R.I.P Police Work

  • Mayor Rahm Emanuel, under fire for months over how the city investigates excessive force allegations against Chicago police, plans to propose abolishing the city's beleaguered Independent Police Review Authority.

The city would replace the agency — known for sluggish investigations that rarely led to discipline — with a civilian agency "that has more independence and more resources to do its work," Emanuel wrote in an essay released Friday. The essay offered few specifics about the new agency, though the mayor wrote that the details will be worked out in the coming weeks and presented at a City Council meeting June 22.
  • In an op-ed piece that’s expected to appear in Sunday’s Sun-Times, the mayor says the city would replace the agency with a civilian agency that has more independence and more resources to do its work.
There are assorted legal and procedural hurdles to overcome. As we understand it, police shootings are required by state law to be investigated by sworn law enforcement. Then there's the training, or lack of, that the "community" has, the conflicts of interest, the chain-of-command, the legal protections afforded police, the list goes on.

It needs to be said again, but anyone doing more than the barest minimum nowadays is looking for a world of hurt.

These idiots engaging in foot chases over nonsense don't think anything will happen to them. Unfortunately when it does and only when it does will they understand but unfortunately it will be too late.
And they will think back to all the veterans telling them it's not worth it to slow down or by reading it here will they remember and think to them selves " I wish I would have listened"

To all the "Go Getters" out there please let them do what they want. The city doesn't want u stopping anyone and now a new civilian board lol these people will not be happy unless you are fired or put in jail. They will not accept any less of a punishment.

You have been warned!

So Sergeants would be cut out of the loop totally right RAHM?

Think about it if WE the guys with guns are all corrupt what makes you think an overworked Sergeants who will never be able to have a fair chance of being promoted will even start an investigation.

So my clownish media readers that means this new and all knowing outside agency would need to take all complaints from the start of the investigation to the end.

I know light-foot acted like her crack investigators with a 4 year degrees in criminal justice are the top of the game in investigations. But ask yourself how come these great investigators couldn't even pass the jail-gaurd test.

Sure, because 9 murders and 43 people shot in one weekend isn't enough. Let's hand over all investigations into the police to a bunch of untrained mouthbreathers with an agenda and an axe to grind. THAT will surely make things better.

With civilian review ("reverends", socialists-communists, political action groups & patronage) the dam will break. Crime will be triumphant, taxes will go up, more people will flee and the property values and pensions will tank.

Some people have so much hate for the police. IAD has been around for a while disciplining officers and it was not enough for the "public." Remember OPS, the previous incarnation of what is now IPRA? They have been killing police work for the last 20+ years. Nothing is good enough for police haters. When and where will it end. The media continually talk about all the complaints against the police and the small number of sustained complaints. The reality is that the overwhelming majority of complaints are truly nor worth the paper on which they are written and are rightly classified accordingly.

No city or town can keep their citizens and have this much violence and crime.

I know a lot of Police Officers who have been victims of theft, burglaries, criminal damage to property and other crimes. We are not except from crimes, we are part of the population. Most Police Officers I know want to leave this city because of the level that crime has reached. Who in their right mind would want their families victimized or their friends.

As soon as I retire I'm going to a extremely low crime area. The worst thing for anyone in law enforcement is to survive your tour only to be killed or permanently injured in retirement.

I wish all here a safe tour of duty, long life and a happy retirement.

The purpose of abolishing IPRA by this jack-off mayor is to punish police officers for doing their jobs and for him to retain support in the "community" in roder to get re-elected. He is too stupid to understand that once the police are no longer pro-active it will give the jag-off criminal element free reign in this city. If jag-off Rham thinks he has a crime problem now just wait and see what happens when this debacle gets instituted. Michigan ave businesses along with many others will be folding up shop and leaving once these roaming gangs of "future doctors and lawyers" start wilding. As for the young aggressive police officer on this job who still believes in "fighting crime" I hope you have another line of work set up to support you wife and kids once this civilian police fuck squad starts suspending and firing officers for complete bullshit allegations. Like I have stated before once this jeanie is let out of the bottle good luck trying to put it back in. This is going to truly come back to bite this stupid asshole mayor right in the ass. What this city needs is an oversight committee run by the taxpayers and civilians to sit in on Rahms meetings and monitor his spending on each and every new project. We need transparency in Rahms office, and every political office including the alderman. There has already been to many scandals, Barbara Bird, Bennett and the red light camera project just to name a few. All this money and the claims of needing to raise taxes, where is all this money going? We need to set up a committee of civilians to watch over the politicians, it's our money anyway.

Article in the Virgina Beach Legal Examiner 14 May 16: Medical Errors 3rd Leading Cause of Deaths in US-700 Deaths a Day. So where are the CIVILIAN COMMUNITY REVIEW BOARDS to look into this? How many people of color are they killing? Where is the community and political outrage? They are killing more people than police departments! So why does CPD need a civilian review board? In Illinois physicians, nurses, barbers, nail technicians, bankers, veterinarian and many more are governed by the Ill. Dept. of Professional Regulation. For judges the Judicial Inquiry Board for lawyers the Attorney Registration & Discip linary Board. All of these boards handle complaints and the disciplinary proceedures. And guess who sits on the boards. What ever the board is members of that profession sit on the board. So for attorneys, you have attorneys. Doctors you have doctors. Even barbers have barbers. So why should the police have citizens who know nothing about the job review & decide their fate?

Actually your wording is a little off with Poloce shootings. Police shootings can be investigated by anyone who completed LEAD Homicide training, not just sworn Law Enforcmenet. That's why the State wrote the law like that so that civilians can investigate them. Think about it, cmo experience at all, compete a one week course, and now your food to go to investigate Police shootings. Embarrassing, and dangerous.

So what does this mean for officers that have already been at call back for years? They have to wait years longer for this new entity to get up and running to finally get their cases resolved. This is not right. There's got to be some kind of time limit on how long they can drag out an investigation. Some have been there literally for years with absolutely no news on how their case is going. Just sitting there wondering if they'll be suspended, fired, etc. What a f'd up system this is.

You have given me the tools and means by which I can now articulate why I did not take police action. Thank you.

To the new civilian police review board, welcome aboard whomever you are.
After you get ride of those hard headed coppers who just didn't get it and that should only take one or two, you will still get paid on the 1st and 16th of every month. Word of advice though, make sure you get yourself a bullet proof vest and move your family out of Chicago like everyone else. Summer is almost upon us.

Finally, to our abundant, overpaid, useless aldermen and local prostitutes (politicians). I remember hearing back in January 600 homicides for the year and thought that was far fetched. Now, that number not only looks obtainable but looks like it will be easily surpassed.

SCC you are dead wrong on police work being dead.

We still have dopes in my district (I work in 015) who are aggressively stopping people, engaging in aggressive policing, getting into foot chases and vehicle pursuits.

This may sound treasonous to some but I will say it. I will not support a police officer with a benefit ticket if they get into trouble. Call me an asshole but that is how I feel. If you are too stupid to see the handwriting on the wall then you are really stupid. Is your ego so big that you are willing to place your family's financial well being and your personal freedom on the line for a city and nation that has decided to go to war against it's law enforcement officers? I GUESS SO.

In my former district we had a coworker who was a hard charger. Well he got into trouble and was sent to call back and nearly lost his job. When they cleared him, he came back on the job and on his first day was back to his old self. He made a dope pinch, a foot pursuit arrest for a warrant and then a trr/arrest from a street stop. All on his first day back. All I can say is you can't fix stupid. For some officers their ego means more to them than their family or their freedom.

P.S.- I will buy a benefit ticket if your kid has cancer but never for you hard charger. Keep up the good work.

The bosses all know that this will be a disaster and will result in a much higher crime rate, but they either don't care or don't have the balls to speak up. Notice to all taxpayers in Chicago: Due to the current political climate created by the Obama administration, your police department is unable to provide effective police service. Officers are worried about going to jail, having their reputations/lives ruined by purposefully biased media (propaganda) organizations, and losing their jobs. Fix the problem or move to a different city, because Chicago will soon look like Detroit unless the police are afforded reasonable protections.

Why are coppers chasing in the ghettos, who cares? Rahm is a pandering son of a bitch.
Having a "community" based oversight group is a very bad idea.
Rahm's reasoning is to give oversight to the groups who's lives are affected by the police on a daily basis( aka the ghetto)
Stats bear out the fact that a disproportionate amount of crime is generated by the ghetto.... hence that's why they see a lot of police activity.
So what's Rahm's solution? Put the ghetto in an oversight position over the police.
Brings to mind putting the fox in charge of the henhouse... what could possibly go wrong??

They will just rehire the same people from IPRA and call it a new name. We have so many Department rules, union rules, and laws that require years of on job experience to understand that any civilians would be incapable of learning in any short period of time.

5/14/2016 07:53:00 AM

My two cents, for what it is worth. If you dissolve an agency or company or even a branch of government, that is the end of all employment contracts, all union agreements ( unless the union contract specifically covers this). This is common in private sector industry. But, do you really think this will happen to everyone? Many have political clout but the time and energy it would take to retrain many people will prohibit mass firings. But, if IPRA is dissolved then everyone starts from scratch, they are all new employees of the new agency subject to new work rules, new pay and benefits, new titles, etc. You can't move them to Streets and Sanitation or to the fire department. They are done. You will see community members ( what ever that is) on the management team of this new agency. As I and many others have said, if you do anything but the basics until this entire thing shakes out you are a damn fool with your job and your family. The progressives are in charge now and they are out to get you because you are brutal, racist, mean and uncaring about minorities and you are responsible for ruining an entire generation of black men who are in prison for doing nothing. And, you are a danger to black men as you kill them on a regular basis. That is the narrative and I really don't know how many are buying into it. No one in charge right now is on your side and that includes Preckwinkle, Emanual, Eddie Johnson and Kim Foxx and the media. Not to forget the criminal elements in this town which are having a field day on your and the good citizens expense.

5/14/2016 03:08:00 AM

I absolutely agree with this great idea.
Rahm's all about transparency so I'm sure he'd have no problem with this.
Rahm and the alder thieves would cry like little bitches if anything like this idea ever gained serious traction.
They want transparency for everyone but theirselves.

As soon as I retire I'm going to a extremely low crime area. The worst thing for anyone in law enforcement is to survive your tour only to be killed or permanently injured in retirement.

I wish all here a safe tour of duty, long life and a happy retirement.

5/14/2016 02:50:00 AM

Good luck in finding an extremely low crime area. Just look at the statistics from around the country, rural areas, other cities big and small. Crime is up everywhere, drug use up everywhere. Chicago has a lot of violent crime but if you look at your chances of being a victim, it is far greater in most cities of the US

Rahm has really been making me angry, catering to the non-contributing parts of society at the hard working, honorable citizens expense. Rahm is just buying time here, we all know a backroom deal was made between the Clintons and Rahm. Periwinkle was even cut in on the deal when she agreed to drop her sure-win campaign for mayor. When Hillary wins the White House, Rahm will be tapped for a Cabinet position that was promised by Bill. Rahm then walks away from the mess he created in Chicago, and heads to D.C and the National spotlight. All the problems that he caused here will be buried by the media, and Rahm will begin working on his future in national politics. Chicago was all about padding his resume, the mess he created here will never see the light of day when he enters national politics. There is one way to crush Rahm's future for good, and obviously the way is to prevent Hillary from becoming President. Rahm's plan would implode, he would lose the next Chicago Mayoral Election, then move to Cali to become his brother's lackey. Love or hate Trump, he is the way to guarantee Rahm has no future. It would be a spectacular crash and burn.

An essay? Does the Tribune think Rahm is back at Sarah Lawrence in a Lit. class. Based on their description of the essay, Rahm wouldn't pass since he offered no details on the next bureaucratic contraption he plans to construct.

Off topic, but only slightly: Rahm Emanuel has appointed a deputy mayor! He created the $185k position for senatorial candidate flunky Andrea Zopp. She will also be the Chief Neighborhood Development Officer. Much like the newly created position of Chief Resilience Officer, just the thing we don't need! Also, aren't government positions supposed to be elected and not appointed?

Relax everyone. If anything this will be even better because a civilian board just beans a private law firm. At least when lawyers investigate this stuff they will be able to see both side of this stuff and if you ask me nothing will change because the complaints were bs before and they will still be bs. People mysteriously think that booboo from the street is all of a sudden going to be hand eking complaints. Not true, a law firm will be hired to go over the complaints and if they are found to be sustained they will recommend the findings and disciple to the department or if warranted send to the states attorney. So pretty much nothing changes, ops, ipra would do the same exact thing. Guys, this once again is smoke and mirrors except will be an outside (clouted and connected no doubt) law firm. We won't be the first department to be doing this. So it's not the end of the world, at least these people will be professional as compared to some of the haters at ipra.

5/14/2016 03:23:00 AM

I have been thinking about the above topic for a couple of days. No one is crying for doctors to be prosecuted and/or fired for every mistake they make. The insurance pays when they get caught, nothing happens to them when the mistakes go unnoticed. Doctors kill a lot more people than cops do.

You don't get it at all. How many people do you know that have been suspended, fired, tried in a criminal court or even convicted for being proactive, taking initiative, giving it that extra step or in some cases following the department policy and supervisor's instructions to a "t"? This is one career field where you can do exactly as you were taught and trained and still be sued and/or convicted because civilians do not agree with how the state trained you. This is one job where above and beyond can actually get you in more trouble and still may have no effect on your advancement. It's not about if what you did was right or wrong, it's about how the department and the public views what you did...even if it was right. Don't believe me?

http://www.chicagotribune.com/news/local/breaking/ct-englewood-triple-domestic-homicide-20160512-story.html

Then why does the family of a TRIPLE HOMICIDE OFFENDER feel comfortable blaming the police for stopping his "peaceful surrender"? Never mind the reports of a self-inflicted gunshot. If you can do the job so much better, take the test and show us how to do it.

Yeah well, we took the job knowing that we might get stabbed, shot, maimed or injured which can result in death or being generally hurt while performing our duties. We all accept that regardless of what state our pensions are in or what we get paid. That's the job. What we will not accept is getting sued or going to prison for incurring the risks that come along with simply doing our job. That is extremely disrespectful and unacceptable to us. We put our lives on the line at work. And We don't ask or expect even a small 'thank you' for that. But the least our leaders or the public can do is not intentionally put us in harms way legally for just doing our jobs. So excuse me if i don't give a rats ass what the publics perception of what they think is our "heroic duty" to society. No amount of 'medals' of valor or service are worth losing your income, home, family and going to jail. I'm sorry...

That along with the failure of the City leadership and institutions has erroded the population of a couple of hundred thousand taxpaying people over the past 45 years and what makes this state number one in people moving away vs. the number moving here by approximately 10,000 in 2015. There is, in reality, no statue of limitations on employment investigations/charges. But, the five year destruction of files in the FOP contract might prevent the city from doing anything to people for cases older then five years. The department can and has reopened investigations and probably is in the process of doing this right now. The BGA and various groups want an end to destruction of discipline investigation files and they want everything released to the public. If they get their way, police officers will be the only class of citizens in the country to have their personnel files released to the public. The alderman want transparency for everyone but themselves. I think the FOP should start a citywide campaign not only for investigations of alderman but a reduction in alderman, starting with Eddie Burke who is no friend of the police.

I think you need to be reminded of a patrol officers job description. Respond to calls, handle on view crimes, enforce on view traffic offenses. That's it. Anything more is EXTRA. Stakeouts, search warrants, street stops, following up on named offenders, looking for warrants,, looking for hot cars, looking for drugs, looking for prostitution... All. Extra. Cops haven't stopped doing their jobs. They stopped doing EXTRA. Look what going above and beyond got them?! Don't know what you've got till its gone.

Otherwise, back off and stay out of this fight. Trust us, we know what we're doing.

5/14/2016 09:28:00 AM

So let me get this straight, he is "stupid" for doing the job he is paid to do? He apparently filled out all the paperwork he was supposed to that justified his actions. Why are you bothered that he is doing the job he is paid to do.

On his snarkiest day I have never seen SCC tell officers not to do their jobs. He/she/they advises extreme caution. I hear a lot of disgruntled coppers telling every one to do nothing. So they never learned cutting off their nose to spite their face? Even if you retire and move away, it is in your best interest that this city survives and thrives. That's how you get your pension money, remember?

Do your job. Do it smartly, but do it. Learn the laws and keep your cool. If you are too afraid to even write a moving violation, this job isn't for you and never was. You are a coward and a thief every time you cash your check.

"God, I hope your joking"?

You sir are a goof! It's a classic movie quote from Animal House. Maybe by the time you hit your 30th birthday you will figure it out. Until then, let the grownups talk!

Lets see how this is shaping up: 1) cops carrying cameras 2) GPS on the cars 3) cameras on the cars 4) community members with no clue on how to be a cop or what it takes to hold down crime judging the actions of professional officers 5) personnel records released to the public 6) a new states' attorney who campaigned on locking up more cops faster 7) a police board which has now judged the entire force to be racist and picking on black people 8) a campaign to strip away all due process and just cause rights for police officers which will allow the city to fire them faster with little possibility of a hearing or an appeal by someone who really knows what they are doing 9) corrupt and fixed promotional process to include insider information on examinations and a phony patronage merit process where you only have to score 40% on a knowledge exam of department procedures and criminal law 10) led by merit promotees who have never passed a promotional exam and many of whom have no real street police experience 11) a mayor who is screwing with police pensions endangering the solvency of the funds 12) the makings of a kangeroo court masking as an independent police investigative body 13) cheers by the progressive ahole set on what is going on in Baltimore where police officers are on trial for assault for handcuffing someone 14) cheers from the progressive ahole set who still think Officer Brown from Ferguson MO. should be in jail for murder even after clearing state and federal grand juries 15) blame put on the police for the high crime rate in every black neighborhood in Chicago and for terrorizing and killing black males in huge numbers. 16) blame on the racist courts, prosecutors and police for all of the black criminals locked up . Lets See !! Did I miss something? Oh, I forgot the BLM lie and " hands Up don't Shoot Lie ".

11:36AM I find his writings very annoying and usually skip it after the first paragraph.

Me too no don't have time to read off of his/her random double spaced thoughts so I just skip it.

I'm hoping the changes this Friday will fix this department, we are probably 8-9 promotions and moves away from making this department great. A few more weeks of ORCs and seatbelt missions and crime will be on the decline.

"In my former district we had a coworker who was a hard charger.

Speak for yourself. Why don't you direct your ire towards the real cowards& thieves, those occupying City Council?

Yes you missed this one when the father of the thug in ferguson said on camera "Burn this bitch down" and they proceeded to burn down ferguson. In a real city that was not scared to confront an offender, no matter what race or ethnicity, they would have locked up that pretend babys daddy on 3 felonys, inciting arson, rioting and looting. After all it was on every tv camera that covered the event.

Since the media always says an officer had xxx number of complaints against him and uses it in law suites and the media. (Note:they never say how many were ).

Where have you been, Francis? Read the articles concerning Van Dyke. The media knows not only how many complaints he has received over the course of his career, they also know how many have alleged racism in the body of the complaints as well.

But Dean Sr. PhD is...
1. Pro body camera.....per 5 FOP meetings and at least 6 newspaper articles
2. Pro ISR because as stated at the FOP meeting he did NOT make a statement against it to the state when being voted upon.
3. Pro accepting Disability and FOP president salary.

5/14/2016 11:43:00 AM

1. If you can't stop them then get a seat at the table so you have input as to how they are used.

2a. Not pro isr but since he had a lot of input to the final version of the bill which was watered down from the original he let it go. If you can't stop it then round off the corners.

2b. The rest of the sate just added a line or two to their contact card. Chicago sold out to the ACLU that's why we have this pile of shit.

3. Angelo gives his disability check to the union. That's after he lowered the president's salary by 40K.

Your whole post is bullshit. Go find a real issue like the Sgt's assoc. screwing up out retiree hospitalization and screwing everyone out of 2% a year.

What would happen if Sergeants Boycott VRI IN JULY:
1. City would have to find Lts or higher to supervise on the street and pay more $$$
2. VRI is partially Federal money. If city decides to cancel RDOs and forces Sgts to work, that money comes from city budget( no $$$)
3. Put pressure on city to hear our concerns about Exam Scam 2015. It's a strike without striking. It is not a job action, voluntary work so can't be punished.
4. A show of strength and unity that we have a voice and should have a choice in policy and hiring. We need more Police on the street paying into pension. Not VRI.
