- ROUND LAKE PARK, Ill. -- For more than eight months, police body cams at a northwest suburban department mistakenly recorded all the time, even as officers were taking bathroom breaks and involved in other non-essential police work.
Police body cams are supposed to automatically document what frontline officers see in the line of duty - interactions with civilians and suspects. But for the past eight and a half months in suburban Round Lake Park, the cameras never blinked. They were recording all the time, even when officers didn't know they were on.
Nobody has a good answer how it happened. But it has infuriated officers and their chief and has the manufacturer pointing a finger at them.
Guess how it happened?
- The Texas company that makes the devices promotes a feature that allows officers to recapture evidentiary video even if they have forgotten to record and in a statement the company's president says, "this feature can be enabled or disabled by department administration." He says they are working closely with the leadership of the Round Lake Park Police Department to assist and support them as they investigate this incident."
Anyone know if that "feature" is included on our cameras? And how much do you want to bet that someone already told the vendor, "Hell yeah, we want that!" if it's available?

Wait until there are hundreds of split second decisions caught on tape....rahm...more videos are a mistake...police work can be ugly and most common people dont understand real danger or our use of force model. Do a 180 before thousands die because you mistakenly thought the police were the problem. You will not be reelected if you stay your course. They will turn on you too.
If they record me shitting, I'm going to sue. I understand that I don't have a reasonable expectation of privacy while at work. But if I'm shitting at work I sure-as-shit do!
Isn't this considered voyeurism, the whole world is watching literally! This has to have some type of legal boundaries unbelievable...

While a lot of cities and departments have been dragged into the police body-cam age, no one gave much thought to the backend and continuing costs.
Storage hardware, reviewing video to see if it needs preserving, requests from State's Attorneys, detectives and the public. What to release, what to keep and how long to keep it.
What a mess.
Computers are really, really stupid. They do exactly what you told them to do. Even if what you told them to do is not what you meant. That means you have to be smarter than the computer. Obviously Round Lake's IT Department failed.
Didn't anyone notice the extra memory filled by all the recording? Didn't anyone even look at any of the recording for eight freaking months!?!?
Hopefully they will purge the video?

That is one explanation. Another one is that they don't have the bugs worked out of this new hi-tech stuff yet.
Contrary to what you may hear these cameras are always recording! Prepare the class action suit for recording you without your permission

My wife and kids will back me on this, you REALLY don't want to see my bathroom breaks.
The Order clearly states that you have no expectation of privacy. Get used to it.

When I get one I will hang it on the bathroom door at beginning of each tour. Enjoy that first 10 ten minutes public.
Ha! We were told that the camera's wouldn't always be on, except that the higher-ups can make it so that they are.

Isn't the savior Eddie Johnson already wearing one of these? Who has a right to that video footage? Can I file a FOIA and get that footage? As a city resident, I would to love to see how my tax dollars are being spent on the Superintendent.
So they have a feature that even when they are off, they are on? And only certain people know? Something similar happened several years ago with school district laptops that had a remote feature. Teachers and administrators watching kids in their homes, in their bedrooms. Families won a BIG lawsuit.

Non stop surveillance is going to cause a lot of problems in the near future. Can ANYONE withstand that type of scrutiny? Legislation better catch up to technology or what we are going to see are lawsuits and an increase in psychological counseling due to paranoia and lack of privacy. Human beings aren't designed to live under a microscope.
Negative. This IS NOT a feature of the Taser cameras. Maybe Round Lake shouldn't have gone with cheap.

Supposedly it will only be released if there is a use of force event involving the police.
Does IL have a similar law?
I am truly surprised that your union has not become more involved in these quality of life issues, actively involved.
Maybe Eddie's camera was recording all the time let's all review his first. Especially if he met with 9.5 about the lieutenants test or about firing IPRA and creating a new citizen review board. Or is it leave all body cams in your car before going to city hall.

Agreed police work is not clear so many elements enter the realm. Jason is totally destroyed due to false narratives, praying for him that he gets a proper trial out of this den of corruption in crook county! If he is tried here the elected who the judge is beholden to for giving him/her their puff position will make the call and the judge will do as they are told simple as that! We also know the charges against him are way off base,have absolutely basis in law, but maybe these charges will help dismiss this travesty against him! Hard Chargers just another example cameras everywhere you never want to be the next "media sensation" and have your life totally ruined, stay safe,protect each other, stay fetal for your own family life!

I heard from a detective that while he was with tech pulling video from an SUV, he observed hours of the truck parked in the district parking lot. I wouldn't do or say anything even near a parked, unoccupied, or running dept vehicle. I'd keep most of your comments in your head for a good while.
During the in-car camera training about 10 years ago, the training staff told us the falsehood that the camera only records when we activate it, although it was "always" recording an ongoing "buffer" of about a minute, that would precede any recording we initiated. Later, we find out that the in-car camera is ALWAYS recording, whether we log-in or not, activate it or not.
Body cameras are the same. The Department WANTS them to record constantly.
You could cover up the camera lense when you are in the bathroom. There would still be some good audio, though!

In car cameras are constantly recording too. Not just when the emergency lights are activated. Recording never stops.
Assume you are always on camera, and they can hear every word...and every farther and every splash
Best to assume that if these or any other recoding devices are in your presence that they are in fact recoring, possibly both video and audio. Even us in the transportation field suffer under these conditions. No jokes, no comments, all business, all the time. Make one mistake and its logged forever. Did anyone mention the ability of some devices to transmit GPS location as well? Just remember WWMRD. What Would Mr Rodgers Do?

Our new cameras do NOT have that feature. Our cameras have a "hard" on/off switch when it's off, it's off.
Too bad that don't have Smello Vision for the benefit of those reviewing the tapes.

Don't worry about our body cameras, Unit 125 Information Services has it all under control with the amazing know it all Captain Ryczek and the smartest guy/gal in the department running I.T. Deputy Chief J. L. Our cameras will work flawless like all the department computers.
What a big joke this will be with the body camera roll out this week at a few Districts. Watch the comedy show unfold boys and girls.
Well leadership should be by example so the mayor and the 50 alderman should be required to wear body cameras 24/7 and the footage should be made available to everyone who cares to ask for it.
I happen to like the idea of having a camera for interactions with the public. Recording me touching myself in the stall is off limits though. Cameras will save many false allegations of misconduct and even prove derails and facts of an interaction in civil matters. Police work has never changed, the liability and accountability has increased dramatically. What happened in Round Lake should not have happened but it does show the actual interaction which will counter false claims of "hands up", "choked", "unarmed", and etc... Hope the public is ready to see how the urban population live their lives.
Had these cameras and mikes been around back in the day, I could/would have been fired five thousand times;maybe ten.

I remember an incident a shooting on 63rd and Narragansett copper was getting robbed,all legit they pulled in car cameras and coppers were in a store on 63rd and Oak Park car off camera off but the camera was still on recording! Cheaters lie and liars cheat right boss?
