No Kidding? Who'd Have Thunk It?

  • Frank Perez operates a small vending machine company, S & P Vending, that serves customers in Chicago’s northwest suburbs. A Schaumburg resident, he used to stock up on soda to service his accounts near home.

    Not anymore. Perez now does his shopping north of Lake Cook Road.

    Perez was one of dozens of people buying soda and other sweet drinks at stores just across the Cook County line in Buffalo Grove and Highland Park last week. Their trips were an effort to avoid paying the Cook County penny-per-ounce sweetened beverage tax that went into effect Aug. 2.

    “I estimate it would cost me upwards of $300 a month and I’m a smaller local business,” Perez said. “I’m coming up here now. I can’t afford to keep buying it in Cook County.”
And here's an example of what we warned about:
  • Stephanie, a Chicago resident who declined to give her last name, said she and a friend were visiting the Chicago Botanic Garden in Glencoe. She saw an opportunity to stock up on soft drinks in Lake County.

    A frequent visitor to the garden, Stephanie said it was her first trip since the tax went into effect and she decided to take advantage. She went to the Highland Park Jewel to secure her savings.

    There was other merchandise in Stephanie’s shopping cart as well. She said as long as she was there, it was time to do the rest of the grocery shopping. She said she does not plan to buy any more sweetened beverages in Cook County.
How big of an impact are people seeing?
  • Mike Morres, a 7-UP representative servicing the Jewel near downtown Highland Park, said sales for his products at stores north of Lake Cook Road have increased between 82 and 90 percent. He said the decrease in Cook County is around 48 percent.
And the Dr. Pepper/Snapple group isn't one of the Big Two soft drink manufacturers. Anyone know what Coke and Pepsi are seeing in terms of sales in Cook County?

Hey SCC

Here is a new one as far as taxing soft drinks. This SHOCKED me.

Went to a bar/restaurant in suburban Cook County and was going to order a Diet Pepsi and the server told me - because of the tax, we don't give free refills anymore.

I said, "WHAT??" I thought about it for a minute and just ordered a hard drink instead. I was NOT going to pay that stupid tax.

So are all restaurants and bars giving up FREE refills? This trip is a once in six months trip into Chicago that I have to make to see a doctor. I figured I go to a place to eat that I used to go to for the last 30 years. Now, they tell me they need to pay tax on the fountain any time they open it up to pour.

That makes me even more angry. I have a friend coming in for a visit. We will NOT be meeting each other in Cook County and will be meeting at a restaurant in Oak Brook instead.

My last thought -- ALL of you are total Morons if you re-elect Preckwinkle.

Your Cook County "Leadership" has no clue what regional economic development is, but does a pretty good job at regional economic destruction.

The poor kids are still going to get there drink one way or another, The ttrickle down effect of this tax will be failed experiment. I just heard that NY City mayor dumbblasio just raised the price of smokes to 15 dollars a pack, This will drive NY city gangs to turn to selling smokes along with weed and rock! The other people who are casual smokers will go outside of NYC to buy them! Stupid people!! I am glad I left that crazy tribe when I grew up!

I do the heavy shopping twice a month. They caught me with their BS tax because I wasn't thinking at the beginning of the month & pissed me off. I live in 22 and headed south last week. I sent my receipt to Jerry Butler, my commissioner, with the tax amount circled. That is my new reality. I'll watch the papers and load up. South of 191st & west of Harlem. The kids collecting for youth groups were all local, and were polite and not aggressive. Saved on gas while I was out there too.

Trouble is, ANY increase in revenue as a result of this tax will be considered a "win" by Preckwinkle & Co., regardless of any across-the-board tax loss as a result of ripple effect caused by people doing all of their shopping outside the county.

The Preckwinkle Tax is costing cook county a boat load in revenue. It's driving tons of shoppers outside cook county and they're buying a lot more than sugary drinks while they're out there. I never knew how much money I could save. Thanks Preckwinkle for showing us how to save money.

I've done it twice already. A trip to the Botanical Garden and another trip to the New Balance store in Highland Park also served as soda pop smuggling runs.

Family member works at a Costco in Cook county, in 1 week they lost $20,000.00 in soda sales. Also noted that people were coming into store and purchasing soda using their linc card and then returning the soda because the system was also crediting back the soda tax, so they were getting more money put back on there card then the original purchase.

The sad part is most of you will still pay it just like so many still do police work just as people will still line up for this job. I'm at 311 due to a back injury and there are a few OEMC civilian call takers on the list to come on the job. There's no talking any sense to them about how the job has changed. So morons will still pay the tax and Moro s will vote for Madigan, Emmanuel and Preckwinkle just as Moro s are still signing up for CPD.

A good friend works at the Jewels in Niles. He couldn't give an estimate on how much pop and total sales are down but his manager asked if he wanted to work OT at their Wood Dale location because sales are up.

Keep up the Cook County shopping boycott! Looks like we're having a positive effect!

Exactly as I have said before. Not only will the pop tax cause people to buy pop outside the County (resulting in a loss of pop tax revenue), people will also do the rest of their shopping there as well, resulting in a loss of sales tax revenue as well.

True. I just came back from NYC and the corner store sold cigs for $15 a pack.

I went to a Mets game and had a smoke before entering the stadium. A couple of fans offered me $2 a cig. Of course I took them up, especially since I stocked up in Indiana.

Now I see why Eric Garner sold loosies.

This will make you laugh...Im driving down the street and see 6 members of a family walking with kids ranging from 4 to about 10. Every member of the ghetto train had a 12oz bottle of pop that they were drinking from and then I turn the corner and see literally, a mother holding a bottle of orange crush and her kid around 10 yrs old leaning back as the mother is pouring the pop down the kids throat as she laughs. Im thinking to myself this is how much they care about their kids health and are laughing at us since we are the ones paying the "Tinkle Tax" and they are not! I should have videotaped that moment and made a commercial out of it and show MS Tinkle Tax what bullshit her tax means! ILl NEVER vote DEMOCRAT again.

I bought all my stuff at the Walmart in Indiana, I-80 Exit 2.

My trunk is full of low tax and no tax stuff!

Last trip saved about $80 bucks in taxes in one stop, in comparison to west of the Socialist Illinois Line and what I would have to pay in taxes for the same items!

No tax for Chicago, Cook County or Illinois!

My friendly cashier at a big grocery store has seen soda sales drop a lot.

She said mostly Link cards buying big amounts of 2Ltrs , and older people, Spanish paying the soda

Soda Sales rep says his soda sales down 54 % across several South West Suburb Cook stores since August 1st

When will Police be called by local store owners to report Linkers selling bootleg, untaxed soda on the streets?

It's a great time to fill up your gas tank when you are purchasing your sweetened beverages outside of Crook County. I can count on one hand the amount of times I've purchased gas in Crook County (when I made one too many trips and ran too low) over the past 15 years! And I plan to do the same with my sweetened beverages. And as long as I am shopping, I'm sure I'll add other items to my cart.

I hope you all can do the same.

PS Here's a tip. I always buy the unsweetened tea. If given a cup from behind the counter and there is a fountain drink machine, I choose my favorite sweetened beverage(diet coke).

Talked to a friend a big boss at Pepsico international, he told me Pepsi is losing money delivering in the Chicago area cook county,except in the areas where they have poverty and welfare,the small stores doing OK the bigger stores are losing money. Pepsi is losing after they pay the bottlers,warehouse,drivers,benefits and insurance volume is down 60-70%! They are looking at layoffs sometime in Sept.

Unless they are losing money, they are not going to do anything of the sort, regardless of what unfounded rumor you might have heard that someone attributed to a distributor.

There is no reason to continue to sell if they are losing money though.

Ironically, many of the "all juice" drinks being sold these days use concentrated apple or grape juice to up the sugar content to the point that they may well have more sugar than carbonated beverages do. in any case, most fruit juices get virtually all their calories from sugars.

I also have shopped at both the stores mentioned in the article (Buffalo Grove/Highland Park stores). I also gas up and do other shopping in Lake County.
When I checkout with cart full of soda other shoppers also comment they do not shop cook county.
An extra 10 minutes of driving is not that big of a deal.

Just went to COSCO in Lake County to buy "sugary drinks" Proceeded to then buy $350 in groceries that we normally would buy in Cook county. Then got the kids haircuts and got gas too. All this money would have been spent in cook county but thanks to the Preckwinkle Tax we went elsewhere. Thanks for saving us money,Taxing Toni!

I gave up soda years ago. Now, I drink fruit flavored sparkling water which has a small amount of artificial sweetener . I was buying this from Jewel or Costco. Now that is being taxed a penny an ounce by Preckwinkle. It flies in the face of her statements that she wants to tax " sugary drinks for health reasons". I will not buy any of these taxable drinks in Cook County, ever. When I travel to Will County which i do every month, I will stock up and probably do the rest of my shopping also. The hell with Preckwinkle. All these liberal democrats know is tax,tax and more tax. The state and now the county. But, nothing in the way of government and structural reforms. Now, Lisa madigan is suing to force a consent decree on the police department. this is a women, the top law enforcement official in the state who has never prosecuted a corrupt government democrat.

Yes, liberal democrat theory at play. The same theory works when it comes to the state lottery. Most of the players are poor minorities who have a fantasy of winning. All studies showed that the poor, mostly minorities, cut back on food and housing expenses 15% in order to play the state lottery. So, the government makes money by taking from the poor only to give back to the poor via welfare and food stamps. Makes sense does it not?

I was in a Will County Jewel last week and saw the 7-Up guy stocking the shelves. He was a young black guy, not that it matters. I asked him if the Cook County tax impacted his deliveries and he said "Big time." His deliveries to the Jewel on the Cook County side of the line decreased from five pallets per week end to just one. That's an 80% decrease! He also said that his stores outside Cook County are ordering "way more" every week. It was clear to me that he thought the soda tax was a stupid idea and the results he was seeing was expected.

I live outside the county and work in the city. I bootleg soda in every week for myself. My co workers are bringing it in from trips to Indiana, Lake County or DuPage. I think the Coke embargo, pulling out of the county entirely, is a brilliant idea. The tax will collapse on its own in the ensuing uproar. Thanks Toni, for teaching an economics lesson the schools never did.

I'm a suburban copper living in will county. Every time, I go to a grocery store let it be target or jewel there's tons of people filling up their shopping carts with all kinds of sweetened beverages. I can't help to notice the village stickers on their cars are all from towns in cook county even some from Chicago. Not to mention they also buy other groceries. The tax revenue lost thanks to prickwinkle have to be adding up!

The rotten democrats will figure out a way to collect from out of County purchases.
City and County Inspector General & Revenue agents will have an Overtime Initiative and will be posted at key intersections taking plate numbers and photos. Maybe checking ID's too. There has to be a Cook County Home Rule tax penalty being drafted because this what they do with their time...spend.

All the city bottlers are members of the American Beverage Association and if they weren't feeling the drop is demand then they wouldn't still be running ads to repeal the SugerPop Porkwinkle Tax.
PudWanker even has chooch leftie Michael Bloomberg paying for counter-ads.
So the issue isn't dead.
Politically ol' PruneHilda has until Dec to drop the sugar drank tax and file her reelection petition and has if she somehow manages to get nominated in March. 2018, another 8 months to sweat an Independant challenger.

Know who your Cook County Commisissioner is.
Vote accordingly and get rid of the Democrat allies of PrickWrinkles before that penny an ounce doubles, and it will.

I do all my shopping for pop, iced tea etc. anytime I am somewhere not in Cook County. Wisconsin, Dupage, Will. While I am shopping I often pick up other items. So not only are stores losing sales in sweetened drinks, but in other grocery items as well. So Cook county is not only losing out on the sales tax, but losing out on the tax on other purchases. Businesses in Cook county are losing on sales. less sales means less profits and less taxes they have to pay every year. This is the dumbest idea in terms of economics ever.

Hodgkins .. which is still in Cook Co.. waiting with some relatives to buy a hotdog and soda.........until found out.... that what had cost a $1.50 before soda tax ,now with Taxwinkle's soda tax ,costs $1.94.. Even my friend said stick the Taxwinkle tax where the sun don't shine

No, it won't be considered a win,
because overall county tax revenues and business income as a whole, will drop.

I don't travel outside the county often enough to justify ONLY buying drinks.
So, when I travel outside the county, I buy EVERYTHING ELSE I need, too, while I shop for soda and other drinks.
It's a win for DuPage or Lake, and it's a net loss for Cook.

The restaurant has to pay the tax UP FRONT, when they buy the syrup, so they pass the tax along to us now.

it's pretty obvious that "bootlegging" products into Cook County for the "Porpoise" of avoiding lawful, legal Taxes need to be kicked up to a Felony with about a 3 - 5 year minimum sentence.

You just can't be loading up your trunk with cigs, pop & stuff & driving them into Cook County.

These taxes serve to maintain the Utopia that is Chicongo & to dodge them is Felonious !!!!

I went to the Cosco on 159th Street just west of LaGrange Road yesterday. I ran into my former neighbor who works there. She told me that the sales of pop and other sugar drinks are almost non existence. The only people who are buying these dranks are people with Link Cards. She also stated that there is a rumor going around that if Cosco and other big food box stores (Jewel) can't get this tax changed that there might be layoffs at the Coscos in Cook County. She went on to say that Cosco is selling these drinks at cost. Go Democratics.

No more free refills, no more free 2-liters from the corner pizza joint when you buy a Large or X-Large, etc.. Just the latest in the ever-increasing, death-by-a-thousand-taxes assault on our economy courtesy of the Machine. What Prickwrinkle and her partners-in-corruption don't get is that everybody has their breaking point, financially speaking. And I'm referring specifically to the working class and lower-to-middle income classes. It's getting more and more difficult for us to pay rent much less buy property here. We actually want to live here and help make this a better city, despite it's many problems. Why can't we live here on a salary of say 35 to 45,000? Well, thanks to an endless onslaught of fees and taxes, we have to look outside the city and/or county. Those fees and taxes would be one thing if they really did contribute to the common good but much of that revenue goes to feed a fat bureaucracy or finance future debt. This city and county is sinking and sooner or later you have to ask yourself if it's worth it to live here. Chicago is quickly on its way to becoming a city of Upper Middle Class/wealthy and Poverty/fixed income with no working class or middle class in between. And that's a damn shame not to mention the death knell for a once-great city.

It could be far worse, and almost certainly WILL be eventually.

Imagine if they taxed powdered drink mixes.
A google search for "iced tea mix" brings up a 74 ounce canister of Lipton powdered ice tea mix for about $5.38. Does this get a Crook County add-on tax of 74 cents, or does the tax apply to the end result? A 74 ounce canister is supposed to make 28 quarts, or 7 GALLONS of iced tea. So a penny per ounce tax applied here would add $1.28 per gallon, or $8.96 for the canister. Your price per gallon for iced tea would rise from 77 cents a gallon to $2.05 per gallon, an effective tax rate of almost 150%.

To the poster @ 8:25 AM who vowed to never vote Democrat again . . . too late. If you are a registered Democrat in Illinois, you are a Democrat for the rest of your life, as well as the afterlife. A Democrat vote will be cast in your name in EVERY election from now until the birth of James T. Kirk in the 23rd century.

Went to the jewel 36th and archer. I saw the shelves fucking empty. Made me wonder if they are all on the link or just don't care. Could be they were empty for other reason, but I doubt it.

Please do not mistake this tax for liberalism or some democratic scheme or even socialism. This is about power and staying in power, period. Over the years in other locals, Republicans have been bad too, we just happen to have the most corrupt government in America and they happen to be democrats. Way back when, 9 1/2 was for strict immigration control. But that stance is not going to get him him elected mayor in Chicago, so he changed his position. In crook county if you want to get elected you have to pay off the voting block that can get you elected. Right now that is Blacks and Hispanics. Big Bill Thompson was the last Republican Mayor in Chicago and he set the bar for corruption and paying for votes. The taxes pay for votes for criminals. Doesn't matter if they are democrats or Republicans in this town.

the guy is just begging the county to come after him. he is the seller of the product and is resposnsible to make sure the tax is paid regardless of where he buys it.

I was at COSTCO in Lake county, its just off the tollway.
And yes, I was engaged in smuggling my 2 cases of soda, but while I was there, I did my shopping, purchased gas ( 50 cents cheaper than Chicago ). I then looked at the stickers on the cars. Just about 10% of them had Chicago tags.

Big Bill Thompson left office in 1931. Yes, there was rampant corruption during his mayoralty because some progressive do gooders like Bloomberg forced Prohibition down the throats of thirsty American people and empowered the mob to enlarge to fill the void.

Thompson implement most of the Chicago plan, including many major bridges which are still in working order almost a century later. He also opposed a plan to install water meters in every Chicago household as a means to raise revenue because he felt water should be inexpensive. This ban on meters outside of industries and high rises held until Rahm the thief took office.

In 1931, the Better Government Association evaluated both Anton Cermak (founder and architect of the Democratic Machine) and Thompson. It concluded that Thompson was a better candidate for mayor than Cermak who had lined his pockets for his entire career, including a deal to move the Criminal Courts to 26th and California where he personally profited from the real estate sale. The new courthouse and jail complex also happened to be based in Cermak's ward.

The corruption that occurred after Thompson left office dwarfed anything scandalous that occurred before the Democratic Machine (Cermak, Kelly-Nash, Daley) assumed control of City Hall.

This situation is EXACTLY why TPTB are hyping doing away with hard money and pushing us towards a cashless society. Electronic transactions can be easily monitored. Bought your soda in another county? They'd simply apply the appropriate Crook County tax and delete the fee from your electronic bank account. Total tyranny.

good point. however, presumably if he already paid the tax when he bought it he would not have to collect the tax to pay it, so it would not seem like there is any good reason to avoid buying it in Cook County if he is going to end up paying the tax in the end.

OTOH, the reporters often misstate facts so who knows what he really said or is actually doing.

I have to go to a birthday party in Lake County on Saturday.
Since I refuse to pay Rahm's bag tax and I refuse to pay your beverage tax,
I'll be making a stop and I'll be doing all my shopping out there. ALL of it.

So, Cook (and Chicago) loses all the taxes on all the purchases and my local store loses business, which will cause a loss of jobs.

I applaud you, Toni. Your brilliant idea is destroying the local economy. Well done!
