We actually only learned about Weekly from our readers, so credit goes to all. We're sure these aren't the only two - we know a few of criminal types who have been shot six, seven or more times. Modern medicine is marvel sometimes.
Frank does a good job outlining the circumstances leading up to the multiple woundings leading up to their eventual demise. We'd like to see some follow-up though, like why is this acceptable behavior in these neighborhoods? Why are the police expected to stop this nonsense? How is a force that is short almost 3-to-4,000 officers from peak strength in the 1990's and without a meaningful citywide response unit supposed to accomplish anything meaningful against an entrenched culture of dope, death and destruction?

There were 943 homicides in 1992 with the department at full strength (13,500). It was, and has always been about gang, drugs, and gun violence. I was on the job and it was non-stop rock and roll. However, it was not a story like it is now. Can you imagine the media reaction to 943?
Loyola Medical Center reports this past week on one of its interweb sites that the average cost of a gun shot victim in their hospital is $520,000! And given the type of clientele that are brought to Loyola with gun shot wounds you can bet that the $520,000 is billed to the state which ultimately comes out of the tax paying citizen's pocket! So, the 82 shot last weekend in Chicago alone cost the tax paying citizenry of this shithole state over $42 million!! $42,000,000 in one fucking weekend!!

SCC, you lose a lot of credibility when you toss around those BS staffing numbers like they're gospel. Whether you like it or not, our maximum sworn staffing was about 13,500 (maybe a dozen or so more when we overfilled for a few months in anticipation of retirements) and we currently have just over 12,000 on the active payroll (paying into the pension). So not 3000 or 4000, but 1500. That's the reality. Now that's still under budgeted strength by a couple of hundred, but not that absurd number.
Because that's exactly the way the politicians want it. Only the strongest savage shall survive!

Need to overhaul the saturation teams and get some police officers with some time on the job who know what their doing. Pissers, drinkers and long forming traffic is not what these teams should be focusing on. I see some of these teams and it's a joke to see the caliber of officer working on these teams. God help us.

If patrol is making all these immediate without delay notifications on aggravated batteries with firearms, what exactly do the analysts of this information do with this time sensitive information? The standard operating procedure is to send out a D.O.C. bulletin or C.P.I.C. message via the PDTs. If the elite plainclothes units were to have made a field interview, documented this street stop on a contact card and sweated this identified gangsta, a protective pat down would have revealed the same gun located on his gangland murdered corpse at the scene. Hello, was anyone even assigned a follow up given all the potential murder violence indicating red flags?
Isn’t the responsibility for follow up investigations regarding further violence tasked to the elite units at the former Sears warehouse building? You can bet your bottom dollar you will not get a straight answer at Com Stat from the Homan commandos citing an operation is in progress. Are the elite gang units actually reviewing crime conditions, connecting the dots and formulating a patrol strategy to stop this deadly madness? Someone alluded to a similar instance of previous aggravated batteries prior to a homicide in the second district. Sounds like inattention to duty in a bureau other than patrol, doesn’t it? Going back to the mid 1960's there has always been a City-Wide response unit. From the guys with the TF (Task Force) on their designator shoulder patch to SOG, SOS and the rest there always was such a unit. The numbers changed, manpower etc. When Tailgunner Joe McCarthy had it I believe he had his own army of around 700. Sort of like Colonel Kurtz and his Montagnard army. Always. Until nitwits Rahm Emanuel and Garry McCarthy came into the picture. And now it is FUBAR. Totally.

And here's the most important part. Medical science has made leaps and bounds. If we were still using 1994 medical technology the 2010 total would be at least doubled if not more. Look at the number of people shot; that's the true measure.

If these statistics are true (pardon my skepticism, everyone lies) then this Department is completely mismanaged. How is this possible? How are there almost no officers available to patrol the better areas where the tax payers live?
The only logical conclusion would be that the areas like narcotics, and the like, are WAY over staffed. We have been told to all but ignore most minor offenses because we can't take a copper off the streets. What happened to "Broken Windows"? How idiotic is that?
