Cleaning Up Odds and Ends

  • Described by the prosecution as a “scourge” on Chicago, ex-Country Clubs Hills Police Chief Regina Evans was sentenced late Thursday to five years in prison for stealing more than $900,000 in state grant money.

    Opting against the 10-year, one-month sentence that federal prosecutors sought, U.S. District Judge Sue Myerscough nonetheless told Evans that she “broke the law in magnificent fashion with a magnificent fraud.”

    The heart of the government’s fraud case against Evans centered on her misuse of a $1.25 million state work-training grant that was part of her effort to revive the Regal Theater on the South Side. Evans pleaded guilty to wire fraud, money-laundering and conspiracy charges last year.
Yet another beneficiary of the crooked "merit" system goes to prison.

You know all those "merit" lists that people/reporters have been filing FOIA requests for? It would be interesting to tally up the total number of "merit" appointees that have gone to prison, resigned in disgrace, were forced out for assorted reasons or cost the city millions in payouts. It'd be even more interesting to see their political sponsors.

It shouldn't be over, it should be just getting started. There are a lot more people in and around CCHills government that should be landing in prison. How the mayor, a former cop, has avoided prison thus far amazes me. His continue re-election even more so.

Not a bad salary. With prison benefits (health, food, room and board), its not a bad gig. Not to mention all the new friends you meet. Yes, her attorney told the court that Evans was attacked and shot at numerous times in her career. I highly doubt that but the court did not challenge this dubious claim and the attorney did not offer proof. I think 5 years was not enough for this political hack which embarrassed the CPD and spoke volumes about the condition of the Country Club Hills PD.

As I said in a previous post. I worked with Regina Evans back when she was Regina Johannes. She always was bogus, and "merit" all of the way through. I am not surprised that she is going to jail.

This dept is loaded with hardworking officers who put in an honest 8 hour day, don’t abuse the medical rolls, generate activity, sacrifice weekends, exhibit leadership through example, play by all the rules, adhere to dept rules & policies and overall do the right thing. These officers are the 20% doing 80% of the work.

Then there is Regina Evans, formerly affiliated with our organization. She gives us all a black eye, sullies our professional reputation and gives ammunition to our adversaries. She is apparently merit. What has she accomplished to earn this distinction? Play by the rules kid and you’ll get far. Feel like you were sold a bill of goods? Her pension is greater than the salaries of the everyday rank and file blue shirt with the exception of those assigned to Unit 541 and Unit 542.

She has had many positions of leadership and supervision. The tone at the top sets the prevailing culture for an organization. What example does she set? Do as I say not as I do. Her conviction begs the question. Is this the standard operating procedure of those appointed gold star bosses or is she some sort of anomaly? Or is she an extension of business as usual in so many levels of government in Illinois?
Money corrupts. Money and power totally corrupts.

Why doesn't the department release the current Sergeant's exam results? Could it be that an entire list is being held up because some special clout people can still make it in rank order? Don't forget, the department will get to add their merit picks as well... win-win. There will be another class of 80 sergeants soon to accomplish these goals. But remember, it's all legit.

How about this for inappropriate behavior involving two lawyers in the news. Leon Jenkins, a lawyer, head of the Los Angeles Chapter of the NAACP was about to bestow the an honor to L.A. Clippers owner Donald Sterling, another lawyer, for his public service promoting Civil Rights at an upcoming dinner after his substantial “donation”. Sterling had received similar honors on previous occasions only after making numerous tax deductable donations. Sterling sometimes speaks using poorly chosen offensive words and related thoughts. Money heals your past sins. Sterling, born Donald Tokowitz, had a history of saying bad things publically. I hear he owns thousands of section 8 rentals in Los Angeles, San Diego, Orange County and Las Vegas. Sterling is a lawyer and a billionaire business magnate.

Who is lawyer #2, Leon Jenkins? Why he is an attorney banned from practicing law in California. As a judge in Detroit serving on the bench in 1988, he was charged by federal prosecutors with racketeering and extortion conspiracies. Misdemeanor and traffic cases were routinely dismissed after he received jewelry, money, a handgun and other gifts. He beat his two fed cases in 1991, but the Michigan Supreme Court removed him as a judge.

This guy Jenkins runs one of those not for profit organizations, the NAACP, who don’t pay any taxes. I’m sure he is handsomely compensated for his services and his title. I’m sure he won’t follow Jesse Jackson’s non-investigated money laundering practices documented in the book entitled “Shakedown”. This publication documents the reverend’s misappropriation of lots of money. No investigation-no crime. I was taught in school to look up to attorneys, judges and civil right leaders as role models and examples of righteous behavior. At least, that was what I was taught.

I love the lawyer's attempt at making Regina into some type of super cop. She has been shot at and she has been battered in the line of duty.....Yea Right! One would actually have to been doing some sort of police work for that to happen. The closest Regina ever got to police work was driving a squad car to deliver her flowers and balloons. She never saw an arrest report. She was too busy scamming. She would never put hands on any one for fear of breaking a nail. A real POS!!!

And please don't forget how she took Dave G. from 004 for thousands after he did extensive work at the Regal. Yea, some hero.....she belongs in prison!

A Cook County Sheriff's Deputy (Court Services, NOT the Police or even the Dept of Corrections) at the whim of Sheriff Tom Dart, was recently moved from Court Services to the Cook County Sheriff's Police Department as
1st Deputy Chief of Police!
ZERO Police experience. Not even a certified Police Officer. Simply put-she is a court bailiff.
CPD I feel your pain so let's trade your Superintendant for Dart?!? And he can bring his 1st Deputy Chief with him!!
Dart has failed to fill the Chief of Police position yet so he assumes that role himself. Surprised he hasn't taken another retired CPD boss or another one of Alvarez' flunky's that she got rid of.
What's really pathetic is the amount of 'exempt' positions Dart can fill-check the Shackman agreement and you'll be shocked!

We can all hope the Judges at 219 Dearborn start getting more cases of the crooks of Crook County ! They will need another dozen Judges to hear cases and fill the federal joints with these frauds that get elected just to steal.

I have great faith in the U.S Federal Justice system.

Unlike Crook County jusges, who think giving Felony paper is the only thing to do.

True. Regina got grant money to fix regal theater. She hired a very honest hard working family man to completely renovate the heating and air conditioning. This officer worked like a dog on his days off and after his shift at the regal. Sadly he fronted the money on the equipment and parts because he foolishly trusted her - she had the grant and she was a coworker. This bitch kept the money but claimed she paid him for the labor and the system. The good man passed suddenly 2 weeks before his 50 birthday. The spouse does not collect the 50 percent pension. Regina owes former 004 district officer david grubisic family over 20,000 dollars. What say you dennis, who wants to be the defender of blue?

If that were true he should be in prison by now. The feds have been sniffing around for so long now.

The feds wasted no time with Palik(sp?) the mayor of CCHills back in the 1980s. He used client's investment funds to cover his personal/company losses. Of course the feds are choosy about that too (see MF Global).

My guess is that Welch is now 'helping' the feds in some way to stay out prison. It's the only explanation that works IMO.

They say crime doesn't pay, but so many times I see it does pay. How many people would do a few years in minimum security cubical prison to be rich?

Better yet are the wall street types who pay a fine that amounts to 5% or less of the profit of their crimes and never did any prison time. That's just cost of doing business.

I would like to know how much of the grant money is being stolen instead of being used to run the JISC at 39th and California. It worked great when it was fully staffed. Now there is not enough officers to even answer the door. What a shame.

Sorry but you are dead wrong. Juana Harper was listed at #1 on that list. However, she did not score #1. That is the list where the city came up with "Standardization." Quick review for you youngsters: They took each group and if you were a male white your scores were lowered. If you were female, black or hispanic, your score was raised. They used bs criteria such as " a male white given effeciency ratings by male white supervisors would have a higher rating that a minority would have gotten." In the subsequent lawsuit all this info came out. If you were a white male you were moved down anywhere from 150 to over 300 places. The hispanic female who scored #1017 was promoted yet the male white who scored 450 never saw a white shirt off that list. She went on to retire as a Deputy Superintendent, you guess who. I was involved in the lawsuit and looking through all my notes, etc., Regina Evans was NOT promoted in the first group which was 250 (yes, they did make classes that large back then). I am not going to look through all the notes to see where she ended up, but absolutely not number 1. And yes, she has been merit her ENTIRE career.

I am glad this was a federal investigation because if the county Alveraz had it there would have been a whitewash. Now that Alverez had taken up an investigation of the 50 million Quinn passed out to Chicago alderman ( you can trust them, right?) I was thinking another whitewash by the Chicago political class. But, now that the feds have opened an investigation, I see progress. These state grants have long been abused. Why, Sen Donne Trotter got a chunk to put an elevator in his private club. It never stops, has always been abused and results in just salary and benefits for connected people. But, you will never see Illinois Attorney General Madigan ever investigating one of the connected. She is too busy looking the other way. Why, you would start to think she was put in that job to protect the chosen ones!

Very sad. The Dep. Supt on that list was qualified to only make drink's on South Western Av at a low life gin mill. Taking a nice pension of 140 K a year and got another city job paying 6 figures for showing up. There is never no Justice since the 1970' when it came to promote.

The first so-called merit promotions were made from the Nov. 1994 Lt.'s exam from which approximately 54 people were promoted in March 1995. The minority "merit" promotees were returned to their units as sergeants after attending lt.'s training while the matter was tied up in litigation for several years. The city eventually prevailed and they. were later
promoted with back seniority and benefits. The first merit sgt.'s exam was about 1997. Another lt's exam was given in May 1998. Those were the first two exams which had the education requirements.
If it makes you feel better, on the infamous 1988 Lt.'s exam where "inform the watch commander" was the answer to several questions a longtime male white sergeant had himself declared Hispanic and was promoted over several other whites as well as male blacks. Also, a well-respected female whiite known for her street saavy was promoted from the 300's (on a list of exactly 400 people) passing over higher scoring whites and minorities and ended her career as a district commander.

I started my career in 1972 and retired almost 10 years ago. I still never cease to be amazed at the number of bosses I knew and worked for over the years whose kids (and now even grandchildren) mnimally achieve the rank of lieutenants and exempt ranks. I'm certain they're not all geniuses. It seems, however, that many people--especially whites--are able to accept that as how business is done in Chicago. I agree, however, that the present promotional processes have frozen out many deserving people of all races and sexes. It is absolutely ludicrous that some individuals have received more than one "merit" promotion. Even in the old days a person could only use their veteran's points once for promotion. However, no one has benefitted more than white women from the current system.

ZERO Police experience. Not even a certified Police Officer. Simply put-she is a court bailiff.
CPD I feel your pain so let's trade your Superintendant for Dart?!? And he can bring his 1st Deputy Chief with him!!
Dart has failed to fill the Chief of Police position yet so he assumes that role himself. Surprised he hasn't taken another retired CPD boss or another one of Alvarez' flunky's that she got rid of.
What's really pathetic is the amount of 'exempt' positions Dart can fill-check the Shackman agreement and you'll be shocked!

I am not surprised. As I have said before, Tom Dart is not our friend.

Although U.S. District Judge Sue Myerscough decided not to sentence Evans to the 10 years sought by prosecutors, the judge told the woman she “broke the law in magnificent fashion with a magnificent fraud.”

“That’s what makes your fall from grace so shocking to me, the fact you of all people knew these were crimes,” Myerscough said, alluding to Evans’ law enforcement career.

She ordered Evans to pay $917,000 in restitution.


She was ordered to pay back funds. I am not sure why everyone keeps saying they'd sit for 5 years for $1M when you gotta pay it back.

I'm glad she's in prison she ripped off somebody I knew who had a firework tent at 55th and MLK drive. Always wondered how she could be the police she was such a lying bitch.Anyway what comes around goes around.God works in mysterious ways.

Wake up and smell the coffee. You cant be police. Its all BS that the judges say. If she had the million she would have made restitution befire sentencing. Do you think she is going to make $200,000 a year making license plates in prison? Shes been sentenced, they cannot keep her past the 5 years.
At best she will be ordered to pay say $100 a week when she gets out.
Oh to be so naive and to believe what these judges say.
