Great Idea.....Not

  • Mayor Rahm Emanuel has once again invited aldermen to share their ideas for generating new revenue to bridge a budget gap approaching $260 million because of his promise to assume $80 million in security costs for the Chicago Public Schools.

    On Wednesday, rookie Ald. Raymond Lopez (15th) answered the call, but in a way that will require the city to spend $4.5 million upfront to get millions more in return.

    Lopez wants to hire enough new employees to give every one of the city’s 50 wards its own officer to enforce quality-of-life violations that routinely go unpunished.

    Chicago has a ton of laws on the books that cover everything from home-sharing, illegal parking and panhandling to noise violations, street peddling, failing to shovel snow from the sidewalk in front of your home and operating a business without the proper license.
Has this guy never heard of "ward superintendents"? They can do that. And this part just made us laugh out loud:
  • “One of the things expressed to me by my residents time and again is, `Why don’t we enforce the laws on the books? Why don’t we hold individuals in our neighborhoods who flagrantly disobey the law, refuse to pay stickers that apply to everyone else accountable,’ ” Lopez said Wednesday.
We've been saying the same thing for 30 or 40 years now - about car insurance, about properly registering your automobile, about guns. But somehow, some way, certain "communities" seem to be exempt from the rules that govern a civil society.

Almost everyone except us city employees living in beat 812 have their vehicles registered outside of the city. These vehicles are parked here every night and any moron can figure it out. They're the ones without city stickers. Come on! Write the tickets and let the owners fight the city. Keep track of the vehicles with nightly checks. After a few weeks tickets should fly.

2) Someone gets hurt.

Remember Eric Garner? Just this kind of offense. And after the resisted arrest and keeled over from a heart attack, you know what the press said (and the city tried to charge)? That he "was killed by the cops over a loose cigarette." It's the narrative every time. If the cops are called to deal with some piddly offense and the guy pulls a gun and gets shot, they 'killed him over jaywalking!'

Really remove the police from all schools and let the crack CPS security solve everything. Restorative justice is the name of the new game(program) in CPS with at least one new employee added citywide to hold the peace circle aka no crime no CB # here. FOP after that removal of the school officer from Hubbard should take those jobs back to the bargaining tablet because those assignments were actually a bid unit until the disbanded and were put into the districts to make more political patronage spots officers have never stopped and continually have been assigned to schools on a daily bases and are removed it they do not do the politically correct thing. The city does have non officers walking neighborhoods and issuing violations. I got a ticket every day for a week because my front license plate holder broke and I had to wait for a friend with a drill to come over and literally screw it on to my car. This was in Wicker Park. Don't they hit all neighborhoods?

I live on the west end of 008, they are constantly out here writing tickets to taxpaying citizens for any bullshit violation. Yesterday I drove around your ward Ray in the Brighton park neighborhood, plenty of violations there Raymond. You have everything from city sticker violators to all kinds of violations such as illegal tamale vendors illegal food vendors everywhere, can you have how many hundreds maybe thousands of illegal invaders criminals everywhere. Raymond are you have to do is request the city to send the people in to write a citation's call the department of justice explain to them that you're on board to remove the criminals, the tickets will be written, The criminals will be removed savings would be in the millions in the city budget would be flush with cash simple as that.

Southwest Airlines is calling your great at midway airport checking bags and you seemed very alert there, as an alderman you cannot find the departments to do the job, but yet when I had a missing bag at the airport you were able to locate it is your vision compromised?

There are literally thousands of rules and regulations for businesses in the city, each probably punishable with perhaps $500 dollar fine. Streets and sanitation routinely hands out tickets for garbage around a businesses dumpster or weeds growing through a chain link fence often costing a business several hundred dollars. Those who make campaign donations seem to be exempt from the rules. Why would anyone want to open a business in Chicago is beyond me.

So True...How many times have we stopped people for traffic violations (when we used to work) and when we asked for insurance they would dig into their glove department when 20 ticket violations would fall out...city should start going after those people which add up to millions..sugar taxes, tiny dancers biggest property tax increase ever, garbage and increased water bills, increase entertainment tax (cable bill increases), speed and traffic cameras, paper bag taxes and my fuckin contribution to the link program that goes to the lazy ass fuckers who don't want to work or cry they cant...boo hoo. I have a few neighbors who don't register their cars in the city but park them on the street. If the city passed a law requiring a city sticker on your vehicle overnight (1am to 6am), you would get tons of cash.

Contact the City Clerk as well.. Clerk will issue the citation under title 3 and title 9.

9-64-125 B : No City Sticker

3-56-020 C: City residents maintaining situs for vehicle outside the city – Requirements – Credit against license fee. If the owner of a motor vehicle or any other vehicle resides in the city but maintains a situs or base for such vehicle located outside of the city, such owner shall be (1) subject to subsection (a) of this section, and (2) entitled to a credit against the appropriate wheel tax license fee provided for in Section 3-56-050 in the amount of any wheel tax license fee paid for such vehicle to the municipality where such vehicle is based; provided, however, that in no event shall such a credit reduce the amount of the wheel tax license fee below zero.


So Trust me when I say, If i can figure out you live in Chicago...I'm tagging your vehicle for a City Sticker Ticket regardless of where you register it. Like Dude that lives in the 5400 block of Magnet (this is not a cop, just a lawyer) and only owns a Wisconsin plate chevy. His neighbors gave him up because they are sick of seeing people play the game.

And correct me if I am wrong, but I seem to recall it is Illegal under illinois vehicle code to register your vehicle to the House Address you do not have listed as your Primary Residences. Since Jesse Whites people have that 30 day requirement to make your address match were you actually LIVE.

And it is potential insurance fraud as well...Higher or Lower Rates by the city you live in.

I have an idea: Cut the number of aldermen in half. Considering their salaries, staff and slush funds, that should amount to over 30 million. Each alderman and their ward superintendent make over 100k plus staff and office expenses. I believe each alderman is also allowed 1-1.5 million in ward improvements at their discretion.

Seems to me it depends on your ethnic culture, lifestyle, etc. Hanging on the corner at two in the morning is the norm for certain groups; cutting your grass and properly licensing your vehicle is the norm for others.

Recently some have taken to mischaracterizing my views on the undocumented, DACA, and the violence in the communities I represent. Their engagement has been inaccurate from the start.

First, I went to Federal Plaza on the day DACA was rescinded to stand with my own community against the Trump immigration agenda. I am Mexican American representing a majority Mexican American community. My husband was for many years undocumented. I have been outspoken in defense of DACA and in support of the Welcoming Cities ordinance, as well as the elimination of the majority of the carve outs. It continues to disturb me that some individuals in the immigrant rights community have the audacity to think they can dictate who is pure enough to stand up against the Trump administration and advocate for the rights of immigrants.

Second, the only people I said that criminalize our communities are those violent criminals that actively seek to destroy the fabric of our neighborhoods: gang members who have murdered members of our community, drug dealers, gun runners, etc. Some have repeatedly tried to associate DACA recipients and other undocumented persons with these individuals--a generalization I flatly reject.

Third, I said people are responsible for the choices and actions they make. When I stated that a vast majority of individuals in Back of the Yards are respectful and law-abiding, I was told that they were the "exception, not the rule," implying that most people in the community are law-breakers.

Fourth, it has been said I do not care if anyone is impacted by violence--a claim that I take deep offense at. I have spent my years so far as alderman constantly responding to the trauma and pain of violence in our communities--when a twelve year old girl was shot playing basketball, when a young man was killed on church steps walking home, when a woman was ambushed simply because she was driving to a friends house, when school children are bullied and tormented into gang culture. My staff and I have been the ones there--and we will always be the ones there--for our residents.

Lastly, I am always available to meet with my residents to discuss this or any issue impacting them. It must, however, be a respectful discussion beginning from a place of truth that helps both sides understand the other. Now is the time to unite and stand strongly with undocumented immigrants of our community. I’m not interested in engaging in an ideological purity test or faction fight. Let’s get together and organize against this administration’s policies, and ensure that our local law enforcement keeping all our residents safe--not targeting undocumented members of our communities.

when I worked in Englewood one of the lieutenants suggested that a Task force be put together consisting of police officers and civilians assigned to community services, some help from the revenue Department and streets and san and go block by block checking every business for proper licenses and code violations. this was done in New York City with great success. They uncovered many illegal businesses and a whole lot of illegal activity. The district Commander at the time, Maurice Ford put the cabash on the plan as he deemed it oppressive to the community. Yes, it seems some parts of the city are exempt from just about every law and ordinance on the books.

How the fuck can you write a ticket on car for no city sticker. You must run license plate to verify car is registered in shitty to need a sticker. Now genius how the fuck can you prove that the person who drives this vehicle lives in the city or actually owns it. Its not against the law to allow a relative to borrow anothers vehicle. Thereby I as the owner don't and wont ever buy that piece of shit sticker. Write those tickets ill beat them by contesting same by mail with proof of registration and where I reside. I’d bet money you understood his point quite well. It’s not about ticketing a vehicle because it’s on a block for 30+ days. It’s about hunting for the deliberate scofflaws. The people that are knowingly registering their vehicle to somewhere else while they live in Chicago.

Some City residents for decades have used any type of maneuver to avoid having to buy that damn sticker and to attempt to avoid getting the damn ticket for not having the sticker.

And I’ll quote the City Clerks website here with supporting information:

All Chicago residents driving and/or parking a vehicle for which they are responsible in the City of Chicago are subject to the Chicago Wheel Tax and must purchase a Chicago City Vehicle Sticker. This includes Chicago residents that maintain their registration outside of the City of Chicago, but use the vehicle in the City. We want motorists to avoid costly tickets: You must purchase a Chicago City Vehicle Sticker within 30 days of residing in the City to avoid late fees and fines.

The kicker comment is “a vehicle for which they are responsible.” So in your hypothetical, you would be 100% correct in that your vehicle would not need to have the sticker. But if a Cop or Finance or Clerk Enforcement Aide tracked said vehicle for over 3 days in the city, it would be a technically legal ticket to issue. But it’s not the Illinois plates that get really paid attention to by the Finance and Clerk Aides. It’s the out of state plates in areas of the city that scream. Like NY or Cali or Florida or Alaska or Hawaii (yes, I saw a car in 017 the other day with Hawaii plates) or Montana or Texas or Oregon or Washington or New Mexico, or how about that pickup truck that’s always parked on Kimball by Wilson with the Honduras license plates?

Those of us OTJ with CPD or other city agencies Know for a fact this game gets played in Chicago.

All the attitude in the world doesn't overcome the fact you have to buy a city sticker if the car is used primarily in the city for a specified period of time. I'm too tired to go look it up, but it's probably thirty days. (I'm retired and uninterested in refreshing those memories.)

My first partner took issue with someone who had an attitude similar to yours and every night we went up the same block more than once and every night he wrote little notes in his ticket book. He hammered the guy with documentation and there was no denying the pattern of use. No matter how righteous you feel, if the car is used in the city consistently, it's entitled to a ticket. Or two. Or ten.

Actually, if the parking lot or garage meets the minimum requirements of MCC 4-232, there is no Trespassing if entered for a City Sticker enforcement check by Finance, Clerk or CPD.(assumption that I remembered the right MCC #).
