- Mayor Rahm Emanuel has once again invited aldermen to share their ideas for generating new revenue to bridge a budget gap approaching $260 million because of his promise to assume $80 million in security costs for the Chicago Public Schools.
On Wednesday, rookie Ald. Raymond Lopez (15th) answered the call, but in a way that will require the city to spend $4.5 million upfront to get millions more in return.
Lopez wants to hire enough new employees to give every one of the city’s 50 wards its own officer to enforce quality-of-life violations that routinely go unpunished.
Chicago has a ton of laws on the books that cover everything from home-sharing, illegal parking and panhandling to noise violations, street peddling, failing to shovel snow from the sidewalk in front of your home and operating a business without the proper license.
Has this guy never heard of "ward superintendents"? They can do that. And this part just made us laugh out loud:
- “One of the things expressed to me by my residents time and again is, `Why don’t we enforce the laws on the books? Why don’t we hold individuals in our neighborhoods who flagrantly disobey the law, refuse to pay stickers that apply to everyone else accountable,’ ” Lopez said Wednesday.
We've been saying the same thing for 30 or 40 years now - about car insurance, about properly registering your automobile, about guns. But somehow, some way, certain "communities" seem to be exempt from the rules that govern a civil society.

There are literally thousands of rules and regulations for businesses in the city, each probably punishable with perhaps $500 dollar fine. Streets and sanitation routinely hands out tickets for garbage around a businesses dumpster or weeds growing through a chain link fence often costing a business several hundred dollars. Those who make campaign donations seem to be exempt from the rules. Why would anyone want to open a business in Chicago is beyond me.

I have a few neighbors who don't register their cars in the city but park them on the street. If the city passed a law requiring a city sticker on your vehicle overnight (1am to 6am), you would get tons of cash.

Contact the City Clerk as well.. Clerk will issue the citation under title 3 and title 9.

COPA hierarchy was at compstat yesterday and gave a 40 minute presentation. Our command staff only asked a few questions of them. I can think of at least twenty off the top of my head. This is the problem, we don't have anybody to stand up for us, the officers on the street doing the job.
I have an idea: Cut the number of aldermen in half. Considering their salaries, staff and slush funds, that should amount to over 30 million. Each alderman and their ward superintendent make over 100k plus staff and office expenses. I believe each alderman is also allowed 1-1.5 million in ward improvements at their discretion.
Just like the Dept. of Revenue blankets the “quieter”, tax paying areas far more than “the community”.
You know the same thing would be happening with this ...... only to an even more extreme.
Once again the legit taxpaying citizens will get bent over while “the community” gets a pass.
What is the difference between "quality of life' violation and "disorderly" conduct? Seems to me it depends on your ethnic culture, lifestyle, etc. Hanging on the corner at two in the morning is the norm for certain groups; cutting your grass and properly licensing your vehicle is the norm for others.

when I worked in Englewood one of the lieutenants suggested that a Task force be put together consisting of police officers and civilians assigned to community services, some help from the revenue Department and streets and san and go block by block checking every business for proper licenses and code violations. this was done in New York City with great success. They uncovered many illegal businesses and a whole lot of illegal activity. The district Commander at the time, Maurice Ford put the cabash on the plan as he deemed it oppressive to the community. Yes, it seems some parts of the city are exempt from just about every law and ordinance on the books.

The city does have non officers walking neighborhoods and issuing violations. I got a ticket every day for a week because my front license plate holder broke and I had to wait for a friend with a drill to come over and literally screw it on to my car. This was in Wicker Park. Don't they hit all neighborhoods?

Either he or she cant afford a vehicle or the vehicle is damaged beyond repair. Times are tough money is scarce. This is where I come in. That relative will use MY car. Not registered in the shitty. That relative may borrow that car AS LONG as they need it. Now you go be a piss ass and do nightly weekly monthly checks on that vehicle not registered in shitty. How the fuck can you write a ticket on car for no city sticker. You must run license plate to verify car is registered in shitty to need a sticker. Now genius how the fuck can you prove that the person who drives this vehicle lives in the city or actually owns it. Its not against the law to allow a relative to borrow anothers vehicle. Thereby I as the owner don't and wont ever buy that piece of shit sticker. Write those tickets ill beat them by contesting same by mail with proof of registration and where I reside. Same time I will file a complaint against your dumbass for failure to run license for registration. One ticket for me one complaint for you. I’m not personally a fan of the Finance Bike guy that posts here occasionally, but your comment is missing the point he made.
I’d bet money you understood his point quite well. It’s not about ticketing a vehicle because it’s on a block for 30+ days. It’s about hunting for the deliberate scofflaws. The people that are knowingly registering their vehicle to somewhere else while they live in Chicago.
Some City residents for decades have used any type of maneuver to avoid having to buy that damn sticker and to attempt to avoid getting the damn ticket for not having the sticker.
And I’ll quote the City Clerks website here with supporting information:
All Chicago residents driving and/or parking a vehicle for which they are responsible in the City of Chicago are subject to the Chicago Wheel Tax and must purchase a Chicago City Vehicle Sticker. This includes Chicago residents that maintain their registration outside of the City of Chicago, but use the vehicle in the City. We want motorists to avoid costly tickets: You must purchase a Chicago City Vehicle Sticker within 30 days of residing in the City to avoid late fees and fines.
The kicker comment is “a vehicle for which they are responsible.” So in your hypothetical, you would be 100% correct in that your vehicle would not need to have the sticker. But if a Cop or Finance or Clerk Enforcement Aide tracked said vehicle for over 3 days in the city, it would be a technically legal ticket to issue. But it’s not the Illinois plates that get really paid attention to by the Finance and Clerk Aides. It’s the out of state plates in areas of the city that scream. Like NY or Cali or Florida or Alaska or Hawaii (yes, I saw a car in 017 the other day with Hawaii plates) or Montana or Texas or Oregon or Washington or New Mexico, or how about that pickup truck that’s always parked on Kimball by Wilson with the Honduras license plates?
Those of us OTJ with CPD or other city agencies Know for a fact this game gets played in Chicago.

All the attitude in the world doesn't overcome the fact you have to buy a city sticker if the car is used primarily in the city for a specified period of time. I'm too tired to go look it up, but it's probably thirty days. (I'm retired and uninterested in refreshing those memories.)
My first partner took issue with someone who had an attitude similar to yours and every night we went up the same block more than once and every night he wrote little notes in his ticket book. He hammered the guy with documentation and there was no denying the pattern of use. No matter how righteous you feel, if the car is used in the city consistently, it's entitled to a ticket. Or two. Or ten.

Actually, if the parking lot or garage meets the minimum requirements of MCC 4-232, there is no Trespassing if entered for a City Sticker enforcement check by Finance, Clerk or CPD.(assumption that I remembered the right MCC #).
