Look at All Those FOIA Requests
Once again, a promotional exam might be held up, or even undone, by lawsuits:
- So I was screwing around just now on the city website at home and on the human resources page you can look at the freedom of information act log. The log tells you who filed it, what date and a short summary of the purpose of the request. so, Im scrolling down and what do I see??? A foia request for a list and number of officers who passed part one of the Sgt exam and moved on to part two. The requester is a chicago police officer who is a minority. the reason for it is civil action. So, Just so you know im sure there is a group of officers who are planning the poor me im discriminated against BS lawsuit to tie up the process.
We went over to the page suggested - link here - and discovered not one, not two, but at least four FOIA requests that have already been filed regarding the Sergeant Exam.
This promises to be entertaining and frustrating all at the same time.

I should sue. I'm not Irish, I'm not from the 19th ward or Bridgeport and I'm the first one in my family on the job. My career will not go past Sgt and Bernstein helped me get that.
I can't wait to get the fuck out of this city and profession. When can you just get a promotion based on your ability and knowledge and not the color of your skin? If you can't cut the mustard, you can't cut the mustard. So because white males allegedly did better on the exam than any other ethnicity, now we will have a lawsuit? This is ridiculous.

I took the test, both parts and for the life of me I can't figure out how someone could claim the test was biased. Unless you're illiterate and a complete moron and claim the test was biased against people of your I.Q. level.
I just want to laugh at all the abysmal scores. Only the best and brightest in our department.

Things are looking good for all the girls and guys on the current list. I hope they keep that list up for another two years! They should take 500 to 600 off the list in score order or 10% which ever is greater this throwing out when they feel like is bull $h$t.

I've NEVER heard of a single promotional exam that was "undone" because the slugs who didn't study and have nothing to lose filed injunctions, lawsuits, what-have-you. Their attempts may have slowed the process ever so slightly, but derailing the whole thing ain't never happened and won't in this case.
The way I interpret the two most recent requests filed by the same person is him trying to establish whether the City and the test grading company (IO Solutions) had an agreed upon date to have the test results back to the City. I'm sure they did - and complied, and I'll bet he'll get an honest answer.
However, that doesn't mean the City couldn't have gotten the results when agreed upon and sat on them while they continued to promote off the old list. Can anyone show me where it is in writing that the City had to promote from those ranked highest on this most recent test once the results were in? I'll bet such language doesn't exist. Don't forget: the City has bottomless pockets and a stable of high-priced lawyers to ensure their best interests are achieved - not ours. Reference every contract negotiation since FOPs inception for proof of this.
Unless you've been in a coma, past practice means absolutley nothing to the assholes in charge of the City and CPD Circus. Look no further than how they've treated the folks grieving Desk Sergeant and D.S.S. out-of-grade pay. Arbiters are using (ironically) past [practice] rulings of other arbiters to aid their decision-making in these grievances. They're trying to lump everyone involved into one pile while the merits of individual, often very strong cases, are dragged out in hopes of wearing-down those officers fighting the battles. If you don't think things like this are orchestrated by the "Fifth Floor", you're softer than puppy shit.
Al 'Dunkin' Donuts' Wysinger visited the current class of sergeants last week and mentioned that the takers of this exam would be receiving their results in two weeks. That jived right along with Doctor Jeff Bernstein's (at that time) week-old email to those that took his class about results being 3 weeks out (his name also appears on that FOIA list).
What I'd like a FOIA answer to is: why was 59 passing for Part I? The cynical realist in me says that pathetic make-it-to-Part II-and-be-merit-eligible-number was the score of the dumbest boss' kid.
Finally, please allow me to drop a preemptive "FUCK YOU" to any and all trying to throw a racial spin on the testing process and results. That Race Card has been played-out like a motherfucker. Time to give it up already, chumps.

It takes so long to get our results because those convicted felons who proctored the test are slow learners when it comes to training them to grade it.

What do I need to do to become a merit Sgt?
Nothing new here. FOIA requests are filed all the time, though usually by the press, or a law firm. And we all know how hinky the promotional exams have been in the past.
So if Member A of unk race feels that there weren't enough people from his or her race that passed the exam, then Member A is stating that his or her race is just plain DUMB? If the city gives that race acknowledgement of this in any form, then the city is essentially saying the same thing, " the race that complained are SO DUMB" that they couldn't even pass the test so me must reward these DUMB people. This will help the non-dumb people in future legal action against the city, once the non-dumb members file claim that the city "knew and agreed that Members of race group A were DUMB and yet they permitted them to work next to non-dumb Member B.
OT here SCC but the Scum times reports that the city has spent at least $20,000,000.00 on defending all the officers accused in covering up for the Daley crime family's nephew Vanecko who murdered Koschman . And it ain't over yet. Wonder what's gonna happen to these guys? That's a lot of clout to be taken care of to the tune of 20 million.
Look, I am a minority too (I'm Asian) and for the love of God can we just end this nonsense? I studied hard for the exam and I only have about seven years on the job. However, my score belongs to me and that is it and the result is final. Just because you don't like the end result doesn't mean you should go out there and file a lawsuit. Next time they offer the test study harder for it.

The 1978 Sgt test was put together by Bowling Green University and was totally job related and unbiased, yet when the minority results were poor, the test was ruled invalid by the Honorable Prentice Marshall.

The White House has always been a revolving door. It just hasn't been as heavily scrutinized and reported on as with this administration. See if you can find a list for some other president. IF you can, you'll find there's little difference.

You're straight jag off. If his old platoon has a legit beef with him, let them handle it. IF it was YOUR kid you would have wanted him home no matter what. He was there 5 YEARS. What's worse is you're a hypocrite. If you get into a shooting today you'll be crying foul if they run in trying to question you and start their investigation yet you don't understand that after 5 YEARS away they have to take time making sure this man is psychologically and physically together. I'm in the military and my thought is you should stfu and stick to something you know about which appears to jack shit.
Bernstein sent out an e-mail suggesting that the Sgt.'s test results will be sent out within a few weeks.

I work in a burb that is run by a certain European ethnic group. The white officers all know that this one ethnic group is the chosen one. They are the ones you don't want beefing you and they call the bosses asking to get their stuff tossed. Is that racism too? I mean seriously, people look out for numero uno. We all have indirect benefits of this foolishness just as we all have disadvantages. I remember distinctly getting caught up in some mess in the military as a kid. There were three of us, two guys and a female. We were basically all guilty of the same offense but the female had maybe one extra infraction. She got nailed and we got off. The female cadre were obviously pissed because they knew it was wrong. I knew it was wrong too. My only other option was getting my buddy in trouble by stepping up and saying no we were all equally in the wrong. Call me whatever you want, you're lying to yourself if you think you never benefit from an ism in this country. The fact is people will look out for you just because they like whatever group you "belong to."

1988 sergeants test. City took points off if you were a male and more points off if you were white. Called it standardization. Then, after the classes started in come some people that were added. One of the added became a deputy supe.

Another Scandal soon to fall in the 011 District. Apparently a certain 3rd watch officer walked into a gas station at Hamlin / Chicago and started stuffing items into his vest only to get stopped by the security officer in the vestibule. Words were exchanged then following with the officer throwing the items he "stole" onto the ground and walked out. 1st watch Sgts were left to deal with the mess. One BIG problem----it was all on video. What a dumbass. I don't think his daddy can get him out of this one.

Um, the problem here is that as an Asian, you aren't "discriminated against" enough. You don't use the fact that Asians were also de facto slaves, required to pay their transportation costs back to their sponsors, as an excuse for failure. It's also hard to hide the fact that Asians tend to be OVER-REPRESENTED in higher paying positions, such as medicine and engineering, primarily because they have your attitude, work ethic and intelligence. And you don't have eager-beaver revruns happy to find rent-a-mobs to protest everyone you might consider "racist." Gee - when will you overachieving minorities get with the program?

This asshole, the deserter, not the president, WALKED away from his unit, joined up with the Taliban and was treated like a guest for five years. He learned their language and completed his converion to Islam. The release of the five Taliban commanders has been pushed by this asshole, the president since 2012. They have been waiting for the right time. The govt traded a deserter convert for 5 terrorists. You're in the military? Another example of how low we've sunk.

To most on here, you are not allowed to complain about the same things they to complain about for what ever subject it is, but complain about it openly. If you complain and are minority, come from a "non taxpaying area" or from the 'liberal' tax paying areas, it's a huge no-no. It all has to do with holding a stern political (in this case, conservative) stance against everything. That is why I hold no political affiliation. I have things I'm liberal about and shit i'm conservative about. Neither are ever 100% correct about ANYTHING.
Why complain when people sue to get a sgt spot, when their are others getting the answers to the exam, or are clouted and get a Sgt spot.
Either way is wrong and unfair. If you complain about one you have to complain about the others too!

I took one Sergeant test back on the 90's. I scored better than I expected but didn't make the cut. The cut being about 450 promoted off the list, then daley tore it down. He tore it down because a certain demographic didn't do well.
From that point on "merit" was also used to promote.
My point being, I didn't blame the test, I didn't even blame the fifth-floor-dwarf. I blamed myself because I barely studied and hurt myself.
daley and merit are/were the down fall of this once great department.
The 1993 promotion exam was the first and last test where promotions were made in rank order.
Shanks fought hard against what was then "banding" test results. He had Chief of Patrol Cadogan (God bless him) testify in federal court that the promotions (sgt's and I believe lts also) were critically necessary to the operations of cpd. The judge ruled with the city with the caveat that all promotions remain in patrol for a one year minimum.
Had this not occurred when it did, shanks would have lost bookoo bucks for what now is or was CAPS. John Harris would have never been able to appease the behind the scene players and justify his appointment as Dep. Supt.

As soon as he made Sgt he began his relentless assault on Officers just because he did not like anyone questioning his superb Policing skills. When he made rank of LT his antics only worsened. We all heard how he tried to go to battle with Evans in 011 and ran out the door like a chicken and promptly bid out to 008. This whole situation is a stink pile. First of all, one can not in the least trust the Obama administration. Caught in too many lies. Too many scandals with no answers. When one scandal gets too hot, they drop another on the public. Methinks this was a diversion from the VA health care disgrace.
As for his unit handling, could if he was there. But he left and is not.
And sadly, six other men lost their lives trying to "rescue" what not appears to be a deserter. Those families deserve straight answers, which I doubt they will get.

Why is it a problem for you to be in proper uniform?
Unless you are 75 years old, you should know what you're getting into when you get on this job. You can't complain about promotional practices and merit selections like they are all of the sudden screwing you. Anyone who came on the job PB (post-blog) should have known a lot of this before starting the academy. The only way anything will change with promotional practices is if enough of us, publicly, with the backing of the FOP, voice our concerns. Start talking to the media. Start demanding names of merit selections and then get FOIA requests on their work history and find out who their clout is. Maybe, if it gets rolling enough, the Scum Times will pick up on it. Either way, it's better than waiting to not get promoted, or not get your test scores for over five months, and complaining about it here after the fact.

Guess again. I don't work there. But you sure have a big overreaction thing going. The point was, the kids wear shorts and tee shirts to school, they go for six hours and they are more resilient and able to handle occasional heat before school lets out for summer. You obviously can't.

Sorry I agree with the first post. Just because it's your kid doesn't erase a transgression. That's what's wrong with things now, coddling children or young adults because they do stupid things. This soldier was not drafted into the military he joined of his own volition. After doing so it is not his prerogative to have his own political opinions about a war he signed up to fight. Her whack is DA who is a close friend of RE who used to be COS for BO.
Well the problem is: u needed to take the test to get promoted. If she has less than 8 years on the job, she never took the old test. Thus, a problem.
