Chicago crime fighting logic: The person in question is "homeless". Therefore if she is on the street carrying a sign stating she is homeless, you must assume that she is at home--homeless.

THE ONLY COMMUNITY THIS DEPT IS MAKING SAFE IS THE CRIMINAL COMMUNITY.
