- Mayor Rahm Emanuel, under fire for months over how the city investigates excessive force allegations against Chicago police, plans to propose abolishing the city's beleaguered Independent Police Review Authority.
The city would replace the agency — known for sluggish investigations that rarely led to discipline — with a civilian agency "that has more independence and more resources to do its work," Emanuel wrote in an essay released Friday. The essay offered few specifics about the new agency, though the mayor wrote that the details will be worked out in the coming weeks and presented at a City Council meeting June 22.

There are assorted legal and procedural hurdles to overcome. As we understand it, police shootings are required by state law to be investigated by sworn law enforcement. Then there's the training, or lack of, that the "community" has, the conflicts of interest, the chain-of-command, the legal protections afforded police, the list goes on.

Rahm Emanuel, the one man plague, brought all of this on by withholding that video for his own personal gain. Now he has to pander and cast blame elsewhere. Crime is already cascading. With civilian review ("reverends", socialists-communists, political action groups & patronage) the dam will break. Crime will be triumphant, taxes will go up, more people will flee and the property values and pensions will tank.
Some people have so much hate for the police. IAD has been around for a while disciplining officers and it was not enough for the "public." Remember OPS, the previous incarnation of what is now IPRA? They have been killing police work for the last 20+ years. Nothing is good enough for police haters. When and where will it end. The media continually talk about all the complaints against the police and the small number of sustained complaints. The reality is that the overwhelming majority of complaints are truly nor worth the paper on which they are written and are rightly classified accordingly.
Rahm will be seen by historians as the worst mayor and the one who finally destroyed the last hope the city had at revitalization. We lost a million residents from 1960 to present. The downtown are can not sustain the rest of the city going to shit.

I know a lot of Police Officers who have been victims of theft, burglaries, criminal damage to property and other crimes. We are not except from crimes, we are part of the population. Most Police Officers I know want to leave this city because of the level that crime has reached. Who in their right mind would want their families victimized or their friends.
As soon as I retire I'm going to a extremely low crime area. The worst thing for anyone in law enforcement is to survive your tour only to be killed or permanently injured in retirement.

What this city needs is an oversight committee run by the taxpayers and civilians to sit in on Rahms meetings and monitor his spending on each and every new project. We need transparency in Rahms office, and every political office including the alderman. There has already been to many scandals, Barbara Bird, Bennett and the red light camera project just to name a few. All this money and the claims of needing to raise taxes, where is all this money going? We need to set up a committee of civilians to watch over the politicians, it's our money anyway.

So why should the police have citizens who know nothing about the job review & decide their fate?

Actually your wording is a little off with Poloce shootings. Police shootings can be investigated by anyone who completed LEAD Homicide training, not just sworn Law Enforcmenet. That's why the State wrote the law like that so that civilians can investigate them. Think about it, cmo experience at all, compete a one week course, and now your food to go to investigate Police shootings. Embarrassing, and dangerous.

They will just rehire the same people from IPRA and call it a new name. We have so many Department rules, union rules, and laws that require years of on job experience to understand that any civilians would be incapable of learning in any short period of time.

So what does this mean for officers that have already been at call back for years? They have to wait years longer for this new entity to get up and running to finally get their cases resolved. This is not right. There's got to be some kind of time limit on how long they can drag out an investigation. Some have been there literally for years with absolutely no news on how their case is going. Just sitting there wondering if they'll be suspended, fired, etc. What a f'd up system this is.

We still have dopes in my district (I work in 015) who are aggressively stopping people, engaging in aggressive policing, getting into foot chases and vehicle pursuits.
This may sound treasonous to some but I will say it. I will not support a police officer with a benefit ticket if they get into trouble. Call me an asshole but that is how I feel. If you are too stupid to see the handwriting on the wall then you are really stupid. Is your ego so big that you are willing to place your family's financial well being and your personal freedom on the line for a city and nation that has decided to go to war against it's law enforcement officers? I GUESS SO.
In my former district we had a coworker who was a hard charger. Well he got into trouble and was sent to call back and nearly lost his job. When they cleared him, he came back on the job and on his first day was back to his old self. He made a dope pinch, a foot pursuit arrest for a warrant and then a trr/arrest from a street stop. All on his first day back. All I can say is you can't fix stupid. For some officers their ego means more to them than their family or their freedom.

My two cents, for what it is worth. If you dissolve an agency or company or even a branch of government, that is the end of all employment contracts, all union agreements ( unless the union contract specifically covers this). This is common in private sector industry. But, do you really think this will happen to everyone? Many have political clout but the time and energy it would take to retrain many people will prohibit mass firings. But, if IPRA is dissolved then everyone starts from scratch, they are all new employees of the new agency subject to new work rules, new pay and benefits, new titles, etc. You can't move them to Streets and Sanitation or to the fire department. They are done. You will see community members ( what ever that is) on the management team of this new agency. As I and many others have said, if you do anything but the basics until this entire thing shakes out you are a damn fool with your job and your family. The progressives are in charge now and they are out to get you because you are brutal, racist, mean and uncaring about minorities and you are responsible for ruining an entire generation of black men who are in prison for doing nothing. And, you are a danger to black men as you kill them on a regular basis. That is the narrative and I really don't know how many are buying into it. No one in charge right now is on your side and that includes Preckwinkle, Emanual, Eddie Johnson and Kim Foxx and the media. Not to forget the criminal elements in this town which are having a field day on your and the good citizens expense.

Rahm's all about transparency so I'm sure he'd have no problem with this.
Rahm and the alder thieves would cry like little bitches if anything like this idea ever gained serious traction.
They want transparency for everyone but theirselves.

Good luck in finding an extremely low crime area. Just look at the statistics from around the country, rural areas, other cities big and small. Crime is up everywhere, drug use up everywhere. Chicago has a lot of violent crime but if you look at your chances of being a victim, it is far greater in most cities of the US

When Hillary wins the White House, Rahm will be tapped for a Cabinet position that was promised by Bill. Rahm then walks away from the mess he created in Chicago, and heads to D.C and the National spotlight. All the problems that he caused here will be buried by the media, and Rahm will begin working on his future in national politics. Chicago was all about padding his resume, the mess he created here will never see the light of day when he enters national politics. There is one way to crush Rahm's future for good, and obviously the way is to prevent Hillary from becoming President. Rahm's plan would implode, he would lose the next Chicago Mayoral Election, then move to Cali to become his brother's lackey. Love or hate Trump, he is the way to guarantee Rahm has no future. It would be a spectacular crash and burn.

Relax everyone. If anything this will be even better because a civilian board just beans a private law firm. At least when lawyers investigate this stuff they will be able to see both side of this stuff and if you ask me nothing will change because the complaints were bs before and they will still be bs. People mysteriously think that booboo from the street is all of a sudden going to be hand eking complaints. Not true, a law firm will be hired to go over the complaints and if they are found to be sustained they will recommend the findings and disciple to the department or if warranted send to the states attorney. So pretty much nothing changes, ops, ipra would do the same exact thing. Guys, this once again is smoke and mirrors except will be an outside (clouted and connected no doubt) law firm. I have been thinking about the above topic for a couple of days. No one is crying for doctors to be prosecuted and/or fired for every mistake they make. The insurance pays when they get caught, nothing happens to them when the mistakes go unnoticed. Doctors kill a lot more people than cops do.
So, it's already a given that this new civilian authority will be activist controlled. What I'm wondering is how long it will take the gangs to put in people they control in order to bounce cops they don't like. I have zero experience in law enforcement, but I don't need that to know this will be an utter fucking disaster.
The Machine sucks, but it held back the community for 75 years. Unfortunately, the it is collapsing, and Preckwinkle will fill the void. I'm out of here as soon as I get the opportunity, I'd recommend those of you who can follow suit.
The new agency replacing IPRA will report to a civilian boss, newly-retired Chief Gene Williams. As always, honesty and transparency will be paramount in his organization.

You don't get it at all. How many people do you know that have been suspended, fired, tried in a criminal court or even convicted for being proactive, taking initiative, giving it that extra step or in some cases following the department policy and supervisor's instructions to a "t"? This is one career field where you can do exactly as you were taught and trained and still be sued and/or convicted because civilians do not agree with how the state trained you. This is one job where above and beyond can actually get you in more trouble and still may have no effect on your advancement. It's not about if what you did was right or wrong, it's about how the department and the public views what you did...even if it was right. Don't believe me?

Crime is not up everywhere and the FBI claims there was almost a 2% decrease in violent crime in the US for 2015. Violent crime is what we pay attention to as it is what concerns most people. There are plenty of suburbs around here where violent crime is extremely low and I will roll the dice there. Face it, Chicago is full of very violent and predatory people in many neighborhoods. That along with the failure of the City leadership and institutions has erroded the population of a couple of hundred thousand taxpaying people over the past 45 years and what makes this state number one in people moving away vs. the number moving here by approximately 10,000 in 2015. There is, in reality, no statue of limitations on employment investigations/charges. But, the five year destruction of files in the FOP contract might prevent the city from doing anything to people for cases older then five years. The department can and has reopened investigations and probably is in the process of doing this right now. The BGA and various groups want an end to destruction of discipline investigation files and they want everything released to the public. If they get their way, police officers will be the only class of citizens in the country to have their personnel files released to the public. The alderman want transparency for everyone but themselves. I think the FOP should start a citywide campaign not only for investigations of alderman but a reduction in alderman, starting with Eddie Burke who is no friend of the police.

I think you need to be reminded of a patrol officers job description. Respond to calls, handle on view crimes, enforce on view traffic offenses. That's it. Anything more is EXTRA. In my former district we had a coworker who was a hard charger. Well he got into trouble and was sent to call back and nearly lost his job. When they cleared him, he came back on the job and on his first day was back to his old self. He made a dope pinch, a foot pursuit arrest for a warrant and then a trr/arrest from a street stop. All on his first day back. All I can say is you can't fix stupid. For some officers their ego means more to them than their family or their freedom.
P.S.- I will buy a benefit ticket if your kid has cancer but never for you hard charger. Keep up the good work.

So let me get this straight, he is "stupid" for doing the job he is paid to do? He apparently filled out all the paperwork he was supposed to that justified his actions. Why are you bothered that he is doing the job he is paid to do.
On his snarkiest day I have never seen SCC tell officers not to do their jobs. He/she/they advises extreme caution. I hear a lot of disgruntled coppers telling every one to do nothing. So they never learned cutting off their nose to spite their face? Even if you retire and move away, it is in your best interest that this city survives and thrives. That's how you get your pension money, remember?
Do your job. Do it smartly, but do it. Learn the laws and keep your cool. If you are too afraid to even write a moving violation, this job isn't for you and never was. You are a coward and a thief every time you cash your check.

Was at a send off for a couple of great supervisors from 009th District, heard the Commander from Mass Transit is retiring. Worked with her secretary in 009 I guess she made Sgt, bad news where ever she lands. Be careful of TD as a Sgt, no time on the street only will look out for herself. Sgt Strand and Capt. Me too no don't have time to read off of his/her random double spaced thoughts so I just skip it.
I'm hoping the changes this Friday will fix this department, we are probably 8-9 promotions and moves away from making this department great. A few more weeks of ORCs and seatbelt missions and crime will be on the decline.

What would happen if Sergeants Boycott VRI IN JULY:
1. City would have to find Lts or higher to supervise on the street and pay more $$$
2. VRI is partially Federal money. If city decides to cancel RDOs and forces Sgts to work, that money comes from city budget( no $$$)
3. Put pressure on city to hear our concerns about Exam Scam 2015. It's a strike without striking. It is not a job action, voluntary work so can't be punished.
4. A show of strength and unity that we have a voice and should have a choice in policy and hiring. We need more Police on the street paying into pension. Not VRI.
