Now, we realize when you volunteer for the CAPS office, you become the Department's bitch. You might need the hours for family, you might need a better shot at promotion, you might be sleeping with someone connected. In the rarest of instances, you might actually believe in the CAPS philosophy, despite years and mountains of evidence of it being nothing but a money grab for inflated salaries, steering contracts to certain individuals, a stepping stone for the connected and a harem for those with a taste for ....you get the picture.
But we're pretty sure that raking and sweeping alleys is a function of Streets and Sanitation.
And if Streets and San isn't doing it, maybe one of Dart's SWAP details where the "non violent" criminals can clean up the neighborhoods they help ruin.
And, horror of horrors, how about the fucking neighborhood denizens pick up a broom, rake, or shovel and stop relying on government to do the job an actual community is supposed to do for itself?
This is just another example of the police being used as social workers, to make up for (and be blamed for) the failings of a political philosophy and its adherents. We do our raking and alley maintenance on our own time in our own alleys. If you're being paid to be the police, you shouldn't be handling a broom at $90,000 per year.

S&S would win and then our people would actually be required to use a broom, rake and/or shovel! No thank you! You CAPS officers go right ahead and keep cleaning up them allies. My neighbors garage in the alley has glass and debris for 10 years i sweep it back to avoid a flat. Send a car by to sweep it up please. I believe streets and San only sweep by the mayor and alderman homes.
If the residents had a moral compass they wouldn't need the police to sweep alleys, streets or any other activity. Shit like this should be taught at home or at the very least in grade school. Not from the police being the neighborhood bitch, another example of gov doing what individuals should be doing.
I have zero respect for anyone in a CAPS office, unless that have a legit work related injury or an old-timer who worked the street for 25 years. The desk dollies, empty holsters who have been in there 10, 15, 20+ years since they were out of probation, Fuck 'em! What would help the manpower shortage is empty all sworn personnel from CAPS, cut the district gang/tact teams in half, and eliminate all but 1 sworn member in the Commanders office.
Until you have been in a beat car handling job year after year, and sometimes your entire career, STFU. Don't forget, Patrol is the BACKBONE of the department and always will be and is shit on routinely, not even getting a 15 minute duck, that you'd have to beg for. Even if I was an elite or ass-kisser, I wouldn't want a CAPS position, it's called self respect, let alone be caught sweeping a damn alley. Pathetic!

The districts have facebook and twitter to show you what they are doing. Some of them are unbelievable. My entry goes back to the 020 CAPS twitter on 24 Apr where they have a photos of the sgt and po standing next to piles of boxes of baby wipes they are going to deliver to the baby mamas at Maryville nursery. What ever happened to the Dept of Human Resourses, shouldn't they be doing a lot of this?

The Community Policing and Aldermen offices have community days. They have "Paper Shredding Days", Green Thumb Days. they help organize Block Clubs, they have holiday parties, and trip days. They spend a lot of time together while you sit in your beat car passing gas. CAPS receive a stipend that has to be used on the community members. Therefore, they may help the senior purchase cleaning supplies. I'm sure the officers are just making it look good for the picture.These officers will and have gained much respect in their districts. The same is true for most community policing officers, except for the do nothings. Some of you wise guys are too out of touch with the communities you patrol, that's why you're constantly completing TRR's. That's why you have to use force during each of your encounters. Your Sgt's are sick of you! These officers are the smart ones. So, tell me again about how you will never do this.. then follow up with how your commander never even considered you.

My question is how does a PFI who's sole job is inside administrative on days, does not do any special or vri and couldn't find 26/cal with a roadmap manage to make over $80,000 A year in overtime? And this guy has tak home car. For what? Forensics is at the top for OT in the city every year but take a look at the breakdown within the unit. The majority of those (like HK) who make the most are inside spots. How is that possible? How are FI's and ET's who work inside Monday through Friday make more the the ones working the streets? Must be nice to make your own OT time. Add to the fact that there are at least 20 plus FI's/ ET's working inside. That is 20% plus of the the unit manpower. Now you know why it takes hours somethimes to get on at your scene or a burglary victim does not see one for a whole day sometimes.

I am retired in Florida. Low risk County prisoners are used to clean and mow common areas on and near roads. Several years ago a prisoner detail was mowing and weed-whacking a median near a grammar school. One of our few local liberals actually wrote a letter to neighborhood newspaper protesting the prisoner detail as it was "harmful for the children to see it". Needless to say, the prisoners are still at work'
Maybe they can shame them into cleaning up the alley?

How could anyone, any poloce officer with any sense of self worth stoop to this level. CAPS or tact spots dont matter, and for the coppers to stoop down and do this says more about them than the puke of a commander who allows it. No spot is worth that shame or humiliation, NONE! I'm not a PO, I am a boss, and I will tell you, no one that I supervise will ever do anything like this. I would be humiliated if this were to occur in my presence, and would not allow it. I don't care what your position is on this job, it is not to clean the cast offs of any community, and anyone with any respectable level of self worth would be doing it. We are professional law enforcement officers damnit, start acting like it. Bring society up to our level, do not stoop to theirs, and do not think for one minute of participating in the freebie giveaways that go unappreciated either, if you do you're just a shmuk that works for them. More food for thought. How does an administrative Sgt. (M.O.) make $40,00 in OT working inside Monday through Friday? This amount is more than DOUBLE any Sgt working the watch in the Unit. A Sgt who does not work any overtime initiative makes more than a Sgt working the street?

They were astonished at the complete lack of interest in assisting in the fix up and clean up displayed by the healthy young men of the house who played hours of video games while the do gooders worked on the house

Won't be a problem if you're alley isn't in need of cleaning. They should have people getting any type of government assistance doing this type of work.
Will cps have a course of study on the cost of gangs and gang lifestyle? Cost of first responders, medical treatment, cost to the communities they infest etc? I would say court and prison costs but we all know they do not spend much time there.

I am a Detective that works RBT in the Districts. They were kind enough to allow us desk space in the CAPS Office. Can I just say not all CAPS Officers are lazy do nothings. I would lose my mind having to deal with some of the nitwits they have to deal with. Some jobs might appear easy, but I certainly would not want that job.

I am very sure the residents of the 900 N Block of Springfield are and have been very supportive of the police and policing actions in the neighborhood so this is probably a good thing.
Remember, it's "one block at a time" and I am also sure that the surrounding blocks like 800 or 900 Avers or even Harding are wishful for the police to be in their alley or on their block next cleaning up.
Finally, remember it's about "the children" and my google maps shows me how this location is so close to one of the most inspiring neighborhood schools that CPS makes available WITHOUT an application process, so again, it's a good thing.
Thank you officers, thank you for getting out there, thank you for caring enough about your "uniform" to dress down in your own personal attire to help an empovershed community attempt to bounce back.
Next week I'm a little busy. Can those officers do my laundry and grocery shopping? Also, I may need a pizza delivered.

I live out in the burbs, and one morning I was leaving the house when I noticed some little rascals from the night before had grabbed garbage bags that had been left out the previous night and proceeded to rip them open and strew the contents in the street.
I could have done what a lot of people do, even in the suburbs, and contacted the public works department to have them come out and clean up the mess. After all, anything discarded on the street, no matter its origin, is their responsibility.
Instead I went back in the house, grabbed a large garbage bag, and returned to the garbage lying on the ground and proceeded to pick it up. I didn't do the whole block, but I covered the area right around my house and a couple of neighbors.
And the reason I did it is because IMO, that's what you do. Our public works department is pretty good anyway, and I figured they had better things to do with their time.

It was a guide for police to do what they should be doing anyway. It has now become political, corrupt and counterproductive. It's a safe office spot with part-time hours for police who don't want to work the street anymore, can't make hard decisions and don't like working at night. It allows the supervisors and aldermen access to young officers and badge bunnies so they can play grab-ass ("spend a lot of time together") and prep them for merit promotions (all on the taxpayers' dime). It drains manpower (and apparently money) from the watches and beat cars that actually handle 911 calls, put themselves in jeopardy and arrest criminals (you know actual police work). There should be a definite distinction between law enforcement and community just like there is between doctor and a patient or a teacher and a student. You try to make it like they are all the same the respect and authority is lost. You can't be their friend and should always set those boundaries. Pandering to the community has gone too far. What's next? Maybe we are required to join them for dinner.
I don't think they are dressed for the occasion. Why wear a vest and carry a gun. That's downright intimidating. They should also dress like the citizens to make them feel comfortable. Isn't that the idea, make everyone feel comfortable? Some baggy pants with underwear showing for the male officers and some skintight two sizes too small hood rat clothing for the females. Also no bathing allowed for few days prior to the shirade.
This could have some real possibilities, if other city departments pitched in. Maybe some teachers could spend their time off babysitting, while the bus drivers could take the sprogs out to Fox Valley and the cafeteria workers have a bake sale.
CFD could offer lawn watering and window washing services while some of the Fleet Services guys could do oil changes for everybody on the block.
Hilary could even write a book about it.

I was involved in something like this years ago as a PPO. Didn't have a choice as it was sprung on us last minute. It was set up by a caps person and a PO way too eager to get their face in the newspapers. It was supposed to be a local High school kids and cops "cleaning the streets" event. As the kids and the cops were working up a sweat sweeping and picking up garbage I noticed several groups of adult and youth locals sitting on their stoops drinking their beer grinning at us as we cleaned THEIR front lawn. They didn't even flinch to lift a finger. The other only adult ( non police) involved was the local alderman as there was a reporter with a camera floating around.
It was then as a recruit that I realized that the community is beyond any repair. And how bullshit and a farce these type of events really are. Sorry if this is negative but this is what I witnessed. It may be well intentioned but it only serves as window dressing for those who are politically involved.

I was hired in Dec of 78. January 13 and 14th of 1979 a blizzard hit Chicago. The city is at a standstill. The politicians are in panic mode. We recruits got a call to report to the academy on Sunday. For what? To shovel snow! We were put in wagons and taken to various CTA locations to clear switches and platforms. The next mayor election went to Jane Byrne.

As a former caps sgt I believe that caps' main purpose is to get votes for politicians. Period. We would hold events to shmooze the seniors, (in my district especially)make the business people feel special and give the lower income residents free shit. Sometimes we would try to actually help people that needed real help and couldn't get help from anywhere else but that was not the norm. And of course the beat meetings where I actually tried to tell citizens the truth but usually would piss half of them off. Some of the DAC money we had to use was once taken from our north side district and redistributed to south side districts. Totally political like every other thing the CPD does. Some CAPS officers are hard workers and sometimes the job does suck but overall I found them to be a bunch of future merit hopefuls and not too hard working. Boy did I learn during my time there but I would never do it again. As far as sweeping goes it is completely inappropriate and an embarrassment.
Laborers Local 1001 is aware of this. Obviously Chicago has more than enough police officers and overtime is not needed if the CPD is sending its sworn officers into the alleys. Fridays is bulk pickup day, tell the CAPS office. Bring their own gloves, one ten minute coffee break and one thirty minute lunch. If you have to use the bathroom, use the alley.
Some police and fire retire and get high paying gigs in Streets & San. When I retire from Streets & San, I want a retirement job as a district commander or battalion chief.

I only pass gas in the car when I'm by myself and because the mayor won't hire in any real numbers I've been working by myself in the car lately and you guessed it I'm blasting away like it's the 4th of July. The Community Policing and Aldermen offices have community days. They have "Paper Shredding Days", Green Thumb Days. they help organize Block Clubs, they have holiday parties, and trip days. They spend a lot of time together while you sit in your beat car passing gas. CAPS receive a stipend that has to be used on the community members. Therefore, they may help the senior purchase cleaning supplies. I'm sure the officers are just making it look good for the picture.These officers will and have gained much respect in their districts. The same is true for most community policing officers, except for the do nothings. Some of you wise guys are too out of touch with the communities you patrol, that's why you're constantly completing TRR's. That's why you have to use force during each of your encounters. Your Sgt's are sick of you! These officers are the smart ones. So, tell me again about how you will never do this.. then follow up with how your commander never even considered you.

No patrolman,sergeant should be making $80-$110k a year to work caps ,review ,mail delivery ,clerical duty in ERPS , Crime Lab ,Commander, Deputy Chief , review ,tactical secretary or any administrative job at Police Headquarters. All clerical duty should be by a civilian .
You forgot watch secretary in districts and units. Supposedly Weiss stopped that, but everyone knew that was going to happen because then the Agra, Lts or captain would have to do the sheets and other administrative hobs

A CHECKBOOK? My dad had two generations of welfare recipient tenants who had no idea what a checking account was. Now, they just give 'em a debit card so they don't have to strain themselves.

We complain about how easy the firefighters have it, well here ya go. I'll mow their grass if it gets me out of police work which is subsequently dead anyway. It's over and your misery is probably just as detrimental to your health and well being as policing is today. As a police officer the left has broken me but I'm not going to let it ruin my life, at least not any more.

To 8/28/2017 03:30pm, it was NOT Ja Mal Green's event. He attended several events throughout the city donating backpacks for the school children. It was the 007th District's event. Yes there has been history associated with JaMal Green and CPD, not all positive and certainly this is not stated in his defense. But if we can change his and his followers outlook on us and through this, make it safer for US to go out there and work in this challenging district every day, wasn't it worth it?
That's loyalty to the troops, in my opinion. Their safety comes first. Ordered them. I've seen pos ask or suggest to do this hoping when meritorious sgt or set come up they will be put in. There are very few if any in CAPS that would question this or refuse
This is why we should have hazard pay. People working the streets should make more than the house mice. It should be significantly more too, like $15k a year more. If not, make inside jobs for old timers at tail end of careers and for cops that were severely injured on job.

Dart the Fart is making all officers do intensive case management amongst the pretrial detainees and use computer snitching programs to note whenever they are told to STFU during med pass or headcount!
