Eddie's Rough Start

He's hitting all the right notes - only the "notes" are the tune that Rahm is playing right out of his "Political Rebirth" playbook:
  • Eddie Johnson, the surprise choice of Mayor Rahm Emanuel to lead Chicago police during a tumultuous time, says he knows firsthand how it feels to be disrespected by the police.

    Home from college one spring, he was stopped by two Chicago police officers even though he had done nothing wrong.

    "I've been subjected to racial profiling, and it didn't feel good," Johnson said Thursday in just his fourth day as interim superintendent. "That's how come I am determined to ensure that we don't do that now. Now I'm in a position where I can stop that kind of behavior, and that's one of my end goals."
Could we have some actual, you know, context? We mean, we can tell a story, too. A real tearjerker. We talking Academy Award level stuff.

And so this means Eddie is the guy to stop racial profiling? The profiling that then-community-activist Obama's "Traffic Stop Statistical Study" (originally written for two years) has failed to document over the past decade? Not one single instance of racial profiling located despite exhaustive searches by numerous local and state agencies? That supposed "racial profiling"?
  • "I have to emphasize that because these gun offenders are becoming so young, I'm going to ask the parents in the black communities to step up and be parents," Johnson said. "You have to be mothers, you have to be fathers. You have to know what your children are doing because if you don't raise them, the streets will."
Nothing that hasn't been said by dozens of people, just about all of whom are then labeled as racists. Funny how that works.
  • In his recent post as deputy chief of patrol, Johnson helped try to ensure that officers properly used the video and audio on police car dashboard cameras, but he admitted that officers hadn't been disciplined properly for faulty cameras.
Um, okay, how do you expect to discipline officers for faulty cameras? The city buys the cheapest shit they can find, installs it with some fly-by-night out-of-state outfit that disappears after screwing up and voiding the warranties on the entire fleet, spends exactly zero dollars on maintaining the equipment, then decides it's the officers' fault when the cameras fail? We'll give Eddie the benefit of the doubt here and assume this was shoddy editing by the media (as usual), but seriously? No one is saying don't discipline for sabotaging equipment, but define it correctly.
  • Johnson said he has already set out to improve how the department red-flags problem officers. He admitted that the current system has been ineffective, in part because too many supervisors were charged with monitoring officers, he said. Under his plan, a more centralized group of supervisors would track officers across the department.
Too many supervisors? Too many supervisors monitoring what exactly? In what world?

The DOJ is saying about the ratio of supervisors-to-officers is the worst of any Department they've ever seen. They're talking about one hundred more lieutenants and hundreds more sergeants just to address those shortages. And that's just in Patrol.

We've certainly never seen any shortages at HQ. Why, 35th Street is so shorthanded that the brass has been bringing back lieutenants who were just sergeants down there like 30 days ago.

One or two glimmers of real thinking though:
  • Johnson said he was not concerned by the falloff in investigatory stops compared with the old system of contact cards.

    "Some of those stops with those contact cards we probably shouldn't have been doing, to be quite frank," he said. "So part of this is to ensure that we're stopping the right people at the right times for the right reasons."

    He wouldn't rule out resurrecting the citywide strike forces — disbanded by McCarthy over concerns their aggressive style could further divide the police and community.
Everything old is new again we guess. But to start a citywide unit, Rahm is going to have to hire some of the 2,000 spots that went unfilled.

The real reason citywide units got disbanded was to make up for the upcoming and deliberately planned manpower shortages in the Districts. Further cover was provided by closing three districts, but that failed as blogs like Crime in Boystown and others pointed out the lack of police coverage and resultant crime spikes.

CompStat was implemented specifically to cover up crime, especially property crime. Two professors in New York, one of them a former NYPD captain (who helped develop CompStat) have written and lectured extensively on this.

And guess what the minority community is demanding as of late? Aggressive policing to take the guns off the street and reclaim neighborhoods. The problem is that the ACLU stepped into the void and handcuffed the police from doing anything proactive without extensive documentation AND under the threat of massive punitive damages, even in the case of good faith errors. Cops aren't dumb and they get paid the same no matter who does or doesn't go to jail (quotas are illegal, too.)

In this era of Risk vs Reward style policing, the actuarial tables favor one side excessively. Guess which one?

Worked the West Side. Over 95% of the people in those districts happen to be AA. It stands to reason that my stops, whether traffic or foot, will have a high percentage of AA, especially at locations of known drug or gang activity. I'm sure Eddie didn't live in Norwood Park when home on summer vacation from college when he got stopped; if that was the case, then that would have been racial profiling.

If over 95% of the crimes on the West Side were done by white people, who make up less than 5% of the population at the time, I would have been stopping white people and have a low percentage of AA stops.

Knew an AA officer in 015 who would only come in with tickets written to white people, whether they lived in 015 or not. Never saw a ticket written to an AA.

By the same token if white people were at the local curbside drug store, they were stopped, as well any other race or gender there.

I respect both of them for stepping up and trying to lead a department that is going down the drain! The mayor will be gone soon, by the end of the year! He has no stomach to stick it out! This will be the most violent summer in Chicago history! Once Emanuel is gone so will Escalente and Johnson be gone! Both will do ok in the end! However the CPD will never be the same to keep the city as safe as possible due to the ACLU and the DOJ! CHECKMATE!!

...concurrent with "de-funding" and "de-militarizing" the police, and eliminating street stops, pursuits, the clearing of corners...even demanding that the police not shoot until someone has had the chance to take a few shots at them first.

If Eddie needs bodies to start a new TRU unit, The district tac units do not need 3 teams. Send 2 to the new city wide unit. The tac team of the district would work 2000 to 0400 and love it or leave it. Have the crossing guards do the details.

Eddie should give the 012 cmdr and extra team on tac because the good cmdr is a real copper who has dropped the crime rate of 012 to nil.

I hope Eddie stays well trying the impossible with CPD, he is a kind and honest man who will lock the mutts up with the street coppers.

This is an attempt to explain how "red flag" officers have gone unchecked, unchallenged, un-everything---- no counseling, no discipline, no observation in their PES folder, no mention in performance eval----cause NO white shirt from any unit (where assigned, personnel, court section, medical section, iad, inspector..) can be bothered to address what is not only observable but is documented electronically (activity, minor infractions, medical use, GPS, PCAD...) and readily available to whites shirts who are REQUIRED to monitor and take action (cough cough--LTS and XOs especially)--lets try and explain that pattern and practice to DOJ

and wtf is a "more centralized group of supervisors" going to do...is Eddie unfamiliar with the boondoggle that happened when dept tried to address SOS scandal by enrolling scads of people into behavior programs---well after the scandal was front page news,against the union contract and dept directive guidelines---- that was a cluster that sprouted from and was managed centrally at HQ---and resulted in a lawsuit which the dept lost...

I am as white as can be (hospitalized for sunburn once)and would get stopped by coppers numerous times in my youth during the 1960's. I thought it just went with the territory, and saw it happening to many my age. It gave me good reason to keep my ass in line. People don't understand they be thankful their children are stopped by the police it keeps them from doing something wrong. But in certain communities it's all about some bullshit respect. Respect is earned people. Also when are all the African American officers going to be moved into predominately African American neighborhoods. You have your African American Supt amen kept talking about how only black officers can police black communities, what's the problem. Should stop racial profiling right there. We're waiting.

I can remember him as Deputy Chief of Area Central. He was all about the b.s. contact cards. He even got rid of a LT who wasn't built on numbers and made the Merit LT who is now Commander of 015(also a numbers driven idiot). Eddie is the typical no frills kinda boss.....makes no waves and does what he thinks will get him the least resistance. Sad that it only took 4 days for him to show his true colors(no pun intended). But hey, I'm all for not doing the ISRs and not making any proactive policing decisions....only problem what Eddie is saying and what the district level bosses are saying are 2 different things. We have extra traffic cars in 011 just so the activity goes up....only problem is that causes POs to be in the station at time when we need more people up and available on the streets due to the amount of idiots roaming around with guns these days. I've said it before and keep saying it, this summer is going to be hell for this Shit and especially these ppos and kids with less than 7yrs on the job. Hold on to your hats boys and girls it's going to be a wild ride. Murder and mayhem are going to be plentiful.

Here's the thing: Unless you grew up in a Black neighborhood, and like Eddie, was subjected to being stopped by white cops, when you'd done nothing, you're not going to understand his perspective. It really is that simple.
Same shit happened to me 3 years before coming on the job:
Couple of tact goofs stopped me in front of the building I lived in. No explanation. Not even the standard "You fit the description of a guy we're looking for". Tossed my car. Found nothing but my books, as I went to school mornings, and worked at a tool & die factory afternoons.
A couple of elderly women who knew me, and had watched grow up, saw this and became angry. They voiced their opinions somewhat loudly, like old people tend to do. Naturally, the tact boys eased back to their car and drove away.
Fast forward 4 + years: I'm on the job. Just after clearing probation, I'm asked to join the tact team. Imagine my surprise when get back there, and see the same two asswipes, who tossed my car that day. Not on the team I was assigned to, but on another team. I let a few months go by. Then, one day, I asked them if they remembered me, and that incident. Of course they didn't. That had been over 4 years ago. And God only knows how many other times they'd done it since my incident.
Didn't matter that they didn't remember. I DID. I never made a big deal about it. But I could tell, they were never really comfortable around me after that.
By the way, one the two tact guys is now a commander on the wesside.
My point (Yes, there is one) is this: I'm not the only person on this job who had a negative experience with the police prior to coming on. I've spoken with others. Some Hispanic, but most Black.
To think those encounters didn't/don't effect our perception of the job is just stupid. But again, unless it's happened to you, you won't understand.

Any idea how many times I hear this from someone who's pissing on the side of the road, taking things that aren't there's, eating at restaurants and not paying, punching strangers in the face, etc. The problem is that there are people who have no sense of right and wrong. How do you fix that?

So Eddie says he was the victim of racial profiling. Well guess what, he isn't the fu---king Lone Ranger. Took promotional exams for Sgt. and then Lt's exam. Who got promoted, if not Eddie, then plenty of his highly regarded Exempt team. I would be extremely curious to see where he finished on each list. Meritorious ever?
No doubt he's a good guy but so what.
Also, don't get me started about the current Lt.s exam. Wondering why Gene Williams was not given the top spot? Maybe Rahm is worried with DOJ hanging around?


I think I was racially profiled too. is he going to stand up for me? Maybe white people can't be profiled.

I was a 47 year-old white male that was stopped for no reason taking a walk near my downtown apartment in 2004, by two white officers, one female and one male. They ran some sort of check on me and said it was OK to go. I never knew why they stopped me, and didn't have the presence of mind to ask. But, unlike Eddie Johnson, I didn't possess the skin privilege that has got him and people like him goodies all of his life. He may be a fine person up to a point, but all his comments are is an habitual act of using his skin privilege to gain sympathy and power, most of it undeserved. Even worse, it's an act of gaining it for others like him, simply because they share his race.

Interesting. What about detectives? I have said this before and I'll say it again. NYPD has 42k cops and 6k dets. CPD has 13k cops and 1k dets. 7:1 for NYPD and 13:1 for CPD

exactly ... there's no harm when a stop yields nothing ... I was stopped driving out of my alley late one night by a tact team. Lot of burglaries ... etc. I understood and I had no problem with it. They apologized when I showed them my star. I told them don't dare apologize ...

Hopefully Supt Johnson will have a little more freedom from Tiny Dancer than McFired had. That the attached strings going back to the 5th floor of city hall has some slack in them so you can get back to doing real police work. Annnnd, that he'll rip that bullshit agreement with the ACLU to shreds.

At every turn Rahm and "the community" have been extremely critical of CPD, have made ridiculous claims and "demands" yet still expect CPD to be ultra aggressive and risk their and their families well being?

So what I get out of that statement is don't stop anyone unless they have committed a crime. So in the words of the new Supt and Rahm carry on Fetal.During the stop did he get the officers name,beat or car number? Was he treated in a professional manner? Did the officers convey to him the reason for the stop? Was he in a crime ridden area? Was he in a white area?Did he need counseling after the stop? Dis he go home crying to his mama or daddy that he was abused by the police? He made a statement so could someone in the media who ran to print this nowhere statement call on him to explain what happened during the interaction he had.This is like saying I waved at the police and they waved back. Please explain or check yourself before you make a statement as the Supt to pander to the black out of control community.

If Eddie needs bodies to start a new TRU unit, The district tac units do not need 3 teams. Send 2 to the new city wide unit. The tac team of the district would work 2000 to 0400 and love it or leave it. Have the crossing guards do the details.

Eddie should give the 012 cmdr and extra team on tac because the good cmdr is a real copper who has dropped the crime rate of 012 to nil.

I hope Eddie stays well trying the impossible with CPD, he is a kind and honest man who will lock the mutts up with the street coppers.

I was a white GI home on leave (1969) and I got stopped.
I was not written a ticket, but I imagine there was a name check and yes they did check my vehicle, even the trunk. Back then it was called police work.
Of course, back then, it seemed that most decent folks liked the police. But then again, that was before the reverends took over.

In the 1998 class of Detectives we were given training for composite drawing of suspects from a program purchased by the city. In the first hour we were told that the city purchased the minimum software and would not be updating it to the latest technology the vendor had to offer. One can only imagine how many palms were greased or left sticky by the hall and their notorious "the check is in the mail" or you'll get yours when I get mine style of business. In the end all composite drawings were prepared by the County Sheriff (Sheehan) who ran his office without being in front of a camera in his coiffured hair and try to look tough work shirt.

Shore years ago. Cops pulled me over in Woodlawn one night while driving home. I told them I knew and understood that they pulled me over for being white in an area known for drug dealing and offered to let them search me and the car. They were very professional, did a quick search, and let me go on my way.

Make CTU pay for protection in schools like VRI. Terminate association with ACLU. Tac and mission teams go to roll calls and check off with watch. Max of 50 coppers assigned to each area deputy chief for missions. No more details to detail unit. Ball games pay same as VRI or some other type of premium pay. Minimum of 60% assigned to ball games be sworn.

Stay fetal. Most districts are 90 percent down and crime is up 60 percent. Give them what they want, no vehicle pursuits, no gang or narcotic enforcement, no curfews, etc. As a force, we must stick together (tac and sat teams excluded since they are reckless brown nosers) patrol is the heart of CPD. Don't be foolish and be part of mobile strike force or TRU teams, they were dumped to South Districts when the dept hemorrhaged on them and didn't have a curtosy to flush.

I to was stopped by the police when I was a kid. I had just gotten off the Pulaski bus and was walking home. Years later I was lucky enough to meet the officer that stopped me. He's one of my instructors at the Academy and I grew to respect him as a veteran police officer. No harm done.

Well said Second City, I have never done a ISR and I don't plan on doing one unless a boss orders me to and I will put his name in the narrative as to the reason why I did a ISR.



Good luck with that. It's not there to hurt you, if you are making any type of investigatory stop...aka your job (unless inside somewhere) it can be articulated very easily. If you've been the police before you can justify just about anything if you think about it. If you're not policing like a two year hero (pulling up on a corner and making them all grab the wall) you've got nothing to worry about. If you're wondering I don't work for the academy teaching this crap, it's Policing 101. You've always had to articulate probable cause/reasonable suspicion

I work in a metro area which is over 80 percent white. About 14 years ago I was asked by a friend of mine to help with a college project involving law enforcement. Basically they wanted to interview me, and over 1/2 of what they asked involved racial profiling.

My response then is much the same as my response now would be. I don't see "people" I see behavior and violations. Most of my stuff at night was traffic stops. I can't see who is in a vehicle at night until my spotlight lights up the interior and sometimes not even then - after the lights are already on. The one time in a year I stopped an AA motorist, it was instant mouth from him. At some point, I pointed out he was driving a cargo van with no back windows and I was behind him the whole time. How did he think I could see he was black to "profile" him?

Sometimes certain people commit more violations and engage in more of some type of behavior. Let's not get into theories as to why that is. If the community wants to lessen the "disparate impact" of those offenders being held accountable the only recourse is to stop policing all of it.

And you get what you get.

Why is it that there is no shootings, rapes, robberies, murders, burglaries in norwood park by local residents? Simple, parents educate, sacrifice for their children, police, punish, reward, provide for,show them by example a work ethic, teach them the importance of applying themselves in school so that they have the foundation to succeed at a good job, teach the law, demand adherence to the law and turn out a productive member of society who is an asset instead of a liability to society. Nothing will change until this happens in the AA community. In other words we will witness 100 more years of excuses, pandering politicians, professional race baiters, new programs, cries of discrimination, violent street gangs, unwed children having children, paying criminals not to commit crimes and a sympathetic media who promotes this bullshit. Difference between norwood park and the south and west sides. Residents on the north side ask "What can I do for my Country" south and west sides ask "what can the Country do for me". Until they figure out that it is not the government's responsibility to provide for your existence from womb to tomb, but your responsibility to provide for yourself and those you bring into this world, absolutely nothing will change.

Had great hope for this guy now he is like the rest. In the late 70's worked for repo company was by the projects we were stopped by 2 black coppers pulled out of tow truck, truck torn apart we were searched paid them $20.00 and we were on our merry way! Been stopped few more times darn profiling now possibly good police work? Eddie you have just lowered morale even more, you may of made a difference now your like toast done! Just goes to show you "words mean things" and you sir have given us many more reasons to be fetal.

On another note was at police rally today on beat 811 23rd ward 008th district on Archer&Harlem, looked for you but you were not there. I am white. In my teens I was stopped and had done nothing wrong. So what? Apparently it's only an issue if you are black.

When I was CPD I used to racially profile all the time. I'd stop the white kids leaving the projects. The stopped individuals' PCS rate was close to, if not 100%. No one complained. The ACLU didn't care. Reporters never jumped on the story. No president weighed in on the subject. I wonder why?

We've all encountered the police when they might not have had their "A game" that day. Without a crystal ball or the ability to see into the future, a young man might have five minutes of his time taken away from him by two policemen with the right intentions whose proactive nature has probably saved numerous lives. Boo-hoo. "We just don't all understand." No I guess we don't. We also don't understand how the vast majority of the problems in the community are internal and yet everyone blames everybody else for their troubles. Personally I'd rather carry the DEEP emotional scar of having been detained by the police for a few moments then have our current situation where many more people are going to have to carry the REAL burden of an emotional scar of a loved one being gunned down.

I had my pockets turned out so many times that it wasn't until I was almost 30 that I discovered that walking down the street without a copper searching me was normal. BUT somehow I survived. Here's the thing: Unless you grew up in a Black neighborhood, and like Eddie, was subjected to being stopped by white cops, when you'd done nothing, you're not going to understand his perspective. It really is that simple.
Same shit happened to me 3 years before coming on the job:
Couple of tact goofs stopped me in front of the building I lived in. No explanation. Not even the standard "You fit the description of a guy we're looking for". Tossed my car. Found nothing but my books, as I went to school mornings, and worked at a tool & die factory afternoons.
A couple of elderly women who knew me, and had watched grow up, saw this and became angry. They voiced their opinions somewhat loudly, like old people tend to do. Naturally, the tact boys eased back to their car and drove away.
Fast forward 4 + years: I'm on the job. Just after clearing probation, I'm asked to join the tact team. Imagine my surprise when get back there, and see the same two asswipes, who tossed my car that day. Not on the team I was assigned to, but on another team. I let a few months go by. Then, one day, I asked them if they remembered me, and that incident. Of course they didn't. That had been over 4 years ago. And God only knows how many other times they'd done it since my incident.
Didn't matter that they didn't remember. I DID. I never made a big deal about it. But I could tell, they were never really comfortable around me after that.
By the way, one the two tact guys is now a commander on the wesside.
My point (Yes, there is one) is this: I'm not the only person on this job who had a negative experience with the police prior to coming on. I've spoken with others. Some Hispanic, but most Black.

First of allI don't think he was a candidate in the first place. Second he's not the only person who grew up in a bad neighborhood and had negative interaction with the police. Not only was I stopped but was also arrested for bs and released without charges. So he can cry a fucking river to whoever he wants. The guy has everyone fooled, isn't he banging some female that was promoted to Sgt and Lt. since he started dicking her.

Early 60s. Sitting on a LaFollette park bench on a summer afternoon with my friends. Racist police pull up and make me stand up next to squad car. Older woman in car looks at me and says "No, not the kid". Policeman tells us that woman's purse was snatched by a red headed boy. I was a red headed boy. I still have nightmares. Back when I was in my late teens I used to get stopped by the same 2 black officers. In 018 all the time, never would tell me , always asking where the weed was white boy, I tried to explain that I didn't smoke weed and worked down there but they didn't care, always stopping me, when I asked why they said, cuz we can white boy and ain't shit you can do about it, I got on the job a few years later and saw those 2 again, one would eventually get popped by IAD for having sticky fingers and got canned, the other retired before getting caught.

Not everyone who alleges profiling is black or Hispanic.

OT, but raises questions....No 1 on the LT Exam seen around HQ a lot. Involved with interviewing civilians for new positions? Thought the first few weeks of being a LT requires you to be in your newly assigned district "in patrol" ....... At least give it a month... Wow. I was pulled over by a M/1 officer in 016th District over 25 yrs. ago, he suggested what I believe the way in which I could get out of a ticket was a sexual favor. I refused and he ticketed me. At traffic court on LaSalle, after the case was over, the officer approached me in the hallway and explained that the reason he pulled me over was because I was "pretty". He then asked me out on a date. I walked away in disgust and I was too young to know that I could file a complaint against him. Any old timers remember this piece of shit?

Good luck with that. It's not there to hurt you, if you are making any type of investigatory stop...aka your job (unless inside somewhere) it can be articulated very easily. If you've been the police before you can justify just about anything if you think about it. If you're not policing like a two year hero (pulling up on a corner and making them all grab the wall) you've got nothing to worry about. If you're wondering I don't work for the academy teaching this crap, it's Policing 101. You've always had to articulate probable cause/reasonable suspicion

Pension rate for the superintendent is pro rated. An exempt has to work 3 years plus one day in his position to obtain a full pension at that pay scale.

I have to agree with you. Under pressure while working tact for numbers, I sure made a lot of stops and searches that I should not have, angered a lot of people. I recall corner sweeps in 010 locking up people for disorderly when it should not have happened.The tact guys actually rebelled. I am retired now so it is not my problem. But, maybe this ACLU oversite is a good thing. Lets see how it plays out. Will the community really start to like the police more and cooperate more? Will it go a long way to cut crime? The test is on, not only in Chicago but in a few other big cities. The answer was better supervision and constant training and take the numbers game away from Tact teams, the constant pressure for " heads", and BS heads at that. Now, they threw out the baby with the bathwater and it will be a long time before baby comes back. I also suspect that the DOJ investigation will recommend some systemic changes, more supervisors for one, but they will not find much more. I think the progressive know this and that is why you will see a push to get rid of police unions or to substantially weaken the contract.

Awesome 008 officers said get out, we will drive you home. He get in my truck and drives me home while I rode in the passenger seat. Parks the car out front and says, have a good night thank you for your service! I was amazed. I'll never forget that. You guys really don't understand how much you helped me out. Thank u!

I'm a copper that lives blocks away and knew nothing about the rally, I did blow my horn in support while driving by. Should have been advertised better. Thanks for the support to all those out there!

Fast forward 4 + years: I'm on the job. Just after clearing probation, I'm asked to join the tact team. Imagine my surprise when get back there, and see the same two asswipes, who tossed my car that day. Not on the team I was assigned to, but on another team. I let a few months go by. Then, one day, I asked them if they remembered me, and that incident. Of course they didn't. That had been over 4 years ago. And God only knows how many other times they'd done it since my incident.
Didn't matter that they didn't remember. I DID. I never made a big deal about it. But I could tell, they were never really comfortable around me after that.

I was also stopped by the "white" police in my youth. Coincidentally I am also "white." So was I profiled for hanging out next to my school after hours? the answer is no. I was stopped because I was just hanging out instead of going home and doing my homework or going directly to practice of one sort or another. I was also pulled over by the "white" police very often. Do you know why? It was because I drove like an asshole and deserved to be stopped. For all of you who think that every stop you have made has been 100% perfect...get over yourselves. How the world appears to each of us is different. That's what makes us human. If you don't won't a fallible human as the police, then hire Robocop or Chappie or Judge Dread. I will settle for the human.

I took his advise.
I was appointed to what was the finest Police
Department in the world in 1986.
I tried to follow that officers example

What is the 019 Unit Rep, State FOP VP doing about this to protect us?

Slim has a bigger problem protecting himself. Word is that he has tremendous liability along with five others when the Mike Shields lawsuit is over. The State FOP has already settled it’s case with Mike Shields. I can guess who some of the other five are but not all of them. Inquiring minds want to know.
