Snow Escrow

All this "sturm und drang" about the massive snowfall blowing through the city budget, and it turns out everything was already paid for?
  • A “snow escrow” salted away in anticipation of a brutal winter will allow Chicago to absorb $33.2 million in snow removal spending — $12.9 million over budget — without raising taxes, a top mayoral aide said Friday.

    Mayor Rahm Emanuel set aside $20.3 million for snow removal for all of 2014 assuming that would be enough to cover this winter and the start of next.

    Instead, he had already spent $33.2 million through Thursday after a storm this week that dropped another six inches on parts of Chicago.

    That includes: $19.3 million on salt, $7 million on labor, including countless hours of overtime; $5.3 million on equipment and $1.6 million on private trucks hired to pick up salt after a Morton Salt Co. barge got stuck in ice on the Mississippi River.

    That has fueled speculation about a supplemental appropriation to cover snow removal costs that would either be covered by borrowing or by a mid-year tax increase.

    On Friday, Budget Director Alex Holt put those dire scenarios to the rest.

    Holt said there’s a $12 million surplus in the motor fuel tax fund that covers snow removal and bridge repairs that will be “carried over into 2014 to offset” the extraordinary costs incurred during this brutal winter that just won’t quit.
Of course, this info was released on a Friday afternoon after 1630 hours - the place where all important news goes to die. We even missed it until just now. Funny how money always seems to appear when Rahm needs it for something that isn't on a deadline - like a balloon payment to the underfunded pensions. We certainly hope the people over at "We Are One" have been keeping track of all this over the past few years of Rahm's administration.

Speaking of snow removal, at least twice this winter, the City failed to make the weekly garbage collection in my neighborhood. After a quick conversation with the guys on our route, we learned that the trucks were pressed into snow plowing duties... not a surprise considering we've had the 3rd most snow here in the history of forever!

THIS was interesting though...This week the garbage was picked up a day BEFORE our regular pick-up day. I keep my dumpsters inside our locked gate, so I barely was able to get out there before the truck left. Asked why there were early this week, the driver said that they had to be "available" for election day. Since I'm not aware of any history of huge amounts of trash piling up on election day, (excluding the politicians themselves!), that can only mean that the age old tradition of using City employees as patronage workers on City time on election day, is still alive and well. The Machine chugs on!

Da Mayor is like a conductor leading a large orchestra in playing a concert. He has to keep many separate instruments on the right note, at the right time. Our Mayor makes beautiful music. Never a wrong note. It is awesome to watch him do his interpretive dance. His movements are so graceful.

no wonder gas is almost 4 bucks a gallon--- that is where the surplus came from, they are robbing people at the pumps--- normally we don't get phucked until the memorial day weekend when the "special summer blend" causes the price to spike....

oh, i get it.

the broke city took a cash advance on the taxpayers credit cards so to speak and put it in the bank, and the interest rate on the loan will soon soar to 30 percent when the first payment comes due and we miss it.

meanwhile we got 30 mil. in the bank, see it.

i swear...

we are b.r.o.k.e., broke and the media and political fucks expects us all to believe that we have a surplus....that the money in this pocket this account over here can't be mixed up with the money in that pocket/account over there.

nevertheless if my math is right based upon the numbers in this piece we have 100,000 dollars left of borrowed money to burn thru.

so how's the money in the pot hole repair pocket looking eh.

and why are they called pot holes anyway. it's a hole in the asphalt. shouldn't they be called a-holes. thousands of a-holes in chicago

of course calling them what they are may be confusing to some and not very political correct and we have to be aware of the words that we use. citizens conjure up images from the words...am i right garry.

the city should start by eliminating the 51 largest a-holes instead of trying to cover the thousands of small a-holes with bullshit in an attempt to cover the small ones before they become large ones

i mean really. eliminate the 51 largest a-holes first.

then maybe we can proceed and get some of those reverends that the black community on social media now refer to as 'political party buffer Negros' to heal the rest of the a-holes at one giant faith healing rally.

1.9mil $$ for private trucks to haul salt??? How about using rail to bring the salt to Chicago?? You can get salt cheaper in July than you can in January. Oh I forgot Rahms buddy's don't lease train cars to the city!!! Not yet.

Does he pick up couches and appliances, too? Because that's what our city trucks do and it takes more than one person to do it.
Mr. Blue Bin positions one (often much lighter) can every second week at each house and moves on. City trucks dump up to four heavier cans a week at each house, plus heavy items like furniture, shelving, etc.
And, to forestall the 'what are you, streets and san', no I'm not. I'm just a cop who's tired of people who don't do a job commenting on how that job should be done (which includes those who think they can tell us how our job should be done).
