Speed Camera Fail?

Rahm's budget people predicted (there's that word again) that speed cameras would bring in $70 million for all sorts of "children's programs." Guess how much they've brought in so far?
  • Mayor Rahm Emanuel is counting on speed cameras installed around Chicago schools and parks to bankroll $70 million worth of children’s programs this year.

    But he’ll have a tough time getting there, thanks to motorists hitting the brakes, winter driving conditions that forced them to slow down or a combination of the two.

    The 92 speed cameras installed near 43 schools and parks have generated just $3.7 million in fines, and only $1.5 million of that has been collected. That’s after churning out 758,176 warning notices and 42,568 tickets since the first camera was installed at Gompers Park in August.
So that's like 2% of projected revenue? And even that is only 40% of what the cameras have captured - fully 60% of the supposed revenue has gone uncollected. The article doesn't say if that's because people aren't paying or plate data isn't available. And of course, the money is already spent, leaving a hole in the budget:
  • One the one hand, [Rahm] budgeted for a $70 million windfall that, aldermen feared, was a low-ball figure. On the other hand, the mayor has insisted his plan to put cameras in up to 300 locations is about saving lives, not raising sorely needed revenue.

    Unless there’s a dramatic turnaround, Emanuel’s words are likely to prevail.

    That would blow a hole in the city’s 2014 budget at a time when cash-strapped Chicago can least afford it. City Hall has already plowed through a $20.5 million snow removal budget that was supposed to cover this winter and the start of next.
Amazing - Rahm tries to grab a boat load of money, spends the money before he has it, Chicagoans wise up to the scam and slow down to such an extent that Rahm is going to have a massive shortfall, and now he falls back on the throwaway line that this "was always about safety" that he was lying about to get the aldercreatures to vote in the camera law in the first place.

If it was about safety, why spend what had to be non-existent money in the first place? But he'll claim victory anyway.

I thought children's safety through speed enforcement in "school zones" was the primary objective of these cameras not the collection of fines. Maybe some of the non-paying vehicle owners are off the radar. I have often wondered how someone without a valid driver’s license can be issued license plates and allowed to register a vehicle. When running license plates via the Secretary of State database, I am just amazed neither a driver’s license nor a date of birth appears for the registered owners of a great percentage of the vehicles operated on the road. A name check also reveals no valid D/L. How are collection agencies suppose to threaten these registered owners into paying those fines under threat of a negative report to the credit bureaus without personally identifiable information? How is the Secretary of State supposed to use the threat of a suspension of one’s driver’s license for unpaid tickets if they didn’t have a driver’s license in the first place? I guess these legally permissible types of threats only apply to responsible licensed people who are compelled to pay fines fearing negative consequences. On the same token, how can insurance companies provide insurance coverage to non-licensed drivers operating motor vehicles in direct violation of the vehicle code which requires driver to possess a valid D/L to operate a motor vehicle? I’m glad to see this revenue generation scam fail, but unfortunately the children and their promised programs will suffer the most.

What is the collection rate on red light tickets? If they anticipated a higher rate on speed tickets then Rahm was up to smoke and mirrors again, no surprise there.

As for the incidence rate I'm thinking weather and its related issues. Nobody's driving fast anywhere these days, relatively speaking.

Speedcams and red lightcams are a money-grab.

But what happens when the driver's don't pay? Nothing. They keep speeding and driving through the red lights.

Eventually, they rack up enough fines and tickets to get suspended.

What happens when driver's get suspended? Nothing. They keep driving. Sure, the next time might be a felony, but who's counting? We can't lock driver's up, so give 'em supe. Just like nothing happened.

So you see, we've lost the War on Traffic Crime. We should repeal all vehicle codes immediately and stop wasting taxpayer dollars trying to oppress the public with unenforceable traffic laws. Speeding and running red lights are a matter of personal choice.

As such there are two main givens -- not to be confused with Raylan :-) -- that has applied to 'The G' since Pharaoh built the Pyramids:
-- 1) With any tax, fee, or other 'revenue generator' (aka: speed light cameras), the amount actually received will never be anywhere close to what was "projected" and huge losses will result.
-- 2) With any new gubmint 'project' or "investment" (aka spending), the actual Cost to 'The G' (aka: Taxpayers) will never be anywhere close to was what "estimated" and huge losses will result.

Ergo, I'll give 'them' a friendly tip on how to put an end that perpetual circle-jerk. No I'm not nice, I'm just tired of my taxes going up, up, up and up, and a gubmint fee on every fucking thing. So here goes:
-- a) When, or 'if', new or more revenue is needed, just pretend its actually a new Gubmint Project, or "Investment", and not a Tax and/or Fee. That way the 'gubmint estimate' will be really LOW, and will match the actual revenue received.
-- b) When a new Project or "Investment" (aka: Spending Program) is needed, just pretend its really a new Tax or Fee and NOT a Bid Estimate. That way the 'gubmint projection' will be HIGHER and will match the amounts of real-life Bids from Contractors.

It'll work out perfectly. It's just a little reverse psychology. There's no fighting over costs, contractors won't have to live on fucking gruel while 'it' goes through the courts, and pols, oops, 'Gubmint Workers' won't have to hide from and/or dodge citizens who have the rope & pitchforks out!!

But who am I kidding. The voters are even 'Stoo-pider'(tm) than the fucking politicians. We're doomed.

Those cameras often cost the host city $1500-2000 each a month in maintenance fees.Once the cameras actually reduce speeding or stop light violations to the point they are not profitable,they are deactivated.

The Red Light Speed Camera investors made a boatload. So did Rahms campaign fund.
Only an Alderman can complain that Speed Cams are bad when she got too many tickets (were those paid yet?).
Rahm told us so, "it saved children", that's why people are slowing down, not that it's about the coin.
Now he has no way to generate revenue other than raise property taxes.

Well what did they expect with those outrageous fines? $100 for going 36-40mph past a school or park- that's outrageous. 9 digit midget must think that everyone that lives here makes 100K+/yr to casually shell out a c-note for every speed cam ticket they pass on their way to work/home. Sorry, but we are all not millionaires like mayor twinkle toes, so yes, everyone is slowing down, which is not hard considering the traffic in this town is becoming more congested with each passing year. That, plus the thousands of traffic control lights that are out of sync you can't drive more than one block before you come to a red light just after getting the green; western ave looks like a string of christmas lights at night. If they made the fines more reasonable, say 20-30 bucks for speeding, more people could afford that and would just eat the ticket.

"Solomon Wyatt, 33, of the 12300 block of South Throop Street in Calumet Park, was in the passenger seat of Terrell's van, according to Cook County Assistant State's Atty. Patrick McGuire. He faces charges of unlawful possession of cannabis and the manufacturing and delivery of cannabis, with his bond set at $50 thousand.

"Police saw him throw three vacuum-sealed bags containing 4 pounds and 9 ounces of what police suspect is cannabis from the van after the fatal crash, McGuire said. Police found an additional 4 pounds in the van, he said."

Remember the Sheriff's Sgt who aerated the mugger at the S side gas station a few weeks back? Remember the video from the "encounter"?

Cameras whether on a uniform, in a car etc can prove very helpful. The future is here. Get used to it. Generally most PD's experience with cameras has been positive. Amazingly lawsuits against cops and departments have decreased with the use of cameras. Hard to allege abuse or a wrongful shooting when the video shows something else entirely.

Police chase in Lincoln Park may have hurt officer

March 16, 2014 (CHICAGO) -- A police chase to possibly pursue a homicide suspect may have injured a police officer Sunday afternoon in Lincoln Park.

The chase started about 12:45 p.m. near 63rd and the Dan Ryan Expressway as police pursued a person wanted for homicide, according to unconfirmed dispatch reports. The chase ended minutes later near Fullerton and Lake Shore Drive in a crash, which have may have hurt a police officer, according to unconfirmed dispatch reports.

Shots were fired at the scene, the unconfirmed disptach reports said. The person police were chasing is still in their car and could be heavily armed, according to the unconfirmed dispatch reports.

Illinois State Police, who was assisiting, confirmed the pursuit and said that Lake Shore Drive by Fulerton was shut down but could not give more details.

Off topic. This is regarding the FOP election. I heard if Dougherty wins, he's planning to kick out all the candidates that won their respective positions and replace them in the office with his people that lost their elections. They say that Kevin Graham, Jim Bailey, Sid Davis, Rich Aguilar, Sual Del Rivero will all be made Field Reps and work in the FOP office while the guys that actually won those elections will be out on the streets doing their regular CPD assignments. CAN HE DO THIS???? If the members elected these guys, how can this guy kick them out???

Yeah, it has been interesting. I am a real speed cam hater, and when these came, I worried about them. But we have not a single ticket. All the drivers in the household know exactly where the cameras are along our routes. We hit the brakes -- when we pass the cameras. The rest of the time we drive as we always do. Mostly we don't violate, sometimes we probably do. Catch us if you can, the way it should be. We operate safely.

The cameras are designed not to promote safety, but to generate tickets. Take Ashland and Montana, for example. Those cameras are supposed to protect users of Wrightwood Park a block and a half to the north. But the southbound camera catches speeders well south of the park at an area not likely to attract park users, but likely to catch speeders trying to make the southbound green at Fullerton. The northbound camera arguably slows traffic headed for the park, but many drivers speed up after they're past the camera and try make the green at Wrightwood; the camera really is meant to catch people who hit the gas after their northbound light turns green at Fullerton. The safety thing is BS.

Or how about the one on Irving by the cemetery? No school, no park. A cemetery. That's there because people tend to go fast there.

Or how about the one on Ashland by Union Park? Nobody uses Union Park. Or hardly anybody. That camera at Ashland and Lake is just intended as a cash register.

No matter. We aren't paying your stinking tickets because we aren't getting them. We know where your stupid cameras are.

This once great city has become nothing but one big speed trap.
Living near the expressway, I use it to drive to nearby Indiana or Wisconsin and do 99.9% of my shopping. Same big box stores, big ass malls with FREE parking and smaller taxes.
No revenue goons out to fleece the public.

My kid goes to Univ of iowa, and the Iowa City police there all have shoulder mounted cameras. They win 95% of all their cases in court, and rarely have complaints, never mind sustained complaints.

From Dougherty's lips to my ears at 11th District VRI Bill said it did not make a difference if Aguliar lost he was bring keeping him upstairs.

The first reason Tom McDonagh is backing Angelo, McDonagh and Bella are doing rolls with Angelo, is Dougherty would not commit to bring up any of the officers that were elected by the membership. Tom McDonagh says the Dougherty now has a fourth revision of why he did not sign the letter - That Aguliar and Donahue never told him that the "Letter" was due. I guess we can give Dougherty **** Pinocchio's for that!

Live life on this job like there is a camera on you every second because there is. Having it on your shoulder will work as a constant reminder of that and keep you out of civil court.

That being said, if FOP can stop their infighting, let's get them on this very thing. If I get hit, spit on or pushed, the laws in the book say it's a felony. With video it's a slam dunk. So why does out States Attorney ignore the law and charge a misdemeanor?

Next copper that gets it on tape, push hard for the felony charges. If you are ignored, call the Union. Sue. Get a lawyer. Some of these offenders actually have assets, but the city of Chicago does. If they ignore their responsibility to keep you safe by incarcerating bad people, get that lawyer. Let's go FOP.

Yes he can. Appears you don't understand the election. None of these guys won the the election for field rep because there was no election for the inside FOP office spots. They won the election for 1st VP,3VP,etc not field rep. Why is that so hard to understand? The president has the power to appoint po's to those spots. Has been that way since the FOP started. This is nothing new.
Not agreeing with the situation, but read the FOP by laws.

I just heard suspect is in custody. I am relieved for all remaining Officers involved in this operation, that no additional Officers were hurt. I don't care how long it took. I believe that those residents affected are as grateful and caring for your teamwork and hard work and success in the bitter cold today and tonight. You all deserve thanks from us in Lincoln Park for how well you contained the situation. Having news choppers overhead all day was eerie because I feared for every Officers' safety out there. Still, as I post, at 10:40pm, the walls of my place are rumbling as choppers continue to hover directly overhead on and off. But that doesn't matter. What matters is you all get to go home to your loved ones, safe and sound. God Bless the CPD and the additional responders involved. You all are awesome!

Unless the wearer is an idiot, thosebody worn cameras will keep you out of more trouble than they will ever get you in. Someone takes a swing at you, attacks you, puts hands on? You are within your rights to use like force. Then the tape shows it. Why do you think narcotics UC's use cameras and mikes? Or UC cars get wired up to record murder for hire, public corruption and other crimes. The offenders plead out. The results cannot be argued with.

When the camera salesman told Rahm that the cameras would generate $70M /yr, that money was as good as spent. Even tho there was no rational basis to believe the salesman's inflated pitch, the City saw dancing dollar signs and had an orgasm.

Anyone with a brain could know that they cameras would never come close to that level of production as people would adjust their behavior when faced with negative consequences for the acts.

Slow down people. If you slow down enough, eventually the revenue will fall below the maintenance costs of the cameras and they will either be removed or they will break and not be repaired.

My kids went to the U of Iowa a few years back. At that time,without the cameras they won 99% of the cases. You can't compare Iowa City with Chicago.
Court system and police are completely different there.
