OEMC Error

  • Minutes before police fatally shot 19-year-old Quintonio LeGrier, he called 911 multiple times — and begged to have officers sent to his father’s home — but they were not initially dispatched, according to emergency recordings released on Monday.

    An officer shot LeGrier six times in December after the teenager advanced on officers with a baseball bat, according to police. The officer also accidentally shot neighbor Bettie Jones once in the chest, killing her, too.

    The Independent Police Review Authority, which is investigating the shootings, made LeGrier’s three 911 calls public on Monday, as well as one from his father, Antonio.
So are they clearing the officer now? It certainly isn't the Department's fault that OEMC dropped the ball and antagonized a mentally ill individual leading to his unwise decision to swing a baseball bat at responding officers. There's plenty of room under the bus for Rahm to toss everyone under it.

I just heard all of the calls. Why didnt he just answer their questions? They likely would have immediately sent an officer. Im not surprised though as to why hardly anyone of the news channels played all of the calls. You cant stir up controversy when the kid wasnt compliant. As soon as the dad gave his info, the police were sent.

Let's not forget that he is an adult and she was asking his last name which you should've answered. There is a fear of sending police to a call to be ambushed, and by him refusing to say what the emergency was or won't give his last name how was the operator to know Who to send? It could've been a fire department emergency or an ambulance needed.

Before we all go talking shit about oemc, let's give them the benefit of the doubt, I'm sure there is a reasonable explanation as to why they didn't dispatch the first 3 calls. Like maybe 011 was in a back log or there were other jobs with a higher priority. And let's not forget that if the ghetto rats didn't call the police for every little fucking thing, (1) there would be more cars up for jobs, and (2) maybe they would be taken more serious when they do call. Just saying

There was no cooperation from the Caller to the Operator. Operators can not see through phones, they need to know a little of what is going on so they can properly tell the Police what to expect when they arrive. A clue at least is needed to better inform the Police as to what the potential problem most likely will be. Did the situation require sending a bomb squad or a canine unit or was it a marital problem or was a murder taking place or a burglary, was someone kidnapped, were teens screaming and fighting, was a carjacking occurring or what? Could have been a crank call. How would the Operator know what to pass on, so that good judgements could hopefully be made in split seconds, if there was no information given regarding the reason for the call for Police?? Common sense.

This happens all the time. You get a call.....from a barking dog to an in-progress simulcast and you get there as quick as you can only to find the long faces of the complainants because they called 45 minutes ago and the offender/bad guy/gangbanger is gone. Back in the day when police communications were handled by police officers and we had ACD, things went a lot smoother. What is ACD? Automatic Call Distribution. When you called 9-1-1, your call was sent to the appropriate radio zone that handled all calls in your area. Three dispatchers sat at a three-abreast console with the guys on the left and the right answering 9-1-1 calls and the dispatcher in the middle talking to the beat cars in the field. If you wanted to know if the caller sounded drunk/high/agitated you could ask the dispatcher and he would lean over to the guy on his left or right and ask him. Today, all calls are handled by civilian call-takers who fill in the blanks on a computer screen and move on to the next random emergency. The call-takers DO NOT sit near the dispatchers and there is virtually no interface between the two. Pending assignments sit and sit until they're highlighted in red on the dispatchers screen and finally get dispatched. You pull up 120 seconds after getting the call and you have to START OFF with a pissed-off citizen, thinking you took your sweet time getting there and are adversarial. Can you blame them? Either way, it's not going to be a meeting with a lot of good communications. I've actually dragged complainants over to the PDT and SHOWED THEM the time I got the call and how long it took me to get there. Another example of technology getting better only to lose what we once had.

I've heard his calls (over and over) on the news all last night and this morning. He refuses to provide the operator with any information that she's asking. He also sounds like he's high on something.

Sad that he had to die, but he shouldn't swing a bat at police officers or anyone for that matter.

They also played his father's call. He sounded lucid and answered all the questions the operator had for him.

Antagonize vs. Commanded the call

The call taker epitomized why Chicago Police are frustrated. Everyone else in the world can say "I terminate this exchange/call at this time because you are not cooperative".

Chicago Police Officers cannot. That needs to change now Mr. de-Escalante. If a CPD officer wearing a body camera has made a request multiple times and the person does not respond favorably, the officer should be able to break contact and code the assignment 19-U (Un-cooperative).

lets see... last I checked... a baseball bat has two purposes, one is for the very obvious sporting activity and the other is not so obvious but can be very deadly if it is used as a weapon. now in this case we have a crazed lunatic running around swinging a baseball bat at responding officers in a threating manner. what the hell are police supposed to do? blow the crazes lunatic kisses and ask him to please calm down and think about the rational way to behave... umm I don't think so you take out the threat that is present to your own safety and well being...and quite possibly save your own life.

A) If he was in need of mental help why was he calling 911? Wouldn't it follow that if he was not in mental control how could he take the logical step in calling 911?
B) If A) is true then he was calling 911 in order to ambush the responding cops or suicide by cop.
C) Obviously the dispatchers sensed that there was something "hinky" because he was not answering questions. Should the dispatcher send in the police blind to a potential ambush?
D) Didn't Rahm and McThisIsHowNYDoesIt reduce the calls police ride on? Could this be the result?

Read the transcript. All he alleges in response to "what's your emergency" is "someone is ruining my life!" He then mumbles obscenities over and over, repeating the allegation "someone is ruining my life" and mumbling more swears. I'm sorry ghetto but the police are not at your indisposable service waiting on your every beck and call. We, and the OEMC dispatchers, have had years and years of having to deal with "emergencies" from "my child disrespectin me" to "ain't doin no homework" to "ate the last drumstick"...as a taxpayer who pays the OEMC bill I agree with her in terminating the call! You want the police then you tell the call taker why. This isn't a guessing game. If there's an emergency, like a crazed loon threatening your life with a bat and you are so scared you locked yourself away, then you articulate that. Obviously good ol Quintonio was hitting the same or similar pipe Laquan was before he met his maker. AGAIN with looking to place blame on someone other than the actual culpable individual. #TheGhettoWay

OEMC didn't drop the ball and neither did the police. THIS GUY'S FAMILY FAILED HIM. And it started years ago. We talk shit all the time about OEMC sending us to all types of bullshit calls as is evident by recent posts here. So we can't put it on them when they were just trying to sort out the bullshit from the legit calls. They were trying to get questions answered so that they didn't send the police into some unknown, dangerous situation without more info.

Accountability should extend to the Management of OEMC, fair share that CPD discipline.
Probably won't because that wouldn't be politically correct. The media isn't interested.
Dispatching in Chicago isn't easy, especially those never ending frantic nut job calls from screaming lunatics.
If the Police had arrived sooner theory is bullshit, the bottom line is the nut had a baseball bat any wanted to smash somebody's head with it... He chose the wrong battle and lost.

Sometimes when you take a call, you take a draw to send the police or not. If you send them to every call the system would grind to a halt. Too bad a call taker will be thrown under the bus. No one will take a draw in the future and that means more silly calls being dispatched and no one to respond to the critical one.

I don't blame the dispatcher why would you send a P.O when you don't know what the problem is and the caller won't give you any information, it could cause the P.O his or hers life. The public does not understand the amount of nonsense calls they get but again the media does not do there job correctly, just sell their story without investigating how many nonsense calls the department get a day that could cause the refusal of taking such calls.

They sounded like crank calls to me. Call taker did the right thing, tried to get info but caller wouldn't give it. Only one at fault here is the person with the bat. Perhaps the city does have some liability for the woman that was killed depending on how often they provided updated firearms training to the officer (what do you mean once a year qualification is sufficient?) I don't find fault with the officer or the call taker.

Believe me when I say that after working in the old COS I have a clear window into the type of people that were hired to be call takers.

Fast forward to the oemc......those folks are no longer real police officers just the kin of political hacks and ward patronage workers looking for a decent buck that comes with the overtime.

So, one may surmise that the quality of these call takers and dispatchers are less than adequate and there decisions or actions should be reviewed very carefully.

How many assignments hand wavers do these few cars handle in such a busy district? I think McStupid and Rahm should pay all damages to the police officer who is being hung out to dry! Based on the one recording I heard, I see nothing the dispatcher did wrong. He wouldn't tell her the nature of the emergency, or what his name was. As a PO, I would hope that the dispatchers in OEMC wouldn't try to send me to a location with no complainant's name and no information as to the nature of the call. It's already been established that this person had a mental disorder. If I'm not mistaken, a beat car was dispatched after the father called and explained his version of the situation. I don't know who the union is for the dispatchers and call takers at OEMC, but I think they can fight this. I've had my share of complaints about OEMC over the years, but in this case, the caller gave OEMC nothing to work with. No PO wants to go into a situation/ location totally blind as to what's going on. OUR safety counts for something too when it's all said and done.

Walking the dog one early morning and noticed 3 males looking into yards and showing a lot of interest in garages.I called 911 and the dispatcher was more interested in the color of these males as if she was baiting me.She wasn't at all interested in sending the police to check on the apparent suspicious males halfway down the alley,so I hung up on her because she was investigating me with her numerous questions.That's what you get when you hire racist hacks!

Off topic: Excellent letter to the Editor in the Sun-Times today by a retired police officer calling out Cook County Board President Toni Preckwinkle for her radio interview on WGN radio last Friday (January 22, 2016). Preckwinkle was performing her usual routine complaining that the racially biased criminal justice system was incarcerating too many persons of color for "nonviolent" crimes like "car jacking" and, sometimes, subjecting the offenders to deadly force when the police caught them in the act.

The retired officer took the politician to task as car jacking is not a nonviolent "property crime," as Preckwinkle asserted, but a violent felony.

Heaven help us if Preckwinkle's protégé Kim Foxx is nominated for Cook County State's Attorney. She would be the equivalent of Marilyn Moseby of Baltimore.

Say hello to the new "UNKNOWN PROBLEM" call on your PDT. They had an address, there was a request for police but since he wouldn't answer further questions.... they refused service. Someone is going to cry foul about this. The suburbs do "UNK PROBLEM" calls and now WE will do them.

I heard the audio and I would of assumed if I was the dispatcher that it was a drunk crank calling 911. I would of not send police for someone that appeared drunk and just wanted to talk to the police. Give them 35/Michigan number. The boy seemed like he knew better and a term know as "suicide by cop". Now the last call his dad sounded scared for his life. So I guess give 911 call center a sensitivity class now or better yet an ethics training video to watch. Seems that's how the city trains everyone to do ISR. Maybe some of our politicians can show us how it's done better with all their scandals.

Off topic, but did you see how Rahm is saying crime is down on the CTA do to the new cameras. Are you kidding me every time you work Special Employment CTA you are instructed not to make arrests, but to issue ANOV's. Wow that sure keeps crime down if you don't make arrests!! What a joke.....

...and ofc. had often worked the district they were dispatching and knew the layout.

...and no "call history" was generated on every number, to make the citizen look like a crank who called police all the time on bulls__t. A lot of district maps in homes came down, a lot of binocs and cameras got put back in the drawer with the scanner when that started.

Citizen calls during big storm, "Commercial snowplow plowing snow OUT of private parking lot into middle of busy street." A__shole could have rammed it all up against the railroad embankment at the back of the lot, but no.

Call goes out not with business location/truck description, but with citizen's name and address. "Fight in the apartment over a parking space."

Like that.

Would you have gone? What do you know about what you are walking into when the idiot can't even give his name?

Is the guy serious? high on drugs? just mental? or just raised to be uncooperative when it comes to the police or any authority figures?

What the media should be focusing on is the inability for "these people" to have the social skills to communicate when they need help.

Blame it on the police? Blame it on the dispatcher? How about blaming it on the family for just being screwed up?

Maybe a good life lesson for all those watching - need the police? Really need the police? Cooperate and answer a simple F*$king question.

People who can't function in society cannot fault society when they mess up.


How many jobs are you sent to where you know the outcome and what is waiting for you before you get there? There was something wrong. He called several times. Send someone. Send two cars. I'm not saying that it would have changed anything. i'm not saying that it would have ended up in a 19b or paul. But they send you to calls to make a kid go to school and other bullshit. A person having mental issues may not be able to make decisions at that moment. And the call takers need to protect their ass also. Now they're going to take time. It's simple common sense.
