weis identified his picks, so why is there a surprise? Weis/McCarthy also have made small, few classes, so there hasn't been as much abuse as Cline. There were 4 merit picks in the last lt. class, one being Cline's son. Go figure.

Matt hard working, great sergeant, but if his dad is not the former Superintendent, he is not in that class. The Boss that put Matt in, was made merit by his dad.

O/T talking about merit boy Grau. Cline took care of him because while Grau was at the FBI task force he let Cline in on information about why the FBi would not let Cline in on any investigations because of his alleged involvement in the Marquette 10 investigation. All of a sudden Graus name came to the top and made merit Lt went to 023 for a brief moment and then to acting commander of the gang unit.Then he's made dept chief of OCd then Cline is Sup and Grau is Dept Sup of Inv service. Everyone forget that Grau while at gangs north he was JOe MIEDZIANOWSKIs partner for a year. Graus has back stabbed his way through the dept and to other jobs . Hes the Dep Sup during the Koschman case and doesn't know anything,SURE he doesn't.He got his sister back on the job after she had been off for years on disability with her I fell on the rocks at Addison and the lake BS but we know she did it playing volleyball and claimed IOD. So she comes back on while Grau is in power and she is sent to the airport with hopes that he will make her a Lt.She enhances her pay for several more years hiding at the airport and then retires. Graus following his pattern of staying at his give me jobs since Daley got rid of him(blow to ego) and moved on about every two years to some political hack job until the powers to be find our he's over his head and move him on to another spot the Chicago way,promote the incompetent. Someone of the Sun time reporters should go see Joe M and ask a few questions about Mr. Grau.I'm sure Joe just might light their eyes up.And yah right he doesn't remember talking to Phl about koschman. What about Chief of dets. Grau I don't remember that either. All living in fantasy land. Just give up Hy and you and Phil and go to Fla and tell each other how great you are since you had condos at the same place. You could be the oil and towel boy for him.

I personally called Ernst & Young and found out that the last three test proctored by them that the second part of the exam was shipped directly back to the Department of Personnel . This included the exam booklets and scoring sheets. The city then adjusted the scores and sent them back To the proctor. My grades on average were reduced by 21% .
If you get an opportunity google Ernst & Young and you will see the lawsuits they were involved with . They include Lehman Brothers and many others.

Merit and clout is always going to be there. 30% is rather high but my point is they should address how many will be promoted for that test and then the 70% off the test get promoted first. The 30% merit/clout are always in the last classes of the test. Its small but would mean something to the people who tested well.

Hillard did not let anyone get a merit promotion from 3510 S Michigan but Cline moved the heavies out to Area One Detectives a month before they got made and there was a lot of them. Most have gone on to commamder and up. It was. A slap in the face to all the sergeants that worked area one for any length of time but nobody cared.

For those who remember. In the 1989 Dick's test, it was broken down to 3 categories of scores
Whites,Blacks,and Hispanics.
The cutoff for Whites was 12 wrong answers. For Blacks 25 wrong answers and for Hispanics it was 22 wrong answers.
That would put you in the top 10% of you race.
The women sued because they wanted to have their own category. But the Black females refused to be lumped in with the White females thus the list was torn down. But to really break it down a black officer could get twice as many questions wrong on the test and still be higher on the list than a white officer. The initial list weas only the top 220 of each race and only posted 660 names.

Hey Moron you probably are talking about Sgt ML. I hate to tell you she is one of the smartest cops on the job. She was number one on the Sgt's exam and number 2 on the Detectives. Same thing was asked at his "open" meeting in 019 around 1999 and he said "The odds of anyone getting more than one merit promotion are so small it won't happen". The room then erupted in laughter. And now 15 years later we have a whole command staff with multiple merit promotions.

Retired and glad, I finished in the top 8% on Det'test, waited 4 years for promotion while I the saw Commanders woman who rode everyones arrest report and his lap get promoted in the first class of 100 and another fool who couldnt write a case report and couldnt testify in court according to his own well educated
partner get made in front of me. His clout was a former partenr of his who also couldnt write a report or make an arrest but he had a condo on his island homeland that helped him all the way to Lt. It aint what you know but who you blow.

When you're spoonfed the answers, it's easy to talk shit about "earning" a promotion.

However... "Earning" TWO promotions in such rapid sucession raises some interesting ethical questions.

Allegedly, because the shennanigans surrounding M.L.'s "ascent," (among others) there was supposed to be a policy of "pick one or the other" put in place to keep people from stealing, errr, "earning" two promotions in rapid sucession.

That has very likely fallen by the wayside.

Oh by the way... Saw M.L. looking goggle-eyed at more than a few "dynamic" calls.

Ask around... There are some people who remember being roped into lending her a hand because she was a lost child in the woods as far as this job is concerned.

Does "Earned. Not Given." ring a bell?

Up north we used to have an X/O that was a CAPS Sgt in 014, Tact Lt. in 016. Capt in 019 and now is an inspector. Curious about something. How would some1 like that live w/such an obvious lack of achievement? This person will retire and it'll have to strike the person very hard that U NEVER wood have made anything of U'r self w/out something being "rigged" so U don't/can't lose. I'd loathe myself!

All through my lengthy career...

PATROLMAN no clout

DETECTIVE past the exam and it was graded right in front of me

SERGEANT studied very hard and the first class by score

LIEUTENANT made that by exam not clout

TURNED DOWN a Commanders job because I didn't want to have to sit in a room and pretend Jody Weis was a genius.

Super genes, maybe, when I retired I was put out to stud.

I'd have to disagree. I know of a suburban sergeant that had the highest score on the exam, you know the "best and brightest." They have been trying to get rid of him since for consistently being an idiot. Exams can not measure competence. They measure test taking ability and memory as well as knowledge of concepts. I've sat in many classes with people, often the younger students, with some of the highest scores and the personality of plywood and no ability to lead, mentor, or instruct anyone else. They had great scores though! I knew a guy in college who was infamous for outscoring everyone on tests and getting better grades though he never went to class and he copied homework from other people...but he would destroy the tests. He was just that good. Meanwhile I'd study and study and get the same grade as when I didn't study. Actually that's a bad example because he was smart and good with people but it was all effortless to him.

Sgt ML, might be a great test taker , but WAS NOT a great police officer. All she did was paper jump and inventories.
