Witch Hunt on the Way
- In a major policy turnabout, Mayor Rahm Emanuel will make citizen complaints against Chicago Police officers available for public scrutiny, according to city officials.
In March, a state appeals court ruled the city couldn’t keep the records secret, and the city vowed to appeal to the Illinois Supreme Court.
But on Friday, city officials said they won’t appeal after all.
“We did think we had a strong case and a viable argument, but we decided this comes in line with our efforts to build relationships between the public and police department and improve transparency,” city spokeswoman Shannon Breymaier said.
That sound you just heard was the sound of hundreds of officers being thrown under the bus for the sake of political expediency.

fight the fire with fire take your time use all the verbal judo....and then code out your job in a timely manner or take your time to complete the required report wait until the complaint is prepared and signed by the complainant before effecting an arrest; no more vehicle pursuits, foot chases, on-view arrests; NEW POLICE DEPARTMENT.....
I guessing most of the complaints against the police are coming from areas that don't deserve the police service that are receiving now, so maybe all you hard chargers might want to think twice about going out of your way to make arrest in these areas.
Wtf are we celebrities? Are we gonna get 'invasion of privacy' pay? We can't just run back to our gated area in Highland Park after work or after being seen in the media. Pay us $3 mil a year of you're gonna treat us like celebrities.
Horrible. Its an insane city...Everyone is expendable to Rahm and his Officials. Time to leave this city, there is no loyalty to common sense.
This country is going to hell in a hand basket.
PG, lt from 004 should be on the front page then. She's taken 180 days of suspension time. I guess that's why she's a lt.
There's a few takeaways from this that I as a civilian (non-LEO) (and naturally to posters here, I'm a "liberal" who "got the police they wanted".)
But:
1) The cynic in me says "Rahm is doing this to fuck you guys with pension and future contracts." Oh who I'm kidding. That's exactly what it is.
2) I'm not worried about that copper who has had a few complaints over a 20+ year service record. I'm worried about the top 10 officers who have generated the most complaints. And I'd like to think you as sworn officers would be too.
3) City Hall is going drag their heels on getting the CRs out because it's City Hall. And will be sued again and lose.
If officers conduct themselves strictly by the book and by the law, they have nothing to worry about. Shortcuts and sloppy police work will get you in trouble.
No appeal from Rahm cause he wants to be re-elected so he's playing to the gangs. This way he doesn't need a tool to destroy the police...the gang-bangers will be in charge.
Where is our contract?
Gee, and people wonder why the shootings are sky high and why cops don't wanna be super proactive. You got the department you wanted. Now lay in the bed you made Chicago.
Yeah, they'll spend every penny and fight to the death to deny people their right to carry, but they won't appeal releasing all these b.s. cases for public scrutiny.
What goes around, comes around. Wait until the Mayor's officers start making his foibles public record...
Leave it to Raccoon Eyes to again boost the morale of his officers. Just another witch hunt that will force even the best cops to put on those blinders and just do what they have to. Doing real police work in Chicago could be hazardus to your health and wallet. Chicago will get the police department they deserve.
So happy I am retired and living in the South suburbs.
The public will definitely get the police force they have been wanting and the result will be not to their liking, since crime will be the benefactor.
I disagree.
Sunshine is the best disinfectant.
Then they better start prosecuting the bogus complaints after the affidavit was signed. This is a two way street not a one way one!
Uh oh....what about internal beefs?
A Bunch of Donkey Dung and Distraction:
Rahm ok'd this in retaliation for his voter base doing the muthafuckin' fool last weekend...
Reckon he got word that Coppers were laughing at his silly ass. It was amusing to see him running from reporters like a little bitch when they tried to ask him questions about why his voter base was lighting the city on fire.
This is nothing but a scared, insecure little man trying his damnedest to avoid owning a mess he created.
Nothing in Chicago is more of a red meat issue (and a distraction from all the shooting & killing being done by the Armed Wing of The Catered To Constituency) than allegations of Police Misconduct...
Never you mind the very real bodies laying in the streets right now. Let's gin up some REAL outrage by playing up the release of C/R files...
>Pfffft!<
Too much like right to shed some light on the frequent flyer C/R beefers who abuse the system as push back against the hard Police scrutiny they're LAWFULLY getting?
>City Hall and Local Media Crickets<
>Squeaky Sqooky-Squeak!<
Rahm cynically twists off some more brightly colored balloon animals of distraction...
Never you mind the streets running red with blood by Rahm's design.
Right?
What a Shit-Show Chicago has become...
Oh well... Rahm & Co. have their most reliable talking point...
"The Police are the problem here in Chicago... Once we fix THEM, everything else will fall in place."
Joyful Haters will flame away of course...
TRUTH
The only friend a Policeman has in this God-Fosaken city.
I can't think of one policy, law...or anything good that has happened to Chicago Police in at least eight years now.
This wouldnt be an attempt to deflect from the carnage known as Chicago?
There is an easy way to fight it. They are just too stupid to recognize it.
Where is the union to step in?
The timing of this "document dump" is typical Rahm Emanuel bullshit...
After last weekend's 80+ shot and local media caught with their drawers down (coverage black-out on Rahm's orders) when national media picked this up from "The Spirits Of The Air," Rahm needed to re-take the agenda with THIS...
With that said... We can see how clout took care of repeated bad actors and other such.
It's a pity that good officers will get hurt behind this
latest domstration of fuckery from city hall.
Wouldn't this be a violation of the contract? WTF!? Can't FOP sue? Why haven't we heard about this? Was this talked about at contract talks?
Well maybe if the FOP made the city accountable to the collective bargaining agreement and made them remove shit from our personnel files after 5 & 7 years there would be nothing in the files in most cases to release to these fucks......they release shit that should be expunged from our files and nobody is held accountable for anything....
Wonder if they will make the video cameras in the cars live streaming.
"TRANSPARENCY", my ass!
How about some "transparency" about the criteria for the City's "merit" promotions? They won't even dare to give a categorical and unequivocal written definition of this corrupt CLOUT bullshit.
Zero "bites at the apple". It's the Chicago Way: CLOUT. Politicians and clouted bosses perpetuating clout.
Wow another way to say FU officers you aint fixing the shootings I aint stopping from throwing u under the bus...just prepare your officers thanks fop for the support!
“We did think we had a strong case and a viable argument, but we decided this comes in line with our efforts to build relationships between the public and police department and improve transparency,” city spokeswoman Shannon Breymaier said.
Hey Shannon, is there any chance you'd like to parlay this whole "transparency" thing into telling the general public the truth behind how crimes are reclassified?
Or maybe how crimes oftentimes go under and unreported due to excessive response times by a severely manpower-depleted CPD workforce?
Perhaps enlighten the taxpaying Sheeple with facts regarding how the police are stripped from their neighborhoods and sent as unwilling participants in the futile exercise of trying to contain the self-cleaning ovens known as the west and south sides?
I forgot..."transparency" only fits the script when it's time to fuck the blue shirts.
I just cannot believe this....will this guy ever figure it out the damage he is doing to this department
Hell wouldn't it be fair both ways to have criminal background rap sheet exposed during trials as well. Lets face it when jurors sit there they don't have any idea of that persons character...its a 2 way street why hide the truth from an offenders arrest during trial making it seem as if he or she have been an outstanding citizen...just an idea! Remember officers the more work your gonna do on this job to TRY to control the murders/robberies/ shootings etc...etc...the more complaints you will have against you...of course a criminal for the most part will complain no one wants to go to jail....do the math in your head more work more CR's"》》》》》which spells more $$$$ and possible jail time for u as well stay safe be smart and see where you want your future to go....
The sound you just heard was the last death rattle of the CPD.
Stop hanging on to that Godforsaken city. There are much better departments and communities out there where y'all don't have to deal with this bullshit.
I know I'm wasting my time posting this because y'all have your reasons for staying on and they are damned good ones. Just hate to see crooks getting their way with good folks. You guys are the police. The law. You shouldn't be working under a bunch of crooks.
Rham is just one big POS or should I say tiny POS this isn't how a mayor should act now try and get an officer to do anything that may involve police work when you do police work the ride isn't always a smooth one this is no way to boost morale the man is an idiot.
We just continue to make it easy for the gangsters. All they gots to do is hit speed dial for IPRA or the Scum Times and we all know what happens when your name gets in lights on this job.
The smart thing is back to the Patrol car and back to the few movers, parkers, and contacts on the jag offs pushing the shopping carts.
Police work is so '80s anyways.
Police work is done! I do nothing anymore! I'm going to ride it out and code jobs out! No street stops! No traffic stops! No nothing, ever!
That was the last nail in the coffin. This city will go up for grabs now. NO officer will do a damn thing from now on.
I hope the city also releases all the complimentary letters officers receive as well.
I want to wear the body cam with mic so then the public can actually see how they behave and what they actually say to police officers. It is not ok to say and do whatever the hell you want mr or ms citizen when the police stop you. There are consequences for your behavior but that seems to go out the window because you were stopped by the police. It works both ways. Have these pain in the ass citizens sign affidavits that will hold them accountable should they be found to be lying or withholding their actions in the incident. Officers should now be able to go after citizens financially for the same defamation of character they place on us. Only two more years and I am retired screw this city. And screw doing any police work. All hands off from now on. Not losing my home for doing my job. All you hard chargers out there think twice. This mayor and city don't like you and most certainly don't want you around. Let these good citizens fight crime themselves. We don't need to bag them and tag them anymore. Call for a doa removal who gives a shit anymore.
Do nothing, anyone who didn't figure that out 15 years ago deserves whatever they get. Give the people what they want.
Wow that is really going to backfire on the city. The few police officers you had that cared now just said fuck it. Now you will really see crime go up. Lol --- I don't give a shit I have a gun and training to protect myself-- me my family. It's you citizens that need us we don't need you. Lol this city is a joke and the more they push the police away the harder it will be on society because when you don't have police that will police you have chaos. No one will lift a finger to help the so called good citizens. And if you think for a second you can order a police officer to do work good luck with that-- we have no quota remember and no boss will put anything in writing that demands work from officers. Answers your calls my brothers I'm blue. Fuck this city and it's citizens. Remember 75% of these complaints are bullshit and the city knows it and that is why they kept a lid on it. This will backfire and not in a good way.
The city spent millions in court defending itself against its own unconstitutional gun laws but can't find a dime to defend this? Huh
Where's FOP?
“We did think we had a strong case and a viable argument,
Yea not as strong like the one they had for all those years fighting against your 'Second Amendment' rights.
I'd like to see all the complaints against Emmanuel uncovered and made public.
How did they change their position? To "improve transparency"?! Ha!!! That's BS!! That's like Obama suddenly "realizing his position on gays was wrong". These fuckers are all the same. They have no conscience. They change position for one thing and olny one thing - their political future.
Perhaps it also leaves the City as a party in a defamation suit? Not being a legal eagle, many unsubstantiated things could be said about an officer, and those things shared with the public by the city opens them up to a potential liability, doesnt it?
OT...
I have fond memories of playing dodge ball in grade school. I realized one of the best ways to to get a hit happens when everyone on the opposing team is clumped together, not paying attention (usually going for a loose ball) - a sorta cluster-fuck-of-a-time to throw the ball at them. You're bound to hit someone.
That's what I feel like is going on in our country, state, and city right now. Maybe I'm getting old, grouchy, and disgruntled, but everything seems like a big cluster fuck and we've become extremely vulnerable.
Okay, thanks for letting me vent and get that off my chest. (I'm not a cop, just a regular schmoe, who really appreciates this blog for a daily reality check.)
Build relationships with the community my ass.
PO's and their family's need to vote en masse. There is a tremendous amount of power in those vote. It is time to show these politicians who has the power. Vote every incumbent out.
Sit on your hands boys and girls.
Of course. The city won't fight this, but spend millions in litigation with the NRA on gun control. City's a joke, and getting worse. Continue making the police the enemy and watch as the city gets worse and worse.
After all, it is the citizens who pay our salary. Maybe it is time we reached some accomadation with them.
And then they wonder why people don't want to do shit.
Now morale is about to really tank. Any cop who has been a defendant in a frivolous lawsuit knows the emotional drain it places on you and your loved ones. It is humiliating to go to a deposition and have to divulge personal information for the entertainment of some whore attorney, everyone knows they are even called fishing expeditions. Officers who were in the military often have to describe and explain what they did as soldiers and Marines in combat. Coppers will and should just lie down and do little or nothing at their work. If the City is not going to protect your privacy and reputation then you must focus on reducing your liability. Under the current system IPRA as with OPS before them, will take any complaint in an effort to justify their existence. And working cops are the most vulnerable because Dude knows that he can use the system to retaliate and destroy your reputation. Suburban jurors know nothing of life in the City and based on "Allegations" not facts will rule to line the pockets of Prostitutes calling themselves attorneys. The decision by the City to not fight to protect the privacy of officers will have consequences in performance and the attitudes of officers.
Unfortunately, police officers are public employees, whose actions, real or imagined, should be open to public scrutiny. Yet another reason to stay in the car.
Got to love election time
Keep on working hard and making those arrests! Don't worry, Tiny Dancer and Mcpoundyouinthebutt have your backs!
Yup . . .
. . . sit under the el tracks and read a book . . just wait til' retirement.
Election time

Says the guy who's obviously never worked in the ghetto. They get bogus complaints on you all day long for all kinds of reasons. To get back at u for arresting them, their family member. For writing them a ticket. To try to tarnish your reputation in hopes you'll either stop working so hard and leave them alone or you and/or the bosses will move you to a different beat/sector b/c you've had too many complaints.
If u haven't worked a ghetto district, consider this an education on how they fight back against the police trying to police their neighbourhoods.
Of course Rahm will do this -- we are in contract negotiations.
Transparency, how about transparency with the TIF funds and pensions they refuse to pay into? Always to throw the little guy under the bus! This is another distraction from the real problem that Rham can't face! The shooting and killings, not enough police on the street.
"If officers conduct themselves strictly by the book and by the law, they have nothing to worry about. Shortcuts and sloppy police work will get you in trouble.
7/13/2014 12:24:00 AM"
Sometimes you can do everything you are supposed to do and still get sued. You can get sued for doing nothing too. But I agree shortcuts and sloppy police work increase your chances of microscopic examination.
So happy I am retired and living in the South suburbs.

Me too, but it makes my heart hurt to see what you all are going through. It really used to be a great police department.
Stay safe.
How about transparency from Shortshanks? How about more attention on how he is touring the world, giving speeches, is still a full time employee of a prestigious law firm (how many sick days has he taken this year), yet he is not well enough to testify at a case for which he has received a sub poena? I'd like to see his time sheets at his law firm and see who is paying for his sage legal advice.
Does this mean that police officers who are complained about can have their names and addresses published? Leaving them open to literally being lynched?
They'll be making names, addresses, etc available as "public info" pretty soon being in the "public interest" 'n all
If officers conduct themselves strictly by the book and by the law, they have nothing to worry about. Shortcuts and sloppy police work will get you in trouble.
You are an idiot. Tell that to the detectives in the Anthony Porter case, Madison Hobley, Aaron Patterson, Ronald Kitchen, Daryl Cannon, etc., who did nothing wrong but put killers in prison. These whack jobs at the PLO, Loevy and Loevy, Innocence Project, etc. got them out and then sued the cops.
This is an unprecedented betrayal of the police department by the mayor. You are completely lost.
Raccoon Eyes spent $millions in tax dollars fighting the right to have a gun in this town but now he doesn't want to waste money on this lawsuit. Figure it out folks.
"We think we had a strong case and a viable argument" is political speak for "we had no case and would get killed on appeal." I don't think anyone actually wanted this but the result was inevitable.

No. The point is that there are big changes coming this Friday. You have to read between the lines. Also, if you apply your intelligence, then you can might infer that they have mailed the test results. They should be in your mailbox any day.
So they won't fight this in court but will fight conceal carry?
This will signal the end of the Chicago Police Department. All of the leftist players involved ( Klaven, Futterman, Loevy & Loevy, Peoples Law Office,The Center for Wrongful Anything, both Chicago Editorial Boards, Medill Industries, Rahm's City Hall) worked a solid ten years to geld CPD. This is the final cut. Watch for 'serious studies' from University of Chicago, Northwestern and UICC calling for a 'smart sized' private Security Force to replace the CPD public servants. Fire Department is next. This is all thanks to years of mythopoeic nonsense. The Sun Times leads this announcement with singular case of a burglar cop in order to aplly the broad brush smear of Chicago Police Officers, God help us.
As usual the politicians will divert attention from the real issue of lack of officers to anything and everything else.
I am so glad that I got out in 1999 after 30 years. This data dump will only ensure that good officers will wear blinders when it comes to being pro-active. Stay safe.
So happy I am retired and living in the South suburbs.

Both of you guys are idiots. In my district despite the lawsuits and firings, people continue to do "police work" (i.e. dime bag dope pinches, tvb's, felony tvb's, traffic stops, street stops, etc....). There will always be workers and then there will be dogs. Case in point, people like you.
Call me naive if you want. But in the end I believe that the department and the bosses do have our back. As long as you follow the rules and the law you will be good to go.

---------------
It won't, but this suggests something.
Why don't the coppers simply release the letters anyway on say, supportive blogs like SCC?
Counter-agitprop, one might say.
If you don't, no one else will.
Officers, do you see what is happening? It is time for us to read the tea leaves and then we have to ADAPT to the conditions presented to us. There will always be idiots who will do "their own thing" and then suffer the consequences of their own actions. Don't be one of them. Learn to ADAPT your behavior based on the conditions and circumstances presented to you. If you have two brain cells then you will know what I am telling you. If you don't then I feel sorry for you.
I have 21 years on this job....... I stopped working 3/4 years ago. They got exactly what they wanted, now enjoy it. Like the poster stated above, I have a gun and training, I can protect my family, that's all I need. Next time you need help, call your alderman see if he/she gives a fuck. Have a great Sunday
Yes police are going to get CRs no matter if they do everything by the book...but for those proactive workers generating numbers to make a boss look good or to keep a spot you're even a bigger fool now if you continue to do anything more than the required minimum
OT: Rest in Peace Officer
---
Jersey City NJ July 13 2014 A Jersey City police officer was shot in the head and killed early Sunday while investigating a reported robbery, Mayor Steven Fulop said.
Officer Melvin Santiago was in the first police car to arrive at the scene - a Walgreens on Communipaw Avenue - shortly after 4 a.m.
An assailant who had apparently attacked an armed security guard at the drug store and taken his gun used the weapon to open fire on the marked police car, Fulop said at a news conference.
Santiago, who was sitting in the passenger seat, was struck in the head.
Other officers arriving at the scene returned fire, and the shooter was killed. Santiago was declared dead at Jersey City Medical Center.
No word on whether the security guard was injured.
Just once I'd love to see a Mayor stand in front of a police department with his arms folded over his/her chest and say something like "To get to my officers, you have to go through me". Why can't they do that just once instead of stabbing you?
Ironic, isn't it, that Google will "erase" your history so that any prior misdeeds you were responsible for will now be forgotten. I guess we are second class citizens now.
Look at the bright side, the Superintendent's CRs will be a part of this package. Remember the incident at the White Eagle? You know, the one everyone said didn't happen. It will be in there. That's not the only one. So will all the CRs from the politically connected, like Hilliard's nephew in law shooting up the place, what, three different times?
As a taxpayer I am outraged. The slickster lawyers have opened this up solely for the purposes of generating revenue. The complaint procedure is necessary. Absolute power corrupts. But the lawyers have bastardized this process into a money generator for themselves with no regard to justice. They suborn perjury without fear of sanctions or criminal prosecution. Have you ever heard of a lawyer, or firm, being disciplined or charged criminally for abusing this system? Never! Plenty of police officers have (some rightly some wrongly) been disciplined, sanctioned, fired, incarcerated or paid punitive damages to some criminal.
Nine times out of ten these complaints are retribution, exaggerated nonsense from some criminal that thinks it will help their case, or a lowlife lawyer trying to extort money from the taxpayers. None of these cases are prosecuted...none, NEVER! Not one of these criminals has been so much as disciplined, let alone prosecuted for suborning perjury or criminal theft even in cases where there is clear evidence. I can't imagine why.
You want a legit process? So do we, but up until now this has been a one way street. We want those doors have to swing both ways.
I'm guessing this will probably increase the number of lawsuits. Plaintiffs' attorneys will request CR files to look for people who made a CR complaint but didn't file a lawsuit and reach out to them to try to get new clients. Hopefully the statute of limitations will be somewhat of a backstop on this.
The upside, in my opinion, is that the average PO would benefit from the Department doing more to rein in the officers who are outliers in terms of CR files. This will hopefully reduce the risk to the average PO of getting caught up in a failure to intervene lawsuit. And, in the long run, citizens who sit on juries are going to be less likely to award punitives against the average PO who gets caught up in a lawsuit if they know that the "problem" officers are being dealt with by the Department.
Police work is done! I do nothing anymore! I'm going to ride it out and code jobs out! No street stops! No traffic stops! No nothing, ever!
7/13/2014 04:36:00 AM
Yeah, sure. You're the typical hair gel that can't sit still for 20 minutes. You can't help yourself. You love the job more than life itself. You'll be writing tickets and doing traffic stops 30 minutes into your next shift. Now go get your shine box.
That was the last nail in the coffin. This city will go up for grabs now. NO officer will do a damn thing from now on.
7/13/2014 04:41:00 AM
Yeah sure, except for you and the rest of the new crop of hair gels that have the attention span of a 2 year old.
Well Gary, there goes your "hands on people" theme. No more contact cards, even these VRI guys should see this writing on the wall.
I have a Great Idea:, why not have all encounters with an offender live streamed to an advisory board consisting of neighborhood religious leaders, advocates and members of IPRA, along with a few exempts, then they could judge the officers performance during the entire encounter, then give a yey or ney in wether to arrest the person. needless to say I am joking, this will bring this city down to the levels of DETROIT !!! I'm so so glad I retired.
OT
Hey SCC see this Illinois Carry Link
http://illinoiscarry.com/forum/index.php?showtopic=50264&page=1
Lawn Dart is objecting to anyone in Cook Co who applies for CCW if there is a name that is remotely similar with an arrest.
Bob P Smith 1/1/1900 has a record
Bob F Smith 12/12/1927 applies (and submits fingerprints!)
Lawn Dart objects and CCW review board upholds denial of Bob F Smith who now needs to sue the Review Board to even find out what happened?
WTF?
The city is appealing a ruling by a judge that states the city can no longer give out discipline/suspensions/etc after the four year mark, but they won't appeal this.
Public embarrassment of our police, by name, on a website.
Contact with the public equals CR#s. Always has, always will. Police have been steadily looking the other way on traffic violations, suspicious activity and street disturbances for several years now. The city doesn't understand that we would respond much better to the carrot than the stick. The number of us getting the stick in recent years is increasing, and for every member that gets the stick, ten members will drastically reduce their willingness to do any more than the bare minimum. In the meantime the criminal element is given the carrot, through no enforcement, no prosecution and money in form of all these bullshit anti-violence programs.
For those of you like 12:24am who think that all you have to do is your job by the book you are either an impostor or a moron. People lie all the time in this city. People lie on us all the time. Now instead of their lazy ass calling IPRA and making a beef and then just resuming their daily activities of being a loser, attorneys will now be able to search for these people based on their published lies and solicit them with promises of big money. This job just got a hundred times worse, and it already was a hundred times worse than it used to be.
Proactive? What does that mean?
Now go out there and be aggressive! shake the trees, do the search warrants, stop the cars, do the silly contact cards, just like the merit bosses tell you. Make them look good while you all take the heat and they don't.
Like anonymous said, operate
STRICTLY by the book, don't
use your judgment, check with
your sergeant or lieutenant
or watch commander. Cover your
ass 'cause Rahn is out to kick it.
So this is Rahm's latest "get himself relected ploy," hunh ?
This is pandering to the "unwashed
bodies" at it's worst. Whomever came
up with this stunt needs their a**es
kicked. The mayor has finally tipped
has hand and shown who's side he's
really on. But to whomever decides to file a lawsuit against a police
officer as a result of this joke,
be warned, payback can be a bi*ch
and can have "undesired" consequences. BEWARE.
I have to say living in a "low crime " area and having to deal with the constant property crimes on my block and thanking every police officer who has helped us it is upsetting to read about what the hell goes on in areas of South and West side. We pay major taxes and all of our police resources are being diverted to these areas where police at shot at, abused, yelled at , etc. Part of me says let the idiots kill each other in these hoods and help the rest of us keep these dirtbags out of our garages!!
Wow. And I thought morale could not get any lower.
I wonder how this will affect the clouted, seeing as how so many merit promotees have had some jaw dropping beefs that were swept away by brass.

That's like asking, where's Jimmy Hoffa's body?
Some say follow the book and you will be fine. Some say charge those that file false complaints. The reality is officers are now guilty until proven innocent. It doesn't matter if you do everything by the book, aggressive go get'em officers will be the first to be sued and the city will do nothing to protect the officers. Charges against false complaint won't happen.
I have a few things to say about CR's, some of the ones I received in 25+ years of service. Accused of MF'ing an arrestee. Yes I did. So what. Sometimes you gotta get your street on. You MF me, I give it back. Accused of burning an arrestee with a cigarette. Didn't happen, she was just really pissed about getting arrested cause she needed a rock. Was easy to check out, just look for burns, which did not exist. Got CR anyway. Accused of taking jewelry and cash during search warrant. Didn't happen. Report showed the same, to the exact dollar amount and described pieces of jewelry, as all was listed in inventory. Got CR anyway. What a waste of time. Sometimes I wanted to return the CR favor to the issuing, lazy supervisor who could have read the report or looked for evidence of the complaint. Some things are real easy to check out prior to issuing a CR, but it doesn't seem to matter. You get one anyway and this should be stopped if the facts can be OBVIOUSLY and immediately unfounded, which was the end result in two of the above CR's. The MF'ing wasn't, but it was worth every syllable. And yes I did it again. I am only human after all. This department needs to quit running scared with the bullshit complaints, and save us all from wasted time.
Does this include present Commanders and those from the higher echelon?
too bad that isn't the city's perspective on their 2nd amendment related law suits, chicago would have an extra million and a half or so for additional police salaries....right?
The problem is a lack of leadership. In the past a watch commander would keep his/her officers informed to answer questions and stop wild rumors. Now the main source of information is second city. Second city fills in the vacuum of the lack of leadership on cpd. Captains are now XO's and focus on their survival with McCarthy. LTS do little and let the sgts run the watch daily. Most commanders are the result of clout, hence the vacuum of leadership. Knowing that CR#,s might be public will have a serious affect on the morale of street officers. If we only had a few old time bosses around to lead and stop the rumors.
No officer has been fired for slow response , drive safe to every call . Document every crime that people call on. Do exotic battery an dimple assault reports should go up 1,000%.

Real Police expert here. 3 decades of this bullshit and I never knew criminals told the truth.
Gee thanks.
It's funny that the majority of people that are dog asses will use this as an excuse not to work. But for those of us that were put in the behavioral program for too many cr's (even though all of the numbers were bogus), continue to go out there and work hard.
5:29am, complaints are more than 75% bullshit. Also, to everyone, there are still good citizens, that deserve our help (and they are the taxpayers), don't blame them for rahms bullshit.
Why is the city blacking out the names of everyone involved, except the Officers? Exonerated,Not Sustained Unfounded we still get dragged through the mud. But a asshole who submits a bogus complaint is protected?

Have the union start sueing those who make improper complaints, also sue the lawyers who knowingly cause these cases.

Every month we pay a little extra into a legal fund, lets uuse it.
Where is the union to step in?
7/13/2014 01:21:00 AM
Again, I told the Union about this, and no action taken on this very important issue. Does it surprise me? No!
Now, the Union should ensure that CR files that are 7 years and older are destroyed as the contract stipulates. We need a Union committee called "contract enforcement."
the officer who spoke of wearing a body mic and camera has a great idea. not a LEO but work healthcare public safety and i see the same shit you guys see and it is all bullshit what these govt. cheese rats pull, it might just be edjamacational for the sheeple to see what you see and hear on a daily basis. Plus, it may not be a bad thing to see some of these affadavits, i think a lot of people will see them for what they are, a lot of pumped up bullshit generated by the racehustling, poverty pimps out there trying to hit the ghetto-lotto. I hope everyone who says they won't do shit actually follows through with it. That includes no VRI. If you stop working and stop VRI the city will have no choice but hire more Police.
This is a new low even for a dumbass Mayor who needs some backing from his employees..
Police officers who get bs complaints should start taking the accuser to small claims court every single time.
OT- any others believe that saturday's cancelation of Taste was a way to explain away poor numbers? Weather wasn't threatening all day. Now they can say the numbers are down sharply this year because the festival's busiest day was canceled.
No reason to panic. In fact, in the long run, this will be a good thing.
1) It's a lot harder than you think to get information via FOIA.
2) Cannot request blanket data - has to be specific.
3) Departments across the country who already do this see FOIA requests drop because there's so little actionable data - do the research.
4) Morons labeled "activists" eventually find that most complaints are bullshit and don't support their "activism."
5) Like anything else, once you expose things to sunlight, people get bored and stop looking. The only reason they want it now is because they think CPD has something to hide.
6) There are "thousands" of complaints every year, but in the context of how many encounters police have each day, the numbers will look very small indeed.
7) In other words, once more of these complaints come out, people will understand there is nothing to see here, and they will move along.
As for the crybaby mopes who say this is the last straw; they will do no more work, blah, blah, blah - we know you don't do any work now. If you need another excuse to act like a glorified security guard every time you put on the blue, you are a sad example of our growing, useless "entitlement" population.

WHOOO! GOOD ONE!
But will NEVER happen...
You see... Rahm is not interested in "fair play" as far as The Police are concerned.
When he blew into Chicago to get his wedding dress from that box under the basement stairs on Hermitage, one of the first couple of things he said was stuff like "stick it in the Cops ear" and visiting firehouses and telling those guys "you're gonna have to learn to bleed."
Well... It seems like Firemen made out ok in spite of Rahm's shit talk but "The Great Hate" against The Police has really been hotted-up.
It basically started under Shortshanks out of anger that he was blocked by Miriam Santos from straight up pillaging our pension fund and writing a big fat useless IOU like he wanted to. After Daley Inc. set Miriam Santos of for disposal, (If GOD were truly good, she would tell what she knows... Even at this late phase because Rahm is essentially doing the same thing) every swinging dick in Daley Inc. was allowed access to our pension money.
CUE: Davis-Vanecko (D.V.) Realty (Robert Vanecko- Daley Nephew and brother of the covered for and clout protected other Daley nephew and killer of David Koschman, Richard Vanecko.
No accounting was EVER given of what D.V. Realty did with @ $70 Million in Police Pension Money...
But damnit to Hell, those bastards got their vigorish, errr... "COMMISSION," errr... "FEE" off that money.
Shortshanks flew off to Stockholm with that money to bribe the International Olympic Committee?
Nawwww?
Fuck Yeah He Did!
Lots of little birdies were chirping about those in the inner sanctum of Daley Inc. who blamed the loss of the 2016 games on Second City Cop and the people/Policemen posting on it.
BIG HATE from Daley Inc.
"YOU cops had the nerve to cost US untold BILLIONS of dollars so eff you and your contract."
Of course Rahm & Co. was in descretely positioned and was looking to make lots of money too.
The current state of affairs of CPD is likely nothing more than payback because a lot of very wealthy and very powerful people in the Chicago area feel they lost out on making a primo killing with the Olympics.
Shit... An ass load of construction, demolition and services contracts were signed off on already...
Chicago's muni-gov/corporate kleptocrat class was confident about all the money they were hoping to steal.
"Hey... Let's do a document dump of the cops c/r files to distract from all that bad news last weekend."
And as soon as you get slammed in media for a BS complaint that is frivolous...sue the paper for slander and include the useless piece of dreck behind it.
Also, maybe Rham should take that attitude with the gun control issue and stop wasting tax payer millions to institute laws that will undoubtedly be overturned.
12:24 A.M. you sound so dumb!
Either you are not on a Police Department or you are a useless officer or supervisor. Unless you are just going around dodging jobs and only speaking to people that love the police there is no way to avoid a complaint.
You are stopping someone who is commiting or is about to commit a crime when policing. You deal with people thar are irate, uneducated, and are derermined to blame someone. There will never be a satisfied customer. Satisfied customers do not get paid by the city. Misereable people want misert to all. So shut up dork.
It just goes to show you how little it takes to buy votes in this state, county, town. Now only if all the pols were under the same scrutiny.

You obviously are not the police.
You can get complaints for just showing up at a job.
No matter what the city says, in the past they took every complaint brought to them. These days the city is supposed to get a signature before accepting complaints, and if proven false the signator is liable to be prosecuted. Do you think anyone from the currant or last administrations would follow through... hell no!
A very recent poll says that if the mayoral election were held today Karen Lewis CPS Union Chief would beat Raccoon Eyes by 9 points. The election is a ways off but interesting poll. Karen couldn't be any worse than what we have now. At least she has a set of balls.
Please start a campaign to get Bob Fioretti to run for Mayor. RAHM you would lose in a landslide.
Wow. In spite of what others told me I always have maintained a positive attitude and tried to be productive. I will from now on do nothing for fear of some money hungry shitbird and their lawyer. This city burn for sure as the very last of the officers who did try to work sit back with the others and watch.

Yeah right. I work in the burbs. Haven't been riding alone two years yet. I already got beefed by a lady who called the state and said I propositioned her with sex in exchange for letting her off of a traffic arrest. The state initiated an investigation and called my department. The lady called the dept too and was set to come in and file a formal beef on me. The bosses reviewed the video and audio, lo and behold not only did anything that can be misconstrued as a sexual proposition occur but WHEN SHE ASKED ME for a break the video caught me pointing at the camera, showing her my mic and telling her eveything she said was being recorded. The bosses ended up shaking my hand because the video proved EVERYTHING she said was a lie and I actually was courteous and professional the whole time. The idea that a PO won't get sued if they do the right thing is so far fetched its ridiculous.
as a white po living in the nw side I plan to vote for karen lewis he cant be any worse than rahm
Only the police will understand the following: You can never turn a dog into a worker, but you can turn a worker into a dog. The way this city and politicians treat us officers is getting worse and worse.
Quit talking and stop policing!!! Officers talk a lot on this blog but lets unify. Don't sign up for VRI for a start. If you didn't know what went on last weekend I will tell you. The department was in full panic confusion last week when only about 24 officers signed up for VRI. Yes on the 04th of July a handful signed up and they panicked. They had all the tact teams working their days off for Fests, so they did some last minute manpower shuffling taking them off the fest filling VRE which is VRI and put inside people at the fests. They can't do this all the time so stop signing up for your days off!!! The union should organize this for one month before fall comes. We need to show the politicians and citizens how we hold this city together.. Memphis officers have some balls why not us. They had one day of blue flu and now the politicians are bending over backwards. If we had one day of blue flu some neighborhoods would burn and it wouldn't be mine. They are going to keep shitting on us until we do something as a unit not just one or two guys saying Im sitting on my hands. Im done reading officers saying Im not doing anything cause that carries no weight. Start with this blog its such a great tool. Organize because our union is not!!!
Follow this to screw city. Write tickets to every person without a dl or insurance, license plates or city sticker . TVB everyone ,stay off the street , you are doing your job.
Let citizens wait for service. Document every crime , write a case report on every domestic. Battery or assault . Crime goes up , we win with manpower. Look in your district ,special I it's crime lab Traffic ,reps. A lot of jobs in office by do nothings . Hire civilians for inside cowards , put the cowards back in a beat car .
Holy frickin Christ. FINALLY somebody posting on this blog with some common sense. I agree 100%. As far as people claiming they won't work anymore....those are probably the people who want to Police like its the 1980's. Beat downs, put downs and "Creative writing".
No reason to panic. In fact, in the long run, this will be a good thing.

Arrest for possession and sale of cocaine. Called and walked to neighbors' homes to try to place children with them, at the request of the arrestee. Made seven calls and visits to do this and ultimately got one of the neighbors to watch the two kids. Bent over backwards for the arrestee. Caught a four million dollar Federal lawsuit for failure to make arrangements for the kids.
Keep telling me all about not having to worry about a thing if you just follow the rules and the law. Four years of grief and a pretty ugly pending cr number until it got tossed in Federal court. But you keep on telling us how it's all such a cakewalk.

The public generally supports and backs the allegation, whether it is true or unfounded. Furthermore, people armchair quarterback athletes but know they can't do their jobs. On our side people actually are convinced that they know what they would do in our shoes and it is horribly false. Because of that the expectations the public places on us are unrealistic and nothing that the majority of them would ever submit to themselves. In short, we wouldn't put any money that the general public can or will look at glaringly false accusations and side with us. That's why. I have a friend who had a lady say he pointed a gun at her. We grew up together. You could barely get him to curse growing up. He was that one friend my mom liked and wished I hung out with more, great guy from a great family...and a passerby tries to encourage a guy he was arresting that had a gun and see if the police were harassing him...no the public is not trustworthy on our behalf.
If a citizen is on public aide can their record be made available too?

Call me naive if you want. But in the end I believe that the department and the bosses do have our back. As long as you follow the rules and the law you will be good to go.
7/13/2014 09:47:00 AM
And YOU'RE calling those two guys idiots?
With a media always on the hunt to get a cop and a not too popular mayor who wants to be reelected you owe it to yourself and your family not to be caught in their crosshairs. Do your job and no more......get home safe.
Gun grabber Quinn is going after "assault weapons" and hi capacity magazines again. Load up people before the politicians are the only people with access to firearms.
As George Orwell said, All animals are equal but, some animals are more equal.
Just be Officer Friendly! Refer everything to a SGT,LT, CAPT, CMDR, ETC!
Look at all the money Rahm wasted on Concealed Carry and Gun shops in Chicago! But oh no, we can't fight this!
To the poster saying that Mcdingleberry's or any other connected cloutorious persons CR's will be made public. That's like saying all merit promotions are legit.
Crazy talk!
Awsome the media can pay people to make insane complaints so they can "report" on how horrible the police car. More papers to be sold and more people to tune in to watch the news and it only cost them few bucks. Imagine the stuff they could make up on a complaint that has no legal repercussions!! It's going to be like jerry springer running the news!!
The problem with getting CR's is that once word gets out to the defense lawyers that you have "a lot" of complaints, then the stakes in lawsuits and criminal cases go up. It's a given if you make a lot of arrests, then the bad guys will make alot of complaints. It's a tactic developed by the defense attorneys who use the CR complaint as a way to create doubt to win their client's case: they make an allegation that somehow the officer did not follow procedures. To back up this tactic in court, the judge wants to know if a complaint was made, because if there was no complaint, the allegation of whatever misconduct will not have any credibility. Lots of arrests equals lots of complaints.
Lots of complaints tells me that an officer is the "working police" (in most cases) but to joe citizen or joe juror, who only hears of a "high number of complaints," it may sound like something more nefarious.
Most of the complaints are BS. To joe citizen reading this blog, I would venture a few officers even got complaints on days they weren't even working. Why? because the criminals couldn't remember who arrested him on such-and-such a day, so just accused an officer whose name he did remember. This would be laughable if the release of such complaints to the public wasn't so serious.
To the working police out there, God bless all of you and be safe.
No officer has been fired for slow response , drive safe to every call . Document every crime that people call on. Do exotic battery an dimple assault reports should go up 1,000%.

Are politicians allowed to take jobs with companies that do/did business with the City upon leaving elected office?
Some can apparently . . .
I predict copy cat CR#'s. Idiots will read these complaints and have an epiphany ...... "Oh yeah I just remembered that officer did that to me too"
I'm sure this has nothing to do with Rahm negotiating our contract in the media again.
He's such a slimy asshole.
So happy I finally retired and moved out of state!
GET OUT WHILE YOU CAN!!!
So what let rahm. We will do what we always do. Ban together and fight as one. Yawn. I must of been talking in my sleep again!
To the arresting PO for possession and sale do cocaine I think the General Order states to call the Special Victims Unit to take custody. The neighbors could be child molesters or gave a son that is a convicted sex offender or even a relative that is a sex offender. That's whu you call "Youth". When they piss and moan they ain't available bring them into the desk and always notify the Watch Commander! Simple stupid!
Where is our contract?
Up our asses where it usually is. Maybe just maybe if we stuck together we could get a fair contact. Yea.... who am I kidden right?
Where is the union to step in?
FOP is not a union. never has been.
I encourage people to complain. I tell them that I will request a polygraph and pass. When they fail, I tell them that whatever they won.... no matter how insignificant it be. I will own it. And I havent had a beef in more than 10 years.
I leave nothing, no nail for these scumbuckets to hand there hat on.
Vote pro-police. Vote Republican.
They want the complaints against the "bully police" available for viewing. The "bully police" hurt everyone including the police. They cause assaults on the police to increase because all of the thugs and hoodlums can see they are cowards and "pick" on regular citizens instead of the cowardly thugs and hoodlums.
Rahm et. al. fought concealed carry laws and gun shops beyond sanity, yet this they decide to drop.
I get your point ....but...don't forget about the 005th district officers that didn't get to a domestic fast enough and dude killed her. Not dude's fault ..it's the polices
yea but they were at the white castle drive thru. Very dufferent
The spray was used......that's the problem. You know it and I know it. Address that, not the ramifications of it. Our comrades are getting us jammed up sometimes. Can't blame Joe Blow citizen for that.....
How about the mass CR# for the election night pepper spraying bullshit? The whole dept got a CR#. So take your by the book nonsense elsewhere troll.
Stop breaking the in car cams on purpose....use them. Then your legitimate stop will be documented. HAHAHA, sorry, couldn't hold it in. YOU broke that camera for a reason.....

And YOU'RE calling those two guys idiots?
***************************
You can read-congrats! Yes, thats what he's calling them. I agree. Are you the third to be included in the dog list?
Shouldn't a shitheads criminal background then be allowed as evidence during trial? That isn't allowed because it's prejudicial, but our backgrounds are allowed? Does anyone else see the problem with this. Only in Illinois, where criminals have more rights than anyone. The day I retire I am leaving this entitlement cesspool of savagery. You liberal Democrats can have them. But when we leave you will be the only ones left to victimize.
I'm using a newly created email account to submit a FOIA request on the entire disciplinary file on Denis Walsh, Michael Shields, Penny Trahanas, Richard Guerrero, and McPissPot for the incident at the White Eagle.

This was a case of allowing the arrestee the option of handing her kids off to a neighbor of HER OWN CHOOSING. Parents get to do that. We never had custody of the kids and didn't have to take custody of the kids because the woman chose someone to take them.
You only turn the kids over (to either the desk sergeant or svu if you take care/custody of the kids). We never did. Since I went to svu shortly after this fun-filled arrest, I know what I'm talking about. We did it by the book, we were more than amenable to the arrestee's wishes. We still got slammed with a baseless cr and lawsuit that dragged on several years.
Nothing is EVER simple stupid.
One has to first understand or know what complaints are going to be available to the public. Are they the ones in your disciplinary file or the ones in your complaint history file? You see the dept has 2 files on you regarding complaints. The complaint history file is a permanent file containing all complaints made against an officer from day one on the job. The disciplinary file is a file that contains any discipline resulting from a complaint, and is supposed to be removed after 5 yrs. However all cr's and sustained cr's are in your complaint history file and remain there until retirement. Now if you think cr's are no big deal, if you are legit you don't get them then you are either a civilian or never been the police. I've gotten cr' s on furlough and still had to answer them and they still remain in my complaint history file. If you own property, a home or have any type of savings they will be in jeopardy of civil action resulting from those complaints against you, don't be fooled. This action by the city will be the single most destructive policy ever in the history of the dept. You can't be sued for swearing at someone or being rude, but if you place your hands on someone or restrict their freedom you can be accused and sued civilly. We all will regret this policy taken by the city, we will see its effects soon, not just on how we police the public, morale, and crime stats but we will see good officers lose property and money and very likely their jobs. It's coming, be prepared......and stay safe ......remember they look for patterns of alleged abuse, and then they file and then you list your assets..........protect yourself and your partner, think first, then act, and always ask yourself is this worth it, worth my home, my families security, my livelihood .......
Denis Walsh was/is a Boss that if he hit our watch I'd let every1 know how lucky we are to have him & not some whack job like "Iron Mike" or other just people w/ugly souls. Denis, was in charge of a bunch of young kids in 018 and they learned and sure as hell had fun.
If you can't take the attention then maybe you shouldn't work in public for the people.
Go work at Micky D's.
